According to the rapid development of IT technologies, between different technologies and weakness of entry barriers, standardization for interoperability and intercompatibility is being recognized as a core strategy for preoccupation of global IT market and strengthening of national competitive power. Recently IPR(Intellectual property Rights) including patents is considered indispensably in international standardization. Also advanced countries strengthen their positions through preemption of global IT market by linking their IPR with international standardization. Therefore relationship between IPR and standardization is being changed to mutually complementary from mutually exclusive. In this paper, we will examine ITU-T's IPR policy and related discussion trends in ITU-T and try to find national policy for IPR related issues.

The types of sixth industry to aim of boosting agriculture and rural areas and Korea's sixth industrial cases(Local community, production-centric, distribution-centric, dine out-centric, treatment-centric, export-centric) and competitiveness measures through Japan and China. Specifically, the competitiveness through the sixth industrial case is to maximize added value through cooperation between communities and to coexist among local residents. Efforts are needed not only to create jobs for the elderly but also to gain consumer confidence, and various measures should be sought to establish a cooperative system. In addition, as customers ' needs change rapidly in the smart age, the life cycle of goods and services is getting extremely faster. Therefore, the sixth industry is expected to be able to predict changes in customer and market trends quickly and accurately, thus making efforts to bring new products and services to market more necessary and contributing to achieving rural activation.

The needs to develop high value-added foods are expanding due to the trends of food market, such as importance of food security by enlarged international free trades and expanded market size for processed foods. However, our home country exhibits limit transport to development of new products and high-value added area compared to other advanced countries. For this reason Ministry of Agriculture, Food and Rural Affairs and Institute of Planning and Evaluation for Technology have launched "High Value-Added Food Technology Development Program" for improvement of value of food resources for practical use since 2013. The program contains research to increase the values of agricultural and animal resources and the construction of database. Main research topics are studies in pretreatment techniques to improve the values of agricultural and animal resources, improvement of acceptability, and processing qualities that would be engrafted on materializaton and commercialization technologies. In addition the construction of a consolidated database regarding the research achievements is included in the program. Currently, studies in processing qualities for about 30 food materials re under progress, being suitable for materialization, for examples drying, fermentation, grinding, heat-treatment, and so on. The research results are provided in public through the consolidated database website after reconstruction in the form of united database format. To date the database containing the about 300 of research contents for process qualities has been constructed.

Globalization, development of the information society, intensification of migration processes, and internationalization of education in recent years have significantly affected the international labour market and increased competition between professionals in various fields. Academic, research and teaching staff are currently facing rapid changes and growing demand for quality educational services. Under such conditions, educational institutions around the world pay particular attention to improving the quality of the educational process in order for their graduates to be able to compete in the international labour market. The study of the experience of teachers' professional training in advanced countries opens new opportunities for improving the system of pedagogical training in Ukraine in order to adapt it to the requirements of the European educational space. The progressive achievements of countries demonstrating a high level of teachers' professional training in accordance with international standards, having rich historical educational traditions are of considerable scientific interest; consequently, this contributes to their leadership in science and education at the regional and global levels. The purpose of the present academic paper lies in analysing the latest trends in exploring teaching experience in the European countries and performance review of passing by students and teachers of the program on studying of pedagogical practice and experience of teaching in the countries of Europe. Methodology. Analytical and empirical (questionnaire) methods were used in the research process. Results. According to the obtained results of the research, the advantages, the most common areas of educational programs and the wishes of the participants regarding the practical implementation of the experience were identified.

We designed to employ an Artificial Intelligence learning model to predict real estate prices and determine the reasons behind their changes, with the goal of using the results as a guide for policy. Numerous studies have already been conducted in an effort to develop a real estate price prediction model. The price prediction power of conventional time series analysis techniques (such as the widely-used ARIMA and VAR models for univariate time series analysis) and the more recently-discussed LSTM techniques is compared and analyzed in this study in order to forecast real estate prices. There is currently a period of rising volatility in the real estate market as a result of both internal and external factors. Predicting the movement of real estate values during times of heightened volatility is more challenging than it is during times of persistent general trends. According to the real estate market cycle, this study focuses on the three times of extreme volatility. It was established that the LSTM, VAR, and ARIMA models have strong predictive capacity by successfully forecasting the trading price index during a period of unusually high volatility. We explores potential synergies between the hybrid artificial intelligence learning model and the conventional statistical prediction model.

Recent concept of smart wort which is advanced from that of existing smart work means the task performance method in which we can provide the highest value to our customers by accomplishing the customer-oriented business creatively, innovatively and quickly. New concept of smart work can come through adding multiple intelligence theory and open innovation to social media technologies which have the characteristics of high connectivity, collective intelligence, rapid feedback. In accordance with the evolution of smart work concept, it is necessary to make the plan and strategy on R&D and standardization through the analysis of key technologies in order to realize the advanced smart work and secure a leading position in smart work market. Accordingly, In this paper, we propose standardization tasks and technologies which our country can lead and present a long-term driving directions by analyzing the conceptual change of smart work, technology trends and standardization trends.

Education policy is a dynamic process featuring social development trends. The world countries have focused their education program on empowering the learners for future life and work. This paper aims to assess the higher education curriculum based on a survey of 280 students, employers, alumni, and lecturers in both social sciences and natural sciences in Ho Chi Minh City, Vietnam. The fuzzy decision-making method, namely the Fuzzy Extent Analysis Method (F-EAM), was applied to measure the relative weight of each parameter. Seven factors under the curriculum development have been put in the ranking. Input with emphasis on foreign language was the highest priority in curriculum development, given the expected demand of the labor market. Objective and learning outcome and teaching activities ranked second and third, respectively. The traditional triangle of teaching content, methodology, and evaluation and assessment are still proven their roles, but certain modifications have been defined in the advanced curriculum. Teaching facilities had the least weight among the seven dimensions of curriculum development. The findings are helpful for education managers to efficiently allocate scarce resources to reform the curriculum to bridge the undergraduate quality gap between labor supply and demand, meeting the dynamic trends of social development.

The entry of large discount stores into small cities such as Choonchun or Wonju have had a profound impacts on the businesses of small-sized retailers. The impacts of the entry by large discount store will be much larger than those of the entry by department store or other small-scale retailers. Most of research studies on the competitive retail structure focused on the change of retailing in the advanced countries dynamically and investigated macro-trends in sales and market share. As a result, they tend to overlook the micro aspects of consumers" perception and actual behaviors. Furthermore, they tend to limit their research scopes to relatively competitive retailers not to overall competitive structures. In this study, we analyze the overall competitive structures by investigating the retailers" characteristics, perceptions of consumers on retailers and actual purchase of products across different types of retailers We could obtain competitive retail structure. Based on that, we discuss the strategies on the revitalization and enhancement of small-sized retailers" productivities.

High-tech industries in a state well enough to troubleshoot hacking information introduction a big barrier to delay the growth of the market related to IoT(Internet of Things) as is likely to be on the rise. This early on, security issues introduced in the solution, a comprehensive solution, including the institutional laws/precautions needed. Recent examples of frequent security threats while IoT is the biggest issue of introducing state-of-the-art industry information due to the vulnerable security hacking. This high-tech industries in order to bridge the information responsible for the target attribute, target range, and the protection of security and how to protect the subject, IoT environment (domestic industrial environment) considering the approach is needed. IoTs with health care and a wide variety of services, such as wearable devices emerge. This ensures that RFID/USN-based P2P/P2M/M2M connection is the implementation of the community. In this study, the issue on the high-tech industrial information and the vulnerable security issues of IoT are described.
