Significance of regulatory impact analysis(ria) system on food safety regulation and role of food industry (식품안전분야 규제영향분석제도의 의의와 식품 산업의 역할)

  • The impact of regulations on industrial activities is significant. Because the food industry has to observe given obligations and bear costs and expenses resulted from complying with applicable food safety regulations. Meanwhile, A government drafts the regulatory impact analysis report prior to enactment, amendment or reinforcement of any regulations. The analysis powered by objective and scientific methodologies enable a government to judge whether a particular regulation will be good or bad for the society. An effective policy implementation in practice and cost-bearing is entirely up to industries. Moreover, opportunity cost and actual cost relating to or arising from regulatory compliance will be estimated only by the respective industries. Therefore, the food Industry needs to collect and accumulate the said information and also to disseminate their hardships and financial burdens. Objective and practical information will encourage a government to set out regulatory frameworks that rational policy making.

  • Recently, new intelligent service frameworks, such as ubiquitous computing are proposed. So, the necessity of adaptive agent system has been increased. In this paper, we propose an intelligent service agent to help that ubiquitous computing system offer user suitable service in ubiquitous computing environment. In order to offer user suitable uT-service, an intelligent service agent mediates the gap between the context information in uT-service system, and user preference is reflected in it. Therefore, we focus on following three components; the first is suitable multi agent framework-agent communication analysis and applicable method of inference engine, the second is uT-ontologies to describe various context information-context information sharing between agents and context information understanding between agents, the third is learning method of user profile to apply in uT-service system. This approach enables us to build adaptive uT-service system to offer suitable service according to user preference.

  • This study was conducted to build frameworks for a guideline of community forest projects with respect to ODA of Korea (Official Development Assistant) in forest fields. Community forestry is a worldwide phenomenon which began in developing countries such as Nepal, Gambia, Guinea, and Indonesia and has been gradually recognized as an effective measure for ODA in forestry areas from ODA/DAC countries and the other international donors. This study investigated types of community forest status, mechanisms of community forest project conducted by ODA/DAC countries or the other international donors, and CFM (Community Forest management) success factors. As a result of our study, there are different types of resource users, having different economic and social status, perspectives, knowledge systems, values, understandings and objectives in community based forestry. Consequently, the clear forest tenure systems enabling communities to get motivated for the projects, the most appropriate agroforestry systems in different countries, capability of community to manage forest and etc must be considered carefully when the community forest project are implemented for ODA of Korea in order to gain successful results from ODA in forestry fields.

Exploring the Korean Government Policies for Cloud Computing Service (국내 클라우드 정책 분석 및 발전방향에 관한 연구)

  • Recently, many companies have been interested in the cloud computing as a new IT service. They have believed that the technology enables them to save cost and enhance productivity. However, because of the management and operational problems of the technology, they hesitate to adopt the technology into their businesses rapidly. The developed countries in the IT field, such as USA, UK, and Japan, have deployed various policies to promote the use of the cloud computing in their countries. The Korean Government also has started investing a lot of resources to make the technology used widely. This study examines the current status of the Korean Government's technology policies for the cloud computing by using three analysis frameworks, which can be used to identify the government's roles in government-leading technology initiatives. The results show that the Korean Government's current policies have focused on service providers, not service consumers, and focused on public sectors, not private sectors. The unbalanced policies might interfere with the rapid and massive adoption of the cloud computing.

  • The Korea Planning Support Systems (KOPSS) represent Korean style national policy and planning support systems using the GIS-based spatial analysis methods. The KOPSS refers to a kind of the spatial decision support systems (SDSS) or the planning support systems (PSS) for stakeholders' spatial decision-making. The KOPSS uses the existing individual databases obtained from the Architecture Information Systems (AIS) and Land Management Information Systems (LMIS) that have been constructed by information projects since the mid 1990s. The purpose of this paper is to suggest the development strategies and establish the theoretical frameworks of the KOPSS by considering the comprehensive basic composites of the GIS-based SDSS or PSS. For this, it deals with the basic concepts, the development strategies, the base environment strategies, and the promotion strategies of the KOPSS.

