Investigation on Smart City Objectives and Implications: Adaption to Silver Population in Korea as Target Citizens (스마트시티의 목적과 함의에 대한 탐색적 연구: 고령화 인구를 대상으로)

  • This research investigates the objectives, concepts, and technical aspects of existing Smart Cities in theoretical terms in order to resolve any ambiguities the definition of Smart City currently has. Through this, theoretical recommendations for Smart City that targets elderly citizen are made. The elderly citizens in question are people currently in their mid-50s to early 60s, in order to adequately employ futuristic technologies into four major sectors: healthcare, post-retirement employment, community-based governance, and environment-friendly infrastructure. The research concludes that while the technical application of welfare to the elderlies through constructing a purposeful Smart City is desirable, environmental consideration should come in prior concern as a sustainable foundation of livelihood is needed for citizen accommodation.

Ageism Survey : A Report on Instrument Development (연령주의(Ageism) 척도의 개발 및 타당성 연구)

  • This study aims to identify and evaluate the contents of ageism and to develop instrument of ageism. Ageism instrument development remains a necessary in aging research, for the explication of actual condition of ageing. The current study describes multidimensional view of ageism toward aging and the elderly. After pre-test and review of professionals, 31 items was constructed. Data were obtained from KGSS Survey of 1535 participants. The sample was randomly divided into two group to test reliability and validity of the scale. Finally, the 23-items with seven factors were suggested, based on the internal reliability and exploratory factor analysis with the first group. Another group were conducted confirmatory factor analysis. The results showed that the final 23-item scale with seven factors had a good model fit. Development and refinement of ageism scale are necessary elements for proceeding beyond theoretical and empirical discussions in ageism. It also provides a implications for current views of ageism and strategies for reducing ageism.

Long-term Policy Development for the Aged on Medical and Health Care Security (노인의료보장 및 건강관리를 위한 장$cdot$단기 대책)

  • The ageing problem of the population has been emerging in Korea since 1970's so that it is expecting the elderly 65 years and over among the total population from $4.5\%$ in 1988 to be $6.3\%$ in year 2000. This study was conducted to provide secure policy development in coming years for the aged on medical and health care aspects based on the examining current status of the aged problems and health care policies and systems. The study divided into four parts; The first part examined the medical insurance program and public assistance program of the health services in relation to the aged. The second part emphasized on reduction of medical care cost for the aged. The third part studied the regular health check-up program and health education for the aged. The fourth part examined the chronic disease management programs for the aged and strategies of the health care service quality improvement and specialized programs. The following recommendations made as the results of the study. 1. At present, the medical insurance program and public assistance program for the medically indigent is not appropriate to the elderly because it is a part of general medical insurance program so that Health Security Law for the Aged is proposed. 2. Medical cost will be increased due to the high occupancy rate of hospital beds and long stay of the elderly so that it is recommended to develop an early discharge program, home health care program, Health hospice and an althernative programs. 3. At present, a regular health check-ups for the elderly is not included in medical insurance program so that it is recommended to be included in the insurance program and at the same time health education program thoroughly developed for the aged. 4. To make proper medical and nursing services on chronic diseases for the elderly, it is recommended manpower development, specialized clinics or hospitals, nursing homes and an equivalent long term care facilitices should be established on the community based and a research institutions also to be related to supper the care programs.

Factors Related to Participation of Elderly in Volunteer Activities (한국 노인의 자원봉사활동참여 관련요인:연령집단별 분석)

  • With the increase of the aging population in Korea, the welfare of Korean elderly has become one of main concerns of the society. One essential factor that may enhance the quality of life of the elderly is the active social participation. Involvement in the volunteer activity is one form of social participation that benefits both society and individual. The purpose of this study is to examine the level of Korean elderly's participation in volunteer activities and factors related to their participation in the context of different age group. People aged 55 and over from wave 2 data of Korean Longitudinal Study of Ageing are grouped into pre-old(55-64), young old(65-75), and old old (75 and older). Main analytic tools include descriptive statistics and logistic regression analysis. Results indicated that social relationships of the elderly were the most important factors related with their participation with voluntary activities. Also highlighted is the importance of considering the diversity among the older population.

Implementation of speech recognition based smart mirror system for the elderly (노인을 위한 음성인식 기반의 스마트 미러 시스템 구현)

  • According to the National Statistical Office and the Ministry of Health and Welfare Family Department, Korea has already estimated that the proportion of the elderly population aged 65 or over is estimated to be higher than the global average, and has already entered the "Aging Society". Moreover, it is estimated that the quality of life of the people improved by reaching the information society earlier than expected. However, unlike young people, elderly people show clear differences in access and use of information that is difficult to access new machines easily and cause intergenerational digital divide phenomenon. In order to solve such a phenomenon, we implemented a speech recognition based smart mirror system for elderly people. The installed system can provide lighting control, weather forecast and subway time information search service of the using voice recognition. Through the implemented system, it is expected that the elderly will have accessibility to new machines, information that gives a feeling of participating in the change of the new era will be obtained and the effect of living convenience will be expected.

