Soil Moisture Estimation and Drought Assessment at the Spatio-Temporal Scales using Remotely Sensed Data: (II) Drought (원격탐사자료를 이용한 시⋅공간적으로 분포되어 있는 토양수분산정 및 가뭄평가: (II) 가뭄)

  • Based on the soil moisture data assimilation suggested in the first paper (I), we estimated root zone soil moisture and evaluated drought severity using remotely sensed (RS) data. We tested the impacts of various spatial resolutions on soil moisture variations, and the model outputs showed that resolutions of more than 2-3 km resulted in over-/under-estimation of soil moisture values. Thus, we derived the 2 km resolution-scaled soil moisture dynamics and assessed the drought severity at the study sites (Chungmi-cheon sites 1 and 2) based on the estimated soil/root parameters and weather forcings. The drought indices at the sites were affected mainly by precipitation during the spring season, while both the precipitation and land surface characteristics influence the spatial distribution of drought during the rainy season. Also, the drought severity showed a periodic cycle, but additional research on drought cycles should be conducted using long-term historical data. Our proposed approach enabled estimation of daily root zone soil moisture dynamics and evaluation of drought severity at various spatial scales using MODIS data. Thus, this approach will facilitate efficient management of water resources.

  • 물관리기본법의 시행 및 제1차 국가물관리기본계획의 이행에 따라 물관리 자료의 정보화 요구가 증가하고 있다. 과거 농업용수관리는 기초자료의 오류, 계측데이터의 부족 등이 한계점으로 지적되었으며, 과학화·표준화된 농업용수 물수급 분석 체계 구축 및 물정보의 정확성이 요구된다. 최근 통합물관리 국가정책 대응을 위한 물수급 분석 기반 마련을 목적으로 한국농어촌공사에서는 농업용수 용 배수 계통 정밀조사, 공간자료 재구축 등을 통한 농업용수 디지털 정보체계 구축 사업이 진행되고 있다. 연속수치지형도 및 토지피복, 스마트팜맵 등의 디지털 공간자료를 수집하고 현장조사와 영농조사를 바탕으로 최신화된 용배수계통도, 수혜면적 자료를 구축하였다. 본 연구에서는 디지털화한 용배수계통도를 이용하여 수리해석 모델 기초자료를 구축하고, 들녘단위 (주·보조수원, 저수지 및 양수장 등) 용수계통도 구현함으로써 수원공별 용수공급 네트워크를 분석하고자 한다. 농업용수 공급체계 반영이 가능한 EPA-SWMM (United States Environmental Protection Agency Storm Water Management Model)을 활용하여 다양한 물공급 시나리오를 적용하여 최적의 물관리 방안을 제시하고자 한다. 본 연구에서는 경기도 안성시 고삼저수지를 대상으로 연속수치지형도, 농경지전자지도, 고해상도 DEM 등을 활용한 디지털 조사와 수로 표고, 길이 및 너비 등 현장조사를 수행하였으며, 현장 물관리 방안을 적용하여 물분배 모의가 가능한 EPA-SWMM 기반 수원공-용수로-수혜구역을 연결하는 용수공급 네트워크를 구축하였다. 농촌용수종합정보시스템 (Rural Agricultural Water Resource Information System, RAWRIS)에서 제공하는 계측 자료를 활용하여 관개기간의 강수량, 소비수량, 증발산량, 공급량 등을 적용하여 농업용수 공급량, 배분량을 추정하였다. 본 연구의 결과는 물관리 담당자에게 상세한 현행 용수공급량 및 용수공급체계 정보 제공과 향후 국가물관리기본계획, 농어촌용수이용합리화계획의 물수급 분석 기초자료로 활용 가능할 것으로 사료된다.

