History of Instream Flow Incremental Methodology (IFIM) Following the large reservoir and water development era of the mid-twentieth century in North America, resource agencies became concerned over the loss of many miles of riverine fish and wildlife resources in the arid western United States. Consequently, several western states began issuing rules for protecting existing stream resources from future depletions caused by accelerated water development. Many assessment methods appeared during the 1960's and early 1970's. These techniques were based on hydrologic analysis of the water supply and hydraulic considerations of critical stream channel segments, coupled with empirical observations of habitat quality and an understanding of riverine fish ecology. Following enactment of the National Environmental Policy Act (NEPA) of 1970, attention was shifted from minimum flows to the evaluation of alternative designs and operations of federally funded water projects. Methods capable of quantifying the effect of incremental changes in stream flow to evaluate a series of possible alternative development schemes were needed. This need led to the development of habitat versus discharge functions developed from life stage-specific relations for selected species, that is, fish passage, spawning, and rearing habitat versus flow for trout or salmon. During the late 1970's and early 1980's, an era of small hydropower development began. Hundreds of proposed hydropower sites in the Pacific Northwest and New England regions of the United States came under intensive examination by state and federal fishery management interests. During this transition period from evaluating large federal reservoirs to evaluating license applications for small hydropower, the Instream Flow Incremental Methodology (IFIM) was developed under the guidance of the U.S. Fish and Wildlife Service (USFWS).
Managed aquifer recharge (MAR) systems are gaining interest as an alternative to conventional water resources. However, when the water recovered in MAR systems, dissolved iron and manganese species may easily oxidize and they cause well screen clogging or require abandonment of extraction wells. In this study, both oxic and anoxic conditions were analyzed to verify the feasibility of the membrane filtration performance under various solution chemistries. The fouling mechanisms of the metal ions under anoxic conditions were also investigated by employing synthetic wastewater. The fouled membranes were then further analyzed to verify the major causes of inorganic fouling through SEM and XPS. The newly suggested anoxic process refining existing membrane process is expected to provide more precious information about nanofiltration (NF) membrane fouling, especially for demonstrating the potential advantages to chemical-free drinking water production for indirect potable reuse.
산불이 발생될 경우 상부 토층의 공학적 특성을 변화시키게 되고, 이러한 변화는 산사태의 발생요인으로 작용하게 된다. 산불로 인한 토질의 공학적 특성변화를 조사하기 위하여 토질시료를 채취하여 각종 토질시험을 실시하였다. 토질시료는 최근 산불이 발생된 강원도 양양일대에서 채취하였다. 그리고 산불로 인하여 상부토층이 연소된 정도에 따라 완전연소구간, 중간연소구간, 산불 미발생구간으로 구분하여 채취하였다. 각 구간에서의 토질시험결과, 완전 및 중간연소구간에서의 비중과 건조단위중량은 산불 미발생구간에서 보다 작게 발생된다. 이는 산불로 인하여 흙입자의 전기력 및 이온 성분 변화와 토질 내 유기물이 연소되어 발생된 것으로 판단된다. 투수계수는 중간연소구간에서 가장 작게 나타나고, 완전연소구간에서는 가장 크게 나타난다. 산불이 발생될 경우 토층상부에는 불투수성의 막이 형성되는데 이는 중간연소구간에서는 존재하지만 완전연소구간에서는 붕괴가 발생된다. 즉, 약 $400^{\circ}C$이상의 높은 온도에서는 불투성의 막이 붕괴가 일어남을 알 수 있다.
접근수로의 유황 파악과 안정적인 흐름조건을 만족시키는 여수로 유도벽 설계를 위하여 수치모의를 수행하였다. 복잡한 지형 재현이 용이한 2차원 유한요소모형인 RMA-2를 사용하였으며, 수리모형실험의 결과를 이용하여 모형의 매개변수를 추정하였다. 세부구간과 확장구간으로 나누어서 수치모의를 수행하였으며, 이를 통하여 경계의 영향을 무시할 수 있는 수리모형실험의 상류경계의 위치를 설정하였다. 접근수로 내의 흐름을 안정화시키기 위하여 유도벽의 대안 설계를 하였으며, 이에 대한 수치모의를 통해서 각 대안에 대하여 흐름해석을 하였다. 대안설계에 대한 해석결과, 접근수로 내의 유황이 안정적이며 횡방향 수위편차가 여수로 월류부 전면에서 거의 해소되는 것으로 나타났다.
Channel-aquifer interaction is one of the key hydrological processes that determine water flows in the stream/river channel. Field measurements of channel-aquifer interaction, however, is very difficult and costly, particularly when one intends to understand its variations across a catchment for a long period. Hydrological simulations using a catchment model are a relatively easier and cheaper alternative provided the model structure is appropriate for describing channel-aquifer interaction. In this study, a catchment model called CAMEL (Chemicals from Agricultural Management and Erosion Losses) is used for estimating channel-aquifer interaction over time and space. CAMEL is a distributed catchment model to simulate transformation and transport processes of sediment and pollutants as well as water flows at the catchment scale. In the model, a catchment is represented using a network of square columns each of which is comprised of various storages of water. CAMEL explicitly simulates both surface and subsurface processes including channel-aquifer interaction. This paper presents an application study results of CAMEL for the Tarland Burn Catchment, a small (catchment area $52\;km^2$) rural catchment in Scotland, UK, demonstrating some of the channel-aquifer interaction dynamics across the catchment during a 2-year period.
