Identifying Seafarer's Behavioral Error by Marine Accident Type (해양사고 종류별 선원의 행동오류 식별)

  • The identification of behavioral errors by seafarers that have caused marine accidents may provide important clues for the reduction or prevention of marine accidents. The purpose of this study is to identify the behavioral errors of seafarers by the type of marine accident using the theory of Skill-, Rule-, and Knowledge-Based Behavior (SRKBB). In order to identify behavioral errors, we collected the information related to 1,744 cases of maritime accidents over a 9 year period (2008 ~ 2016). The behavior errors of the seafarers who caused the marine accidents were classified as SBBE (Skill-Based Behavioral Error), RBBE (Rule-Based Behavioral Error), and KBBE (Knowledge-Based Behavioral Error). After analyzing the frequency of behavioral errors according to the type of marine accident, results showed SBBE had the highest frequency of errors, followed by RBBE. Additionally, the frequency of occurrence of accidents such as stranding, overturning, and sinking was high in KBBE. This study showed it is possible to identify behavioral errors of seafarers according to the type of marine accidents.

  • In recent years, the number of high-rise building construction projects has grown, and the number of construction safety accidents has also been increasing. Therefore, the objective of this study is to propose plans to prevent accidents by systematically organizing accident principles and developing a tree diagram for the process of safety accidents that occur in the construction industry. This study aims to show the diverse characteristics of construction accidents based on KOSHA's annual reports on safety accidents(burial, conflagration, explosion, burn) from 1993 to 2009. To achieve these objectives, in this study we first examined the risk factors for burial, conflagration, explosion, and burn. We then systematically organized the classification viewpoint of accident causes, and suggested a methodology for the rationalization of safety management through an analysis of the primary causes of accidents by work type. The results of this study based on this methodology can be divided into three areas: 1)the types of facilities were divided into 43 categories by analyzing the information of KOSHA's annual reports; 2)the causes of burial, conflagration, explosion, and burn were divided into 63types; 3)the types of work were divided into 29 categories.

A Study on the Improvement of Safety Training of Shipbuilding Industry by Analysis of Serious Accidents in Shipbuilding Industry (조선업 중대재해 분석을 통한 조선업 안전교육 개선에 관한 연구)

  • Korea's shipbuilding industry has led the world in the technical area over the last century. Despite this commendable performance, around 2,000 workers experience accidents almost every year with 40 being killed. This raises a question of whether the safety level of our shipbuilding industry, in particular the safety of workers, is actually at the world-class level. Accordingly, this research has analyzed several types of safety training currently provided in the field through investigating statistical data of serious accidents occurring from 2006 to 2015 in the domestic shipbuilding industry, analyzing its occurrence and causes, and conducting a survey targeting employees in the shipbuilding industry. Based on this, it has investigated problems of safety training in the shipbuilding industry and suggested improvements. First, it is essential to create a standard system for safety training in the shipbuilding industry to address problems of different kinds and levels of safety training provided by each shipyard and low quality of training, and operate more organized and systemized training. Second, safety training curriculum specializing in the shipbuilding industry should continue to be developed and standardized based on a standard system for safe training to prevent serious accidents and improve safety awareness of workers. Lastly, both employers and employees should actively provide and participate in safety training to secure safety of workers through preventing serious accidents and ultimately create safety-first culture in workplace.

Development of Risk Assesment Index for Construction Safety Using Statistical Data (통계자료를 활용한 건설안전 위험도 평가지수 개발)

  • In 2017, the ratio of the number of victims and deaths in the construction industry was the highest with 25.2% and 29.6%, respectively. Especially, as safety accidents at construction sites continue to increase, the economic loss is greatly increased too. Therefore, in order to prevent safety accidents in the construction work, the safety risk assessment index by type of construction was developed, and the main results of this study are as follows. First, 17 factors related to safety accidents at construction sites were derived through survey and interview survey, and this study suggested 9 items(process, type of construction, progress rate, contract amount, number of floors, safety education, working days and weather) throughout the expert advisory meeting. Second, the risk assessment index for safety accidents was developed based on the ratio and intensity of safety accidents. Third, to verify the risk assessment model, the construction safety risk assessment index by type of construction was derived by surveying and analyzing the statistics of the construction accident. In addition, the risk strength was calculated by dividing human damage caused by construction safety accidents into those killed and injured. The risk assessment index based on the frequency and intensity of safety accidents by type of construction is expected to be utilized as basic data when assessing the risk of similar projects in the future.

