  • This paper reviews the recent theoretical and empirical studies on the European countries that the bill and keep settlement between mobile operators is superior to the financial settlement like CPNP from the perspectives of social welfare and fare competition in market. Besides these the recent studies, considering the change of mobile wholesale market in Korea, the necessity to introduce the bill and keep settlement as an alternative for the current CPNP as well as policy implication is examined.

Analysis of the Causal Relationships Among the Factors that Influence the Use of Mobile Phone Services (국내 이동전화 서비스 이용에 영향을 미치는 요인에 관한 연구)

  • A lot of researchers have been interested in the factors influencing the use of mobile phone services. Most of the previous studies, however, verified only the research models developed by the authors. They did not consider which model agrees better with the real situation. This study presents six alternative models based on various previous studies, and compares the data fitness of the models. A Web survey of mobile phone users collected 2,217 cases. Statistical analyses, using SEM (Structural Equation Modeling), show that the fitness of the simplest alternative model is better than that of any other model. The simplest model has no causal relationship among exogenous factors, and proposes that all of exogenous factors have direct impacts on the customer satisfaction. In addition, the analyses say that corporate and brand image and additional service are more important than the other exogenous factors such as communication quality.

  • Since Research and Development has been expanded by government, It is very important to evaluate the outcome of Research and Development. Government have levied the penalty of researchers who misused research funding as time goes on. However, there is no protect law for the research before 2021. Government put new committee for the researchers to judge whether their action is legal or illegal based of Innovation Act 2021. Due to the various outcome index of research and development, many firms which is paticipating the research and development have been confused the outcome index. Also, It is difficult for government agencies for management to evaluate the outcome. Even if the committee is trying to solve dispute between researchers and the government agencies, it is not enough to solve it. Therefore, we need to consider Alternative Dispute Resolution(ADR), because the ADR has been developved detail skills for long time.

  • The ASEAN and ROK have played a crucial role in fostering regional peace and economic development. Nevertheless, the recent strategic competition between the US and China has turned the region into a contested arena. The relationship faces challenges due to the ROK's growing alignment with the US, prompting a rising interest in minilateralism as an alternative collaboration model. This paper scrutinizes the impact of ROK's foreign policy behavior, with a focus on minilateralism as a preferred cooperation model with ASEAN. The study centers on BIMP-EAGA, investigating its effectiveness in sustaining collaboration amid geopolitical rivalry. The paper concludes that BIMP-EAGA, as a manifestation of minilateralism, serves as an alternative platform for ROK and ASEAN cooperation. However, the study reveals that the implementation of BIMP-EAGA falls short of expectations. This paper emphasizes the need for greater subregional focus and comprehensive coverage of BIMP-EAGA to truly reflect the shared interests of ASEAN member states.

The Transformation of Alternative Public Sphere and its Motive in Korea (한국 대안적 공론장의 변화과정과 추동 요인에 대한 고찰)

  • The concept of alternative sphere is terminologically various; resistance media, counter media, minjung media, grassroots media, underground media, alternative media, civic media, etc. Each terminology reflect the feature of times and the emphasis of advocator. This article explore the transformation of alternative public sphere and its motive in Korea. In a world, Korea's alternative public sphere has changed as following: resistance media and liberty media in 70', counter media and minjung media in 80', alternative media in 90', and alternative media and civic media in 2000'. The motive of transformation is basically the expansion of civil society and extension of social movement in Korea. As social movement's character has changed, the feature of alternative public sphere has also changed. Minjung movement played key role of social movement in 1980', the alternative public sphere characterized as minjung media or counter media which was based on working class consciousness. After this, According as civil movement have initiative of social movement, the character of alternative public sphere changed by alternative media and civic media. Besides, this article argue that the alternative public sphere of Korea has changed dialectically with social movement.

