A Study of the Plan for Library Operation and Curation Provision as a Community Memory Preservation Center (공동체 기억보존센터로서의 도서관 운영 및 큐레이션 제공 방안 연구)

  • This study was intended to present the need for building the library as a hub of the community memory preservation which provides the collection, sharing, and curation services of the locality specific historical and local data based on the policy task, namely supporting the collection, preservation, and management system of the community's life memory. To this end, the current status of data collection, management, and operation of institutions serving regional-based materials such as cultural centers and regional archives was grasped, and the cases and status of curation services in libraries were investigated and analyzed. The discussion proposed via the results of the study are as follows. First, to the culture center, external demand has been increased from the aspect of social education including festivals, cultural and art event, cultural and art educational business, art activities business of local residents and managerial business is to be carried out, which makes it difficult for the culture center to manage its businesses. Accordingly, it is necessary to collect and preserve regional various data at the pubic libraries playing various roles including provision of informative services, cultural programs and information sharing places to local residents and provision of services to vulnerable social group. As the existing libraries have a plan to collect data systematically, it is considered that those libraries will smoothly operate the data management through cooperation with existing culture centers and various cultural organizations. Second, it appears that a plan will be needed to set up all the data including the ones owned by libraries, local administrative agencies, individuals and other competent agencies in online database so that they are easily available to the public and always available in the libraries because there are a lot of data which cannot be moved to other place and it is actually difficult to concentrate and set up all the data to those libraries.

  • With the increase of the establishment of temporary institutions in accordance with social issues, the importance of managing records that reflect the characteristics of temporary institutions is highlighted. However, because of the ambiguity of laws related to records management, the limited number of employees, and the lack of awareness of records management by temporary institutions, the records management has not been carried out properly. Therefore, this study seeks to identify the gaps between statutes and practices and derive improvement measures for them. As such, the concept and characteristics of temporary institutions were identified through requests for disclosure of information. Moreover, the status of the administrative committee and the records management status of various temporary organizations were determined as well. Finally, improvement measures were drawn and proposed in terms of law, system, and record management by selecting relevant institutions in accordance with the Act and conducting in-depth interviews. This study is significant as it monitored the entire process of managing the records of existing time organizations and will serve as the basis for efficiently managing the future ones.

Application of Responsive Identity Design in Sejong City: Focusing on Minimalism (세종특별자치시 반응형 아이덴티티 디자인 적용: 미니멀리즘을 중심으로)

  • The Sejong City was launched in July 2012 and was initially focused on the relocation of central administrative agencies, but it has been changing from an administrative city to a fourth industrial city since 2019 to a smart city and the implementation of Korea's New Deal in 2020. Identity design needs to be reevaluated accordingly. In particular, the web environment is also calling for an optimized identity design due to rapid changes in information technology such as various wearables and the Internet of Things. As the number of responsive web sites where information and communication technologies can be developed and optimized screens can be viewed increased, identity was intuitively communicated to users and designs were applied to make them more distinct and empathetic to other cities. Prior to the study, we looked at prior studies on the changing times in the web environment and the reactive web, and analyzed the identity design of the reactive web and applied minimalism characteristics step by step. Based on this, we surveyed experts and non-experts on the proposed survey by applying minimalist characteristics (simple, repeatability, and spatiality) of reactive identity and found that it was easily and intuitively recognizable in a small web environment such as mobile. Therefore, we hope that Sejong City's identity will continue to be studied in various ways and efficient management so that identity can be established in accordance with the changes of the times.

A Study on the Reform of Records and Archives Management System in Japan (일본의 기록관리 제도 개혁에 관한 연구 - 공문서관리위원회의 활동과 국립공문서관의 확충 노력을 중심으로 -)

  • The purpose of this study is to examine the driving forces and main contents of the reform of the records and archives management system in Japan from the 2009 enactment of the Public Records and Archives Management Act. The key essentials of the reform can be explained in two ways. First is through the legal system, a multilayer structure of the law and guidelines to the institutional documents management regulations for an effective application to each administrative institution. The other is the Public Records and Archives Management Commission, a deliberative body that guarantees the rigorous application and enforcement of the rules and regulations. One of the remarkable outcomes from the reform is the compulsory creation of minutes of the countermeasure meetings in government agencies related to the Great East Japan Earthquake Disaster, as well as the various significant cabinet meetings through a revision of the Guidelines for Public Administrative Records Management. In addition, the new construction of the National Archives of Japan and its meaning have been examined. It is being pushed ahead, with the active support of the ruling party members, through activities such as research and review meetings for improving the functions and facilities of the National Archives of Japan.

