Analysis of Anti-SPAM Regulations in Korean IT Law (정보통신망법 스팸 규제 개선 방안 연구)

  • Spam refers to any unwanted or unauthorized commercial messages. Spam may violate individuals' privacy or other personal rights. Spam often overloads network traffic, wastes individuals' time, lowers productivity and quality of life, and limits the trustworthiness of Internet businesses. As the use of mobile messaging services and social networking services both on mobile communication networks and on the Internet increase, newer and more complex types of IT applications and services are often used as new means of spam. In this research, the characteristics and impact of new and future forms of spam, and anti-spam related policies and regulations are surveyed. To improve the effectiveness of anti-spam policies and regulations in Korea, adding a definition of spam in the law, changing policies to focus on the 'type of services' rather on the medium of transmission, and redefining the scope of 'commercial purposes' in Korean law are suggested.

The Effect of Community Service Users' Intention to Repurchase Social Services (지역사회서비스 이용자의 사회서비스 재구매 의도에 미치는 영향)

  • This study was conducted as an attempt to explain social service users' intention to repurchase social services. For this purpose, it analyzed variables affecting intention to repurchase social services, focusing on service satisfaction and service effect. The subjects of this study were users participating in community service investment programs and local development projects (city/district) in G Metropolitan City. For the survey, the researcher visited institutions providing social services and had the subjects answer a self-administered questionnaire. A total of 607 questionnaires were recovered and 553 of them were used in the final analysis. The survey period was from the $9^{th}$ to $24^{th}$ of September, 2013. According to the results of analysis, intention to repurchase social services was relatively high as 3.62 out of 5. Service satisfaction was 3.97 out of 5, and service effect was as high as 4.11 out of 5. According to the results of regression analysis on intention to repurchase social services, intention to repurchase services was affected significantly by 'service accessibility' (B=.100, p<.01) among the factors of service satisfaction, and 'More adaptable to daily life after getting services' (B=.206, p<.001) and 'The current services are necessary for my family' (B=.475, p<.001) among the factors of service effect. Based on these results, practical suggestions were made for enhancing users' intention to repurchase social services.

Some Discussions on the Commercialism of Educational Services (교육서비스의 상업성 논쟁과 발전과제)

  • All the factors related in education of Korea are very important in the aspect of economic development. The numbers of students being in school from kindergarten through university approximate a quoter of Korean people. Nevertheless paradigm of commercialism in education has been excluded completely in discussion by the reason of 'educational objective' of education fields in Korea. So Korea's educational services have been confronted with various problems which could hardly be solved, and have lost global competitiveness with the development of globalization. The purpose of this paper is to examine the commercialism of educational services by analysing various social phenomena and government policies relating to educational services in Korea, and to find some alternatives which are able to introduce commercialism on educational fields in Korea. Methodology of this paper depends on the theoretical analysis. Major findings of this study can be summarized as follows: First, notwithstanding that the relative importance of education is the same to that of economy in Korea, the providers of educational services in Korea are against their commercialism problems. Second, it is suggested that the stereotyped idea, that is, the commercialism in educational services be excluded, should be removed above all. Third, in order to improve the competitiveness of educational services in Korea, it is recommended that the commercialism be recognized in a part and various strategies such as the s-SCM, educational service marketing, etc. be introduced. Fourth, we have to prepare for globalization of educational services through making the educational industry to exporting services.

An Analysis of University-based Continuing Care Retirement Communities' Services and Programs Management - With a Focus on Three Cases in the United States - (대학연계형 연속보호체계형 노인주거환경의 서비스 및 프로그램 운영 분석 연구 - 미국의 사례를 중심으로 -)

  • This study aimed to identify services and social and leasure programs that will be needed for helping senior residents to be aging healthfully and comfortably in the university-based continuing care retirement community (UBRC). This study conducted case study targeting three representative university-based CCRCs in the east area of United States such as Oak Hammock (OH) at Florida state, Kendal at Lexington (KL) and The Collonades (C) at Virginia state. There were three types of services in the UBRC, which were meal services, healthcare services, and personal services. Those services were different from the level of care such as independent living, assisted living, nursing home and memory care. Meal services and personal services were very similar among three UBRC, whereas healthcare services of OH were higher level of quality and diversity than the others. The social and leisure programs were categorized in-house programs, university outreach program and intergenerational programs between residents and students attending to related university. In-house programs and university outreach program were almost similar among three UBRC, whereas intergenerational programs of OH were well organized and actively operated than the others. This study results are expected to provides essential information for the development of Korean style services and programs of university-based CCRCs in the future.

