The Design and Implementation of the Collision Avoidance Warning Function in the Air Traffic Control System (항공관제 시스템에서 항공기 공중충돌 경고기능의 설계 및 구현)

  • An aircraft collision accident is a disaster that causes great losses of inventories and lives. Though a collision avoidance warning function is provided automatically to pilots in the aircrafts by the enhancement of the aircraft capability, achieving fast decision-making to escape a collision situation is a complex and dangerous work for pilots. If an in-flight collision situation is controlled by the air traffic control system which monitors all airplanes in the air, it would be more efficient to prevent in-flight collisions because it can handle the emergency before the pilot's action. In this paper, we develop the collision avoidance warning function in the air traffic control system. Specifically, we design and implement the five stages of the collision avoidance function, and propose a visualization method which could effectively provide the operators with the trajectories and altitudes of the aircrafts in a collision situation. By developing an in-flight collision warning function in the air traffic control system that visualizes flight patterns through the state transition data of in-flight aircrafts on the flight path lines, it can effectively prevent in-flight collisions with traffic alerts. The developed function allows operators to effectively select and control the aircraft in a collision situation by providing the operators with the expected collision time, the relative distance, and the relative altitude while assessing the level of alert, and visualizing the alert information which includes the Attention-Warning-Alert phase via embodying the TCAS standard. With the developed function the air traffic control system could sense an in-flight collision situation before the pilot's decision-making moment.

  • As the global air traffic volume has shown a rapid increase, doubling every 15 years since 1977, domestic and international air traffic control services and air navigation safety facility operation management system and status review It is necessary to present the feasibility of establishing an air traffic control agency with integrated functions and establish an operating system for an independent dedicated agency to provide advanced air traffic control services in preparation for the future air transport environment. In particular, in 2021, the national ATM reformation and enhancement (NARAE) a customized comprehensive plan for operations, facilities, and systems to handle air traffic safely and efficiently by actively reflecting changes in the navigation environment such as international policies and standards as this is established, the role of the air traffic control agency becomes more important, and an improved action plan for the control and navigation operating system must be promoted.

  • In the former aviation law, only the Ministry of Land, Infrastructure and Transport has to provide air traffic services, In the case of providing aviation transportation service from civilian, such as aviation special education institution, private airfield installer, it was possible to carry out only by receiving a private contract from the government. But at the time of private consignment, the fact that the government has to bear the cost through the contract act. It is pointed out that it is a factor that hinders efficiency in the operation sector. Accordingly, in Article 85 of the Aviation Safety Act, which was enforced in March 2017, legal grounds were established to provide air traffic services excluding the Ministry of Land, Infrastructure and Transport. At the same time, we have introduced the air traffic services operating certification system, which enables the air traffic services to meet the requirements set by the Ministry of Land, Infrastructure and Transport in order to secure the safety of air traffic. In this study, we examine the major issues and problems of the small private control tower operated by the private institute in Korea. The effect of introduction of the air traffic services operating certification system which can introduce all the institutions which do not belong to the control agency in the former aviation law into the institutional system and the operation plan were examined.

  • In this paper, we suggest a system architecture for korean air traffic control system through investigating a korean ARTS (Automated radar terminal system) and ACC (Area control center) system. We focus on designing a network architecture for supporting both an approaching control and an area control. This paper will be a base for developing korean air traffic control system by ourselves.

  • Recently increase in the number of aircraft caused the air traffic congestion and flight delays. If timely action to reform the air traffic system is not taken, these may result in added economic impact. As a result, the air traffic management should be changed in an innovative manner to modernize the existing air traffic control environment. This paper reviews the trends of airspace reforms such as integration of terminal control areas and flexible use of airspace introduced by foreign countries and compares their merits and demerits in order to provide a judgement to adopt the concept in domestic airspace in the future.

  • In this study, we propose trajectory-based arrival management using CDO (Continuos Descent Operations). The operational procedures with TBO (Trajectory-Based Operations) concept were established to allow aircraft and ground system to share the trajectories with each other in real time. The proposed operational concept was validated in the air traffic control simulation environment, which consists of controller working position, pseudo pilot system, air traffic generation system, and controllers' decision support system for arrival management using CDO. Simulation results compared with actual flight data indicate that proposed concept could improve the efficiency of traffic flow management in terms of total descending time and fuel consumption. And it was confirmed that if there is a system that can share and utilize the synchronized trajectory, it can be helpful to control arrival aircraft and apply CDO concept.

  • The purpose of study is to investigate the current user interface level of air traffic control system with the usability analysis and satisfaction survey questionnaire on user satisfaction. Think aloud protocol is used to identify not only task analysis, but also the level of user-friendliness of the FIMS and ASDE system, and the user interface questionnaires was conducted by QUIS. We collected data from 6 controllers for Think aloud protocol and 15 controllers for QUIS in Incheon airport. The results showed that the system was the valuable tool for ensuring human performance with the support of memory and the facilitation of decision-making tasks. It helps air traffic controllers perform better and minimize errors in a congested time. The human-computer interface system design, however, was not applied, which led to the increase of workload. Air traffic controller participation in software development provided excellent examples for applications in terms of software in FIMS. Based on these results, the study provided that the usability of system interface was necessary to take into account human factors.   • Aircraft carriers need to maintain an orderly flow of aircraft in order for military ships to conduct combat through aircraft. Maintaining aircraft flow is an important factor in strengthening ship and aviation safety. In order to maintain aircraft flow, it is essential to develop a state-of-the-art air control system that provides higher quality control information by simultaneously accommodating radar-based monitoring information and monitoring information based on CNS integrated technology. Based on this point, this study describes the function and operation method of specific control equipment for the operation of the Aviation Support System and Air Traffic Control System required to operate light aircraft carriers in Korea based on overseas cases.

  • The importance of the air and vessel traffic control center is increasing rapidly after the recent accident of 'Sewol ferry'. Aviation, marine, and the logistics sectors are already using monitoring and control technology widely. However, the monitoring and control system for complex and dangerous construction sites operation has yet to be employed. A monitoring/control system is required for effective communication between the control center and the construction equipment fleet at a construction site, and also the exact role that notifies accurate process and identification of hazards on construction sites as needed. Therefore, this paper presents the study about communication between the construction equipment fleet and the control center through the comparison of air traffic, marine, and logistics control systems for the development of construction equipment fleet management system.

  • This paper describes the current research trend and future development direction of autonomous flight of the aircraft. The autonomous flight means that aircraft control system recognize and cope with the emergency situation confronted during the flight by itself. Current research for autonomous flight technology is mainly performed for the application to unmanned air vehicle. Considering advent of future air traffic management system and increasing demand of the unmanned air vehicle application, however, autonomous flight technology required to be combined with future air traffic management system. In this paper, the current air traffic management system and anticipating change in future air traffic management system was investigated and research activities of autonomous flight technology was described as well as future prospect.