Arsenic Concentrations of Groundwater and Rice Grains in Bangladesh and Phytoremediation (방글라데시의 지하수와 쌀의 비소오염 및 식물정화법)

  • While groundwater is the major source for drinking and irrigation purposes, arsenic (As) contamination of groundwater is a serious issue in Bangladesh. With a view to reduce As contamination in drinking water the guideline value recommended for Bangladesh is 0.05 mg/L. We assessed groundwater As in an As-affected Sadar Upazilla (small administrative unit) in the District (administrative unit) of Chapai Nabwabganj during 2006, where 50% hand tube well water were above the recommended limit (0.05 mg/L) during dry season. Almost 20% tube well waters were above the recommended limit during rainy season, perhaps due to the dilution of water table. The groundwater in Bangladesh contaminates surface soils and plants thereby As entering the food chain. In 2005, we examined the As levels in different rice varieties grown in different Districts of Bangladesh and the As concentrations in rice grain ranged from 0.07~1.12 mg/kg while the concentrations in 3 rice varieties were above the recommended limit (1 mg/kg rice grain) and the maximum concentration was 1.12 mg/kg rice grain in the rice variety BR 11. With few exceptions, the As content of rice grain in Bangladesh is not considered to be concentration of greater health concern as yet. We also observed enhanced root uptake, efficient root-to shoot translocation, and a much elevated tolerance through internal detoxification all contribute to As hyperaccumulation in a plant, ladder brake fern (Pteris vittata L.). But the phytoremediation technique might not be an appropriate tool to reduce the As calamity in the vast areas of Bangladesh. To mitigate the As problem of Bangladesh, better coordination among governmental agencies and many other organizations will be required to combat the disaster.

A Study on Local Records Management in Japan : Focusing on the Enactment of Records Management Ordinance and the Improvement of Archives (일본의 지방기록관리 연구 기록관리 조례 제정과 아카이브 정비 사례를 중심으로)

  • This paper aims at examining the local records management under the influence of the Public Archives Act established in 2009 through a case study of prefectures and large cities with prefectural level dominions in Japan. The records management in local government has been carried out on the basis of 'the document management rule' in administrative agencies without the public archives management law. Modification of laws and ordinances in relation with records and archives management and reorganization of archives are proceeding to realize 'proper records management' in local government. Even if the content and levels are varied due to the situational conditions of local governments, the unitary records management system covering 'current and non-current' records is being adopted through the establishment of records management ordinances. In the process, local archives are pursuing strengthening and extension of their authorities and functions on records management. In addition, it is identified that observation of the provisions of records management ordinance is reinforced with public announcement of retention schedule and operation of public records management committees. These changes in local governments reflect the thought that administrative records are the intellectual property of the public and the intent of the law that accountability for the public should be achieved through the proper records management.

  • Korea has entered the ranks of advanced countries in terms of economic size and technological competitiveness. However, its industrial accident fatality rate remains among the lowest in OECD countries, and recent incidents such as various building collapses have resulted in numerous deaths of workers or citizens, reminiscent of accidents in developing countries. According to the 2022 Industrial Accident Status Analysis by the Ministry of Employment and Labor, out of the 874 fatalities in work-related accidents in 2022 across all industries, 402 were in the construction industry, accounting for approximately 46% of all fatalities. In particular, the construction industry's fatality rate stands at 1.61, significantly higher than the overall industry fatality rate of 0.43, indicating its severity. Construction ranks highest in terms of fatality rates, with mining at 12.18 and fishing at 1.80. When categorizing construction projects into private and public, private projects show significantly higher figures in terms of contracts, contract amounts, accident numbers, and fatalities compared to public projects. However, unlike public agencies, many private clients lack adequate safety and health activities and lack established safety and health systems. This study aims to raise awareness among private clients about the need to establish safety and health systems and enhance safety and health activities, and to discuss the direction of future development of advanced safety and health practices among private clients.

A Study on the Waterway Restoration and its Utilization of the Yeongsan River (영산강의 주운복원과 활용방안 연구)

  • The Yeongsan River had played an important role as s waterway, but in 1981, the Yeongsan River Estuarin Barrage had been constructed, the waterway had been cut off. Since then, in the lower Yeongsan River basin, discussions about the waterway restoration and its utilization of the Yeongsan River has been proposed. But these discussions have not been examined thoroughly with geomorphological and hydrological characteristics of river charmel The waterway restoration and its utilization in the Yeongsan River should be based on scientific validity. In case of considering the conditions of the Yeongsan River, it is desired that the small ship for environmental survey and ecotourism is navigable from Gujinpo to Yeongsan River Estuarin Barrage by dredging a parts of river channel. To devise a plan about restoration and its utilization of waterway, it is necessary that regional and local governments, related administrative agencies, specialists, and NGO should develop the participation and cooperation systems based on governance.

Having analyzed as well as compared the matureness of security-measurement models in regard to the global standard of proposal system, the administrative presentation for various IT technology resources. which have been managed singly so far, is now well applied under the united control of the company itself, and enabled the automated management of authentication support and renewal for ISO 27001, ISO 9000, ISO 14000, resulting in much advanced operation for both material and human resources.

A Study on the Research Trends and Directions of Bus Information System based on Literature Review (문헌 연구를 통한 버스정보시스템 분야의 연구 동향 및 향후 방향 고찰)

  • Objectives of this study are to analyze the previous research perfomed in the Bus Information System (BIS) area and to suggest future research directions. This is a very meaningful and important work. To accomplish this, this study (1) summarizes the concepts of BIS, (2) establishes a research framework to be used to analyze the previous studies in the area, and (3) identifies and suggest trends and future directions of the BIS research. This study has identified total of 68 article (22 foreign and 46 domestic) using 'Google Scholoar' search engine. Major research results include (1) since non-empirical research is dominant, more explanatory empirical research is needed in the future, (2) research that provides consistent and comprehensive measures for BIS related constructs (e.g., BIS quality) is needed, and (3) impacts on the stakeholders of BIS not reflected in the current research (e.g., bus drivers, administrative agencies) should be analyzed in the future research.