A preliminary study on the determination of drought stages at the local level (지역 단위 가뭄단계 판단규칙 개발에 관한 연구)

  • This study aims to develop rules for the Determination of Drought Stages at the Local Level based on the drought cases in Gwangju and Jeollanam-do in 2022-2023. Among the eight drought indicators provided, six indicators (Agricultural drought stage (for paddy), Residential & industrial drought stage, SPI-12, Relative agricultural water storage, Residential water consumption change (for domestic use), Residential water consumption change (for non-domestic use) were confirmed to have statistical correlations with the perceptions of local government officials and experts. Additionally, this drought indicator was applied to a decision tree algorithm to develop rules for determining the severity of drought. Although it presented results similar to those of the existing method presented in previous studies, it showed a significant comparative advantage in explaining the temporal and spatial patterns of drought in the Gwangju and Jeollanam-do.

Evaluation of Function of Upland Farming for Preventing Flood and Fostering Water Resources (밭농사의 수자원 함양과 홍수조절 기능에 대한 계량화 평가)

  • Multifunctionality of agriculture which is not traded on the market now has been an important international issue in that it environmental and public benefits. We carried out to modify and to update the function of upland farming on flood prevention and fostering water resources. Economic values of environmental benefits were evaluated by replacement cost methods. Models to evaluate the function of preventing flood were selected as: (1)precipitation(flood-inducing) - runoff(A), (2) soil depth ${\times}$ soil air phase, (3) precipitation (flood-inducing) - runoff(B), (4) soil depth ${\times}$ effective porosity of soil. Models to estimate the function of fostering water resources were (1) saturated hydraulic conductivity (Ks) ${\times}$ duration of saturation(days) ${\times}$ (1-ratio of water flow directly into river), (2) precipitation ${\times}$ ratio of water fostered by rain resources ${\times}$ (area of upland/total land area), and (3) soil water retention quantity(under standing crop or tree) - SWRQ(in bare soil). Function of preventing flood was $883Mg\;ha^{-1}$ of water per year and 645 million Mg for the whole upland area. Function of fostering water resources was $94.1Mg\;ha^{-1}$ of water per year and 69 million Mg for the whole upland area. The value of flood-preventing function evaluated by replacement cost methods was estimated 1,428 billion won per year as compared to the cost for dam construction. The value of water resource fostering were estimated 8.6 billion won in the price of living water.

Estimation of Upland Cropping Management Factor for predicting Soil Loss in Saemangeum Watershed (새만금 유역의 토양유실량 예측을 위한 밭 토양의 작물경작인자 산정)

  • In order to calculate the actual erosion according to the universal soil loss equation (USLE) and to estimate the impact of land use on soil erosion in Saemangeum, it is important to know the C-factor. Based on the USLE crop-growth stages, the cover-management C-factors were calculated for the main crop and crop rotation systems by National Institute of Agricultural Science and Technology. Combining this result with statistical data about crop cultivation area and crop rotation systems, C-factors of each administrative district in Saemangeum watershed were calculated. The range of C-factors were between 0.28 and 0.35. High C-factor value was obtained with Gimje (C = 0.35) and small C-factor values were found in Wanju (C = 0.28) and Jeongeup (C = 0.29). With this result, calculated annual soil loss was 2,804,483 ton per year. Because of the lack of sufficient statistical data about crop rotation systems, further studies are required on collecting field survey data.

Evaluation and Estimation of Sediment Yield under Various Slope Scenarios at Jawoon-ri using WEPP Watershed Model (WEPP Watershed Version을 이용한 홍천군 자운리 농경지의 경사도에 따른 토양유실량 평가)

  • Physically-based WEPP watershed version was applied to a watershed, located at Jawoon-ri, Gangwon with very detailed rainfall data, rather than daily rainfall data. Then it was validated with measured sediment data collected at the sediment settling ponds and through overland flow. The $R^2$ and the EI for runoff comparisons were 0.88 and 0.91, respectively. For sediment comparisons, the $R^2$ and the EI values were 0.95 and 0.91. Since the WEPP provides higher accuracies in predicting runoff and sediment yield from the study watershed, various slope scenarios (2%, 3%, 5.5%, 8%, 10%, 13%, 15%, 18%, 20%, 23%, 25%, 28%, 30%) were made and simulated sediment yield values were analyzed to develop appropriate soil erosion management practices. It was found that soil erosion increase linearly with increase in slope of the field in the watershed. However, the soil erosion increases dramatically with the slope of 20% or higher. Therefore special care should be taken for the agricultural field with higher slope of 20% or higher. As shown in this study, the WEPP watershed version is suitable model to predict soil erosion where torrential rainfall events are causing significant amount of soil loss from the field and it can also be used to develop site-specific best management practices.