XML Key Information Service Modeling for Secure Electronic Commerce (안전한 전자상거래를 위한 XML 키 정보 서비스 모델링)

  • XML is a global standard for the Internet and e-business, and its use is growing in proportion to the spreading speed of e-Commerce. Thus, a policy for providing more safe security service for exchanging e-documents within e-Commerce is necessary. XKMS, one of XML security specification, defines the protocol for distributing and registering public keys for verifying electronic signatures and enciphering e-documents of e-Commerce applications with various and complicate functions. In this paper, we propose X-KISS service reference model and implement service component based on standard specification. Also describes the analysis and security of XML key information service for safe e-Commerce, paying attention to the features of XML based security service. This reference model supported include public key location by given identifier information, the binding of such keys to identifier information. The client service component controls the number of locate threads and validate threads to analyze the minimum requirements of real-time key retrievals. This service modeling offers the security construction guideline for future domestic e-business frameworks.

Techniques to Guarantee Real-Time Fault Recovery in Spark Streaming Based Cloud System (Spark Streaming 기반 클라우드 시스템에서 실시간 고장 복구를 지원하기 위한 기법들)

  • In a real-time cloud environment, the data analysis framework plays a pivotal role. Spark Streaming meets most real-time requirements among existing frameworks. However, the framework does not meet the second scale real-time fault recovery requirement. Spark Streaming fault recovery time increases in proportion to the transformation history length called lineage. This is because it recovers the last state data based on the cumulative lineage recorded during normal operation. Therefore, fault recovery time is not bounded within a limited time. In addition, it is impossible to achieve a second-scale fault recovery time because it costs tens of seconds to read initial state data from fault-tolerant storage. In this paper, we propose two techniques to solve the problems mentioned above. We apply the proposed techniques to Spark Streaming 1.6.2. Experimental results show that the fault recovery time is bounded and the average fault recovery time is reduced by up to 41.57%.

  • This study, based on the sociological crime theory, is to examine the relation between urban characteristics and the incidence of crime, helping establish effective crime prevention measures. For doing so, the study employs crime data from the Supreme Prosecutors' Office and socio-demographic data including the regional Statistical Yearbooks -both from 2005 to 2012- to build the study's panel data, and analyzes the panel model on the 16 subordinate districts in the city of Busan. To reduce the incidence of crime and prevent crimes from occurring based on the analysis results, first, prevention measures specific to each region by its attributes are needed rather than general ones; second, new institutional frameworks or policies are required for utilizing accurate crime data; third, interdisciplinary research in which various fields including urban engineering are associated to that of social science is necessary to further the study.

  • As the result of the rapid development of communication technology makes the circumstance and method of education change, distance education is adapted to new fields of education so that students can be educated what they need in the time and space which they want instead of relying on the existing physical frameworks. In this paper Learner-Analysing System was designed and implemented in the distance education based on the web. For the easy access and the demand of customers, this Learner-Analysing System is composed of the Q&A-processing module which can produce proper results for questions and acquisitions of their own study materials through efficient search, and the student-analyzing module for reinforcement of feedback through correct analysis.

Analysis of Verbal Interaction in Small Group Discussion (소집단 토론 과정에서의 언어적 상호작용 분석)

  • In this study, discourse patterns of four peer small groups in learning science concepts were examined. Verbal interactions during small group discussions were audio- and video-taped, transcribed, and analyzed. Three coding frameworks for the levels of turns, interaction units, and episodes were developed. In the analyses of turns, no clear relationships between students' prior achievements and contributions to knowledge building processes were found. Partly participating modes and symmetrical interaction modes were dominant in the analyses of interaction units to suggest that some students did not participate actively in small group discussions and that students' verbal interactions were superficial. The analyses of episodes also indicated that agreeing and/or partial elaborating on group members' ideas were the most frequent patterns and dialectical exchanges were rare in small group discussion.
