Web-based Agricultural Machinery Rental Business Management System

  • Purpose: This study was conducted to develop a web-based business management system to ensure the efficient operation and transparent management of government-subsidized agricultural machinery rental businesses. Methods: An MS_SQL2000 database management system (DBMS) solution was utilized in the system for high system compatibility and integrated management. This system was targeted to be compatible with Internet Explorer 6.0 or later and to ensure security and seamless web operations. The system administrator is able to manage a fleet of agricultural machinery, including various inventory codes, release and return, fleet registry, and business performance. Users (farmers) may search the database of rental machinery and reserve them. Results: With respect to rental reservations, the system administrator can manage the fleet by setting the rental status to Approved, Released, or Returned. Through the web, the administrator can also create a database that includes machinery specifications, features, and rental rates. In addition, business performance data can be analyzed using a diverse array of tools to streamline the rental business. Without having to go to the rental office, users can save time and money by searching for and renting agricultural machinery through the information available on the website, including availability, specifications, and rental fees. After deploying the system, the time required to analyze monthly performance and create reports was dramatically reduced from 20 days per person to one day per person. Conclusions: Since 2014, AMRB has been installed and is operating in agricultural machinery rental businesses in 31 cities and counties in South Korea. This study recommends continued expansion and dissemination of AMRB for the systematic and efficient management of agricultural machinery rental businesses.

Status survey on short-term agricultural machinery rental system for efficient operation (농업기계 단기임대사업의 효율적 운영을 위한 실태조사 연구)

  • Status survey on short-term agricultural machinery rental business was conducted to provide basic data for effective and sustainable implementation of the rental system. Selected survey samples were 34 rental management institutions such as city and county level government offices and agricultural technology development centers, and Primary Agricultural Cooperatives. Survey was conducted through mailing of questionnaire papers and direct interviews with the officers in charge of the agricultural machinery short-term rental management. Number of agricultural machinery retained by the 34 management institutions for the machinery rental business was 3,699, and numbers of the machinery were 1630 for upland crops, 929 for rice, 542 for orchard farming, 274 for animal husbandry, and 324 for common use. Regarding size of warehouse for rental agricultural machinery, 50% of the institutes were less than 660 $m^2$, 26.5% were greater than 993 $m^2$, and 23.5% were between 663 and 990 $m^2$. Institutes maintaining machinery washing facilities were only 10 (29%) among the 34 rental management institutions. Agricultural machinery rental business was advertised to farmers by 91% of the institutes, and the methods were leaflet (35.2%), village broadcasting (26.5%), call-up education (23.6%), and TV and radio (14.7%). Major contents of the advertisement were rental procedure (52.9%), rental machinery (26.5%), and rental cost (20.6%).

Strategic improvement of short-term agricultural machinery rental system using importance performance analysis (IPA분석을 통한 농업기계 임대사업의 전략적 개선방안)

  • Short-term agricultural machinery rental system has been operated by agricultural extension organization of local government (agricultural technology center) and sponsored by Ministry of Agriculture, Food, and Rural Affairs, to improve utilization efficiency and save agricultural production cost through joint utilization of agricultural machinery. This study was conducted to analyze current status of the rental system operation and provide recommendations for future direction. Question survey was conducted for officers in charge of the rental system in the technology center, and strategic improvement was suggested through importance performance analysis (IPA). Survey results showed that 11 issues should be reformed or improved by 2015, which is not practically feasible. IPA analysis resulted that administration and manpower support, cooperation between federal and local organizations, and cooperation with other organizations should be focused for successful operation of the rental system. Issues that seem to happen after 2015 need to be handled as future research.

Efficiency analysis of agricultural machinery rental system using the DEA model (자료포락분석법을 이용한 농기계 임대사업의 효율성 분석)

  • This study was conducted to survey and diagnose operation status of the agricultural machinery rental service, analyse and compare operational efficiency among 82 city and county ATDEC (agricultural technology development and extension center) using the DEA (Data Envelopment Analysis) method, and recommend future direction, for improvement of the business. Input variables were invested budget and labor, and output variable was rental return. Percentages of return to investment on the rental service were calculated as 68.3% and 63.9% when analyzed with CCR (Charnes, Cooper and Rhodes) and BCC (Banker, Charnes and Cooper) models, respectively, indicating inefficiency of the service operation. Increase of rental charge would increase efficiency by 63.9~68.3% depending on models, and decrease of financial and labor investment would improve the efficiency by about 11.3%. Technical efficiency would be more important than scale efficiency, therefore adjustment of over-invested budget and labor needed to be made together with increase of rental charge to improve the operation. Among the ATDECs providing the rental service, 6 (7.3%), 43 (52.4%), and 33 (40.2%) were in state of CRS (constant return to scale), IRS (increasing return to scale), and DRS (decreasing return to scale), respectively. These indicated public aspects of the rental system, over-investment, lack of output component for input component, meaning that scale income would be increased by qualitative expand of rental charge. Efficiency analysis of the rental system by region showed that efficient ATDECs to be benchmarked by others were in the order of DMU-70, DMU-54, DMU-29, DMU-5, DMU-22, DMU-2, and DMU-61. More comprehensive and extensive survey and analyses would be necessary in the future.

