The purpose of this study was to identify korean agricultural extension workers' Perception of role ambiguity according to restructuring of Agricultural Administrative Systems. The target population of this study was selected from 21 centers out of 156 centers. The subjects for study were 728 agricultural extension officers by the cluster sampling drawn from the sampled 21 agricultural extension centers in four clusters. A survey questionnaire was utilized to measure variables of this study. It consisted of role ambiguity scale and demographic items. In this study, role ambiguity scale was translated from the existing scale. Through a pilot test and final survey, reliability and validity of these scales were examined. The data were collected by mail. A total 420 questionnaires out of 728 from 21 agricultural extension centers were returned. After data cleaning, 410 responses were used for analysis. Both descriptive and inferential statistics were applied for data analysis. Major findings of the study were as follows. There were significant differences of the degree of role ambiguity among the local extension workers divided by four clusters. Especially, the degree of role ambiguity of restructured local administrative system were more higher than other clusters, comparatively. Thus, the factors causing the role ambiguity to agricultural extension officers need to be measured it in-depth.

The purposes of this study were (1) to identify the present situation and pending problems of agricultural education in Agricultural Technology & Extension Center (ATEC), (2) to analyze the satisfaction degree and educational needs of agricultural extension education program, and (3) to draw some implications in the direction of the development direction of agricultural extension, based on the analysis aforementioned. Data were collected through questionnaires from 230 farmers. Based on the results of study, the recommendations were as follows. 1. Increase of income could not guarantee the improvement of QOL. So, ATEC should make some efforts to plan and administer diversified agricultural extension and education programs. 2. Agricultural practice was the most effective educational methods. Especially, for return-migrants and young farmers, applicable educational program should be planned and offered. 3. Education program on agricultural information, especially on the internet use, would be the most attractive program of agricultural extension education in the future.

The objectives of this study were 1) to review the developmental process of agricultural extension services since 1960 in Korea, and 2) to suggest new paradigm of agricultural extension education in the 21st century. The study suggested major objectives of agricultural extension service in Korea should be focused on; 1) Agricultural technology transfer for environmentally friendly food production, 2) Diffusion of energy saving and safe farming technologies and upbringing export oriented agriculture, 3) Education and training of capable farmers for competitive world, and 4) Technological support for home improvement considering harmony of human, environment and life. To achieve major objectives of extension services the following strategies should be employed; 1) National administration and financing. 2) Farmer oriented services should be performed since extension education is originally two-way communication process to help farmers in better decision making, 3) Human resource development for extension educators to meet increasing demands of target population, and policy measures should be implemented to increase morale of extension educators, and 4) Role of public extension should be strengthened to meet needs of majority farmers and public interests in the knowledge based information society in the 21st century.

Localization of extension services in 1997 has weakened the linkage and cooperation between the central and district extension agencies(Provincial Agricultural Research & Extension Services and City & County Technology Centers). Since agriculture needs a national or regional dimension approach in many senses, it is important for agricultural prosperity to maintain and even further strengthen the practice of cooperation between different levels of governments and extension agencies.The objective of this study was to suggest policy measures to strengthen the linkage and cooperation between agricultural extension agencies. Existing works were reviewed to see a general picture of problems associated with he localization of extension services. In order to gain insight into policy measures, questionnaire surveys to extension staffs in districts(8 of 9 Provincial Agricultural Research & Extension Services and 160 of City & County Technology Centers) were conducted. Survey respondents were mainly asked about policy measures which would contribute to strengthen the linkage and cooperation between extension service agencies.Three policy measures derived from the study are: to expand the professional and technological education at the central level; to establish the central－local partnership; and to strengthen the linkage and cooperation between city & county agricultural technology centers.