  • This paper is aimed to examine the current research and educational problems of foreign studies in Korean universities and review some alternative ways. Area studies as foreign studies have several characteristics which are different from those of the other research disciplines. It is a research and educational program that promotes comprehensive understanding about political, economic, social, and cultural phenomena of a specific area in the world. For better understand 'others', researchers in the field of area studies must explain the whole mechanism of the area, which could be revealed in terms of the very existence of its reality. Foreign studies are accomplished with joint-research method, collaborating two or more different research disciplines and based on the contemporary system of knowledge accumulation and educational program. Therefore, the critical issue can be gradually taken on a political and social characteristic. At this point, research and educational manner in foreign studies field in Korea should be changed to secure the academic reflections of temporality, sociality, placeness using a new paradigm such as complexity.

  • The purpose of this paper is to 1)examine the current state of cultural studies in Korea with a focus on recent discourses about its 'crisis' and 2)attempt to find some ways out of these dilemmas in drama/theatre/performance studies. As Raymond Williams redefined 'culture' as 'a whole way of life,' performance studies has expanded the boundary of 'performance' from traditional performing arts onto almost everything that can be studied and analyzed 'as' performance. Performance is not only the final product on display but a whole process that includes training, workshop, and rehearsal of culture. According to Richard Schechner, workshop and rehearsal are the most critical and creative 'liminal' phases that allow traditional knowledge and alternative challenges to coexist in conflict and intentionally delay the final decision by putting itself in a perpetual process. From this view, this essay attempts to find an-no matter how limited and temporary-answer to or a possible exit from political and theoretical aporias of cultural studies.

Regulation of Abiotic Stress Response by Alternative Splicing in Plants (식물에서 선택적 스플라이싱에 의한 스트레스 반응 조절)

  • Pre-mRNA splicing is a crucial step for the expression of information encoded in eukaryotic genomes. Alternative splicing occurs when splice sites are differentially recognized and more than one transcript and potentially multiple proteins are generated from the same pre-mRNA. The decision on which splice sites are selected under particular cellular conditions is determined by the interaction of proteins, globally designated as splicing factors, that guide spliceosomal components, and thereby the spliceosome, to their respective splice sites. Abiotic stresses such as heat, cold, salt, drought, and hypoxia markedly alter alternative splicing patterns in plants, and these splicing events implement changes in gene expression for adaptive responses to adverse environments. Alteration of the expression or activity of splicing factors results in alternative splicing under cold, heat, salt, or drought conditions, and alternatively spliced isoforms respond distinctly in several aspects such as expression in different tissues or degradation via nonsense-mediated decay. Spliced isoforms may vary in their subcellular localization or have different biological functions under stress conditions. Despite numerous studies, functional analyses of alternative splicing have been limited to particular abiotic stresses; the molecular mechanism of alternative splicing in abiotic stress response remains uncovered which suggests that further studies are needed in this area.

A Study on Legal Liability and Efficient Planning for Alternative Dispute Resolution in Medical Disputes (의료분쟁의 법적책임과 ADR제도의 효율적 운영방안)

  • Medical dispute means the dispute between the hospital and the patient due to a medical accident. In general, medical accidents must be in accordance with the terms that are used in the medical dispute adjustment method stated in Article 2 (definition). In relation to this, there is a need to discuss an efficient operation scheme for Alternative Dispute Resolution (ADR) in medical disputes. In addition, it is necessary to look at issues of civil liability and criminal liability. In particular, in the consumer dispute arbitration committee, there is a case to make a "decision not to adjust" in aggressive intervention in the process of conflict resolution. The medical staff, on the basis of its "decision," can use this as a proven material for civil and criminal cases. This is rather upon the determination of the consumer council as a typical side effect to defend the user's perspective. This is the "decision" as was expressed from an order, "not adjusted." It is also determined to be easy and clearly timely. In the medical litigation, it is requesting the burden of proof of a patient's cause-and-effect relationship with the doctors committing negligence and medical malpractice. This seems to require the promotion of legislation in the direction to reduce future cases. It is determined that the burden of proof of medical accidents must be improved. The institution receiving the medical accident should prevent a closure report. Further, it is necessary to limit the transition to a franchise point. In this paper, we understand the problems of the current medical dispute resolution system, trying to establish a medical dispute resolution system desirable through an efficient alternative. In addition, it wants help in the protection and realization in medical consumers' and patients' rights. The relevant authorities will take advantage of these measures. After all, this could contribute to the system for a smooth resolution of a medical dispute.