Disaster Reduction Plan through Forklift Accident Case Analysis (지게차 재해사례 분석을 통한 재해감소방안)

  • Purpose: In order to reduce industrial accidents caused by forklift trucks, it is actually necessary to analyze the causes of accidents. This study aims to present disaster prevention measures by analyzing accident cases by forklift accident type. Method: For the analysis of industrial accidents, including serious industrial accidents caused by forklifts from 2021 to 2022, accident statistics from the Korea Occupational Safety and Health Agency were used to analyze accidents in four types. Result: In the last two years, the total number of victims, including deaths and other serious injuries, was 2,559, which was 1,396 in 2021 and 1,163 in 2022. Disaster prevention measures were presented for industrial accidents by size and occurrence type of equipment that cause serious industrial accidents in which more than 1,000 people are injured annually. Conclusion: It is necessary to expand the number of workers subject to the forklift financial support project to less than 100. It is necessary to amend the proviso on boarding restrictions in Article 86, Paragraph 7 of the 「Regulations on Industrial Safety and Health Standards」. It is mandatory to install front and rear cameras. It is necessary to install driving-linked safety belts. It is necessary to install line beams obligatory. It is necessary to expand the subject of forklift special safety and health education to workplaces that have more than one forklift truck, and it is necessary to redesignate the training hours to 16 hours every year.

  • This study attempted to provide implications by analyzing the impact of business Owner's safety commitment on industrial accidents and examining the mediating role of management supervisors' safety leadership and worker participation. Analysis was conducted on 2,067 manufacturing sites with 20 to 50 employees in the 10th Occupational Safety and Health Survey data. SPSS waw used to secure the reliability of the measurement variable. Hypothesis vertification was carried out after securing the suitability and validity of the structural model using AMOS. The direct impact of three latent variables on industrial accidents was confirmed: the business owner's safety commitment, the management supervisor's safety leadership, and the worker participation. The employer's safety will and the management supervisor's safety leadership do not directly affect industial accidents, but it has been verified that worker participation has a diret impact on industrial accident reduction. In addition, it has been confirmed that the safety leadership and worker participation of the management. Supervior have a complete mediating effect on the reduction of industrial accidents by mediating with the safety leadership of the management supervior and the participation of the workers. This study analyzed the impact on industrial accidents by dividing the stakeholders constituting the workplace into three classes: business owners, superviors, and workers, but the results suggest that employers and all workers inside the workplace may be organically linked to achieving the goal of reducing industrial accidents. Therefore, in order to establish an autonomous safety management system for safety and health at workerplaces, efforts are needed to reduce industrial accidents in their respective location by forming an organic community among internal stakeholders.

  • There are a lot of troubles during the transfer of the source of electric power in UPS (uninterruptible power supply system) which is indispensable to the industrial equipments. They cause blackout accidents, resulting in a great economic loss. After measuring and analyzing the transient phenomena happening during the transfer, this paper presents the solution of the troubles. The solution can be used as a basic material for maintenance and it can minimize the troubles occurring in UPS and enhance the reliability of it.

  • As cultural Heritages are source of the national history and a life transition, their extinction is a fatal shock as result of cutoff the genealogy of the creative national spirit. So, we have necessarily to protect them, and to get the duty and the responsibility which the cultural inheritance hands over tnem to descendants with preserving and meaning safely at present time. In these days, the risk of fire in the Cultural Heritages building is increased because of rash changing environments from the indiscreet development of them. Accordingly, in order to get the original transmission of the Cultural Heritages, this paper involves being intensive the fire safety information of the Cultural Heritage in kyonggi-do province, analyzing their diagnoses, and studying a Fire Safety Prevention Management model to protect and to maintain them continuously. Therefore, it is to contribute from this approach to collecting fire safety information, analyzing diagnostic problems in fire accidents, and to manage the prevention method for protecting and maintaining the Cultural Heritages.
