In this paper, I explained the dominating/dominated relationship of Japan and Colonized Korea by analysing the management system of official documents. I examined the theory and practices of the classification used by the office of the Governor-General for preserving official documents whose production and circulation ended. In summary, first, the office of the Governor-General and its municipal authorities classified and filed documents according to the nature and regulations on apportionment for the organizations. The apportionment of the central and local organs was not fixed through the colonial period and changed chronologically. The organization and apportionment of the central and local organs reflected the changes in the colonial policies. As a result, even in the same organs, the composition of documents had differences at different times. The essential way of classifying documents in the colonial period was to sort out official documents which should be preserved serially and successively according to each function of the colonial authorities. The filing of documents was taken place in the form of the direct reflection of organizing and apportioning of the function among several branches of the office of the Governor-General and other governmental organs. However, for the reason that filing documents was guided at the level of the organs, each organ's members responsible for documents hardly composed the filing unit as a sub-category of the organ itself. Second, Japan constructed the infrastructure of colonial rule through the management system of official documents. After Kabo Reform, the management system of official documents had the same principles as those of the Japan proper. The office of the Governor-General not only adopted several regulations on the management of official documents, but also controlled the arrangement and the situation of document managing in the local governmental organizations with the constant censorship. The management system of documents was fundamentally based on the reality of colonial rule and neglected many principles of archival science. For example, the office of Governor-General labelled many policy documents as classified and burnt them only because of the administrative and managerial purposes. Those practices were inherited in the document management system of post-colonial Korea and resulted in scrapping of official documents in large quantities because the system produced too many "classified documents".

Recently, various cyber threats such as Ransomware and APT attack are increasing by e-mail. The characteristic of such an attack is that it is important to take administrative measures by improving personal perception of security because it bypasses technological measures such as past pattern-based detection The purpose of this study is to investigate the human factors of employees who are vulnerable to spam mail attacks through field experiments and to establish future improvement plans. As a result of sending 7times spam mails to employees of a company and analyzing training report, It was confirmed that factors such as the number of training and the recipient 's gender, age, and workplace were related to the reading rate. Based on the results of this analysis, we suggest ways to improve the training and to improve the ability of each organization to carry out effective simulation training and improve the ability to respond to spam mail by awareness improvement.
Currently, the South Korean Government does not provide sickness benefits from the National Health Insurance, which is different from most other Organization for Economic Cooperation and Development countries. The sickness benefit guarantees a part of lost income due to injuries or diseases. The purpose of this study is to propose a sickness benefit scheme for South Korea. To this end, we compare health care systems, sickness benefit schemes, and delivery systems of those in Germany, Japan, and Sweden, focusing on the seven categories: management authority, object, level of payment, duration of payment, qualification requirements, connection with paid sick leave of workplace, and financial resources, and as to delivery system, the six categories: the number of procedures, transferring document between institutions, whether or not utilizing electronic reporting system, applicant, and administrative convenience. Based on the implications derived from the case study, we propose the sickness benefit scheme and its delivery pathway and other details for South Korea. This study is first to propose the sickness benefit for health insurance in Korea with its level of details. More studies should follow with case studies of other countries, as well as productive debates to build a feasible and sustainable sickness benefit system in South Korea.

Since 2020, according to the International Convention for the Prevention of Pollution from Ships (MARPOL) amended in 2016, each Administration shall transfer the annual fuel consumption of its registered ships of 5,000 gross tonnage and above to the International Maritime Organization (IMO) after verifying them. The Administration needs stacks of materials, which must not be manipulated by ship companies, including the Engine log book and also bears an administrative burden to verify them by May every year. This study considers using the Automatic Identification System (AIS), mandatory navigational equipment, as an objective and efficient tool among several verification methods. Calculating fuel consumption using a ship's speed in AIS information based on the theory of a relationship between ship speed and fuel consumption was reported in several examples of relevant literature. After pre-filtering by excluding AIS records which had speed errors from the raw data of five domestic cargo vessels, fuel consumptions calculated using Excel software were compared to actual bunker consumptions presented by ship companies. The former consumptions ranged from 96 to 123 percent of the actual bunker consumptions. The difference between two consumptions could be narrowed to within 20 percent if the fuel consumptions for boilers were deducted from the actual bunker consumption. Although further study should be carried out for more accurate calculation methods depending on the burning efficiency of the engine, the propulsion efficiency of the ship, displacement and sea conditions, this method of calculating annual fuel consumption according to the difference between two consumptions is considered to be one of the most useful tools to verify bunker consumption.
The purpose of this study was to verify how organizational fairness affects organizational commitment to social welfare officials, and to examine the mediating effect of organizational support. Social welfare officials have tried to find out what factors can be more adapted to the organization and immersed in the organizational aspect, as overwork and poor working conditions are becoming a problem. As the subject and method of the study, a questionnaire survey was conducted on 172 social welfare officials in P and U cities in northern Gyeonggi Province, and analyzed using multiple regression analysis. As a result of the study, organizational fairness of social welfare officials had a positive effect on organizational commitment, and organizational support had a partial mediating effect. Based on the results of this study, administrative and policy implications for the organizational adaptation and commitment of public officials in charge of social welfare were presented.
Before the tenth century, the dress of elite women in and around China often reflected "Han" Chinese fashions and preferences. In funerary paintings and relief sculptures of Sogdian and Xianbei couples from the sixth century, for example, women wear "Han" Chinese-style clothing. Even in the Tang dynasty (ca. 618-907), when exchange with Central Asia via overland Silk Road trade impacted the styles and patterning of elite dress and men incorporated clear Central Asian attributes into their dress, elite women in the Tang sphere wore recognizably Tang fashions. Chinese-style dress in these centuries clearly conveyed cultural import and, likely, political power, especially after the founding of the Tang dynasty. However, the straightforward borrowing of Tang women's dress shifted in the Khitan Liao dynasty (ca. 907-1125). The Liao, in contrast to other states that shared a border with China in previous centuries, saw themselves as political equals to the Song dynasty (ca. 960-1278) court in the south. The Liao court was interested in Song customs and culture and incorporated artistic motifs and practices from the Song court. However, the Liao courtly idiom was never fully subsumed into the greater world of the Song - rather, the Liao used facets of Song courtly culture for their own ends. One way this is manifested is through the dual administrative system, a bureaucratic organization that, among other things, regulated and distinguished between who was permitted to wear Khitan and non-Khitan dress. In this paper, I will examine the material evidence from funerary contexts for how the dress of elite Liao women both engaged with the dress of the Song, while also maintaining a certain amount of cultural autonomy. Through their dress, elite Liao women signaled clear messages about their status, identity, and difference to their Song counterparts.

