Freshwater Conflicts and Sustainable Policies in the Asia-Pacific Region : Cases of Seoul and Sydney (아시아-태평양 지역의 물 갈등과 지속가능한 정책 : 서울과 시드니의 비교)

  • The purpose of this paper is to outline a research agenda for the evaluation of the sustainability of freshwater policies, especially as they relate to large cities in the Asia-Pacific region, and to co-work a comparative study on the cases of Seoul and Sydney on the basis of the research agenda. The overall long-tenn aim of the present research is to develop a framework for sustainable urban freshwater policy in the Asia-Pacific region. The nature of freshwater policies for a sample of 16 large cities in the Asia-Pacific region will be critically evaluated for 5 years in the future. For the purposes of this research agenda, four main types of urban water conflict have been evaluated - jurisdictional conflicts, conflicts related to accessibility, sectoral conflicts and environmental conflicts. Of course, in reality, aspects of these four types of conflict invariably overlap. In the case study, the environmental conflict over fresh water of Seoul can be seen as a jurisdictional, sectoral and accessibility-related conflict between the central government and Seoul local government which want to regulate the lan-use with the water conservation zone around the Paldang Dam located at a upstream of the Han River on the hand, and the Yangpyong local governmant and its population within the conservation zone which have struggled against such a regulation, on the other. In the case study on the Sydeny water crisis in 1998, the environmental conflict over fresh water of Sydney in Australia can be seen as a jurisdictional conflict between the State government and the Sydney local government and the corporatized Sydney Water which have been responsible to supply fresh water on the one hand, and the Sydney population who have been suffered from the contaminated water, on the other. Over the past ten years, both globally and in the Asia-Pacific region, including in S. Korea and Australia, the concept of sustainable development has taken on a growing role in the determination of environmental policy. The balance for sustainable policy would be between the requirement to augment water supply to cope with projected future demands and the need to improve efficiency of water use.

A Practical Research for Mode Efficient Utilization of Estuary Reserviors in the South-Western Part of Korea (우리나라 서남부지역 담수호의 효율적 이용방안)

  • The south-western part of Korea is situated in an unbalance of water supply and demand relating to the Keum, Mankyung, Dongjin and Youngsan River and their estuary reservoirs. For example, the Keum River estuary reservoir is discharging the larger amount of yearly runoff into the sea due to the small storage capacity, while Saemankeum estuary reservoir which is under construction, has the smaller runoff comparing with its strorage capacity. And the downstream area of the Youngsan River, such as Youngkwang, Youngam are deficient in water due to larger demand and smaller supply. In order to solve the above unbalanced water supply and demand and also to improve the water use effciency, the Hierarchical Operation Model for Multi-reservoir System(HOMMS) has been developed and applied to analyze the multi-reservoir operation assuming that the above reservoirs were linked each other. The result of this study shows that $2,148{\times}106\;\textrm{m}^3$ of annual additional water requirement for agricultural and rural water demands are required in this region at 2011 of target year, and these demands can be resolved by diverting and reusing $1,913{\times}106\;\textrm{m}^3$ of the released water from the estuary reservoirs into the sea.

Feasibility Study of Constructed Wetland System for Sewage Treatment in Rural Area

  • Field experiment was performed from August 1996 to December 1999 to examine the feasibility of constructed wetland system for sewage treatment in rural areas. A pilot system was installed in Konkuk University and the effluent of septic tank for school building was used as an influent to the wetland treatment basin. The system was composed of sand and reed, and operated continuously including winter time. Average removal rate of about 70% was observed for BOD, COD, and SS, about 50% for T-P, and about 25% for T-N. The reason for poor T-N removal might be due to high loading rate and short retention time. The system demonstrated satisfactory effluent concentration and stable performance in growing season. And it also worked adequately in wintertime even below $10^{\circ}C$ without freezing, and removal was still significant. The amount removed in BOD, COD, and SS was almost the same as in the growing season, and the amount removed in nutrients was about half of the one in growing season. Overall performance of the experimental system was compared with existing data base (NADB, 1994), and it was within the range of general system performance. As study period increased, removal rates for BOD, COD, SS, and T-P were consistently maintained and even enhanced, but removal rate for T-N decreased slightly. Wetland system was thought to be a feasible alternative for sewage treatment in rural area considering its low cost and low maintenance requirement. However, the effluent of the experimental wetland system often exceeded current effluent water quality standards, therefore, further treatment could be required if the effluent should be discharged to public waters. Wetland system of interest locates in rural area and is a part of rural ecosystem, therefore, ultimate disposal of reclaimed sewage for agricultural purpose or subsequent land treatment might be available and further research in this matter is recommended.

