Potential maximum soil moisture retention (S) is a dominant parameter in the Soil Conservation Service (SCS; now called the USDA Natural Resources Conservation Service (NRCS)) runoff Curve Number (CN) method commonly used in hydrologic modeling for event-based flood forecasting (SCS, 1985). Physically, S represents the depth [L] soil could store water through infiltration. The depth of soil moisture retention will vary depending on infiltration from previous rainfall events; an adjustment is usually made using a factor for Antecedent Moisture Conditions (AMCs). Application of the method for continuous simulation of multiple storms has typically involved updating the AMC and S. However, these studies have focused on a time step where S is allowed to vary at daily or longer time scales. While useful for hydrologic events that span multiple days, this temporal resolution is too coarse for short-term applications such as flash flood events. In this study, an approach for deriving a time-variable potential maximum soil moisture retention curve (S-curve) at hourly time-scales is presented. The methodology is applied to the Napa River basin, California. Rainfall events from 2011 to 2012 are used for estimating the event-based S. As a result, we derive an S-curve which is classified into three sections depending on the recovery rate of S for soil moisture conditions ranging from 1) dry, 2) transitional from dry to wet, and 3) wet. The first section is described as gradually increasing recovering S (0.97 mm/hr or 23.28 mm/day), the second section is described as steeply recovering S (2.11 mm/hr or 50.64 mm/day) and the third section is described as gradually decreasing recovery (0.34 mm/hr or 8.16 mm/day). Using the S-curve, we can estimate the hourly change of soil moisture content according to the time duration after rainfall cessation, which is then used to estimate direct runoff for a continuous simulation for flood forecasting.
As the era of $4^{th}$ Industrial Revolution has arrived, education systems are changing in order to prepare for the changes on technological environment. Recently in the education field, flipped learning, which focus on learner-centered with an active communication is suggested, rather than the existing teaching method, which had the characteristic of simply delivering a knowledge. This study examined the effects of STEAM program on preservice science teachers' communication competency and further explored their experiences of and reflection on STEAM program. The study design is one group pretest-posttest with mixed methodology using both quantitative and qualitative data. The STEAM program consists of three stages: introduction of STEAM, participation in STEAM activities, and reflection on the STEAM program. The preservice science teachers improved their communication competency after the STEAM program (p < .01). The preservice science teachers represented statistically higher scores on the three subscales of communication competency: Interpretation ability, self-presenting ability, and understanding others' viewpoints. In addition, the preservice science teachers reflected on their STEAM experiences. During the first stage of 'Presentation of the Problem Situation,' the preservice science teachers mentioned that they roused their curiosity due to everyday experience-related, social issues or present issues. In the stage of 'Creative Design,' the preservice science teachers mentioned that they selected the final idea through mutual consent of the members, the practical possibility of everyday life, the previous experience-based decisions, or persuasive power. Further, about 87.5% of preservice science teachers mentioned that they were fully engaged in the 'Emotional Learning' stages due to the application of integrated thinking, everyday related issues, and communication among group members. About 85% of the preservice science teachers mentioned that they could challenge new problems in future situations.
The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.

Objective: The aims of this study were to provide the basic data for establishing a precautionary management policy and to develop a methodology for selecting a radon management priority target area suitable for the Korean domestic environment. Methods: A suitable mapping method for the domestic environment was derived by conducting a quantitative comparison of predicted values and measured values that were calculated through implementation of two models such as IDW and RBF methods. And a qualitative comparison including the clarity of information transmission of the written radon map was carried out. Results: The predicted and measured values were obtained through the implementation of the spatial analysis models. The IDW method showed the lowest in the calculated mean square error and had a higher correlation coefficient than the other methods. As results of comparing the uncertainty using the jackknife concept and the concept of error distance for comparison of the differences according to the model interpolation method, the sum of the error distances showed a modest increase compared with the RBF method. As a result of qualitatively comparing the information transfer clarity between the radon maps prepared with the predicted values through the model implementation, it was found that the maps plotted using the predicted values by the implementation of the IDW method had greater clarity in terms of highness and lowness of radon concentration per area compared with the maps plotted by other methods. Conclusions: The radon management priority area suggests selecting a metropolitan city including an area with a high radon concentration.
Purpose - Every company studies how to attract and retain new customers to increase competitiveness and profitability. Companies establish strategies to attract customers, secure competitive advantage and generate revenue. Businesses are looking for newer and better ways to differentiate themselves in the marketplace. One of the requirements for service differentiation is to make it a prerequisite for an engaging customer experience. Customer experience can be attained through service experience. Satisfaction determine whether to reuse the food service franchise. The purpose of this study is to investigate the effect of customer experience on the satisfaction and revisit intention of food service franchise. In this study, customer experience consists of three attributes such as service environment, food quality, and price fairness. Also, this study is to identify the importance of three service experience attributes of customer satisfaction and revisit intention using ANN (artificial neural network) analysis. Research design, data, methodology - The survey was conducted on customers who have visited franchise restaurants in one month in order to examine how service environment, food quality, and price fairness have been influenced customer satisfaction and revisit intention through online survey company (SM culture & contents). A total of 300 representative surveys were collected. Of those collected surveys, 26 were not used due to missing information, resulting in 274 as the final sample size. The sample size was more than 10 times more than the number of variables used in the structural model analysis. Results - The findings of this study are as follows: Service environment and price fairness have a significant effect on satisfaction. However, food quality did not have a significant effect on satisfaction. Finally, it was found that satisfaction had a significant effect on revisit intention. Meanwhile, according to the results of ANN analysis, satisfaction as a dependent variable was found to be the most important in male price fairness and service environment in female. Also, when the revisit intention is used as a dependent variable, both male and female price fairness are important. Also, when the intention to revisit is used as a dependent variable, both male and female price processes are important. Conclusions - First, a restaurant franchise enterprise needs to manage customer service experience. Customers should strive to eat and enjoy at a dining franchise store. Second, it is necessary to design a food service franchise shop as a customer-oriented service environment. Franchise companies need to improve the environment so that customers can use the store conveniently. Third, the restaurant franchise menu price needs to be cheaper than the alternative menu. The restaurant franchise menu needs to be constructed with a popular menu that can be used continuously by the customer, so that it can be set at a reasonable price.

