Despite its universal coverage of health insurance, the rural health insurance program(RHIP) stands at the crossroads in Korea. The RHIP has weaknesses in stability of financing, problems of inequities in the provision of health services and has suffered from high cost of running the program. The author has analyzed these problems from the perspective of health insurance policy and presented several options for improvement. First of all, this study urged the importance of a firm Governmental commitment of RHIP with the 50% subsidization of contributions as the Government had promised, instead of the current 40%. This can be justified from the 20% subsidization by the Government for the contributions of private school teachers and their dependents, who belong to richer segments of the population. Second, various cost containment measures ought to be sought curbing the rising demand for medical through strengthening health education and increasing individual responsibility, and tightening the claim review process. Third, this study requires the Government to run a demonstration project on the introduction of case payment system for primary health care. Fourth introducing an income-related cost sharing scheme is another possibility. Reforming the cost sharing formula for large medical expenditures is recommendable for a beginning. This measure can take the form of tax credit for medical expenditures of the poor. Fifth, the degree of financial adjustment among health insurance plans should be levelled up for enhancing stability of RHIP and social solidarity. Sixth, health policy should be redirected toward development of rural health resources and higher priority should be put on relieving difficulties in access to care. Seventh. the insurance plan owned-hospital needs to be developed or provision of health services in the medically underserved areas, and the need of such facilities is particularly acute for geriatric care, rehabilitation and renal dialysis, etc. Eighth, more generous insurance benefits are required of the elderly who are suffering the most : elimination of the maximum 180 days of benefit period and provision of glasses and artificial dentures, etc. Ninth. the economies of scale principle is working for the operating expenses of regional self-employed insurance plan. Thus, measures should be instituted to pursue an optimum size of health insurance plans. Lastly, excessive dependence on exclusion items is an evil so that some radical remedies are urgently required to cut them.

This study is to evaluate the probable snowfall depth by the point frequency analysis and to draw the map of probable snowfall depth in Korea. The 14 probability distributions which has been widely used in hydrologic frequency analysis are applied to the annual maximum depth of snowfall data. The parameters of each probability distribution are estimated by method of moments, maximum likelihood method and method of probability weighted moments. The estimated parameters were checked by parameter validity conditions of each assumed probability distribution. Four tests that are $X^2-test$, Kolmogorov-Smirnov test, Cramer von Mises test and probability plot correlation coefficient test are used in this study to determine the goodness of fit of the distributions. Mostly the 2-parameter gamma distribution was determined as appropriate distribution for the annual maximum new snowfall depth. The probable snowfall depth were obtained from appropriate distribution for the selected return periods and the maps of probable snowfall depth were presented. It will be useful to specify the snowfall load for the design of agricultural facilities such as vinyl house and cattle shed.
Purpose: A water-spraying type automatic glochids removal system for cactus (Opuntia humifusa) stem was developed, and its performance was evaluated. The system was developed to reduce intensive human labor in removing glochids from cactus stem skin without inducing damage prior to further processing into value-added products. Methods: The developed system consists of conveyor and water-spraying systems. The conveyor system delivers cactus stems through water-spraying compartments and finally to a collecting box. In order to remove the glochids, rotating nozzles spray water over all areas (i.e., front and back faces and sides) of the cactus skin under controlled water pressure. Operating conditions such as conveyor speed, water pressure, angle of water-spraying nozzles, distance between conveyor belt and rotating nozzles, and angle of cactus flipping slide were adopted from our previous study and applied on the system design and manufacturing. The performance of glochids removal was evaluated by counting the number of glochids on the cactus stem before and after processing on the system. Results: The developed system performed efficiently and effectively under the pre-studied operating conditions except for the angle of cactus flipping slide. The new system had a glochids removal ratio of 94.1% without damaging the cactus skin. Considering the original number (approximately 30-60) of glochids, the remaining number was low (1-4), and most of them were found at the side edge of the cactus stem. This system can remove glochids from 360 cactus stems in 1 hr regardless of cactus size. Conclusions: The performance of the new system in glochids removal without damaging cactus skin is superior to any other existing device (i.e., brush type, rubber-friction type, and agitation type). The system is expected to be applied in cactus (O. humifusa) processing facilities.

Estimating the emission rate of VOCs from a gasoline industry at national level can be a challenging take even though the estimation is mean-based. However, using the procedures in the US EPA AP-42 guidelines, it is possible to approximate the mean industry emission rate once enough data are available. However, this estimate can be misled in the sense that there exist many stochastic factors in the EPA\\`s estimation procedures and also throughout the marketing channels of gasoline industry. Addressing the stochasticity problem in EPA\\`s procedure is hard to tackle because the detailed data needed to execute the estimation are not usually available even from refiners. Instead, this research tries to stay focused on the second type of stochasticity issue, raised from the mean0based metrological and marketing practice data collected from the 4 major refiners. To do so emission raters from each marketing channels (8 marketing points by 3 transportation types and by storage facilities of 4 refiners) are estimated monthly, following AP-42 procedures and using Tank 4.0. Once these estimates are acquired, the distribution of VOC emission rate for each marketing channel of all 4 refiners is estimated through simulation method using @Risk. The mean-based emission rates are weighted by company quantities to estimate the emission rate from the whole gasoline industry. Simple economic implication is provided, based on the result. This study found that, on the mean-bases, about 0.66% of gasoline marketed are evaporated into air. Considering the stochasticity in the estimation, about 90% of simulation results fell into the range of 0.65 to 0.68%. For 90% chance, the estimated economic loss is $54.65 million to $57.17 million, not counting the cost caused by air quality degradation and associated health impact.

