Analysis of Population Depending on Spatial Unit for Setting Suitable Spatial Unit to Rural Planning (농촌계획 수립에 적합한 공간단위 설정을 위한 공간 단위에 따른 인구 비교 분석)

  • Population is important as a fundamental element of local industry and economy, and census data is essential to regional planning and policy making. Although there have been many researches on population and regional planning, there are few studies on population considering spatial unit. In this study, the population of three spatial scales were compared in order to establish the spatial unit suitable for the rural planning. The study area is Gangwon, Chungcheong-Nam, Chungcheong-Buk, Jeolla-Nam, Jeolla-Buk, Gyeonsang-Nam, Gyeonsang-Buk and Jeju province. Population were compared using statistical data analysis, GIS visualization, and spatial statistics. The mean, maximum, minimum, and variance of population were calculated and the coefficient of variation according to spatial unit was compared. As the results, the census output area unit is difficult to interpret spatial analysis results. Administrative district unit has the limit that includes areas where the population does not live. The grid unit is well suited to the geographical characteristics but has many disadvantages of the grid with small population. Therefore, It is necessary to complement the limits of the Eup and Myeon-dong administrative district through the grid unit data.

Building Knowledge Graph of the Korea Administrative District for Interlinking Public Open Data (공공데이터의 의미적 연계를 위한 행정구역 지식 그래프 구축)

  • Open data has received a lot of attention from around the world. The Korean government is also making efforts to open government data. However, despite the quantitative increase in public data, the lack of data is still pointed out. This paper proposes a method to improve data sharing and utilization by semantically linking public data. First, we propose a knowledge model for expressing administrative districts and their semantic relationships in Korea. An administrative district is an administrative unit that divides the territory of a nation, which is a unit of politics, according to the purpose of the state administration. The knowledge model of the administrative district defines the structure of the administrative district system and the relationship between administrative units based on the Local Autonomy Act. Second, a knowledge graph of the administrative districts is introduced. As a reference information to link public open data at a semantic level, some characteristics of a knowledge graph of administrative districts and methods for linking heterogeneous public open data and improving data quality are addressed. Finally, some use cases are addressed for interlinking between the knowledge graph of the administrative districts and public open data. In particular, national administrative organisations are interlinked with the knowledge graph, and it demonstrates how the knowledge graph can be utilised for improving data identification and data quality.

Performance of Administrative Personnel in Hospitals (병원행정부서인력의 업무수행수준분석)

  • The hospital is characterized by it's remarkable labor industry and human resources input by unit. Recently, the administrative personnel are recognized as important staff to provide a hospital guidance to consumer and also easiness for consumer's visit to hospital. The objectives of this study is to find the performance of the administrative personnel in hospitals. The unit of analysis is the hospitals and data was collected form 144 staffs in 5 hospitals. Self administered questionnaire was given to analyze the general characteristics of staft such as age, sex, education, experience, and performance level in terms of frequency, ability, necessity of tasks. The major findings are as follows: 1. The 5 major tasks such as general affairs, insurance related affairs, hospital statistics, admission/discharge, and analysis of treatment cost were analyzed. Performance level of these tasks were not showed consistent level. It means that the same task was showed both high level performance and low level one. 2. The higher rates of performance level, ability and necessity were found, below 29 years of age, junior college graduates and university hospital than that of general one. 3. Factors mostly affected to performances were found as characteristics of hospital, age and education. 4. Concerning the various manpower management, On the job training, incentive mechanism and colose relationship among units were somewhat lack. In conclusion, most responded administrative personnel have performed actively in dealing with their tasks. however, the performance level and ability of the same task were showed differently, it means that such routine works were not standardized. Therefore, standardization and specification of tasks should be developed to strength the performance. Finally, this study is the first attempt to find out the performance of the administrative staffs and the study results imply that further study could be neeed to promote the performance of administrative personnel efficiently and effectively.

An Effect of Aggregation of Point Features to Areal Units on K-Index (점사상의 지역단위 집계가 K-지표에 미치는 영향)

  • Recently, data gathering and algorithm developing are in progress for the GIS application using point feature. Several researches prove that verification of the spatial clustering and evaluation of inter-dependencies between event and control are possible. On the other hand, most of the point features as GIS data are gathered by indirect method, such as address geo-coding, rather than by direct method, such as field surveying. Futhermore, lots of statistics by administrative district based on the point features have no coordinates information of the points. In this study, calculating the K-index in GIS environment, to evaluate the effect of aggregation of raw data on K-index, K-indices estimated from raw data (parcel unit), topographically aggregated data (block unit), administratively aggregated data (administrative district unit) are compared and evaluated. As a result, point feature, highly clustered in local area, is largely distorted when aggregated administratively. But, the K-indices of topographically aggregated data is very similar to the K-indices of raw data.

The Improvement of Planning Area Specifying Method for Rational Rational Rural Policy Implementaion (합리적 농촌지역정책 추진을 위한 지역선정방법 개선방안)

  • The objective of this study is by analyzing villages("Ri" units) to specify the proper unit of the area that the rural development policy is suitable for, and to examine whether the current rural development policy considers the characteristics of community and region. The study included twelve districts(in Korean "Eup" or "Myun") and one hundred one villages(in Korean ri) in Poryong-si, Chungchungnam-do. Twelve and fifteen variables are respectively employe for the analysis of Myun`s and Ri`s. Using Factor Analysis, Cluster Analysis, and Z-Score Analysis, the study examines the degree of disadvantage and the process of growth pattern of each Myun or Ri. The Ri`s are also classified according to their functional characteristics. The results of this study could be summarized as follows; 1) There exist some problems in the current rural development policy because it does not take into consideration the characteristics community and region. 2) Except a few distinct of areas, the proper unit of the area for the rural development policy should be set being based on regional characteristics rather than the administrative units. 3) The spatial boundary of rural development policy should be sets from villages(ri) to beyond the unit of administrative units("Si" or "Gun"), according to the village unit analysis. 4) It is needed that community and region data should be consistently accumulated after specifying Standard Statistical Districts. 5) The application of indicators should be in accordance with the characteristics of the policy.