본 논문은 순차적인 일국 CGE 모형을 구축하여 국가의 온실가스 저감정책과 연계한 물산업 지원 정책의 경제적 파급효과를 분석하였다. 모형은 물산업과 에너지 부문을 세분화하였으며, 온실가스 저감수단으로 탄소세를 도입하였다. 시나리오는 탄소세수를 가계에 이전하는 경우와 물산업에 지원되는 경우로 구축해 모의결과를 비교분석 하였다. 분석결과 물산업 지원 정책은 GDP 기준 약 0.1% 수준의 온실가스 저감 비용을 절감하고 소비와 투자를 확대하는데 기여하는 것으로 나타났다. 그러나 물산업의 에너지 집약도가 높기 때문에 탄소세 부과로 인한 에너지 대체, 비에너지 집약적 산업구조 전환에의 기여도는 미미하였다. 따라서 온실가스 저감정책 하에서 물산업 발전을 위해 에너지 효율개선, 친환경 에너지 개발 및 활용 증진 등 비용효율적인 물산업 정책 추진이 중요할 것이다.
The uncertainty or imprecision associated with vague parameters and weighting sets, reduces the ability to decide what alternative is better for a particular location. To efficiently reduce the effect of imprecision frequently arising in available information, fuzzy theory has been used to improve consideration of imprecision in a Multi-Criteria Decision Analysis (MCDA) problem. Fuzzy logic offers a way to represent and handle imprecision present in continuous real world applications. A GIS implementing fuzzy set theory, (referred to in this paper as the "Spatial Fuzzy Approach") enables decision makers to express imprecise concepts associated with geographic data and provides decision makers the ability to have even more definition and discrimination in terms of the best alternatives for a particular spatial location. This study is focused on addressing questions pertaining to the methodology of floodplain analysis using GIS and Spatial Fuzzy MCDA to evaluate flood damage reduction alternatives. The issues will be examined in a case study of the Suyoung River Basin in Pusan, Korea.
유역평균강우량은 강우-유출모형을 통하여 유출량을 산정할 경우에 사용되며, 산정 방법에는 산술평균법, Thiessen 가중법, 등우선법 등이 있으나 일반적으로 Thiessen 가중법을 많이 적용하고 있다. Thiessen 가중법의 유역평균 강우량 산정방법은 각 관측소가 지배하는 면적(지배면적)을 전체면적으로 나누어 가중치(Thiessen계수)를 구한 후 여기에 각 관측소의 강우량을 곱하고 이를 합산함으로써 유역평균 강우량을 산정하는 방법이다. 본 연구에서는 면적비로 구해지는 Thiessen 계수의 대안을 찾기 위해 대상 유역으로는 영산강 1지류인 지석천 유역을 선정하였고, 단층퍼셉트론을 이용하여 동면, 청풍, 능주의 강우자료를 Input, 능주지점의 유출자료를 Output으로 상호 상관분석으로부터 한 개의 유출 사상에 대해 가장 높은 상관계수를 선택하여 Input 자료를 재구성하였다. 재구성 한 자료를 이용하여 훈련시키고 여기서 발생한 가중치를 Thiessen 계수의 대안의 값으로 추천한다.
우리나라는 6월부터 9월까지의 우기에 강우가 집중 발생하는 기상특성으로 인해 자연재해의 95% 이상이 집중호우와 태풍에 의한 풍수해로 집계되고 있을 만큼 홍수피해에 취약하며, 오래전부터 홍수방어에 대한 구조적 대책이 시행되어왔다. 본 연구의 목적은 의사결정기법인 Decision Tree(의사결정나무)를 활용하여 유역종합치수계획의 구조적 홍수방어 최적대안 선정을 위한 후보대안들을 제시하여 홍수저감능력을 효율적으로 극대화 하는데 그 목적이 있다. 본 연구는 유역이 가지고 있는 치수적 기능을 최대한 살리고 상 하류의 유기적인 방어 기능을 도모하고자 하였으며, 또한 도시유역 홍수방어 대안 조합 지침을 마련하여 실무에 적용가능한 안을 제시하였다.
The complex climate system regarding human actions is well represented through global climate models (GCMs). The output from GCMs provides useful information about the rate and magnitude of future climate change. Especially, the temperature variable is most reliable among other GCM outputs. However, hydrological variables (e.g. precipitation) from GCM outputs for future climate change contain too high uncertainty to use in practice. Therefore, we propose a method that simulates temperature variable with increasing in a certain level (e.g. 0.5oC or 1.0oC increase) as a global warming scenario from observed data. In addition, a hydrometeorological variable can be simulated employing block-wise sampling technique associated with the temperature simulation. The proposed method was tested for assessing the future change of the seasonal precipitation in South Korea under global warming scenario. The results illustrate that the proposed method is a good alternative to levy the variation of hydrological variables under global warming condition.