Development of real-time chemical properties analysis technique in paddy soil for precision farming (정밀농업을 위한 토양의 실시간 이화학 성분 분석 기술 개발)

  • Precision farming aims at reduced environmental impacts with increased productivity. Soils are multi-functional media in which air, water and biota occur together and form an essential part of the landscape with a fundamental role in the environment. The requirement for herbicides and fertilizers can vary within a field in response to spatial differences in soil properties. Near infrared (NIR) spectroscopy is widely used today as a nondestructive analytical technique which is capable of determining a number of physio-chemical parameters. The objectives of this study were to develop optimal models to predict chemical properties of paddy soils by visible and NIR reflectance spectra. Total of 60 soil samples were collected in spring from 20 paddy fields within central regions in Korea. Reflectance spectra, moisture contents, pH, total nitrogen (N), organic matter, available phosphate ($P_2O_5$) of soil samples were measured. The reflectance spectra were measured in wavelength ranges of 400-2,500 nm with 2 nm interval. The method of partial least square (PLS) analysis was used to determine the soil properties. The PLS analyses showed good correlation between predicted and measured chemical properties of paddy soils in the wavelength range of 1,800-2,400 nm. Especially, it showed better performance than the previous results which used the entire wavelength range of the spectrophotometer, without considering the optimal wavelength of each soil properties.

  • A pot experiment was conducted to find out the effects of water management and application of slaked lime and wollastonite on Pb uptake of rice in a Pb added soil. The soil was adjusted to 0, 150, 300 and 600 ppm of Pb concentration. The slake lime was applied at the equivalent amount of lime requirement with 150kg/10a adding and the wollastonite, 200kg/10a, respectively. The results obtained were as follows. 1. The lead contents in leaf stem and brown rice increased with increasing the soil Pb content and the ratio of Pb/(Ca+Mg) equivalent in soil but they showed no influence on yields. 2. The application of lime and wollastonite reduced Pb content in plant. 3. The lead content in plant was higher in intermittently irrigated treatment than in submersed irrigation. 4. The soil pH was increased in the order of lime, wollastonite and control. 5. $1N-NH_4$ OAC soluble Pb content in soil was higher in the submersed irrigation than in the intermittently irrigated and was higher in wollastonite application treatment than the slaked lime after harvesting.

Reduction of Agricultural Non-point Pollution Source by Scenarios of Best Management Practices on Cropping System Alternatives of Main Upland Crop in Saemangeum Watershed (새만금 유역 주요 밭작물 작부체계 최적관리기법 시나리오별 농업비점오염원 저감)

  • Nonpoint pollution sources from agricultural activities are a major cause of water quality impairment. A nutrient management program utilizes farm practices that maintain efficient crop production systems and control agricultural nonpoint pollution sources. The objectives of present study were to identify appropriate best management practices (BMPs) according to changes of cropping system of main upland crop for reducing AGNPs loadings and to simulate the effects of the application of the several BMPs scenarios in Saemangeum watershed. The selected BMP scenarios were: 1) to convert naked barley and hulled barley to hairy vetch or chinese milk vetch, 2) to convert red pepper to soybean crop, and 3) to combine two scenarios, converting naked barley and hulled barley to hairy vetch or chinese milk vetch + converting red pepper to soybean crop. As a result of BMPs application, the crop requirement of nitrogen and phosphorus for upland crop reduced nitrogen by 41% and phosphorus by 47% in scenario 1, whereas scenario 2 reduced nitrogen by 30% and phosphorus by 23%. Overall, scenario 3 reduced nitrogen by 72% and phosphorus by 70% in agricultural non-point pollution sources associated with chemical fertilizer and livestock manure in Saemangeum watershed.

