Relevance Analysis of Performance Evaluation Systems of Government S&T Research Groups (출연연구기관의 연구회 단위 기관평가제도의 적합성 분석)

  • This research examines performance evaluatees' opinions regarding the current institutional performance evaluation systems of Government S&T Research Institutes (GRIs). Under the current evaluation systems, twenty GRIs are grouped into three Research Groups and each Group has its own evaluation systems. One problem of the current institutional evaluation systems is that the systems cannot reflect individual GRIs' characteristics. The following methods are used. First, based on four perspectives of Kaplan & Norton(1992)'s Balanced Scorecard(BSC) model, six perspectives appropriate to GRUs' characteristics are derived. Second, experts classify current performance evaluation measures into the six perspectives. This enables different evaluation systems of three GRI Research Groups to be compared under the same evaluation measures. Third, GRIs' evaluatees are asked to allocate appropriate weights on the performance measures. Evaluatees' weights of a GRI are compared with average weights of the related Group. Finally in every BSC's perspective, GRIs that have extraordinarily over-scored or under-scored weights are analyzed in terms of GRIs' missions, customers, capability of human resources, etc. In the Basic Research Group, the Korea Basic Science Institute is deviated in the financial perspective and the strategic direction perspectives. In the Public Research Group, Korea Institute of Construction Technology is significantly different from other GRIs in three perspectives. Five out of eight GRIs in the Industrial Research Group, GRIs are significantly different each other in several perspectives. It could be concluded that the current institutional evaluation systems are least appropriate in measuring performance of the GRIs of the Industrial Research Group.

  • Korean 'Law of Aviation' and 'Test Method of Measuring Noise and Vibration' designate to use WECPNL metric based on $L_{max}$ measurement for the accessment of aircraft noise in Korea. However, time duration of noise event can not be considered in $L_{max}$ metric in principle, compensation on the duration has been utilized. A study was done recently to evaluate appropriate duration compensation for the accessment of military aircraft noise under current metric of WECPNL and $L_{max}$. This study was carried out to evaluate what metric is the most appropriate to express aircraft noise including time duration of single noise event, computing and comparing noise exposure with 1 second noise measurement data of military aircraft in $L_{max}$, $L_{Aeq,\;T}$ and SEL. This study shows SEL is the most appropriate noise metric for the evaluation of noise exposure with time duration such as aircraft noise without compensation. It is suggested to use SEL noise metric instead of $L_{max}$ noise metric with duration compensation for the aircraft noise accessment either military aircraft or civilian aircraft.

Factors influencing the appropriateness of hospital stays (재원 적절성에 영향을 미치는 요인)

  • The purpose of this study was to determine the level of appropriateness in hospital stays and factors influencing inappropriate hospital stays. The study was conducted at fifteen general care units in a tertiary university hospital. Appropriateness of hospital stay was assessed using Appropriateness Evaluation Protocol by trained head nurses. The total of 447 patient records were reviewed. Among them, 352 patient data were included in the final data set. A unit of observation was patient day. A rate of appropriate hospital stay was calculated per patient as a unit of analysis. Multiple regression analysis was performed to determine the factors affecting inappropriate hospital stay. The eighty-three percent (2030/2651) of hospital stays were evaluated as appropriate. There were significant differences in appropriateness of hospital stay according to patient's age, type of health insurance, medical specialty, and length of stay(p<0.05). In the multiple regression analysis, medical speciality was the most significant factor to predict the inappropriate hospital stay. The study showed a substantial proportion of hospital stay was found to inappropriate. Level of appropriateness was significantly different from medical specialty. Interdepartmental approach should be required to coordinate and improve appropriate resource utilization.

A Study on Financial Problem of Family Perceived by Housewife in Urban Areas (도시 주부가 인지한 가계의 재정문제에 관한 연구)

  • The purpose of this study is to structure finance management education programme and to provide basic data orienting finance service system by means of analyzing the level of financial problem and its influential variables. The following is the result of this study: First, the level of financial problem perceived by housewife in urban areas is in the following order ; property which is perceived the least. Second, the level of financial problem perceived by housewife in urban areas is dependant on housewife age, husband education level, husband occupation, the degree of property, the degree of debts, tendency of fortune control, tendency of materialism, feeling of appropriate resource. It is especially noting that housewife in forties shows high level of financial of financial problem recognition than housewife in twenties does. This indicates needs for middle for middle-aged home management in which happens house moving to larger size, education of children, marriage of children, preparation for stabilization basis after children’s marriage, and shortage of surplus money. Third, variables which affect all sub-areas are family property sum, tendency of materialism, feeding of appropriate resources. The less family property sum, the stronger tendency of materialism, and the more perceive feeling of appropriate resources, the more perceive they financial problems.

Fabrication and Characterization of Onggi Filter for Appropriate Water Treatment Technology

  • In underdeveloped countries, many people suffer from water shortage due to the absence of water supply service. Although water purifiers have provided support in such situations, it is not easy to maintain water filters without a continuous supply of consumable filters. To obtain a sustainable drinking water source, appropriate technology of water treatment is necessary. Herein, a low cost water purification system was developed using natural raw materials. A non-electric water treatment system was developed using filtration through an Onggi filter, which is a type of Korean traditional earthenware with a microporous surface. The porosity and flux of the prepared Onggi filter were 29.06% and 31.63 LMH, respectively. After purification of water with total dissolved solids of 10.4 mg/L and turbidity of 100 NTU, the total dissolved solids and turbidity of the water treated using the Onggi filter decreased by 12% and 99.8%, respectively.