Performance of Drip Irrigation System in Banana Cultuivation - Data Envelopment Analysis Approach

  • India is largest producer of banana in the world producing 29.72 million tonnes from an area of 0.803 million ha with a productivity of 35.7 MT ha-1 and accounted for 15.48 and 27.01 per cent of the world's area and production respectively (www.nhb.gov.in). In India, Tamil Nadu leads other states both in terms of area and production followed by Maharashtra, Gujarat and Andhra Pradesh. In Rayalaseema region of Andhra Pradesh, Kurnool district had special reputation in the cultivation of banana in an area of 5765 hectares with an annual production of 2.01 lakh tonnes in the year 2012-13 and hence, it was purposively chosen for the study. On $23^{rd}$ November 2003, the Government of Andhra Pradesh has commenced a comprehensive project called 'Andhra Pradesh Micro Irrigation Project (APMIP)', first of its kind in the world so as to promote water use efficiency. APMIP is offering 100 per cent of subsidy in case of SC, ST and 90 per cent in case of other categories of farmers up to 5.0 acres of land. In case of acreage between 5-10 acres, 70 per cent subsidy and acreage above 10, 50 per cent of subsidy is given to the farmer beneficiaries. The sampling frame consists of Kurnool district, two mandals, four villages and 180 sample farmers comprising of 60 farmers each from Marginal (<1ha), Small (1-2ha) and Other (>2ha) categories. A well structured pre-tested schedule was employed to collect the requisite information pertaining to the performance of drip irrigation among the sample farmers and Data Envelopment Analysis (DEA) model was employed to analyze the performance of drip irrigation in banana farms. The performance of drip irrigation was assessed based on the parameters like: Land Development Works (LDW), Fertigation costs (FC), Volume of water supplied (VWS), Annual maintenance costs of drip irrigation (AMC), Economic Status of the farmer (ES), Crop Productivity (CP) etc. The first four parameters are considered as inputs and last two as outputs for DEA modelling purposes. The findings revealed that, the number of farms operating at CRS are more in number in other farms (46.66%) followed by marginal (45%) and small farms (28.33%). Similarly, regarding the number of farmers operating at VRS, the other farms are again more in number with 61.66 per cent followed by marginal (53.33%) and small farms (35%). With reference to scale efficiency, marginal farms dominate the scenario with 57 per cent followed by others (55%) and small farms (50%). At pooled level, 26.11 per cent of the farms are being operated at CRS with an average technical efficiency score of 0.6138 i.e., 47 out of 180 farms. Nearly 40 per cent of the farmers at pooled level are being operated at VRS with an average technical efficiency score of 0.7241. As regards to scale efficiency, nearly 52 per cent of the farmers (94 out of 180 farmers) at pooled level, either performed at the optimum scale or were close to the optimum scale (farms having scale efficiency values equal to or more than 0.90). Majority of the farms (39.44%) are operating at IRS and only 29 per cent of the farmers are operating at DRS. This signifies that, more resources should be provided to these farms operating at IRS and the same should be decreased towards the farms operating at DRS. Nearly 32 per cent of the farms are operating at CRS indicating efficient utilization of resources. Log linear regression model was used to analyze the major determinants of input use efficiency in banana farms. The input variables considered under DEA model were again considered as influential factors for the CRS obtained for the three categories of farmers. Volume of water supplied ($X_1$) and fertigation cost ($X_2$) are the major determinants of banana farms across all the farmer categories and even at pooled level. In view of their positive influence on the CRS, it is essential to strengthen modern irrigation infrastructure like drip irrigation and offer more fertilizer subsidies to the farmer to enhance the crop production on cost-effective basis in Kurnool district of Andhra Pradesh, India. This study further suggests that, the present era of Information Technology will help the irrigation management in the context of generating new techniques, extension, adoption and information. It will also guide the farmers in irrigation scheduling and quantifying the irrigation water requirements in accordance with the water availability in a particular season. So, it is high time for the Government of India to pay adequate attention towards the applications of 'Information and Communication Technology (ICT) and its applications in irrigation water management' for facilitating the deployment of Decision Supports Systems (DSSs) at various levels of planning and management of water resources in the country.