Korea has invested heavily in projects related to national rivers, but there is no evaluation technique and system to manage river projects that can evaluate the effectiveness of the river projects after they are completed. Their absence leads to the inability of information on river construction sections, analysis of project effects, and benchmarking between projects. This may cause over-budget, overlapping investment problems due to the implementation of similar projects in the same section, and incorrect business elements may be repeatedly utilized. In order to solve this shortcoming, this study developed river project evaluation techniques and a river project (construction) management system. The development of evaluation techniques enables comparison and analysis between projects and can be utilized in establishing maintenance plans. The system can also provide inquiry of construction information, visualization of construction, and management of performance items. In this study, the evaluation techniques developed through prior research were modified and supplemented, and the effectiveness was verified by applying them to national river projects in A river and B river. It is expected that the evaluation techniques and system utilization measures presented will increase the work efficiency of river projects and enhance the efficiency of river projects.
In this study, a large-scale levee breach experiment from lateral overflow was conducted to verify the effect of the new reinforcement method applied to the levee's surface. The new method could prevent levee failure and minimize damage caused by overflow in rivers. The levee was designed at the height of 2.5 m, a length of 12 m, and a slope of 1:2. A new material mixed with biopolymer powder, water, weathered granite, and loess in an appropriate ratio was sprayed on the levee body's surface at a thickness of about 5 cm, and vegetation recruitment was also monitored. At the Andong River Experiment Center, a flow (4 ㎥/s) was introduced from the upstream of the A3 channel to induce the lateral overflow. The change of lateral overflow was measured using an acoustic doppler current profiler in the upstream and downstream. Additionally, cameras and drones were used to analyze the process of the levee breach. Also, a new method using 3D point cloud for calculating the surface loss rate of the levee over time was suggested to evaluate the performance of the levee reinforcement method. It was compared to existing method based on image analysis and the result was reasonable. The proposed 3D point cloud methodology could be a solution for evaluating the performance of levee reinforcement methods.

Recently, it has been observed that as the level of Science and Technology in Korea is improving, the demand for technology transfer from overseas buyers is also increasing. A technical value is an important factor for the technology transfer process and the valuation of technology should be performed reasonably. Specifically, a non-economical value has to be examined thoroughly when conducting the valuation for a technology that depends on public values. Since public technology has public benefit as its purpose when compared to technology from the private sector, its discount rate should be appropriately assessed and reflected in its valuation process. In this context, this study presents the methodology of valuation of public technology particularly relating to the transfer of technology from the national defense industries. To be specific, both an application method of the discount rate according to the characteristics and the purpose of the target technology and a qualitative and quantitative evaluation method to reflect the public values are presented. The proposed method for the valuation of defense technology could be used practically both in strengthening bargaining capability based on the reasonably derived technical values for transfer of national defense technology abroad and in the compilation of budgets for technology development in the future.
Delphi technique is widely used to develop consensus on group opinion. It is important to identify the strategic technologies and evaluate technology level for the establishment of national R&D policy to upgrade technology level. The aim of this article was to reflect on Food Safety technology level by using Delphi methodology. And, competitiveness of patents and journal articles is evaluated for Korea, USA, Japan, China and EU. As a result, USA is the most competitive country for all technology categories. The average technology level of Korea was 79.5% of world-top coungry and average technological gap was 6.1 years. Korea is grouped in middle-lower class for overall food safety technology level. However, there are some variances among the level of technologies. As a result of this study, food safety research management needs to expand R&D investment and training of food safety specialist. The results of this research can be utilized to establish a road map for transportation R&D and plans.