Efficiency Plan for Agricultural Machinery Rental System of Local Government (지자체 농업기계 임대사업의 효율화 방안)

  • Purpose: This study was performed in order to improve problems and to seek the efficient operating plan by surveying and analyzing the actual status of operating the agricultural machinery rental business supported by the government. Method: The data was collected through two times of survey targeting lease business operators and the leasing business reports published for the past 3 years ('08~'10) 120 cities and counties. Results: As a result of surveying 120 cities and counties nationwide of operating the agricultural machinery rental business, 96% of agricultural machinery rental businesses were indicated to be operated in the form of short-term rent for about 1~3 days centering on small-sized agricultural machinery and attachment for upland crop. As for the unit number of possessing rental agricultural machinery and the purchase cost, it was indicated to be greatly reduced the agricultural machinery for rice farming and to be expanded into upland crop whose mechanization is insufficient. The annual rental days ('10) are 9.5 days/unit, thereby being a little insufficient. Rental fee for 1 day is 0.2~0.8% of the initial purchase cost of agricultural machine, thereby being greatly lower compared to 2.0% (annually 10-day rent) of the proper rents, resulting in being demanded improvement. Conclusions: To be continuously driven the rental business of agricultural machinery with having the ability to propagate, it is judged to be likely to necessarily collect optimum rental fee in consideration of rental days as well as increasing the use days per unit by buying the agricultural machinery, which is secured the rental demand, and by possessing the reasonable unit number.

  • How to determine rental rates of agricultural machinery operation is the most important factor for economic units which are consigned to practice agricultural operations. Economic units as consigner for agricultural operations include agricultural cooperatives, local government, and farm operators, and so on. Thus the methods to set a rental rate of agricultural machinery operation are different across these economic units. This study describes benefits and problems associated with the model of cost accounting which is used as a method to determine a rental rate of agricultural machinery operation, and suggests a theoretical desirability of the rental pricing method, based on an accounting system and information on costs.

  • This paper is a development of the integrated system which combined Manure Pallet Pool System(MPPS) and Agricultural products Pallet Pool System(APPS). It is an management tool which helps to reduce logistics costs successfully and Improve pallet availability. Already traditional PPS was implemented by pallet rental company, but it was irrationally. So this paper proposed MPPS-and-APPS describes how to combine MPPS with APPS, operates this system and measure rental pallet rates. Using a newly developed management technique for MPPS-and-APPS, i.e., 2-dimensional contract, this system will needs motivate managers and employees to improve their company's value. And it allows enterprise leaders to create profit through system structure improvement. Furthermore, this paper is useful for performance of measure and application in operational unit.

Comparision of Farm Management between Land Owners and Tenants -Cash Income and Expenditure Analysis in Chungnam Province- (자작농(自作農)과 소작농(小作農)의 경영성과(經營成果) 비교(比較) -충남지역(忠南地域) 현금수지분석(現金收支分析)-)

  • This paper aims at identifying the positive economic effects of the tenant system. Increasing numbers of tenant farms is one of the characteristic aspects of Korean agriculture. They have increased 3.7 percent annually since 1960. At the end of 1985, 64.7 percent of the Korean farmers leased partly or entirely the farm land which they managed, and 30.5 percent of the total arable area was cultivated under the tenant system. To find out the difference in performance of management between land owners and tenants, 600 farm households were selected as samples throughout Chungnam province. Among those sampled were 300 land owners and 300 tenants. Tenants defined this paper include not only full tenants but also part tenants. The results of this study are summarized as; First, rice is the main income resource of tenant farms. Due to their rental charges, the marketable surplus of farm products might be lower than that of land owners. Whereas 40 percent of the landowners income is from rice production, the tenants income from rice production is 43 percent. Second, tenants continue to depend on more agricultural wage incoms and more double crop incomes in paddy fields than land owners. Third, like most poor people in the third world, they have maximized their incomes and minimized their expenditures by saving management costs. Finally, there was no interlinking between landlords and tenants especially related to credit supports. Most farmers in the surveyed area have met their credit requirements from agricultural cooperatives.

  • Many domestic and international countries recently apply the blockchain technology to its related application fields. Not the enterprise-centered economy, the concept of the sharing economy which is controlled by individuals has been expanded. However, the development of the necessary system to realize the sharing economy in the agricultural sector has still been insufficient. Because the agricultural machinery rental business in the recent agricultural policies is managed by the government and the local government keeps and provides limited quantities and resources, its operation system has several problems. In case of high-priced agricultural machines, the machines can not be supplied adequately at the right time due to the limited quantities during the busy farming season. This paper proposes the sharing system that individual owners rent their agricultural machinery to growers using the blockchain technology. Thus, the proposed system provides the distributed method to solve agricultural machines of a lack of resources and also gives the secure service to all the growers.