  • A number of case studies that find distribution of longevity population and influencing factors through the spatial data fusion using GIS techniques are growing. The majority cases of these studies are adopt census administrative boundary data for the spatial analysis. However, these methods cannot fully explain the phenomenon of longevity because there are a variety of spatial characteristics within the census administrative boundaries. Therefore, studies of spatial unit are required that realistically reflect the phenomenon of human longevity. The dasymetric mapping method enables to product of spatial unit more realistic than census administrative boundary map and statistic estimates of small area utilizing diversity spatial information. In this study, elderly population of small area has been estimated within statistically significant level that applied the vector based dasymetric mapping method. Also, the cluster analysis confirmed that the variation of local spatial relationship within census administrative boundary. The result of this study implied that the need for local-level studies of the human longevity and the validity of the dashmetric mapping techniques.

The Impact of Ambidextrous Innovation on the Performance and Competitiveness of Start-up Companies: An Empirical Study from Indonesia

  • Established and new companies face similar business challenges in achieving performance and competitiveness. Furthermore, several empirical studies using competitive advantage resource-based view theory show that established companies achieve performance and competitiveness with breakthrough innovations. Similarly, new business ventures with limited resources must incorporate breakthrough innovations to achieve performance and competitiveness. Therefore, this study aimed to examine the impact of ambidextrous innovation on new venture performance and competitiveness. It used an online survey to collect data from 178 newly established shipping agency companies in 22 provinces in Indonesia. Data was analyzed using multivariate analysis with WarpPLS 7.0, where the analysis unit was an organization represented by a director. The results showed that ambidextrous innovation positively and significantly affects firm performance and new venture competitiveness. This means that ambidextrous innovation that emphasizes adaptation and development improves the firm's internal business processes, even with limited resources. Moreover, it increases new ventures' competitiveness in responding to threats and taking advantage of market opportunities. These results contribute to the competitive advantage resource-based view theory, specifically for new venture empirical examination. Also, they contribute to practical implications in the transportation business, demonstrating that exploitative breakthrough innovation can improve new venture competitiveness and performance.

A Sample Design for National Nutrition Servey (국민영양조사(國民營養調査)를 위한 표본설계(標本設計) 소고(小考))

  • In order to make clear the relationship between sample design and sample survey in community, it was conducted research on sample design for National Nutrition Survey in 1983. In this paper it was tried to analize the data based on The Report of a Settled Population, 1981 conducted by National Bureau of Statistics Economic Planning Board. The sample was basically using stratified two-stage sampling with systematic sampling of Ban or Li as administrative unit. The population represents the whole nation excluding Jeju-do because of budget. The selection of sampling unit and sampling procedure was as follows. 1) Stratify the nation-wide area in 20 sections according to administrative districts. 2) Determine the sample size in each section according to equal proportional rate (1 / 8040) and to about 1,000 households in the sample. 3) Select the 25 sampling units by section according to households proportion. 4) Select the 10 households at random from each Ban or Li according to equal probability proportion as the final sampling unit. Using the procedure, it was sampled 1,000 households for National Nutrition Survey in 1983.

An Evaluation of Spatial Interpolation of Statistical Information Using Dasymetric Mapping (밀도구분도 매핑을 이용한 통계정보 공간 내삽의 유효성 평가)

  • For integrating and utilizing the statistical data, which is summarized by arbitrary areal unit such as demographics, with stellite imagery or other GIS data, areal unit of both data should be accorded. Dasymetric mapping is proposed as a useful method fur disaggregating the aggregated statistical data to finer areal unit or generating surface model from object data such as polygonal area. This research evaluate the effectiveness of dasymetric mapping by 1) summarizing the yellow page information by administrative district, 2) modeling the business density using dasymetric mapping, and 3) comparing the business densities of raw data and that of spatial interpolation result.

A Study on Establishment of Regional Information System for Regional Equal Development (지역균형발전을 위한 지역정보체계의 구축에 관한 연구)

  • In spite of the rapid development of information and computer technology, the software side of those technologies has not been well studied especially in the area of regional planning. Throughout this study we identified some critical facts as below: 1) the necessity of region-specific information which is vital for urban and regional development, 2) the necessity of integration of information system into a regional unit rather than setoral unit, 3) aggravated regional inequality through the spread of communication and computing tools, and 4) advanced regional information system linking satellite and graphic computers in developed countries. From these facts, we recommend some policy directions as below: 1) It is desperately needed to establish a regional information center covering large administrative area. 2) In establishing these system, we can utilize existing communication network or estblish a brand new system. Utilization of existing administrative network and board of statistics for data collection and management, and the utilization of postal office or telephone company for distribution are recommended through the evaluation of those two alternatives, 3) It is also recommended that one-step data collection system should be established. 4) The Dat Base should be organized in many steps in close relationship with development goal and planning process. In order to make most use of this system, we need to develop a monitoring system, regional indicators and ex-ante impact studies.