A Study on the Estimation of Watter Loss Rates in Irrigation Canals (灌漑用水路의 水路損失率 算定에 關한 硏究)

  • This study was carried out in order to estimate water losses in irrigation canals, which may be used to evaluate the water requirement for irrigation projects. The conveyance losses were measured by the inflow-outflow method, the seepage losses were measured by the ponding method, and the operation losses in the course of irrigation were calculated by comparing the two kinds of losses. The results obtained in this experiment were as follows; 1. Conveyance losses per unit area of wetted perimeter by the main irrigation canal, the secondary irrigation canal and the tributary irrigation canal, were 1.399${\times}10^{-5}m^3/sec/m^2$, 5.154${\times}10^{-5}m^3/sec/m^2$, and 2.67${\times}10^{-5}m^3/sec/m^2$ respectively in the Goong-sa area. And they were 1.934${\times}10^{-5}m^3/sec/m^2$, 2.149${\times}10^{-5}m^3/sec/m^2$, and 4.558${\times}10^{-5}m^3/sec/m^2$ respectively in the Seong-dug area. 2. Seepage losses per unit area of wetted perimeter by the secondary irrigation canal and the tributary irrigation canal, were 2.180${\times}10^{-6}m^3/sec/m^2$ and 2.168${\times}10^{-6}m^3/sec/m^2$ in the Goong-sa area, 1.150${\times}10^{-6}m^3/sec/m^2$ and 1.084${\times}10^{-6}m^3/sec/m^2$ in the Seong-dug area respectively. 3. Operation losses per unit area of wetted perimeter by the secondary irrigation canal and the tributary irrigation canal, were 4.936${\times}10^{-5}m^3/sec/m^2$ and 2.453${\times}10^{-5}m^3/sec/m^2$ in the Goong-sa area, 2.034${\times}10^{-5}m^3/sec/m^2$ and 4.450${\times}10^{-5}m^3/sec/m^2$ in the Seong-dug area respectively. 4. Conveyance, seepage and operation losses in the Goong-sa area were 6.7%, 94.6%, and 14.0% more than those in the Seong-dug area. Operation losses amount to about 17 times as much as seepage losses in the Goong-sa area and about 29 times in the Seong-dug area. 5. The seepage losses depend much on the soil texture, ranging from 7.437${\times}10^{-7}m^3/sec/m^2$ to 2.430${\times}10^{-6}m^3/sec/m^2$. 6. Water loss rates in the main irrigatin canal, the secondary irrigation canal and the tributary irrigation canal, were estimated as 8.49%, 37.27% and 9.81% respectively in the Goong-sa area. And they were estimated as 15.10%, 32.67% and 13.78% respectively in the Seong-dug area.

Effect of dietary energy levels and phase feeding by protein levels on growth performance, blood profiles and carcass characteristics in growing-finishing pigs

  • Background: Providing of insufficient nutrients limits the potential growth of pig, while feeding of excessive nutrients increases the economic loss and causes environment pollution. For these reasons, phase feeding had been introduced in swine farm for improving animal production. This experiment was conducted to evaluate the effects of dietary energy levels and phase feeding by protein levels on growth performance, blood profiles and carcass characteristics in growing-finishing pigs. Methods: A total of 128 growing pigs ([Yorkshire ${\times}$ Landrace] ${\times}$ Duroc), averaging $26.62{\pm}3.07kg$ body weight, were assigned in a $2{\times}4$ factorial arrangement with 4 pigs per pen. The first factor was two dietary energy level (3,265 kcal of ME/kg or 3,365 kcal of ME/kg), and the second factor was four different levels of dietary protein by phase feeding (1growing(G)-2finishing(F) phases, 2G-2F phases, 2G-3F phases and 2G-3F phases with low CP requirement). Results: In feeding trial, there was no significant difference in growth performance. The BUN concentration was decreased as dietary protein level decreased in 6 week and blood creatinine was increased in 13 week when pigs were fed diets with different dietary energy level. The digestibility of crude fat was improved as dietary energy levels increased and excretion of urinary nitrogen was reduced when low protein diet was provided. Chemical compositions of longissimus muscle were not affected by dietary treatments. In backfat thickness ($P_2$) at 13 week, pigs fed high energy diet had thicker backfat thickness (P = 0.06) and pigs fed low protein diet showed the trend of backfat thinness reduction (P = 0.09). In addition, water holding capacity was decreased (P = 0.01) and cooking loss was increased (P = 0.07) as dietary protein level reduced. When pigs were fed high energy diet with low subdivision of phase feeding, days to 120 kg market weight was reached earlier compared to other treatments. Conclusion: Feeding the low energy diet and subdivision of growing-finishing phase by dietary protein levels had no significant effect on growth performance and carcass characteristics. Also, phase feeding with low energy and low protein diet had no negative effects on growth performance, carcass characteristics but economical profits was improved.

