Trend and Perspective of Agricultural Knowledge System in OECD Member Countries (OECD 회원국들의 농업지식체계(AKS) 동향과 전망)

  • During the last 10 year period, OECD member countries were in a trend of 'less government' from 'more government', thus resulted in restructuring and reducing staffs in government agricultural institutions including the Agricultural Knowledge System. In recognizing the crisis of 'less government', member countries were in a trend of paradigm shift to the 'better government;. In producing and transferring agricultural information, member countries are more concerned about consumers as well as producers as the target of good quality services of the 'better government'. The general consensus of member countries identified the importance of food safety and environmental protection as new agendas for the 21st century. Agricultural Knowledge Systems (AKS) in OECD member countries were in a trend of reorganization in addressing food safety, and agriculture / environmental issues. The approaches, functions and responsibilities were diversified to multi-governmental institutions from the ministry of agriculture. Thus the importance of institutional cooperation and coordination were emphasized more in the newly changed AKS paradigms. The objectives, functions and approaches of AKS in OECD member countries as well as in Korea will be directed to emphasize the importance of environment, sustainable agriculture, food safety, and rural development. They will also focus on establishing mutual cooperative systems among policy makers, consumes, non-governmental organizations, and agri-related organizations as necessary for sustainable development in the future.

An Exploratory Research on the Improvement of Agricultural Food-related Public Organizations' Information Service : Based on the example of Okdab.kr's information service improvement strategy

  • Development, availability and users' participation in the information service of agricultural food sector is slower than that of other sectors in Korea. This phenomenon comes from the lack of development strategies and comparative analyses with other sectors, as well as the agricultural food industry's own characteristics which is developed based on the offline market. In this research, we will discuss about how to improve the public information service of agricultural food sector based on the example of establishing service improvement strategy by the most representative Okdab. In this research, we have drawn the following implications for development strategy of Okdab service based on three core keywords derived from benchmarking KOSIS. Three core subjects for upgrading public information service are 'analysis information with expertise and differentiation,' 'user cooperation-oriented platform,' and 'intuitive nd effective UX,' and to strength B.I. as an integrated information service of agricultural food sector, we need to identify the users' satisfaction and needs for the existing service, establish an optimized operating strategy on a short-term, mid-term and long term bases, and implement them in a positive way. Based on this positive action, it can become a trustworthy information service for the users, and we can expect the improvement of the users' recognition for its consistent usability and efficiency.

Analyzing the Business and Environmental Implications of Agricultural Policy Changes in North Korea

  • The agricultural policy of Kim Jong-un's regime inherits the economic reform policy of the Kim Jong-Il period, which expands the autonomy of production and allows the market to dispose of products. The formation of markets represents an important factor in the business environment, as it indicates the establishment of fundamental conditions for management. However, major crops are still mainly managed by the state, and the government implements agricultural policies, such as emphasizing "Juche Farming." This study analyzed the impact of transition economic policies during the Kim Jong-un period on agricultural production using variability. Production variabilities increased for minor grain crops compared to previous years, but those of major grain (rice and maize) and horticultural crops did not change significantly. Even the production quantity of horticultural crops decreased, which is different from previous predicts that the expansion of the North Korean market would increase the consumption power of North Koreans and promote horticultural crop production. This study underscores the imperative for North Korea to develop policies aimed at stabilizing crop yields in the face of production variability. It proposes the establishment of an agricultural early warning system as a feasible solution to enhance agricultural infrastructure and promote inter-Korean cooperation.

An Analysis of Ex-post Evaluation on Korea-EU FTA with respect to the Agricultural Sector (한·EU FTA 농업부문 사후영향평가)

  • As the FTAs' implementations are accelerated, an Ex-post assessment, such as an analysis of the tariff schedule and agricultural trade has been emerging as an important national issue for an agricultural sector Korea-EU FTA, which was to be implemented in the five years from July 2016 as one of the giant FTA. The purpose of this study was to determine the demand of an ex-post assessment on agricultural sector as a trade negotiation procedural law. In addition, by providing policy direction for the agricultural policy part requiring amendments and supplements through ex-post assessment, the conflicting arguments between agricultural and non-agricultural sector can be evaluated more objectively. The current evaluation method on the economic impact ex-post assessment of a FTA is generally compared using the change in trade balance before and after the time of FTA implementation. On the other hand, this comparison cannot be said to be the pure FTA effects and objective, tightening economic impact assessment of the FTA in all combined situations, such as the effects of exchange rates and international macroeconomic changes and climate change & occurrence of pests. Over the last 4 years, however, Korea-EU FTA's total accumulated agricultural GDP loss was measured to be 2,178 billion by these research attempts with dynamic analysis as ex-post assessment methodology. The greatest impact was mainly livestock and pork followed by cereals and vegetables. In addition, this research is expected to contribute to policy evaluations in the future.

A Trend Analysis of Agricultural and Food Marketing Studies Using Text-mining Technique (텍스트마이닝 기법을 이용한 국내 농식품유통 연구동향 분석)

  • This study analyzed trends in agricultural and food marketing studies from 1984 to 2015 using text-mining techniques. Text-mining is a part of Big-data analysis, which is an effective tool to objectively process large amounts of information based on categorization and trend analysis. In the present study, frequency analysis, topic analysis and association rules were conducted. Titles of agricultural and food marketing studies in four journals and reports were used for placing the analysis. The results showed that 1,126 total theses related to agricultural and food marketing could be categorized into six subjects. There were significant changes in research trends before and after the 2000s. While research before 2000s focused on farm and wholesale level marketing, research after the 2000s mainly covered consumption, (processed)food, exports and imports. Local food and school meals are new subjects that are increasingly being studied. Issues regarding agricultural supply and demand were the only subjects investigated in policy research studies. Interest in agricultural supply and demand was lost after the 2000s. A number of studies after the 2010s analyzed consumption, primarily consumption trends and consumer behavior.

