Several fine particle-related policies in Northeast United States were investigated in support of the execution of special measures to improve air quality of Seoul Metropolitan Area (SMA). The definition of particulate matter (PM) in the Clean Air Act (CAA), components and procedures of Regional Haze Rule (RHR), and Air Quality Management (AQM) were reviewed. Several State Implementation Plans (SIPs) were also reviewed as the way to attain required air quality under the Clean Air Act. $PM_{2.5}$ attainment SIP of Maryland, 8-hr Ozone attainment SIP of New Jersey, and Regional Haze Rule attainment SIP of MANE-VU were analyzed in detail as case studies. We realized that "Special Measures for Air Quality Improvement in the Seoul Metropolitan Area" has many similarities with its US counterparts in terms of purpose, components, procedures, and implementation methods. US policies, however, have more advanced features, such as standardized procedures and methods, transparent guidelines, and stable relationship among federal/state/local governments and stakeholders, which would be helpful to improve air quality in SMA.
The underground living spaces have become one of the major environment of this decade in urban area. This study was carried out to examine contamination level for purpose of preservation of the pleasant underground environment. Three subway stations and three underground shopping centers in Seoul and two underground shopping centers in Busan were selected and surveyed by measuring gaseous pollutants $(SO_2,\; NO_2,\;CO,\;HC,\; HCHO,\;CO_2)$, dust, airborne microbes, and the other air condtions (temperature, humidity, air pressure, air flow, kata cooling power). These examined data were compared with four kinds of standard (building sanitation management, room air quality standards, occupational safety and health standards, ventilation equipment) as environmental hygiene.
Together with the concern about the indoor all quality as sick house syndrome, the Ministry of Environment announced "Indoor Air Quality Control Law for the Multi Purpose Facility," which made the interests to be focused in the urgent understanding of current condition and preparation of measures about the indoor air pollution. In Dec 2005, the law was revised to obligatorily notify the amount of Formaldehyde and Volatile Organic Compounds in the case of newly constructed apartments with more than 100 houses. School also have its own indoor air quality guideline, Indoor air quality in school is very important because, children who very weak to indoor pollutants reside long time in there. The purpose of this paper is to survey indoor air qualify in school by field measurement. Field measurements were performed in 11 schools which were selected from 3 major cities(Incheon, Dae-jeon, chuncheon) in korea, during July, 2004. Totally concentration of Indoor pollutants were determined in 27 classroom. Target air pollutants were TVOC, formaldehyde, dust, CO, CO2 and NO2. For the result of this investigation, Indoor air quality in classroom was very poor and it was found that some pollutants (TVOC, float bacteria) exceed the guideline.
HR-ToF-AMS was applied for a seasonal and size-distributional measurements for inorganic ($SO{_4}^{2-}$, $NO_3{^-}$, $NH_4{^+}$, $Cl^-$) and organic components in Baegryung Island Super Site. The average concentration of $PM_{1.0}$ remarks $12.9{\mu}g/m^3$ while $14.5{\mu}g/m^3$ in Spring time, $14.2{\mu}g/m^3$ in Winter, $13.1{\mu}g/m^3$ in Summer and $9.86{\mu}g/m^3$ in Autumn. The mass of measured $PM_{1.0}$ shows 54.6% of $PM_{2.5}$ which is similar to those of Beijing and Lanzhou, China. The highest portion of Chemical composition is $SO{_4}^{2-}$ marking 41.0%, 31.8% by organics, 13.5% by $NH_4{^+}$, 12.8% by $NO_3{^-}$ and 1% by $Cl^-$. In every seasons, except winter, $SO{_4}^{2-}$ remarks the highest level, organic components take place the highest in winter time. The size-distribution of $PM_{1.0}$ components scattered at accumulation mode of 200 nm~800 nm which means the influence of primary emission is low. In case of air stream from the industrialized area of Sandung, Shanghai, China, the concentrations of such components were distributed a bit higher.
The purpose of this study is to develop and applicate textbook relevant to school indoor air quality. To achieve the purpose, concrete study process are as follows. First, the survey research to teachers, supervisors, and students is conducted to grasp cognition of subjects in elementary school and management situation about school indoor air quality. Second, contents relevant to indoor air quality on textbooks in the 7th elementary curriculum and subsidiary textbooks is analysed through reference study. Third, environmental textbook relevant to school indoor air quality for 5th and 6th grade in elementary school is developed, applicated, and inspected its effect on the basis of implications from results of survey and reference study. The results of this study are as follows. First, the result of survey concerning school indoor air quality showed that three groups had negative attitude for its management even though they thought that it affected human's health and study by and large. Student group thought that each of students itself was a little influence to school indoor air pollution though all of three groups answered that' activities of students' was its main source. Efforts of students to improve school indoor air quality was not much, and its main reason was that they didn't know about school indoor air pollution well. Second, result of analysis into textbooks on the 7th elementary curriculum and subsidiary textbooks, contents concerning indoor air on the 7th elementary curriculum textbooks was little or nothing. And it trended to be included to subsidiary textbooks. However, education textbooks about indoor air for elementary students was insufficient still. Third, environmental textbook relevant to school indoor air quality for 5th and 6th grade in elementary school was developed. It was constructed for themes - importance, sources, effects, and management of school indoor air quality. After its application to the 6th grade students in elementary school, it was meaningful in the level of p<.05 that the result of knowledge and awareness in the pre-post test within experiment group. However, all of the results in comparison group didn't represent statistically meaningful difference. In conclusion, environmental textbook developed by necessity of education about school indoor air quality will play a role as useful tool for the 5th, 6th grade students in elementary school to understand relation of quality of health and life and school indoor air quality, to have attitude to make an effort to manage it by develop right awareness about it.
