An Exploratory Study in Disaster Relief System's Inter-Governmental Relations: Disaster Relief Institution and Case Analysis in Korea (재난구호체계의 정부 간 관계에 관한 탐색적 연구: 국내 재난구호 제도 및 사례분석을 중심으로)

  • In this study, analysis of disaster relief-related laws and regulations, analysis of disaster relief system, and investigate the inter-governmental relations in disaster relief system through analysis of major disaster relief case. As a result of the analysis, the central government has adjust and coordinate disaster relief activities of the local government, it has been found that you are managing director through the support of the administrative and financial. However, it was found that by weighting the administrative and financial burden on local government in disaster relief activities. An Empirical Study of the Mediating Effect of Governance in Relationship between Resident Participation and Rural Community Design Project Performance - Focused on the Case of Utturu Village - (주민참여와 농촌 마을만들기 사업성과의 관계에서 거버넌스의 매개효과 실증분석 - 제주 웃뜨르권역 사례를 중심으로 -)

  • As rural development projects, mostly carried out in a top-down development method in the past came to take a bottom-up development method in earnest, entering the 2000s, resident participation became an essential element of a rural community design project, to the extent that it can influence the success or failure of a rural community design project. It is taken for granted that rural residents independently participate in community design projects, but as they are accustomed to various subsidy projects carried out by the government and become increasingly aging, it is not easy to induce their spontaneous participation in farming areas with such problems. Especially, to prevent the distrust between administrative agencies and residents from serving as an obstacle in the residents' spontaneous participation, it is necessary to construct horizontal governance among the village residents, administrative agencies and the group of experts supporting for the project. This study attempted to verify the mediating effect of governance in the relationship between resident participation and the performance of the rural community design project based on this problem recognition, and for this purpose, the results of a survey with residents in Utturu Village, Hangyeong-myeon, Jeju-si, which was completed by carrying out a comprehensive rural development project, the typical bottom-up community design project was used for an empirical analysis. The results of the study can provide implications for setting directions, establishing strategies and constructing governance of rural community design projects in the future, and especially, it can be said that this study has academic significance in that governance is recognized as an important variable related to the project performance.

The Government Organization Act and the Desirable Government Structure in the 21st Century (21세기 바람직한 정부조직과 정부조직법)

  • First and foremost, a discussion concerning government structure has to be done in connection with the state form and the governmental form. For practical reasons, there is a need to balance the principle of legality and its exceptions under the Government Organization Act. To ensure the flexibility of government structure with respect to the principle of legality, the National Assembly should accept the government structure requested by the newly elected government. This mitigates the rigidity of the principle of the legality within the government organizations. However, excessive changes by each government could violate the principle of legality asked by Constitution. In this sense, arbitrary modification with respect to the government structure by the newly elected government is not desirable. The long term stability of the government organization is required in any case. Secondly, general administrative agencies, other than Executive Ministries, should not be established under the direct order of the President without the control of the Prime Minister. A hierarchy of the executive branch (President->Prime Minister-> Executive Ministries) is stipulated in the Constitution. Establishing a hierarchy of President -> executive institution should be considered unconstitutional. Therefore, only the Presidential Secretariat and institutions with special functions can be established in the Presidential Office. Establishing general administrative agencies in the Presidential Office for convenience purposes is against the spirit of the current Constitution. Consequently, only the office of staffs and special agencies can be placed in the presidential office. It is against the spirit of the current Constitution to found administrative agencies under the presidential office for convenience. Thirdly, the office of the Prime Minister should be the backbone of internal affairs. In that sense, the President, as the head of state, should focus on the big picture such as the direction of the State, while the Cabinet headed by the Prime Minister should be responsible for the daily affairs of the State. The cabinet surrounding the Prime Minister must control all the ordinary affairs of the State, while the President, as the head of the State, should focus on the big picture of blueprinting the aim of the State. Lastly, the Office of the Prime Minister and Executive Ministries are the two main bodies of the executive branch. It is important to reduce the confusion caused by repeated changes in the names of Executive Ministries, to restore the traditional names and authorities of these institutions, and to rehabilitate the legitimacy of the State. For the Korean democracy to take its roots, a systematic way of stabilizing a law-governed democratic country is needed. There is also the need not only to reform security and economic agencies, but also to rationally solve the integration of technique and policy, according to the changes of time.

A case study on the building of integrated CCTV control center at Busan metropolitan city (부산광역시 CCTV통합관제센터구축 사례연구)

  • Public agencies and local governments have been installing CCTV cameras for the prevention of crime, traffic jam, and unauthorized waste. Additionally, national government agencies and schools, a special corporation by special law, local construction and industrial company installed CCTV cameras of their own and are operating them. Various types of CCTV systems disclosed technical heterogeneity. In February, 2011, Ministry of Public Administration and Security presented guidelines for building an integrated control center. This study examines the case of Busan by using the administrative guidelines. Busan integrated CCTV control center among themselves, police agency and fire department. This study looks into the potential problems with the integration process of CCTV cameras and proposes a solution to them.

Emergency Medical Technology Students' Awareness and Performance of Standard Precautions in Hospital Infection Control (응급구조과 학생의 병원감염 표준주의에 대한 인지도와 수행도)

  • This study was to provide the basic data to raise the efficient practices that can reduce the Infection Prevention and Exposure by understanding the awareness, Performance degree of the Administrative Standard Guideline of Nosocomial Infection Control for Emergency Medical Technician students who are exposed to hospital infections while conducting clinical practice. After the study, the performance degree was lower than the awareness of the Performance degree of the Administrative Standard Guideline of Nosocomial Infection Control. And awareness and performance degree are have significant positive correlation, significant differences statistically(r=0.325, p=0.000). In the future, to improve the Performance degree of Nosocomial Infection Control for Emergency Medical Technician students, the continuing education programs and the curriculums should be performed in the practice agencies.

