A Study on Duty Awareness of Public Health-Center Workers (보건소 직원의 업무에 대한 인지도 조사)

  • In accordance with the analysis results on the questionnaires, in the awareness of employees on a public health center, the answer "I can make every endeavor for the success of public health center organization" showed the highest score as $4.07{\pm}0.75$. The awareness on the organization where a subject was included was higher than the average out of a 7 points. It showed the subjects were sincere to the missions and duties of the organizations where they were included. For the awareness on the work environment, the subjects who considered that their workplace was comfortable were higher than the average. The duties which the subjects recognized as the necessary duties among health businesses include health behavior improvement project, disease control project, customized visiting health care project, maternal and child health care, family health care and infectious disease control project. The duties which were considered as unnecessary among health care projects were general care functions, administrative businesses including issuance of certificates and various kinds of civil application processing. The projects which were considered to be reinforced or implemented in the future were health care project for the old, patients registration and care project including hypertension and diabetes and health promotion project in that order.

Schemes for Constructing the System of Environmentally Friendly Agri-policy Governance (친환경농업정책 분야의 거버넌스 체계 구축방안)

  • Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

A Study on the Influence of Organizational Justice on the Industrial Security Supervisors' Compliance Motivations towards Security Policies: With a Focus on Organizational Attachment and Empowerment (조직공정성이 산업보안담당자의 보안정책 준수의지에 미치는 영향 : 조직애착과 임파워먼트를 중심으로)

  • This paper is a study on the industrial security specialists of organizations in possession of industrial technology and their compliance motivations towards security policies. The focus is on organizational justice, organizational attachment and empowerment based on our hypothesis that compliance motivations are shaped, not only by the organization itself but, also by the attitude and principle of the organization's members. The objective is to propose a direction for administrative security policy to increase prevention of industrial technology leakage by identifying the factors' significance through hypothesis testing and thereafter investigating the influencing relationship. Survey questionnaires are collected from the participants of a regular educational program provided by the Korean Association for Industrial Technology Security (KAITS) and analyzed using SPSS 21.0 and AMOS 21.0 software. Through various statistical analyses, following results are acquired. First, procedural fairness and organizational attachment are found to motivate security supervisors to comply with security policies. Particularly, the relationship between procedural fairness and compliance motivations towards security policies is fully mediated by organizational attachment, suggesting that improved fairness at the organizational level will lead to an increase in organizational attachment, which will encourage the individuals to comply with security policies. Additionally, empowerment of the individuals in organizations partially mediates the relationship between procedural fairness and organizational attachment, confirming that procedural fairness empowers each individual and increases his organizational attachment. Specifically, in order to maximize compliance of security policies, businesses should demonstrate procedural fairness when compensating their employees for their work to empower them and increase their organizational attachment, which can increase their will to comply with existing security policies. This research provides insights into how to encourage security supervisors to comply with security policies by increasing their empowerment and organizational attachment.

A Study constructing a Function-Based Records Classification System for Korean Individual Church (한국 개(個)교회기록물의 기능분류 방안)

  • Church archives are the evidential instruments to remember church activity and important information aggregate which has administrative, legal, financial, historical, faithful value as the collective memory of church community. So it must be managed necessarily and the management orders are based on the Bible. The western churches which have a correct understanding about the importance of church records and management order have taken multilateral endeavor to create, manage church archives systematically. On the other hand, korean churches don't have the records management systems. Therefore, Records created in individual church are mostly managed unsystematically and exist as 'backlogs', finally, they are destructed without reasonable formalities. In those problems, the purpose of this study is to offer the way of records classification and disposition instrument with recognition that records management should be done from the time of creation or previous to it. As a concrete device for them, I tried to embody the function-based classification method and disposal schedule. I prefer the function-based classification and disposal schedule to the organization and function-based classification to present stable classification and disposal schedule, as we can say the best feature of the modern organization is multilateral and also churches have same aspect. For this study, I applied DIRKS(Designing and Implementing Recordkeeping Systems) manual which National Archives of Australia provide and guidelines in ICA/IRMT series to construct the theory of the function-based classification in individual churches. Through them, it was possible to present a model for preliminary investigation, analysis of business activity, records survey, disposal schedule. And I took an example of 'Myong Sung Presbyterian Church' which belong to 'The Presbyterian church in Korea'. I explained in detail codifying process and results of preliminary investigation in 'Myong Sung Presbyterian Church', analysis of business activity based on it, process of presenting the function-based classification and disposal schedule got from all those steps. For establishing disposal schedule, I planned 'General Disposal Schedule' and 'Agency Disposal Schedule' which categorized 'general function' and 'agency function' of an agency, according to DIRKS in Australia and ICA/IRMT. And for estimation of disposal date I had a thorough grasp of important records category presented in 'Constitution of General Assembly', interview to know the importance of tasks, and added examples of disposal schedule in western church archives. This study has significance that it was intended to embody 'the function-based classification' and 'disposal schedule' suitable for individual church, applying DIRKS in Australia and ICA/IRMT on absence of the theory or example which tried to present the function-based classification and disposal schedule for individual church. Also it is meaningful to present a model that can classify and disposal real records according to the function in individual church which has no recognition or way about records management.