Clinical considerations for appropriate occlusion of implant restorations (임플란트 보철 교합의 임상적 고려 사항)

  • The appropriate occlusion is one of the most important factors for the long-term success of implant and its restorations. The purpose of this review is to investigate and define occlusal considerations to reduce failure of implant prostheses. The physiological movement of implants is markedly lower than that of natural teeth and they also lack in occlusal sensitivity. Proper occlusal pattern may be assigned to compensate for the biological disadvantages and occlusal contacts must be formed where the cantilever effect is minimized. Moreover, the long-term success of implants after osseointegration can be assured by reducing early occlusal loading to avoid implant overloading and selecting appropriate occlusion material. Occlusal overload was brought by the number and location of occlusal contacts, which are under the clinician's control. The concept of implant occlusion is based on the concepts derived from traditional prosthetics. Moreover, there are few evidence on the concept or design of implant occlusion. Several occlusal design was recommended for implant prosthesis. Mutually protected occlusion, group function occlusion and bilateral balance occlusion was recommended for the specific types of implant restorations. This article reviews proper design of occlusion for implant restoration and offers occlusion strategy clinically.

Study of Appropriate Meal Duration at an Italian Restaurant (이탈리안 레스토랑의 적절한 Meal Duration 선정에 관한 연구)

  • This study examined the different meal duration expectations and dining characteristics of customers each stage of service (order, cook, check), and investigated the impact of perceived meal duration on customers' satisfaction. The procedures consisted of four phases. During the first phase, the different meal duration expectations and dining characteristics of customers of an Italian restaurant in Seoul were examined by survey at each stage of service. The second phase investigated the impact of perceived meal duration on customer' satisfaction. The third phase compared perceived meal duration and actual meal duration. The last phase suggested appropriate meal duration for maximization of customer' satisfaction. We also examined the effects of meal time (lunch or dinner) on meal duration preferences. Customer satisfaction was decreased with longer perceived meal duration for the order and check stages and too short perceived meal duration for the cook stage. To determine appropriate meal duration for each service stage, the relationship between perceived and actual meal durations was examined. This study confirms that customers dining at restaurants preferred a longer cook time and that a shorter meal duration at dinner decreased satisfaction ratings more when compared to lunch.

Identifying an Appropriate Analysis Duration for the Principal Component Analysis of Water Pipe Flow Data (상수도 관망 유량관측 자료의 주성분 분석을 위한 분석기간의 설정)

  • In this study the Principal Component Analysis (PCA) was applied to flow data in a water distribution pipe system to analyze the relevance between the flow observation dates, which have the outliers of observed night flows, and the maintenance records. The data was obtained from four small size water distribution blocks to which 13 maintenance records such as pipe leak and water meter leak belong. The flow data during four months were used for the analysis. The analysis was carried out to identify an appropriate analysis period for a PCA model for a water distribution block. To facilitate the analyses a computational algorithm was developed. MATLAB was utilized to realize the algorithm as a computer program. As a result, an appropriate PCA period for each of the case study small size water distribution blocks was identified.

Heterotrimeric G protein signaling and RGSs in Aspergillus nidulans

  • Heterotrimeric G proteins (G proteins) are conserved in all eukaryotes and are crucial components sensing and relaying external cues into the cells to elicit appropriate physiological and biochemical responses. Basic units of the heterotrimeric G protein signaling system include a G protein-coupled receptor (GPCR), a G protein composed of ${\alpha},\;{\beta},\;and\;{\gamma}$ subunits, and variety of effectors. Sequential sensitization and activation of these G protein elements translates external signals into gene expression changes, resulting in appropriate cellular behaviors. Regulators of G protein signaling (RGSs) constitute a crucial element of appropriate control of the intensity and duration of G protein signaling. For the past decade, G protein signaling and its regulation have been intensively studied in a number of model and/or pathogenic fungi and outcomes of the studies provided better understanding on the upstream regulation of vegetative growth, mating, development, virulence/pathogenicity establishment, and biosynthesis of secondary metabolites in fungi. This review focuses on the characteristics of the basic upstream G protein components and RGS proteins, and their roles controlling various aspects of biological processes in the model filamentous ascomycete fungus Aspergillus nidulans. In particular, their functions in controlling hyphal proliferation, asexual spore formation, sexual fruiting, and the mycotoxin sterigmatocystin production are discussed.

Advanced Maximum Power Point Tracking Method for the Series Operation Strategy of Grid-Connected Small Wind Turbines (계통연계형 소형풍력발전 시스템의 직렬운전을 고려한 개선된 MPPT 방법)

  • Operating wind turbine generators at maximum power point requires maximum power point tracking (MPPT) control methods. However, conventional methods cannot track the appropriate maximum power point in situations involving wind turbine systems based on a series operation strategy. These systems comprise one or more local maximum power points, and conventional methods can detect only one local maximum power point closed by a current operation point. This study proposes an advanced MPPT method for the series operation strategy of a small, grid-connected wind turbine system. In determining the appropriate maximum point, operations at certain local maximum power points are analyzed. The results show one appropriate point, which is tracked by the proposed MPPT method. The effectiveness of the proposed method is verified by the experimental results.