In this study, Daesoon Jinrihoe is compared with five international new religious movements (The Church of Scientology, The Family International, The Hare Krishna Movement, The Family Federation, and the Osho Movement) concerning the development of charisma and institutionalization, as well as organizational changes and relationship to society. The material consists of previous research about Daesoon Jinrihoe and two interviews with representatives for the group. In many respects the development of Daesoon Jinrihoe has similarities to the international groups. Since its inception, it has changed from a group with charismatic authority to a rational-legal authority, through a development of organizational complexity, initiated by the three consecutive charismatic leaders. Today there is no charismatic leader, but a president who has an administrative function. Similar to several of the international groups, there have been charismatic challenges in Daesoon Jinrihoe on several occasions. Differences to the international groups are mainly related to macrosociological factors in the shape of the occupation of Japan. Daesoon Jinrihoe was against the occupation, but in spite of that worked to keep the tensions with society low, even though the organization at times was forbidden. In the international groups, the tensions to society were generally high, and had different reasons. In several of the international groups the final arrival of children influenced organizational changes: this was not the case with Daesoon Jinrihoe as there had always been children in the group. As in the Church of Scientology, the children are not much engaged in the religious life of Daesoon Jinrihoe, but can join as adults. Today, Daesoon Jinrihoe works as a denomination, with a positive relationship to society partly due to many welfare projects.

This study was to analyze the Physical Activity Therapy Programs (PATPs) in U rban-rural region before and after COVID-19 in order to suggest a way of activating program. The subjects were the 43 PATPs performed in 4 Community Health Centers of Gimcheon, Jeongeup, and Pyeongtaek. The basic data was collected by official documents, expenditure budget, the homepage of the centers, national information disclosure portal, telephone interview, and e-mail with the person in charge of the programs. All the data were classified to the administrative districts, the health-related fitness variables, and the life cycles. The American College Sports Medicine Guidelines were used to evaluate the PATPs. As a results, the number of the PATPs was too small compared to the population of the regions. Also, the PATPs were not considered to the characteristics of participants such as Life-Cycle and regional facilities so on. The organization and management of the PATPs were principally deficient in improving health-related fitness variables. In 2020 as the period of COVID-19 pandemic, the number of programs and participants with face-to-face PATPs was significantlry decreased compared to 2019, while that was increased with non-face-to-face PATPs. In conclusion, PATPs should be increased and operated in accordance with scientific exercise prescription guidelines. Also, the programs should be considered with the proportion and characteristics of Life-Cycle population. Further, the various with non-face-to-face PATPs should be developed and screened with based on scientific data for post-corona virus pandemic. Further, non-face-to-face PATPs programs should include a kind of practical way to promote the individual physical activity.

The purpose of this study is to suggest the Person-organizational Fit can be enhanced only when university institutions enhance the learning flow and learning interest of Chinese students. Only when the suitability of Chinese students and Univ. is good will it be of great help to the educational performance and administrative management of international students, and the learning atmosphere and university image can be promoted. However, international students with excessive self-efficacy may have a negative effect on Person-organizational Fit to making it difficult to educate and manage students. On the other hand, for international students with low self-efficacy, the higher the immersion in learning, the higher the individual-organization (Univ) suitability.

Analyzing the psychological and pedagogical literature, we showed the interest of researchers in the problem posed. The concept of competence is considered, which is interpreted as giving the key to solving a wide range of educational and life tasks. Research competence implies the ability to cooperate, enter into contacts, readiness for changes, for self-determination and is an integral quality of the individual, expressed in the readiness and ability to independently search for solutions to new problems and creative transformation of reality based on a set of personal and meaningful knowledge, skills, methods of activity and value attitudes.The article offers conditions that certify the improvement of forms and methods of training students in the formation of research competence of future specialists. The use of innovative technologies contributes to improving the level of training of future specialists: students are better prepared for classes, take an active part in the assimilation of program material in laboratory classes. It is noted that this creates a subject-subject relationship between the student and the teacher, and changes the attitude of students to classes. In the process of such organization of educational activities, students are convinced of the need for knowledge and its effectiveness, learn to compare, generalize, classify, establish cause-and-effect relationships, express opinions, defend their point of view, they ensure success in their studies, and develop research competence. It is proved that in order to apply the latest technologies, the teacher himself must know them well, that is, constantly improve himself, master new methods, techniques, ideas, which will help him create new pedagogical technologies and implement them in the educational process.