Association of XRCC1 Arg399Gln Polymorphism with Colorectal Cancer Risk: A HuGE Meta Analysis of 35 Studies

  • Background: Non-synonymous polymorphisms in XRCC1 hase been shown to reduce effectiveness of DNA repair and be associated with risk of certain cancers. In this study we aimed to clarify any association between XRCC1 Arg399Gln and colorectal cancer (CRC) risk by performing a meta-analysis of published case-control studies. Materials and Methods: PubMed and Google Scholar were searched to explore the association between XRCC1 and CRC. Odds ratios (ORs) and 95% confidence intervals (CIs) were calculated to estimate the association strength. Publication bias was assessed by Egger's and Begg's tests. Results: Up to January 2015, 35 case control studies involving 9,114 CRC cases and 13,948 controls were included in the present meta-analysis. The results showed that the Arg399Gln polymorphism only under an allele genetic model was associated with CRC risk (A vs. G: OR 0.128, 95% CI 0.119-0.138, p<0.001). Also, this meta-analysis suggested that the XRCC1 Arg399Gln polymorphism might associated with susceptibility to CRC in Asians (A vs G: OR 0.124, 95% CI 0.112-0.138, p<0.001) and Caucasian (A vs G: OR 0.132, 95% CI 0.119-0.146, p<0.001) only under an allele genetic model. Conclusions: This meta-analysis confirms the association between XRCC1 Arg399Gln polymorphism and CRC risk and suggests that the heterogeneity is not strongly modified by ethnicity and deviation from the Hardy-Weinberg equilibrium.

Financial Performance Analysis of Government-Supporting Consulting Business to Small and Medium Enterprises : Focused on Corporate Growth Supporting Center in KICOX (정부지원 중소기업 컨설팅 사업의 재무적 성과분석 : 기업성장지원센터 사업 기준)

  • As the competitiveness of SMEs (small and medium enterprises) is getting more and more improved and globalized, the government provides various consulting services to secure the competitiveness of small and medium firms and support stable growth. However, the assessment of the result from the government's support is generally focused on non-financial factors, such as customer satisfaction and analysis of improvement effect. This paper is in regards to the statistical analysis of how much the government's support in the form of providing consulting services contributes to financial outcomes in terms of profitability and growth. ROA (return on asset) and ROS (return on sales), which are investment profitability and sales profitability respectively, are chosen as an indicator of profitability. For analysis of growth, sales revenue and total asset growth are used. The samples are 44 corporations which are supported by government, and 150 corporations which are selected for comparison, with corporate growth support center program by the Ministry of Trade, Industry, and Energy chosen as the consulting model. After gathering the yearly balance sheets and income statements of the samples from CRETOP, Korea Enterprise Data, the analysis is conducted in the way of identifying the statistical significance of financial difference in the same period between corporates taking consulting services and corporates which have not, and the difference of financial outcomes from the corporates taking consulting services before and after consulting services. As a result, in terms of business growth, it is turned out to have positive difference both in growth ratio and profitability compared to the compared corporations at the significant level. Therefore, it is obvious that the consulting program which government provides to SMEs have direct influence practically to the corporates' management performance.

Local Imbalance of Emergency Medical Services(EMS): Analyses on 119 EMS Activity Reports of Busan (구급서비스의 지역 불균형: 부산시 119 구급활동일지 분석)

  • This study analyzed local imbalances in the supply and demand of emergency medical services in Busan using the 119 emergency activity reports of the Busan Fire & Disaster Headquarters. The data for EMS activity reports in 2017 was converted into Jimgyegu units. The spatial distribution of the indicators representing the local imbalance of emergency demand and supply (number of reports, number of reports relative to the population, average coefficient of variation and outlier of on-site arrival time, and number of dispatches outside the jurisdiction) was analyzed using Hotspot analysis of GIS spatial statistics analysis. As a result of the analysis, the hot spot area and the cold spot area where both supply and demand of emergency services are concentrated were clearly distinguished. This means that the supply and demand of emergency services in Busan are locally unbalanced. In particular, there was a difference in the demand and supply of emergency services in the original downtown and its surrounding areas, and in the outskirts of Busan.