Study on Jeonyak in the Bibliography (문헌에 수록된 전약(煎藥)에 관한 연구)

  • This study was aimed at research on Jeonyak (煎藥) appearing in the bibliography. It was during the Goryeo Dynasty that Jeonyak was first mentioned in literature. At this time, Jeonyak was served for consumption during Palgwanhoe. The ingredients and recipes of Jeonyak were listed for the first time in Suunjapbang, a book written by Kim Yu during the Joseon Dynasty. Since then, they have been found in various books and materials. During the Joseon Dynasty, Jeonyak was made in Neuiwon, a medical administrative organization in the palace, and administered as a seasonal food on Dongji Day in the winter. The king gave various to his guests or subjects as special gifts. As a result, Jeonyak became well known to many people and even to those in foreign countries. Jeonyak is a Korean traditional medicated diet food made from decocted beef-feet, bone stock, and other spices, including jujube paste, honey, ginger, pepper, clove, and cinnamon. Jeonyak has a long 800-year history, and its ingredients and recipes have changed only gradually. Milk was a major ingredient of Jeonyak during the Goryeo Dynasty, but glue and gelatin were added in the Joseon Dynasty. Since then, recipes have mainly used gelatin made from beef-feet, skin, beef-bone, and so on. In conclusion, Jeonyak has an 800-year history as a special medicated diet food (藥膳) served seasonally on Dongji Day in the winter.

A Study on Web Accessibility Status of Metropolitan and Provincial Offices of Education from the Universal Design View (유니버설 디자인 관점에서 본 국내 시도 교육청의 웹 접근성 실태에 관한 연구)

  • Due to the enforcement of a law about disability nondiscrimination and rights protection in 2008, the web accessibility has become an obligation. According to a survey targeting public sectors such as central administrative organization, local autonomous entity and etc., the level of compliance with web accessibility appeared to be improved every year. However, such legal mechanism focuses on the improvement of convenience for disabled people only and does not meet the concept of universal design that aims to satisfy every user. Therefore, this study verifies the status of web accessibility on 17 homepages of metropolitan and provincial offices of education. The status survey was carried out with 3 steps: 1) Verification through automated verification tool by National Information Society Agency, 2) Verification through Web Content Accessibility Guidelines(UD-WCAG) that adopts the concept of universal design, 3) Verification by using screen reader. Compared to the verification through automated verification tool, the overall compliance rate verified through UD-WCAG was reported lower.

A Study on the Information Effluence State and Measure by Peer-to-Peer Programs in Korea and Japan (P2P프로그램을 통한 한국과 일본의 정보유출 현황 및 대책 연구)

  • Information Effluence leaks are caused by the wide use of the P2P program in Japan and Korea lead by the increase of internet use and network infrastructure expansion. This research confirms the seriousness of the data collected from the P2P leaks of the two countries and furthers its study by researching how countermeasures are applied. The effectiveness is verified by collecting data according to countermeasure applied periods. Both countries had information leaks, but in the case of Japan, not only personal information leaks but corporation, administrative agency, military, and others in a wide range as well. As a countermeasure against information effluence, Korea is enforcing counter plans mainly against the P2P service businesses and for Japan, various plans are taken such as business guides for each agency, organization management, SW development and supply, HW supply, and ect. The leaks in Japan were more severe than the ones in Korea but they had well planned countermeasures that were applied. Therefore if the Japanese countermeasure on information effluence of P2P programs is taken as a lesson, Korea can prevent the problem of leaks beforehand.