Agricultural Systems for Saline Soil: The Potential Role of Livestock

  • Human-induced soil salinity is becoming a major threat to agriculture across the world. This salinisation occurs in both irrigated and rain-fed agricultural zones with the highest proportions in the arid and semi-arid environments. Livestock can play an important role in the management and rehabilitation of this land. There are a range of plants that grow in saline soils and these have been used as animal feed. In many situations, animal production has been poor as a result of low edible biomass production, low nutritive value, depressed appetite, or a reduction in efficiency of energy use. Feeding systems are proposed that maximise the feeding value of plants growing on saline land and integrate their use with other feed resources available within mixed livestock and crop farming systems. Salt-tolerant pastures, particularly the chenopod shrubs, have moderate digestible energy and high crude protein. For this reason they represent a good supplement for poor quality pastures and crop residues. The use of salt-tolerant pasture systems not only provides feed for livestock but also may act as a bio-drain to lower saline water tables and improve the soil for growth of alternative less salt tolerant plants. In the longer term there are opportunities to identify and select more appropriate plants and animals for saline agriculture.

  • The 10 Year Implementation Plan for a Global Earth Observation System of Systems (GEOSS), which was endorsed at the Third Earth Observation Summit in Brussels in February, 2005, emphasizes the importance of data management facilities for diverse and large-volume Earth Observation data from inhomogeneous information sources. A three year research plan for addressing this key target of GEOSS has just approved as the first step by the Japanese government. The goals of this research are, (1) to develop a data management core system consisting of data integration and information fusion functions and interoperability and information service functions; (2) to establish data and information flows between data providers and users; (3) to promote application studies of data integration and information fusion, especially in the fields of weather forecasting, flood forecasting, agricultural management, and climate variability and changes. The research group involves leading scientists on information science and technology, who have been developing giant data archive servers, storage area networks, metadata models, ontology for the earth observations. They are closely cooperating with scientists on earth sciences, water resources management, and agriculture, and establishing an effective collaborative research framework.

  • 최근 전 세계적으로 가뭄 재해가 증가함에 따라 국내의 경우 가뭄상황을 모니터링하기 위하여 다양한 유관 기간에서 가뭄정보시스템을 활용하여 가뭄지수를 공간지도 형태로 제공하고 있다. 기상청 수자원공사 농어촌공사 등에서 기상/수문/농업관련 가뭄지수의 위험지도를 실시간으로 제공하고 있으며 각 지표별로 수문기상학적 특징과 용수공급시설 및 수요공급의 이수상황 등을 고려하여 활용하고 있다. 하지만 제공되고 있는 가뭄지수의 공간분포는 지점 자료를 기반으로 내삽기법 (interpolation)을 통해 재 산정된 지도로 공간 해상도 측면에서 조악한 해상도를 갖고 있다. 이와 같은 한계점을 보완하기 위하여 시 공간적으로 특성이 동일한 광범위한 지역에 대한 정보를 주기적으로 제공 가능하다는 측면에서 위성영상자료를 활용한 가뭄모니터링 연구의 필요성이 요구된다. 본 연구에서는 위성영상을 이용한 식생 정보 및 기후 정보 생물물리학적 정보를 활용한 식생가뭄반응지수 (Vegetation Drought Response Index in Korea VegDRI-Korea)를 제시하고 국내의 적용성 검증을 위하여 국내 주요 가뭄 사상을 대상으로 시공간적 가뭄상황을 분석하였다. 식생가뭄반응지수는 유역단위 또는 행정구역 단위별로 실시간 가뭄 상황을 분석할 수 있는 고해상도 위성영상 기반의 가뭄지수로써 향후 한반도 전역의 가뭄모니터링 및 주기적인 모니터링을 통해 가뭄예상지역 판단에 대한 의사결정지원에 활용할 수 있다.