Coproducing Quality Performance Information Through Institutional Design: Proposal for a Data Exchange Structure

  • Quality performance information has been regarded as a significant step toward managing public performance. Although a correlation between the quality of information and its actual usage among managers in high-accountability policy areas has been found, quality performance information has not been properly provided to practitioners. This study takes an Institutional Analysis and Development approach to assess an appropriate institutional framework that facilitates state agencies and academics to coproduce this information. Based on a conceptual framework, we analyze a public information system of the Workforce Data Quality Initiative in Ohio and carry out a content analysis with NVIVO. It is found that arrangements that can manage the incentive dynamic in this process may help to align heterogeneous stakeholders in a mutually supportive fashion. Also, the research agenda and information resulted from being coproduced for management and academic purposes, simultaneously. This use of administrative data sheds light on how quality performance information can be coproduced under an appropriate institutional arrangement between administration and research communities. It is suggested that accessibility to the information system among various stakeholders should be improved.

  • The purpose of this study is to provide the demand information about services (S/W) and infrastructure (H/W) for rural welfare and culture. The survey was conducted on the overall satisfaction level, the condition change, the importance-satisfaction level of each field and the top priority items for administrative agencies and rural residents. In the overall satisfaction level, administrative agencies responded more than 'normal' to all fields, but the overall satisfaction level was lower than 'normal' in the fields excluding the healthcare field in the case of rural residents. In terms of condition changes compared to the past five years, both administrative institutions and local residents evaluated the improvement. IPA analysis was conducted to identify the priority ranking of each field and it was found that emergency medical facilities in the healthcare field, infant day care facilities in the social welfare field, movie theaters in the culture field, lifelong education institutions and academy facilities in the education field and private sports facilities in the leisure and sports field were most needed, respectively. The results of this study are expected to be helpful in increasing the efficiency and presenting the improvement direction about the development policy of the rural culture and welfare.

A Plain Language Policy Institutionalized in the U.S. and Implications for Korea (미국의 쉬운 언어정책의 제도화와 한국에의 시사점)

  • This paper is to analyse statutes and execution system on 'plain language policy' of the U.S. in the process of policy was instituted, and to suggest the meaningful implications for Korean easy public language improvement project based on the conclusions drawn. The summarized conclusion is as follows. First, the continuous interests of Presidents and taking the lead of federal agencies played important roles until the U.S. plain language policy has been established as a system. Second, in executing the U.S. plain language policy, laws legislated by period contributed to elicit mandatory compliances from the federal agencies. Third, a propelling agent of plain language policy, PLAIN, is not an administrative department but a community consisted of federal employees and experts. Fourth, plain language policy was unexpectedly given wholehearted support and assistance by Presidents and their administrations from the reform-minded Democratic party. Fifth, during the 2000s most federal departments and agencies held self-managed websites and programs related to plain language. To conclude the current U.S. plain language policy surely performs a mechanism to improve communication and a role as a ladder of trust between the public and government.

The Relationship between the Emotional Labor and the Organizational Commitment of Employees in Senior Employment Agencies : Mediating Effect of Self-efficacy (노인일자리전담기관 종사자의 감정노동과 조직몰입 : 자기효능감의 매개효과)

  • This study made an analysis of the relationship between the emotional labor and the organizational commitment and the mediating effect of job satisfaction of employees in senior employment agencies. A survey of 253 employees in Daejeon and Chungcheong areas was conducted. The important analysis methods are confirmatory factor analysis and bootstrap verification. The analysis results are employees' emotional labor had a negative effect on organizational commitment and the mediating effect of self-efficacy was proved significantly. For reducing emloyees' emotional labor, it is important to offer guidelines for improvement of emotional labor, regular inspection and education, and the proper measures of the administrators. To advance their self-efficacy, we need to offer education for the improvement of practice-based professionalism, education and administrative support to improve ethical consciousness, and appropriate emotional support service.

A Study on the Integrated Type of the Cadastral System and Land Registration System in Foreign Countries (지적제도와 토지등기제도의 통합 사례에 관한 연구)

  • The purpose of this study is to derive the type by examining and analyzing the integrated cases of the Cadastral System (hereafter as CS.) and the Land Registration System (hereafter as LRS.) except for France, the Netherlands, Japan, and Taiwan introduced in Korea. As a result of the study, it was confirmed that the CS. and LRS. were integrated in Turkey, Indonesia, Hungary, Czech Republic, and Lithuania, and the following three types were drawn as a result of analyzing the integration case. First, the French type, the CS. and LRS. has been integrated since the establishment of the system, and the central and state governments are managed by one Administrative Agency, The basic municipalities include France and Turkey, which are managed by two separate agencies. Second, the Dutch type, there are Netherlands, Indonesia, and Lithuania, which are integrated and managed by one Administrative Agency since the creation of the CS. and LRS. Third, the Japanese type, there are Japan, Taiwan, Hungary, and Czech Republic which was separated from the creation of the CS. and the LRS. and the CS. was managed by the Administrative Agency and the LRS. was managed by the Judicial Agency. but after integrated both systems were managed by one Administrative Agency, Furthermore, CS. was managed by the Administrative Agency in all countries but LRS. was managed by the Judicial Agency in some countries. but after integrated both systems were managed by one Administrative Agency. I hope that active research on the integration of the CS. and LRS. will be carried out in the future, and hope that the results of this study will be used as basic data for research on how to integrate the CS. and LRS. in Korea.