Problems and Ways of Improving on Personal Organization of Maritime Safety Tribunal (해양안전심판원의 인적구성의 문제점 및 개선방안)

  • The purpose of Maritime Safety Tribunal is that experts about ship operation investigate and reveal causes of marine disasters and suggest plans to prevent recurrence in Korean Maritime Safety Tribunal which is a kind of administrative court. Despite the fact that 72% of marine disasters is fishing vessel accidents and 75% of collision accidents between vessels which most occur is related to fishing boats, it is the very serious problem that there is no any person with licenses of marine technicians for fishing vessels in judges and investigators of Korean Maritime Safety Tribunal. The operational characteristics of fishing vessels, their sizes, and shift patterns of duties in wheelhouses are completely and incommensurably different from those of merchant vessels. By the way, if the investigators and judges who just consist of merchant vessel experts investigate and judge marine accidents about fishing vessels, there could be errors in establishment of policies to investigate and reveal their causes and prevent recurrence of accidents. Especially, in case of collision accidents between fishing vessels and merchant vessels, it is thought that the marine accident interested provides causes which can be doubtful about fairness of judges. Therefore, it is thought that the ratio of judges and investigators is most desirable to compose it to be similar to the occurrence frequency of marine accidents. For this, the following solution plans are suggested. First, qualification for appointment requires first class marine technicians. But there is the only one vessel which needs the first class in fishing vessels. Therefore, it is thought that the provisory clause should be added so that the second class marine technicians can be used instead of the first class ones. Second, the marine accidents of fishing vessels reach 72% but the fact that there is no any judge and investigator with licenses of marine technicians for fishing vessels is thought to go against the purpose of establishment of Korean Maritime Safety Tribunal. Therefore, it is thought that there is, at least, one more judges and investigators in the central and local Korean Maritime Safety Tribunals. The same method should be applied to judge assistants and investigation assistants.

A Study on the Management System of Show Cave for Sustainable Tourism (지속가능한 관광을 위한 동굴관광자원의 관리체계에 대한 연구)

  • Caves have the values of learning sites and tourism resources. But show caves are at risk of being ravaged, destroyed, and Polluted. The Purpose of this study is to analyse the management condition and the problems of the show caves, and to suggest the alternative improvement for the cave management. The research of the Cultual Properties Administration revealed many Problems including the management system, safety diagnosis, the demand for comprehensive academic research and so on. An analyzing of the questionnaire about cave manager demanded to reform working conditions, tourist education, an amendment of the Cultural Properties Protection Act, expert education for cave manager. In conclusion, It is necessary that construct the mutual cooperation system of an administrative organization, cave manager and tourist, and the Cave Management information System to manage database of cave environment.

A Study on the Spatial Accessibility to the Psychiatry Department in General Hospital and Its Relationship with the Visit of Mental Patients (종합병원 정신건강의학과에 대한 공간적 접근성과 외래 의료이용 분석)

  • Background: This study was purposed to analyze the effect of spatial accessibility to the psychiatry department in general hospital on the outpatient visit of mental patients. Methods: Data was provided from the Statistics Korea and Statistical Geographic Information Service, National Health Insurance Service, Health Insurance Review and Assessment Service, and Korea Transport Institute in 2015. The study regions were 103 administrative regions such as Si and Gu. The 103 regions had at least one general hospitals with a psychiatry department. The number of outpatient visit of mental patients in regions was used as the dependent variable. Spatial accessibility to mental general hospital was used as the independent variable. Control variables included such as demographic, economic, and health medical factors. This study used network analysis and multi-variate regression analysis. Network analysis by ArcGIS ver. 10.0 (ESRI, Redlands, CA, USA) was used to evaluate the average travel time and travel distance in Korea. Multi-variate regression analysis was conducted by SAS ver. 9.4 (SAS Institute Inc., Cary, NC, USA). Results: Travel distance and time had significant effects on the number of outpatient visits in mental patients in general hospital. Average travel time and travel distance had negative effects on the number of visits. Variables such as (number of total population, percentage of aged population over 65, and number of mental general hospital) had significant effects on the number of visit in mental patients. Conclusion: Health policy makers will need to consider the spatial accessibility to the mental healthcare organization in conducting regional health planning.
