Dynamic Coordinating Framework for Innovating Digital Content Industry Policies (디지털콘텐츠산업 정책의 혁신적 운영을 위한 능동적 조정체계)

  • For the domestic digital contents, a proactive cooperation system or framework between the government, the businesses and research institutions, which would allow for free flow of interaction among these players, can play that role. We have proposed and realized the Dynamic Coordinating Framework(DCF) to bridge these gaps among the major players in the industry. The the Dynamic Coordinating Framework rests on the following major functions. The first major function of the DCF is to decipher any ambiguity that may be embedded in external inputs by stratified role and bias. The second function is to create cooperative groups that will deal with the ambiguities based on its consequent situation. The third is a feedback function that will draw out a new cooperative way by re-feeding the capacities and the conflicts that stem from the existing organizations and strategies into cooperation and adjustment process. Our DCF has compared and evaluated with England and Australia digital content industry models under AHP(Analytic Hierarchy Process) method. DCF has turned out to be well designed and have strong points based on OECD innovation and cooperation criteria.

Optimal Designofa Process-Inventory Network Under Infrequent Shutdowns (간헐적인 운전시간 손실하에 공정-저장조 망구조의 최적설계)

  • The purpose of this study is to find the analytic solution for determining the optimal capacity (lot-size) of a batch-storage network to meet the finished product demand under infrequent shutdowns. Batch processes are bound to experience random but infrequent operating time losses. Two common remedies for these failures are duplicating another process or increasing the process and storage capacity, both of which are very costly in modern manufacturing systems. An optimization model minimizing the total cost composed of setup and inventory holding costs as well as the capital costs of constructing processes and storage units is pursued with the framework of a batch-storage network of which flows are susceptible to infrequent shutdowns. The superstructure of the plant consists of a network of serially and/or parallel interlinked batch processes and storage units. The processes transform a set of feedstock materials into another set of products with constant conversion factors.A novel production and inventory analysis method, the PSW (Periodic Square Wave) model, is applied. The advantage of the PSW model stems from the fact it provides a set of simple analytic solutions in spite of a realistic description of the material flow between processes and storage units. The resulting simple analytic solution can greatly enhance a proper and quick investment decision at the early plant design stagewhen confronted with diverse economic situations.

  • The appearance of SOA affects business and IT environment and many studies on SOA is progressed in academics and industries. Service will increase extremely and make business opportunity by composing service. In addition, It will support it. However, studies on selection of a service composition target are insufficient. In this study, we propose a framework that select a service composition target so we use Analytic Hierarchy Process methodology. As a result of this study, we enabled service selection to apply functional/non-functional attributes of services, various stakeholder's view and some selection criteria with service composition.

  • Environmental impact assessment in the step of the Life Cycle Assessment (LCA) measures relative values of importance or weight of the environmental load characterized in the inventory analysis. The weight measurements are used to evaluate the environmental load or the effect of the industrial product or technology. In this paper the Analytic Network Prpcess (ANP) is introduced to calculate a relative weighting of the environmental impact. The ANP is considered as one of the useful decision making framework and allow for more complex interrelationships, feedback, and inner/outer dependence among the decision level and factors. The weighting from the ANP may applied to obtain the overall evaluation value of environmental load.

Whole Life Performance Bid Evaluation in the Korean Public Sector

  • Over the last several years, Korea has increasingly adopted design-build for public construction projects. There is a much greater awareness of the need to change to a system based on 'Value for Money', which is high on the government's agenda. A whole life performance bid evaluation model is proposed to aid decision makers in the selection of a design-builder. This is based on the integration of a framework using an analytic hierarchy process, as the bid awarding system is being changed from one based on the lowest price to one based on best value over the life-cycle. Key criteria such as whole life cost, service life planning and design quality are important through the key stages of the evaluation process. The model uses a systematic and holistic approach, which enables the public sector client to make better decisions in design-builder selection, which will deliver whole life benefits based on long-term cost-effectiveness.