The rapid rural urban migration and aging has generated an over-depopulation problems in rural areas since the 1980s. The purpose of this study constructs the marginal size of rural over-depopulated village through the analysis of the residential disparities such as farmer's ratio, basic life service accessibility, and levels of social and economic factors for each village community. This marginal scale could support evaluating diverse rural policies, which have been planned to apply to the rural development programs at the village level. The major challenges for over-depopulated villages are the lack of basic facilities, production infrastructures and inactive communities in the village. Therefore, the quantitative analysis of rural residential disparities according to rural village scale can provide the criteria for rural over-depopulated villages. We utilized Korea Agricultural Survey Data(2010) including specific residential condition of village level. The present study adopt multinomial-logit model for quantitative analysis of different village scales and decomposition techniques to separate the direct effect by the village scale factor from the endowment effects by regional or area characteristics, and residual effect by unknown factors. The present study found that the minimum scale of a rural over-depopulated village was 40 and 60 houses for the respective conditions of farmer's ratios less than 50% and greater than 75%. It was concluded based on the study findings that threshold scale could support evaluating the diverse rural policies, which have been planned to apply to the rural development programs at the village level.
The aim of the research was to analyze a correlation between rural villages and a space of amenity resources in order to provide objective basic data for rural renewal planning in the future. 15 villages were selected to analyze amenity resources. A Space Syntax Method(SSM) was used to analyze a spacial structure of each village and location characteristics of amenity resources. Finally, Statistical Package for the Social Sciences(SPSS) was used for a cluster analysis. The results of spacial analysis showed that the MeanDepth of rural villages was 4.482 and Global Integration Value(GInteg) was 0.956. Relatively, a depth was lower and GInteg was higher, compared to other villages. Rural villages were easily recognized and accessible by outsiders, compared to mountain and fishing villages. In the case of rural villages, the MeanDepth of amenity resources was low and GInteg was high in the results of cluster analysis using a nonhierachical method. Results indicated that an access was easy and amenity resources were closely located each other. However, the deviation of each village was great in mountain villages. This research suggests that an effective maintenance of road network for improving accessibility would be given priority in an undeveloped farming and fishing villages' renewal. Especially, using a spacial analysis in village renewal planning process can improve accessibility and maximize an utilization of public facilities and amenity resources.

In this study, pollutant emission characteristics by water damage period analyzed 11 items (water temperature, pH, DO, EC, BOD, COD, TOC, SS, T-N, T-P and flow) with load duration curve, time series load curve and factor analysis for three years (2014-2016). Load duration curve is applied to judge the level of impaired waterbody and estimate impaired level by pollutants such as BOD and T-P in this study depending on variation of stream flow. Water quality standard exceeded the flow of mid-range and low-range by flow condition evaluation using load duration curve. This watershed was influenced by point source more than non-point source. Cumulative excess rate of BOD and T-P kept water quality standard for all seasons (spring, summer, autumn and winter) except BOD 59% in spring. Water quality changes were influenced by pollutants of basic environmental treatment facilities and agricultural areas during spring and summer. Results of factor analysis were classified commonly first factor (BOD, COD, and TOC) and second factor (flow, water temperature and SS). Therefore, effects of artificial pollutants and maintenance water must be controlled seasonally and reduced relative to water damage caused by point pollution sources with effluent standard strengthened in the target watershed.

Main idea of this study is applying The HACCP (Hazard Analysis Critical Control Point) system to Confectionery. LB company, located in Gyeryong-si, Chungnam, provided main ingredients of confectionery, work facilities and workers between September 1, 2014 and January 15, 2015. The manufacturing process was made by Referring to the typical manufacturing process of confectionery manufacturers. Based on the microbiological hazard analysis, egg contained $6.2{\times}10^3CFU/g$ of bacteria, which has most amount of bacteria among agricultural materials. However, the Microbiological hazard analysis of the raw materials and after the baking process of confectionery showed a safe result. As a result, the microbiological hazard should be reduced by systematic cleaning, disinfection and improved sanitary education.

Not only does the labor of manufacturers used most in the drying process after rice harvest, but it also is having huge influence in quality. Also, because drying storage of rice production around the whole country is scarce with original facility, it has become a very important matter that farms develop their own safe and high-quality facilities to store and dry rice. Therefore, this study developed a small scale accumulated storage and drying bin, assessed nalyzed drying properties, and conducted analysis of research on the property of quality when storing for a long time. As a result, the drying speed of the small scale accumulated storage and drying bin was adequate of 0.042%/hr and was shown that the experimental static pressure and theoretical static pressure corresponded. Also, it was shown that drying cost was up to about 6 times inexpensive that heated air drying. For the storage of the small scale accumulated storage and drying bin, average of moisture content was around 16.5 until early April and decreased to 15.7% in July. Inside storage was maintained to 12.13% until early April and slightly increased to 14% after May. It was shown that inside storage had higher hardness and rate of cracking than the small scale accumulated storage and drying bin by storage conditions and germination rate was shown a little higher when stored in the small scale accumulated storage and drying bin.
New types of fire accidents appear or the existing types disappeared because of rapidly changing society. We proposed a methodology of extracting new nouns from fire investigation data each of which is an accident report producted by fire investigators. The new nouns could be used in modifying the existing categories for classifying fire accidents. We analysed morphology of the product names and the ignition summaries using the proposed method for the fire accidents classified as the etc sub-category of the category of equipments involved in ignition. In this paper, we found "dryer" as a new sub-category of the agricultural equipment category and "boiler" in the seasonal appliance category from the product names of the fire accidents. We also extracted the new input keywords of "aquarium" and "monitor" in the commercial facilities category and the video, audio apparatus category from the ignition summaries respectively. Using the four subcategories, we reclassified 548 (14.39%) of 3,808 fire accidents assigned to the etc sub-category.