The air quality simulation models in wide use for air quality impact assessmetns are reviewed. After an intensive survey and comparative study upon the environmental impact assessment reports submitted to Ministry of Environment during 1990~1998, we could identify the major common problems with the air quality impact assessment procedures. Several remedies are presented here, including use of the screening models applicable to the complex terrain.
The characteristics of aerosol light extinction were investigated by comparing measured and calculated extinction coefficient to understand the contribution of air pollutants on visibility impairment for data during 4 months (Jan~ April), 2014. The integrated nephelometer and aethalometer system were installed to measure the scattering and absorption coefficients of aerosol as well as BAM 1020, MARGA, semi-continuous OCEC analyzer, and online-XRF to calculate the extinction coefficient. The IMPROVE_2005 equation was used to determine the contributions of different chemical components on visibility impairment in $PM_{2.5}$ and $PM_{10}$ due to highest correlation with measured data. Sulfate, nitrate, and organic mass by carbon (OMC) of fine aerosol were the major contributors affecting on visibility impairment. Total contributions to light extinction were calculated as $631.0Mm^{-1}$ for the worst-case and $64.4Mm^{-1}$ for the best-case. The concentrations of aerosol component for the worst-case were 38.4 times and 45.5 times larger than those of the best-case for $(NH_4)_2SO_4$ and $NH_4NO_3$, respectively. At lower visibility condition, in which extinction coefficient was higher than $400Mm^{-1}$, extinction coefficient varied according to the relative humidity variation regardless of $PM_{2.5}$.
Problems of secondary pollution and hazardous pollutants have rapidly come to the front in our society during the past few years. More attention should be paid to monitoring and assessment in order to identify the nature of complicated problems, but our air-quality policy is hurriedly seeking for management strategies. A typical example is air quality management in the industrial estates such as those located in Yochon and Ulsan. Yochon Industrial Estate was designated as a special air-quality management area of volatile organic compounds(VOCs) in 1996. And VOCs in the air of Ulsan Industrial Estate has been specially controlled since 1997. In this paper, however, it is suggested that hazardous air pollutants(HAPs) rather than VOCs should have been managed in the industrial estates. History of studies on organic compounds in the air of the industrial estates is reviewed. A stepwise approach for air quality management in the industrial estates is recommended.
Schools have significant and serious indoor environmental health problem, of which indoor air quality (IAQ) in school building may affect the health of the students and indirectly affect learning performance. Schools are of special concern when regarding indoor exposure to air pollutants, because students are particularly sensitive to pollutants and spend a significant amount of time in that environment. Therefore researches for improvement of indoor air quality have been developed such as installation of air cleaning device, ventilation system, titanium dioxide(TiO2) coating and so on. However, it is difficult to evaluate the magnitude of improvement of indoor air quality in field study because indoor air quality can be affected by source generation, outdoor air level, ventilation, decay by reaction, temperature, humidity, mixing condition and so on. In this study, evaluation of reduction of formaldehyde emission rate in school indoor environments by far-Infrared ray coating material was carried out using mass balance model in indoor environment. we proposed the evaluation method of magnitude of improvement in indoor air quality, considering outdoor level and ventilation. Since simple indoor concentration measurements could not properly evaluate the indoor air quality, outdoor level and ventilation should be considered when evaluate the indoor air quality.
도시화와 산업화로 악화되고 있는 대기환경은 건강과 밀접한 연관이 있어, 대기환경 개선정책에 대한 시민들의 관심은 증가되고 있는 상황이다. 정보통신기술의 발전으로 일반대중은 다양한 대기환경 정보를 쉽게 접근하고 이용하고 있고, 정책결정권자들은 대기환경문제를 시민들과 소통하기 위해 소셜 미디어 서비스를 이용하고 있다. 또한, 높아진 환경의식으로 대기환경개선을 위한 시민들의 참여와 역할의 중요성이 증대되고 있다. 이러한 기술적 사회적 변화는 기존 대기환경 정보시스템과 대기환경 정보서비스의 변화를 요구하고 있다. 이에 본 연구에서는 ISO19154의 UPA (Ubiquitous Pubic Access) 모델을 참조하여 GIS 기반의 대기환경 정보시스템을 개발하였다. 개발된 시스템은 공간 상황정보모델을 이용하여, 시민들의 위치와 건강상태에 따른 대기환경정보와 행동요령정보를 제공한다. 또한 시민들은 대기환경정보 시스템을 통해 현재위치와 관심지역의 대기환경에 대한 의견을 표현하게 함으로써, 대기환경 정책결정권자 관련 정책을 수립하는데 참고하도록 하였다.