An Analytic Network Process Model for Ranking Decision of Intelligent Building System (지능형 빌딩 시스템(IBS)의 등급 결정을 위한 ANP 모형 -IBS 구현 이득을 기준으로-)

  • In this paper, the conceptual framework of IBS(Intelligent Building Systems) is redefined, and we propose two ANP(Analytic Network Process) models for ranking IBS. Traditional models have ranked IBS according to technical features or the number of elements in IBS. But, we consider relative functional importance among IBS elements for efficient building operation. According to the structure of interactive-relationship among IBS elements, we present two types of model. The one is Model A that is composed of both hierarchical and network structures. It has $12{\times}12$ supermatrix consists of interdependent relationship between 6 benefit elements(Productivity, Saving, Safety, Convenience, Pleasantness, Environment Affinity) and 6 IBS elements(Building Operation, Security, Safety, Telecommunication(TC), Office Automation(OA), other elements). Each of 6 IBS elements has subelements in hierarchical structure. The other is Model B that has $25{\times}25$ supermatrix consists of interdependent relationship between 6 benefit elements and 19 IBS sub elements. Merits and demerits of each model are discussed in detail.

  • In this paper we deal with instability problems of structures under nonconservative loading. It is shown that such class of problems should be analyzed in dynamics framework. Next to analytic solutions, provided for several simple problems, we show how to obtain the numerical solutions to more complex problems in efficient manner by using the finite element method. In particular, the numerical solution is obtained by using a modified Euler-Bernoulli beam finite element that includes the von Karman (virtual) strain in order to capture linearized instabilities (or Euler buckling). We next generalize the numerical solution to instability problems that include shear deformation by using the Timoshenko beam finite element. The proposed numerical beam models are validated against the corresponding analytic solutions.

A Strategic Framework for Attracting R&D Centers of Foreign Companies and Its Application in the IT Industry (외국기업 R&D 센터의 국내 유치를 위한 전략 모형 개발과 정보통신분야에 대한 적용)

  • As of April 2006, Korea had successfully invited twelve global IT R&D centers to help implement the u-IT839 strategy, but there have also been some worries about their research and collaboration performance in Korea. Although it is too early to judge the invitation outcome only after two years or less of their working, the Korean government is being advised to employ a more customized invitation strategy. In this paper, an analytic framework for the attraction of global R&D centers is developed based on the attractiveness-competitiveness matrix, and is applied empirically to the IT industry. Fourteen major IT technology categories and their sub-technological areas are classified into four strategic groups (priority group, wish group, consideration group, and hold group) along the framework via expert surveys and the Analytic Hierarchy Process (AHP) technique. This study is expected to help the government to implement the 'select and focus' strategy in inviting global R&D centers and creating synergy effects between them by providing basic data on global R&D partnership priorities. The implications and limitations of the research and future research directions are discussed at the final section.

The Weights Analysis of Evaluation Areas and Items for the Informatization Program by means of the AHP (AHP기법을 이용한 정보화지원사업 평가영역 및 평가항목별 가중치 분석)

  • This study focuses on establishing theoretically-reasonable framework of evaluation areas and items for the informatization program and analyzing the weights for each area and item by means of the AHP. To obtain the goal of this research, firstly, based on broadly reviewing previous literature and logical reasoning, the evaluation criteria were Identified and conceptualized, which were 3 evaluation phases, 5 evaluation areas, and 22 evaluation items. Secondly, The data used for calculating the weight values for the evaluation criteria were collected from 48 academic and practical experts in the field of the informatization program promotion using internet survey. Thirdly, the relative weights among evaluation phases, evaluation areas, and its items were derived by AHP analysis. The findings of this study are thought not only to be useful as a practical guideline in performing evaluating the informatization program but also to provide significant basis for constructing the theoretical framework of evaluating method and management of the informatization program.

The Comparison of Cost Analysis Researches for the Home Care Nursing Service (가정간호서비스에 대한 국내 비용분석 연구비교)

  • Purpose: This is a simple survey for discussion about cost analysis methodological issues in home care nursing service studies. Method: The subject of this study were articles published in Korea from 1961 to August, 2002, and searched by key word 'cost' and 'nursing' from various DB(National Assembly Library, The National Library of Korea, RICH etc). Finally, 13 articles were collected. Result: 1) The major type of cost analysis studies was a cost comparison or a simple cost study. 2) The important methodological weaknesses were as followers; (1) few studies were suggested cost analysis framework or analytic perspective, (2) it ,was not enough to describe for basis of selection of cost/effectiveness items, (3) few studies were done by sensitivity analysis. Conclusion: These above results will be used to develop a more proper cost analysis methodological framework in home care nursing services and also to contribute as a guideline for further studies.
