This paper is to provide the legitimacy of the recruit system of professional social welfare workers in public sector with government by analyzing the evaluation results of the supervisors. In order to evaluate the public welfare workers recruit system, 500 supervisors are selected randomly from the universe of 2,880 supervisors working in the public welfare field. They are not a professional social worker, but an administrative supervisor in hierarchical structure. Among them 302 supervisors give their views on the recruit system, social welfare workers' job achievement, job attitude, ability, and professional values. They assess the workers' job achievement very positively, which are affected by job attitude, ability, and professional values. They agree that it is very valuable to exist the recruit system of professional social welfare workers in public sector, because it has contributed to increasing the workers' job achievement level in the public welfare field. This study concludes that it is successful to adopt the recruit system of social welfare workers in public sector, and suggests that the system be developed further in public welfare field. Besides, this paper insists that professional public welfare workers recognize that they are one of the members of the organization and they work together with administrative staffs.
Although Changdong Sanggye area has been developed during 1980s as a new city for the supply of low-income housing, currently it was degraded to a bed town located outside Seoul. However, Changdong Sanggye area is designated as the center of a metropolitan area in '2030 Seoul City Basic Plan' due to a variety of potential factors such as a traffic center for linking metropolitan areas, location of 15 universities, and neighboring natural environment like Jungnang stream and Buckhan mountain. The purpose of urban regeneration plan is to create a new CBD of Changdong Sanggye which is the center of vocational and cultural lives of 3.2 million people in the northeastern metropolitan area. To achieve the purpose, 12 unit projects and 24 sub-unit projects are set up based on the three major goals and core strategies. An enterprise project team of northeastern area was newly founded and then a dedicated organization was established by the Seoul government in 2015 in order to integrate separated urban regeneration related functions. In the Seoul government an administrative council and a project promotion council are operated for consultation and coordination between the administrative divisions and government projects for urban regeneration. Through the success in Changdong Sanggye regeneration project, they are expected to have economic effects such as job creation and increase in tax revenue and to re-vitalize the area as a new economic center in northeastern Seoul having amenities and cultural facilities and waterfront parks.

Cloud accounting represents a new area of accounting information systems. Past research has often focused on accounting information systems and its antecedents, rather than factors that adopt cloud accounting system. The purpose of this paper is to explain the factors that influence the adoption of cloud accounting in the financial sectors. This paper applied the technology acceptance model (TAM), technology-organization-environment, and the De Lone and Mc Lean model, coupled with proposed factors relevant to cloud accounting. The proposed model was empirically evaluated using survey data from 187 managers (financial managers, IT department managers, audit managers, heads of accounting departments, and head of internal control departments) in Jordanian bank branches. Based on the SEM results, top management support, organizational competency, service quality, system quality, perceived usefulness, and perceived ease of use had a positive relationship with the intention of using cloud accounting. Cloud accounting adoption positively affected cloud accounting usage. This paper contributes to a theoretical understanding of factors that activate the adoption of cloud accounting. For financial firms in general the results enable them to better develop cloud accounting framework. The paper verifies the factors that affect the adoption of cloud accounting and the proposed cloud accounting model.
The role of middle managers in local administrative organizations is getting important in showing administrative capacity of public officials who are members, enhancing effectiveness and competitiveness of an organization. The main purpose of this paper is to investigate the effects of demographic characteristics as well as the mediating effects of organizational culture between leadership of middle managers and organizational effectiveness such as job satisfaction and organizational commitment using the sample from local administrative organizations of Kangwon province. Results of empirical study are summarized. In final suggestions, implications and some limitations of the present study are discussed as well.
This study investigates convergent factors associated with occupational stress among General Hospital Administrative Staff(GHAS). The survey was administered to 221 staffs from 11 general hospitals located in J city from November 1st, 2016 to January 31st, 2017, using structured self-administered questionaries without respondents' personal information. The hierarchical multiple regression analysis shows the following results. The occupational stress of respondents turned out to be significantly higher in following groups: a group in which organizational justice-distributive is lower, a group in which self-esteem is lower, a group in which self-efficacy is lower. The results show explanatory power of 39.5%. The results of the study indicate that the efforts, to increase organizational justice-distributive, to increase self-esteem, to increase self- efficacy, are required to decrease the occupational stress among GHAS. These results are expected to be utilized for organizational and personnel management to reduce occupational stress in GHAS. In the following study, the research of additional factors and the analysis of structural equation model about the occupational stress among GHAS will be needed.

