Development of Structural CFRP according to BMS Certification Standard (BMS 인증기준에 따른 구조용 CFRP 개발)

  • In order to export aircraft components or substructures, it is necessary to get a certification from the main company for the components or an airworthiness certification from the FAA. In Korea, those processes are performed by a small number of private companies for aircraft components. However, airworthiness certification has never been done in the company. To export an assembled aircraft, whether small or large, it is obligatory to get a certification for the aircraft being exported. Currently, the Korean government is trying to get BASA agreement in a few years. For a mid-size company, it is easier to get the NADCAP audit process for the supply of aircraft components to the main company. In this paper, the overall process of aircraft certification is discussed and airworthiness certification is treated for export aircraft. Moreover, the NADCAP audit process is described in detail by introducing example parts made of composite material. This detailed process would be very helpful to a small or mid-size company that wants to develop and deliver aircraft components to foreign companies.

  • Aircraft parts are considered as a significant element for the continued airworthiness of the certified aircraft well as a partial component consisting of the new aircraft design. US FAA established the certification system of Parts Manufacturer Approval in 1965, which is contributing to the continued airworthiness of the aircraft in operation and to the expansion of worldwide market of aircraft parts. In this paper, we compared the differences of the certification systems between FAA Parts Manufacturer Approval and EASA European Part Approval, and proposed the rulemaking items to improve Korean Parts Manufacturer Certification System and to contribute to growth of aircraft parts industry.

A Study on the infringement of privacy of unmanned aircraft : Focusing on the analysis of legislation and US policy (무인항공기의 사생활 침해에 대한 법적 대응 : 미국 정책.입법안 분석을 중심으로)

  • An unmanned aerial vehicle (UAV), commonly known as a drone and also referred to as an unpiloted aerial vehicle and a remotely piloted aircraft (RPA) by the International Civil Aviation Organization (ICAO), is an aircraft without a human pilot aboard. ICAO classify unmanned aircraft into two types under Circular 328 AN/190. Unmanned aircraft, which is the core of the development of the aviation industry. However, there are also elements of the legal dispute. Unmanned aircraft are manufactured in small size, it is possible to shoot a record peripheral routes stored in high-performance cameras and sensors without the consent of the citizens, there is a risk of invasion of privacy. In addition, the occurrence of the people of invasion of privacy is expected to use of civilian unmanned aircraft. If the exposure of private life that people did not want for unmanned aircraft has occurred, may occur liability to the operator of unmanned aircraft, this is a factor to be taken into account for the development of unmanned aircraft industry. In the United States, which is currently led by the unmanned aircraft industry, policy related to unmanned aircraft, invasion of privacy is under development, is preparing an efficient measures making. Unmanned aircraft special law has not been enforced. So there is a need for legal measures based on infringement of privacy by the unmanned aircraft. US was presented Privacy Protection Act of unmanned aircraft (draft). However Korea has many laws have been enacted, to enact a new law, but will be able to harm the legal stability, there is a need for the enactment of laws for public safety of life. Although in force Personal Information Protection Law, unmanned aerospace, when the invasion of privacy occurs, it is difficult to apply the Personal Information Protection Law. So, it was presented a privacy protection bill with infringement of privacy of unmanned aircraft in the reference US legislation and the Personal Information Protection Act.

  • The anthropometric data are one of the most important factors to be considered for an aircraft systems design. Rescently, co-development program between the countries is considered frequently as a type of aircraft acquisition in aircraft industry. Consequently, the comparision of anthropometric data beteen the countries for the cockpit design is essential. In this paper, we simpoly compares anthropometric data of Korean air force pilots with those of Japan air force pilots. Although further collection of data are reauired, the result shows a few differences and it shows the possibility of future co-development program between the countries.

  • Chemical machining(CHM) is a special process which material removed by contact of strong etchant. The application as industrial process was started from aircraft industry after 2nd world war. Chemical milling, one of the CHM process, initially became commercial bussiness and it was called chem-mill. Even today, this process widely used to remove the material from aircraft wings and fuselage panel in aircraft industry. In this study, it is attempted to design the cylinder pattern which minimize the weight within the allowable stress using chemical milling.

A Study on Pilots' Behavior on Decision of Maneuvering Aircraft for Fuel Efficient Flight Operation

  • The response to climate change of international air transport industry might be initiated by ICAO's CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation) which will impact on international airlines' flight operation behavior in the future. Though the airlines' efforts to reduce fuel consumption has been a major issue in economics of aviation industry, the improvement of fuel efficiency in flight operation will have additional impact on their profitability by introducing carbon emission cost. The fuel consumption in flight operation will be somewhat influenced by pilots' technical action for maneuvering aircraft during flight operation. This study will investigate pilots' behavior on decision for tactical aircraft control for mission flight. The data will be collected by the survey through sample pilots asking about their intention and perception on fuel savings during flight operations. The data will be analyzed by AHP process and the study will find out the elements and factors influencing pilots' behavior on technical decision of flight and their weights on fuel saving effects.

  • Passengers and Airlines wish neither delay nor cancellation due to aircraft defects. However, about 1 delay or cancellation case occurs out of 100 departures worldwide whereas 1 quarter case does in Korean domestic industry. Independent LCC carriers in Korea have almost double case. Most cases are recovered by replacing aircraft components. Airlines have prepared the spare components based on the reliability data by manufacturers to rectify defects or perform preventive maintenances. The total value for initial spares including engine is 40% of the aircraft price when they operate less than 5 aircraft. The more airlines operate the aircraft, the less the ratio of the investment for spares reflecting the economy of scale. This study intends to suggest how to improve the efficiencies as well as the safety of LCC throughout parts pooling including engines.

  • In the present study, which is currently operating domestically and internationally, from the Technical Standards for Flight Safety of Light Sport Aircraft and certification system through a comparative analysis of the LSA Category Airworthiness Certifications documents. In particular, an aircraft type analysis of FAA certified S-LSA that the speed greater than 120 knots LSA manufactured without United States of America. Through the analysis, we presented a revised plan to activation of the domestic aviation leisure sports and the development of the Light Sport Aircraft industry in reality.

  • Purpose: A Study on the application of quality management system specification to production validation and audit in military airworthiness certification. Methods: Aircraft quality management system specification for quality assurance and production validation and audit requirements were examined to verify. Also, the system for domestic and foreign production certification were investigated. Results: Production validation and audit criteria for military aircraft by applying methods suggested Aircraft Certifications Systems Evaluation Program(ACSEP). ACSEP evaluation of the items, some items were complementary and not applied. Conclusion: As a way to ensure the safety of aircraft, confirm the correction of Production validation & audit criteria and rulemaking is necessary and how to manage for Critical Safety Item(CSI) is a need to improve.

  • For establishing new certification requirements for aircraft engines, Technical background of FAR Part33 amendments has reviewed and studied in this paper. The FAA is amending type certification standards for aircraft engines. These changes reflect current industry practices and harmonize FAA standards with those recently adopted by the European Aviation Safety Agency (EASA). These changes establish uniform standards for all engine control systems for aircraft engines certificated by both U.S. and European countries and will simplify airworthiness approvals for import and export.