Studies on the Effects of Various Methods of Rotation Irrigation System Affecting on The Growth, Yield of Rice Plants and Its Optimum Facilities (수환관개방법의 차이가 수도생육 및 수량에 미치는 영향과 그 적정시설에 관한 연구)

  • This experiment was conducted, making use of the 'NONG-RIM No, 6' a recommended variety of rice plant for the year of 1969. Main purpose of the experiment are to explore possibilities of; a) ways and means of saving irrigation water and, b) overcoming drought at the same time so that an increaded yield in rice production could be resulted in Specifically, it was tried to determine the effects of the Rotation Irrigation method combined with differentiated thickess of Lining upon the growth and Yield of rice production. Some of the major finding are summarized in the follows. 1) The Different thicknesses show a significant relationship with the weight of 1000 grains. In the case of 3cm Lined plot, the grain weight is 39.0 Grams, the heaviest. Next in order is 6 cm lined plnt, 5 day control plot, 6 day control plot. 2) In rice yield, it is found that there is a considerably moderate signicant relationship with both the different thickness of lining and the number of irrgation, as shown in the table No,7. 3) There is little or no difference among different plot in terms of; a) physical and chemical properties of soil, b) quality of irrgation water, c) climatic condition, and rainfalls. 4) It is found that there is no significant relationship between differences in the method of rotation irrgation and the number of ears per hill because of too much rainydays and low temperature during irrigation season. 5) In uyny1-treated plots, it is shown that there is on difference among different plots, but the irrigation water requirement saved as much as 1/2 to actual irrigation water compare to uncontroled plot. 6) The irrigation water requirement for 48 days is saved as much 67% compared to uncontroled plot, the order are; the 9cm lined plot, the plot of vinyl with no hole, the plot with a hole of $1cm/m^2$ as shows in fig 15. 7) The rate of percolation of 40-30mm/day is decreased to 30-20/day. It is found that the decreasad rate of percolation due to vinyl-cutoff in footpath. 8) The growing condition was fine, and there was no found that decease and lageing as always submerged plot. 9) It is found that it must be constructed irrigation and drainage system, inlet and outlet perpect, respectly, of which could be irrigation water saved and would be inereased the irrigation water temperature.

Effect of Several Fungicides on Control of Physiological Disease and Growth Stimulation of Rice Seedlings Grown in Seedling Boxes for Machine Transplanting (수도기계이앙상자육묘에 있어서 살균제처리가 뜸묘방제 및 생육조절작용에 미치는 영향)

  • Due to fast industrialization and reduced agricultural population, there has been increased farm mechanization to reduce the labor requirement. In rice production, mechanical transplanting has been increasingly popular due to the heavy labor requirement in hand transplanting and development of convenient transplanters. For mechanical transplanting, rice seedlings is grown in boxes with limited soils under super dense population, thus short period of exposure to unfavorable temperature and poor water management would cause severe damage to rice seedlings such as seedling damping off and the similar physiological disorders. Several chemicals were evaluated for their effectiveness to control the disease and disorders, and other effects as plant growth stimulants. 3-hydroxy-5-methylisoxazole-a soil fungicide, Metalozyl-a fungicide which controls mildew, SF 8002-the composite of above two chemicals, and Isoprothiolane-a fungicide which controls rice blast were found to be effective controling seedling damping off and similar physiological disorders, and improvement of physiological characteristics of the seedlings such as the amount of bleeding sap, rooting ability, negative geotrophism, and regrowth after cutting. The results indicated that the chemicals will be very effective raising healthy seedlings even under unfavorable environments by the improvement of physiological activities of seedlings and preventing seedling damping off and the similar physiological disorders.