The Study on Evaluation Method of Pest Control Robot Requirements for Smart Greenhouse (스마트 온실 방제 로봇의 요구조건을 고려한 평가 방법 연구)

  • Recently, research and development on agricultural robots have been on the rise as the interest in smart farming has increased. Robots used in smart greenhouses should be taken into account with the working characteristics and growing environment. This study examined cleaning robots developed through the environmental analysis of smart greenhouses. This study assessed the evaluation method considering the requirements of the pest control robot applicable to the smart greenhouse. The performance and quality assessment criteria were established to conduct tests through the requirements of robots. The required functions and goals of the pest control robot were derived by referring to the robot-related standards. A driving and working ability test was conducted to assess the performance of the robot. The driving test was conducted on the driving performance of the robot and the work capability was tested on the pest control performance. In addition, a durability test was conducted to assess the quality of the robot. The required factors for smart greenhouse robots were derived from the test results. The study results are expected be a standard for an evaluation of a variety of robots for applications to smart greenhouses.

An Estimation of the Acreage Response Function of Major Vegetables in Gyeongnam Province (경남지역 주요 채소류 재배면적 반응함수 추정)

  • This study estimated acreage response functions for greenhouse paprika, greenhouse strawberry, open-land garlic, and open-land spinach by using Gyeongsangnamdo agricultural income data. The results show that the cultivation area for greenhouse paprika increased because the agricultural management costs decreased, and the risk of price volatility was relatively low. On the other hand, the cultivation area for greenhouse strawberries decreased due to increasing agricultural management costs and the greater risk of price volatility. In the case of open-land garlic and spinach, the cultivation area remained stagnant due to the greater risk of price volatility, despite increasing agricultural revenue. We derived several policy implications from our results. The risk of price volatility in agricultural products is greater for crops grown on land rather than crops grown in greenhouses. Therefore, the local government needs to adopt the "agricultural revenue guarantee insurance" in preference to crops grown on land rather than crops grown in greenhouses. On the other hand, in the case of greenhouse crops, agricultural management costs are very high. Thus, local government should focus on replacing old facilities and supplying smart-farm facilities that reduce agricultural management costs such as heating costs.

An Analysis on Consumers' Preference of Agricultural Products Cultivated from Plants Factory System (식물공장 농산물에 대한 소비자 선호속성 탐색)

  • This study was carried out to find consumers' attributes and willingness to pay(WTP) of agricultural products cultivated from plants factory system. The agricultural products were sorted into lettuce, strawberry, Ligularia fischeri(wild edible greens), and ginseng. We made the questionaires to survey consumers' purchasing attributes and preference of agricultural products. Finally, 200 valid replies were selected to analyze consumers' attributes and to estimate marginal willingness to pay. We used conjoint analysis and multinomial logit model for empirical analysis. MWTPs of commodities are estimated as follows; Lettuce is 1,016KW(100g), Strawberry is 6,014KW(2kg), Ligularia fischeri is 3,652KW(100g), and Ginseng is 5,905KW(100g). Several attributes of consumers' purchasing behavior were identified from this study. We suggested several implications to formulate more appropriate policy of plants factory system.

The Effects of Health Management System on the Growth of Chicken Small Farm in Southwest States of Nigeria

  • Chicken production remains the foremost endeavor in the Nigerian livestock industry. However, disease incidence has been a major constraint on the growth of this subsector. This study assessed health management practices and disease incidence in smallholder chicken production enterprise in Southwest Nigeria using data from a farm survey of 240 farmers selected using a multistage sampling technique from 5 of 6 states in Southwest Nigeria. The study showed that vaccination was given by 96.8% of the famers, 97.8% dewormed their chickens, and 92.9% disinfected the coops against diseases. However, 37% of the farmers regularly consulted veterinarians, 25.7% consulted them during disease outbreaks, and 34.2% occasionally consulted veterinarians. Infectious bursal disease (IBD), coccidiosis, and chronic respiratory disease (CRD) were the major diseases reported by 17.1%, 12.9%, and 7.1% of the farmers, respectively. Mortality rate was 37.8%, although this varied with disease. However, there was a growth of 157.4% in stock size between the establishment of the farms and the survey period.

A Cost-Benefit Analysis of Road Construction in International Development Cooperation Project - A Case of KOICA's Lao Cai Happiness Program in Vietnam - (국제개발협력사업의 마을도로 건설 비용편익 분석 - KOICA 베트남 라오까이 행복프로그램 적용사례 -)

  • The purpose of this study is to measure the cost-benefit of a road construction project in Vietnam through international development cooperation, which includes private grants and Official Development Assistance(ODA). In developing countries, it is difficult and costly to use data on markets, the CVM(Contingent Valuation Method) to measure the WTP(Willingness-to-Pay) as the benefits of road construction are used. A total of 232 villagers in 16 villages of Lao Cai Province in Northern Vietnam have been surveyed. It is found that the Benefit-Cost Ratio(B/C) in all 3 models are found to be well over 1.0, ranging from 2.8 to 3.64 with the discount rate of 0.06. These BC ratios imply the road construction project in Lao Cai can be justified. Also, it is found that the shortened travel time is the most relevant factor for WTP among direct benefits and the enhanced academic achievement of the children is the most relevant factor among indirect benefits, due to easier and faster access to schools, which in turn increase the school attendance rate. The result of this study can be used to justify other similar projects in Vietnam, even though the benefits may have to be reassessed in other countries.
