The Study on Development of R&D Technology Rating Methodology in the Defense Area (국방 R&D기술 등급평가 방법론 개발 연구)

  • This paper presents the technology rating methodology that is applicable to defense R&D technology. First, a technology profitability index was developed using multiple regression analysis to forecast the revenue from technology transfer. Secondly, the technology evaluation index was derived using hierarchical analysis with expert opinion. Finally, the weighted average of the technology profitability index and technology evaluation index were calculated to derive the technology rating. This study is significant in that it is first attempt to evaluate defense R&D technology by rating. If the defense R&D technology rating methodology is applied in practice, it can contribute to efficient R&D budget allocation. In addition, it will help in the vitalization of technology transfer in the defense R&D sector.

Development of A Comprehensive Diagnosis Index for Disasters in Declining Areas and Comparison of Risks between Regions: A case of Seoul (쇠퇴지역 재난·재해 종합진단지수 개발과 지역간 위험성 비교·분석 - 서울시 사례 -)

  • In urban declining areas, the population is decreasing, and drying environments such as buildings and facilities are aging. Therefore, it is vulnerable in the event of disaster, and recovery takes a lot of time and money. The purpose of this study is to develop an evaluation technique for comprehensively diagnosing disasters in declining areas and to present implications through case analysis. Evaluation indicators were selected to calculate the comprehensive diagnosis index of disasters, and weights were calculated for each class, including disaster types, components, and evaluation indicators, through Analytic Hierarchy Process analysis. The comprehensive diagnoses index for each type of disaster was calculated with the calculated weight, and the risk according to the level of urban decline was analyzed. As a result of analyzing Seoul as a case area, it was analyzed that the overall risk of disasters was high in southern regions such as Seocho-gu, Dongjak-gu, Geumcheon-gu, and Gangseo-gu, and relatively low in downtown and northern Seoul, parks and green areas. The results of this study are of academic significance in that they presented a comprehensive diagnostic index evaluation system and technique for each type of disaster, including natural and social disasters.

A Study on the Technology Analysis of Marine Unmanned System for Determination of Core Technology Requirements (핵심기술 소요결정을 위한 해양 무인체계 요구기술 분석 연구)

  • The fourth industrial revolution based on the intelligent revolution has revolutionized the society as a whole, and it has also affected the defense sector. Various aspects of the war have been changing with the development of technology. In particular, various strategies such as research and development of core technology related to defense unmanned system field and infrastructure are being established based on the fourth industrial revolution technology. In this paper, we have conducted a study to select the technology required for maritime unmanned systems, which can be considered as a priority consideration for the future development of the core technology to be secured prior to the development of the weapon system. First, the core technology prioritization model for the marine unmanned system was established, and the technology fields of the unmanned robot were reclassified and integrated in the related literature such as the classification of the defense technology standard. For the empirical analysis, a questionnaire survey was conducted for 12 specialists who are engaged in the planning of weapons systems, and the importance of technical fields that require development in the development of marine unmanned systems was analyzed. As a result, it was possible to identify the key technology areas that should be considered in selecting the key technologies proposed by the military groups, research institutes, and companies. This could contribute to the establishment of the technology roadmap to develop the marine unmanned system from the future point of view.

A Multi-Criteria Spatial Decision Support System for Smart Hydrogen Energy Plant Location Planning in the Gangwon-Do Region, South Korea (강원도 지역 스마트 수소에너지 플랜트 입지계획을 위한 다기준 공간의사결정 지원 시스템 연구)

  • This paper presents a GIS-based site suitability analysis for a smart hydrogen energy plant in the Gangwon-Do region, South Korea. A GIS-based multi-criteria decision analysis (MCDA) was implemented in this study to identify the most suitable sites for the development of smart hydrogen energy plants. The study utilizes various spatial data layers, including hydrogen generation potential and climatic conditions, environmental and topographic conditions, and natural catastrophic conditions, to evaluate the suitability of potential sites for the hydrogen energy plant. The spatial data layers were then used to rank and prioritize the sites based on suitability. The findings revealed that 4.26% of the study area, or 712.14 km2, was suitable for constructing smart hydrogen energy plants. Some regions of Cheorwon-gun, Chuncheon-si, Wonju-si, Yanggu-gun, Gangneung-si, Hoengseong-gun, and near the coastal region along the east coast were found to be suitable for solar and wind energy utilization. The proposed MCDA provides a valuable tool for decision-makers and stakeholders to make informed decisions on the location of smart hydrogen energy plants and supports the transition to a sustainable and low-carbon energy system. Decision-makers can use the results of this study to select suitable sites for constructing smart hydrogen energy plants.

An Importance-Performance Analysis of Location Selection Factors for International Distribution Center in Port Hinterland (IPA기법을 통한 항만배후단지 내 국제물류센터 입주결정요인 분석)

  • As a consequence of the changed role and functions in port operations, the role of port hinterland has transformed to multi-functional logistic centre linking more efficiently elements of the supply chain. This paper analysed distribution centre selection factors in Busan new port hinterland, aiming to diagnose and evaluate the operational situations of port hinterland as multi-functional logistics centre. Based on a data collected from all 122 samples located in Busan new port hinterland, determinants for location competitiveness identified were: political support, market potentiality, infrastructure utilization, market niche, and connectivity. Comparing the difference between an importance and performance, it is revealed that the target port hinterland requires urgent improvement in political supports such as incentive programmes offered by host country, free trade system and related law, financial assistance in constructing distribution centers, and simplicity, ease and efficiency of administrative procedures. The results provide useful insights for establishing future improvement strategies and a strategic agenda to successfully respond to the demands of the companies located in port hinterlands and/or new customers those who want to move in.

