  • This paper aims to explore whether the trilemma of welfare states has been a valid argument about the recent change of welfare states. Based on fuzzy-set ideal type analysis of data from seventeen OECD countries, it examines that welfare states have achieved three core policy objectives -income equality, employment growth and fiscal discipline- in the service economy during the period between 1981 and 2010. The evidence presented in this paper does not support the trilemma of the service economy where only two goals can be pursued successfully at one time, at a cost of the other remained goal. The trilemma has been effective only to the countries in liberal welfare regime where employment growth and fiscal discipline has been achieved at a cost of higher levels of income equality. However, conservative welfare-state regimes have experienced the deterioration of income equality and fiscal restraint after the mid 1980s and it seems that they have diverged into various models. In the countries of the social democratic welfare regime, the goals of equality and employment have been achieved simultaneously together with fiscal discipline since the early 2000s. While they are classified as the perfect model in the research, Southern European welfare states including Greece and Italy, classified as 'the crisis model', have not performed well in all the three aspects. On the evidence presented in this paper, it can be said that the trilemma of welfare states in the service economy is not effective to explain the policy goals of welfare state as well as the result of redistributive politics in the service economy.

  • This study investigated the effect of cash benefit and in-kind benefit policy supported by disabled children on the satisfaction of service care of main caregiver. The results of this study are as follows. First, the parental stress, parenting burden, and family members' difficulties were investigated. However, the research on the salary policy supported by the handicapped children has been scarce, and it has been found that the research on the service satisfaction of the main caregiver is also insufficient by the type of salary. The purpose of this study is to examine the effect of variables (parents gender, child gender, parents age, child age, disability grade, average income) on service satisfaction. As a result, parents age, child age, and child gender showed statistically significant effects on service satisfaction. This resulted in statistically significant overall effects on the application process, economic burden, support and selection criteria, service volume, and overall satisfaction. Based on the results of the study, the implications for cash benefits and in-kind benefits could be improved by increasing the amount and scope of benefits, and customized services considering the age of the handicapped children, ultimately improving the service satisfaction of the main caregiver.

They are relatively easily marginalized in decision-making process of their program. But realization of client participation and self-determination is directly connected with effect of service. For this reason, we confirmed the applicability of concept mapping in program planning that support client participation. Case of this study is social welfare program of B community psychiatric rehabilitation center located in the A city. This program is community interchange service for the mental disorders. Interchange type is to have a food with the mental disorder and the solitary elderly. We took advantage of the concept mapping to derive the outcomes that are expecting the mental disorders and mental health social workers. Concept mapping was proceeding in six steps; preparation stage ${\rightarrow}$ idea collection stage ${\rightarrow}$ structuralization stage ${\rightarrow}$ analysis stage ${\rightarrow}$ interpretation stage ${\rightarrow}$ application stage. Participants were a total of 25 people including the mental disorders and community psychiatric rehabilitation center employees. The participants produced 42 statements. Sorting results, the mental disorders produced 6 clusters; community psychiatric rehabilitation center employees produced 3 clusters. The mental disorders classified better detail than community psychiatric rehabilitation center employees. Two group were found gap of expected outcomes each other, went narrowed it. They agreed 3 expected outcomes finally. We identified empirically the usefulness of concept mapping to realize self-determination and program participation.

This study intends to analyze differences between subjects and determine what characteristics of subjects account for the differences. Method: A survey was administered to 1,664 workers who were approved by the Korea Worker's Compensation & Welfare Service between 2003 and 2005 for recuperation due to work-related musculoskeletal diseases. The data of 229 subjects who responded the survey questionnaire related to recuperation were analysed. Results: According to the results, demographic, occupational, and musculoskeletal disease-related factors were significant. The demographic factors included gender, age, marital status, and region, while occupational factors included working period, work type, size of workplace, and industry type. The factors related to musculoskeletal diseases were the part of the body in pain, the tissues in pain, and the existence of dysfunction. The above factors were associated with statistically significant differences in the following areas: revealed symptom period, symptoms-diagnosis period, and application for recuperation approval periods; diagnosis and care institutes for recuperarion; the state of patients (body parts in pain, tissues in pain, and existence of dysfunction); return to work; and care after returning to work. Conclusion: The results of this study can serve as basic data in setting priorities for prevention programs for work-related musculoskeletal diseases and selecting target groups.

Second, total public fund for childcare services, child benefits and parental leave are high in fourth income quintile, and mothers work regularly. Third, public fund is high in fourth income quintile, dual earners, mothers work regularly, the family has many number of child, and is high educational level of parents. Finally, the results of quantile regression show the biggest factors of unequal distribution of family policy are mother's stable work and it deepens the inequalities and differences. Based on these results, this article suggests that more equal right to access and use family policy regardless of the type of employment, adequate minimum income through income transfer, and universal application of the policy.

  • In this study, we investigated and the following conclusions are presented by identifying the current status and problems in order to expand the future's value of the community care project introduced and implemented to improve the quality and care for the elderly's life. First, the needs analysis of the elderly receiving services is composed of patient-centered rather than investigator-centered, and in particular, medical management through medical staff visits should be strengthened, and specialized service items according to gender, age, disability type, and personal preference should be strengthened. This will have to be gradually strengthened. Second, by analyzing the satisfaction, redundancy, and effectiveness of service items, we save money, and consider the consumer-oriented service item composition and application of items necessary for new services. Third, through the introduction of an integrated schedule management system, it is necessary to specialize in pre-booking and visit schedule management between the elderly and the direct service organizations that provide services. Fourth, as an effort to solve the financial problem, it is necessary to prepare a rational resource sharing system with health and medical finance, long-term care insurance system, and social welfare financial project. and it may consider that putting the medical personnel who are from local public medical college input. Through these proposals, the community care business will be able to complete and have future value as a universal aged care system.