Social Participation of Korean Older Persons (우리나라 노인의 사회참여 유형분석)

  • One of the most fundamental problems an ageing society faces is the role deprivation and social isolation of older persons. In this respect, restoring the roles and social status of older persons by promoting their social participation is considered crucial to enhancing their quality of life. From such viewpoint, this study aims at analyzing the social participation of older persons from an actor-oriented perspective. To do so, this study classifies various social participatory activities into representative activity types and analyzes the socio-demographic determinants of each activity types. The findings show that the participatory activities of Korean older persons could be classified into four types : volunteer-focused, religion-focused, occupation-focused and kyungrodang-focused social participation. Also, it has been found that the determinants of each social participation types, including the non-participatory type, differs according to the socio-demographic condition of each older person, thus indicating that differentiated policy measure is required to enhance the activites of Korean older persons.

  • The purpose of this study is to set up systematically housing adaptation items for the aged family. Housing adaptation items are classified by universal design principles. Also, this paper suggest to basic data for setting up various ranges according to each elderly people's conditions, adapting for elderly housing. Recently, in relation to the growing awareness of the ageing population, the necessity of policies for "aging in place" was emphasized by government. This paper is focused on the policy of elderly housings' adaptation for making housing for a lifetime. This new adaptation items for the elderly housing lead to the revitalization of policy ensuring housing in stock at the local authority level. In this paper, adaptation items were created after analyzing indices highlighted by previous studies related to evaluation items, design-guidelines for safety plans, designing elderly housing. The scope of adaptation items was limited to the indoor spaces of apartment due to the considerable increase of in-house accidents. To sum up, this study is aimed to set up adaptation items and then, to present the basic scheme for several users offering various ranges

The Analysis on Development and Effect of Co-farming Program for the Rural Elderly Farmers - Focusing on Meaning in Life and Psychological Well-being - (고령 농업인의 공동농사 프로그램 개발 및 적용 효과 분석 - 삶의 의미와 심리적 복지감을 중심으로 -)

  • This study aims to develop co-farming program for elderly farmers, employ, then evaluate its effectiveness whether it influences purpose in life and psychological well-being of program participants. A total of 130 elderly farmers that composed of 65 in experimental group and control group respectively were enrolled in this study. The results of this study are as follows: First, the experimental group showed significant difference on 'purpose in life' compared to the control group(t=3.316, p<.001). Second, the experimental group showed significant difference on 'Psychological Well-being' compared to that of control group. The four major problems of elderly farmers which are poverty, health, loneliness and alienation keeps on worsening over time along with the population ageing. According to the result, it is necessary to improve elderly farmer's quality of life by developing suitable and sustainable occupation.

The Effects of Fertility Policies on Childbirth by Birth Order (저출산 대응정책이 출산순위별 출산에 미치는 영향)

  • The Korean Government has recently prepared the comprehensive five-year basic plan (2006-2010) to deal with low fertility and population ageing. The basic plan aims at recovering the fertility rate to the appropriate level and improving the social and economic systems in preparation for the aged society. The main objective of this study was to examine the effects of fertility policies on childbirth by birth order. The data came from 1,729 adults who gave birth to babies in 2007 and 991 adults as the control group. The serial logistic regression analyses revealed that establishing the health and nutrition system for maternity and children, and expanding of tax and social insurance benefit were effective policy measures to increase childbirths of first children, while the policy measures establishing the health and nutrition system for maternity and children, supporting for daycare and pre-school education, and work-life balance were effective to childbirths of second or third children in 2007. However, the policies of supporting for costs of test-tube baby and expanding childcare infra didn't have any significant influences on childbirths in 2007. The implications of study results were discussed.

Acoustic Characteristics of Female Senior Citizens in Communities: The Effects of Residence and Depression (지역사회 여성 노인 음성의 음향학적 특성: 거주지 및 우울감의 영향)

  • The population of Korea is ageing as the number of elderly people increases due to improvements in health care and diet. Accordingly, it is expected that interest in how to live actively during the years after retirement and how to communicate effectively will increase the demand for voice improvement methods and technology. However, the criteria to evaluate the voice strength and characteristics of the elderly are lacking. In this study, we analyzed the acoustic characteristics of elderly women living in the community according to residential status and mental health status (e.g. depressive mood). Accordingly, we selected women (n=63) above the age of 65 age who were living in the Seoul metropolitan area and Daegu Gyeongbuk. The selected subjects were divided into two groups: a normal speaker group (n=40) and a speaker group comprised of those suffering from depressive mood (n=23). This study analyzed the voice characteristics of subjects based on collected data through the sustained phonation of the vowel /a/. It was shown that there were differences among MPT, F0, Jitter, Shimmer and NHR depending on location of residence but no difference with regard to depressive mood. Therefore, we must consider location of residence in elderly as the key factor in demonstrating the voice norms of seniors.