Convergence and divergence of beneficiary groups'policy priorities in the child-care politics (보육정책 이슈에 대한 수익자 집단의 인식과 복지정치)

  • In the context of welfare politics, this study tries to examine how interest groups'policy priorities in the child-care policy of Korea were shaped and changed. Based on the already institutionalized child-care services, each beneficiary group-parents, employer and employee of child care center-has its own preference and perception in child-care policy. Futhermore, this difference has produced conflict of interests in the priority of policy options and brought interest group politics to the realm of child-care policy. With regard to interest group politics, this study firstly examines divergence of beneficiary groups'perception about the child-care policy priorities. Meanwhile, discourse politics should be regarded as another dimension of welfare politics because beneficiaries'perception preference in policy could be sometimes changed and converged by communicative policy discourse. By examining convergent aspects of beneficiary groups'perception about policy priority, this study secondly tries to analyze the discourse politics which has been influenced by the free child-care discourse during 2010-12 election period. To investigate these two dimensions of child-care politics, beneficiary groups'policy priority should be systematically and comprehensively classified and quantified. Using Analysis Hierarchy Process(AHP), this study identifies 11 policy issues and determines different ranking priorities of each beneficiary group.

A Value Analysis of Ecological Restoration Construction Considering Life Cycle Cost and Performance - Focusing on the Wet Media for Slope Revegetation - (생애주기비용과 성능을 고려한 생태복원 공법 가치분석 - 습식 비탈면 기반재를 사례로 -)

  • In order to save costs and enhance quality in construction without damaging the environment, the VE/LCC analysis method is increasingly used. This study was carried out to conduct a value analysis for the ecological restoration of a slope considering life cycle cost and performance. The construction conditions were classified into three types(A, B, C) according to the condition of each base. Three construction methods for slope ecological restoration were selected by each condition. Eventually, a value analysis was conducted for total nine conditions by analyzing the life cycle cost and performance. The gradient of slope and base of Condition 1 were below 1:1.2 and general soil, while condition 2 and 3 were below 1:1.0(reaping rock) and below 1:0.7(soft rock, blasted rock), respectively. A value analysis was conducted based on the value estimated via life cycle cost and performance analysis. The result showed that the B construction method had the highest value in Condition 1 as it showed 108.4, while A and C showed 90.3 and 45.8, respectively. When it comes to Condition 2, Construction Method A indicated the highest value as it showed 89.1(B: 47.5, C: 47.0). In Condition 3, Construction Method A(89.1) was the highest, while B and C showed 55.4 and 40.2, respectively. Based on the result of this study, in order to make a reasonable decision that can enhance quality and reduce costs in slope ecological restoration, the slope ecological restoration method must be reviewed in consideration of life cycle cost and performance.

Classification Analysis of the Physical Environment of Bicycle Road -Focused on Chang Won City, Kyung Nam Province, S. Korea- (자전거 도로의 물리적 환경에 대한 등급화 연구 -창원시 사례를 중심으로-)

  • This study is to analyze the physical environment and conduct spatial data for bicycle road system in changwon. Index for evaluation index was developed based on literatures. Then the level of importance and weight have been modified through experts review. Finally, index with eight categories such as greenness(40% over), bicycle road connectivity(1.8, 9.8%), road type bike(bicycle lane, 24.4%), pave type(asphalt 72.5%), illegal parking(none, 93.9%), bike road surface visibility(exist, 46.8%), vehicle speed limits(30km, under), vehicle traffic(500/hr under, 44.3%) have been applied to empirical investigation. Collected data has been hierarchically classification by ArcGIS Program. The Highest grades(score 31-35, level 1) occupied 35% of target destination. High level of greenness and load type has contributed to high score. In addition, average level of greenness of those destination was 35% and higher, which provide high degree of security and freshness for bicycle riding. Meanwhile, lowest level(level 5, which earned 15 point or less) occupied 24.5%. illegal parking, low level of greenness, and no surface sign caused low score.

A Comparative Analysis of Characteristics of Mode Choice and Mode Transfer to Public Transit by Mode-Choice Class for the Effective Transportation Demand Management Implement (효과적인 교통수요관리방안의 추진을 위한 교통수단선택 계층별 수단선택특성 및 대중교통으로의 전환의식 비교 분석)

  • Various schemes of transportation demand management(TDM) to discourage the use of cars and enhance public transit performance have been implemented in large cities. Nevertheless, policy effects in reducing car have not been satisfactory. Car-dependent travelers who tend to keep driving cars regardless of the change of the trip circumstances as such increase of travel time and cost according to car use or improvement of public transit service may be due to not according to utility reflecting mode-specific impedance and their own socio-economic characteristics. In this study, travelers were classified into four groups by their choice frequency of private car and public transit in unspecified multiple trip(car-dependent, car-choice, public transit-choice, public transit-dependent class). And the characteristics of each group were comparative analyzed. The results show that the group of a higher car-dependent is a higher priority on convenience and comfortability of the car when making decisions and the group of a lower of car-dependent is likely to change to public transit.

A Research on Forecasting Change and Service Direction for the Future Mobility System (미래 모빌리티 체계 변화 예측 및 서비스 방향 연구)

  • The manufacturing-oriented mobility system is being reorganized around the future mobility system represented by electrification, sharing, and autonomy, driven by the social demand for sustainable development. Changes in future mobility systems are expected to accelerate thanks to advances in IT technology. To this end, this study conducted an expert survey (N=23) to predict the direction of changes in the future mobility system. Through the survey, 'mobility sharing' was selected as a key factor in the future mobility system among four future mobility. In addition, 'safety' was selected as the most important service factors in future mobility system among eight future mobility service factors. We hope that the results of this study will be used as basic information to design policies and service directions of preparation for the future mobility system.