Background: Evaluation of health-related quality of life (HRQOL) in cervical cancer patients is important in order to design the interventions for improving patient outcomes. Reports of HRQOL among cervical cancer patients in Indonesia are limited. Moreover, measurement using EQ-5D-3L is to our best knowledge has hitherto not been performed. This study aimed to examine the HRQOL of cervical cancer patients in Indonesia using EQ-5D-3L. Materials and Methods: A cross-sectional study was conducted by interviewing cervical cancer patients using the EQ-5D-3L questionnaire. Percentages of patients who reported having problems in each dimension of EQ-5D as well as EQ-5D index score (utility) were calculated. Results: Our findings indicated that the most frequent reported problems were pain/discomfort (67.8%) followed by anxiety/depression (57.5%). The mean of EQ-5D VAS was 75.8 (SD=17.0). The mean (SD) utility scores were 0.85 (0.19), 0.76 (0.20), 0.71 (0.21), and 0.77 (0.13) for cervical cancer patients in stage I, II, III, and IV, respectively. Conclusions: Cervical cancer significantly affects patient HRQOL. Efforts should be made to improve the quality of life of cervical cancer patients especially in terms of pain /discomfort and anxiety/depression reduction.
As the function and role of the Record Center that manage the processing department, which is the producer of records, are very passive and limited, there are growing demands for expansion of work and organization along with change in this. In order to strengthen the function and role of the Record Center, it is necessary to enrich the substance through identification of the value of preservation and utilization of records under the Record Center, development of various tasks, and the construction of independent Record Center, etc. in addition to complementing institutional devices. In this paper, we examine the construction background and process, the remaining tasks of Record Center in Ministry of Justice, and intend to find out what matters and procedures the central administrative agency should consider when establishing the Record Center based on relevant case study.
First and foremost, a discussion concerning government structure has to be done in connection with the state form and the governmental form. For practical reasons, there is a need to balance the principle of legality and its exceptions under the Government Organization Act. To ensure the flexibility of government structure with respect to the principle of legality, the National Assembly should accept the government structure requested by the newly elected government. This mitigates the rigidity of the principle of the legality within the government organizations. However, excessive changes by each government could violate the principle of legality asked by Constitution. In this sense, arbitrary modification with respect to the government structure by the newly elected government is not desirable. The long term stability of the government organization is required in any case. Secondly, general administrative agencies, other than Executive Ministries, should not be established under the direct order of the President without the control of the Prime Minister. A hierarchy of the executive branch (President->Prime Minister-> Executive Ministries) is stipulated in the Constitution. Establishing a hierarchy of President -> executive institution should be considered unconstitutional. Therefore, only the Presidential Secretariat and institutions with special functions can be established in the Presidential Office. Establishing general administrative agencies in the Presidential Office for convenience purposes is against the spirit of the current Constitution. Consequently, only the office of staffs and special agencies can be placed in the presidential office. It is against the spirit of the current Constitution to found administrative agencies under the presidential office for convenience. Thirdly, the office of the Prime Minister should be the backbone of internal affairs. In that sense, the President, as the head of state, should focus on the big picture such as the direction of the State, while the Cabinet headed by the Prime Minister should be responsible for the daily affairs of the State. The cabinet surrounding the Prime Minister must control all the ordinary affairs of the State, while the President, as the head of the State, should focus on the big picture of blueprinting the aim of the State. Lastly, the Office of the Prime Minister and Executive Ministries are the two main bodies of the executive branch. It is important to reduce the confusion caused by repeated changes in the names of Executive Ministries, to restore the traditional names and authorities of these institutions, and to rehabilitate the legitimacy of the State. For the Korean democracy to take its roots, a systematic way of stabilizing a law-governed democratic country is needed. There is also the need not only to reform security and economic agencies, but also to rationally solve the integration of technique and policy, according to the changes of time.
Recently, developed countries have been suffering from a weakening sense of community due to low birthrate, aging population, rapid population movement, rapid urbanization, and industrialization. As a result, participation in local autonomy of residents in advanced countries such as the U.S. and Japan is forming community organizations at the regional level. The purpose of this study is to study the legal system of American and Japanese village enterprises. We would also like to analyze the legal system of village enterprises in the United States and Japan and examine the examples of the legal system of village enterprises in the United States and Japan. Specifically, the first is to consider the concept, background, and type of village enterprise based on prior research. Second, review the institutional characteristics of American and Japanese village enterprises. Third, I would like to analyze the cases of legal systems for village businesses such as Seattle City in the U.S. and Setaga Baseball in Tokyo, Japan. Fourth, suggest implications according to the results of the study. The results of the study suggested the following. First, the village development project should be set up and subdivided into dedicated administrative organizations. This should establish a segmented administrative organization system to support village development by establishing branch offices to support administrative services tailored to each region. Second, the village-building project should secure independent financial resources. In other words, there is an excuse to seek ways to continuously secure independent funds without relying on the administration financially for the village development project. Third, village-building should be carried out in phases. The government should support the activities of residents and promote continuous projects through phased project implementation. Fourth, a foundation must be laid for the universities and specialized high schools in the community to operate programs for regional innovation, such as social innovation.

So it is necessary to introduce and construct the design management system. Fifth, the managers of the small business should first of all take a strong interest in and have a renewed understanding of the importance of design. I made a suggestion that the small business should carry out a process constructing the design-management system based on the design organization and manpower, but stopped short of confirming my suggestion in a corroborative way.
