The market conditions of sea mustard is changing by overproduction, decreasing price, Import of blanched and salted sea mustard from China into Korea domestic market and increasing market share of sea mustard of China in Japan. In addition, the price support program in sea mustard aquaculture must be modified due to the restriction of domestic support by international organization such as WTO. There are two ways to solve those problems. First is that finding a way to solve the overproduction of sea mustard. One of possible ways is the production adjustment by Marketing Order. Second is that finding an alternative way to replace price support program. The possible way is Direct Payment instead of purchase stockpile system. To introduce marketing Order, outlook center, organization of self-management, production adjustment through output control measure, improvement of market structure, and education/publicity arc necessary. Also, to implement marketing order, setting a model business by government is required. There are two steps for implementation of marketing order. First step is to construct Order Committee including organization of producer, people related marketing. However, this committee must run by government for certain short-term. Second step is to improve quality of product and acceleration of demand. At visual point that enforcement of the first step is completed, government has process that government transfers Order Committees self-correcting. It is desirable that government only conduct the support acts such as quality improvement and acceleration of demand. Also, at early stage it is necessary to have aid system for marketing order For example, we can expect that income increase by production adjustment in long run. However, in short run the income of producer may decrease so, it is required to compensate his economic lose. For compensation, The useful means that can be utilized is direct payment. Direct payment is not continued policy. Also, when production adjustment policy such as Marketing Order has effective results, Direct Payment as an assistant measure must be reduced or abolished. Therefore, when production adjustment acts as an effective tool to control overproduction, Direct Payment system.

Today, the basic problem of functional safe management of Korean Disaster Control system was separately administrated 33 acts that are relating to safe management in 13 ministries. Because of the facts that the fire service is not provided practically, the control system and risk management for safe administration are not operated, the information can not be shared with each other, and the various laws have the lacks of linkage, the National Safe System was appeared unsteady. The roles and functions of fire service have started with restriction to operate structurally and institutionally, which operational structure of fire service is becoming weak. As a result, the federal and local fire organizations have not reached yet to the institutionalization and the local fire service agencies have bias with the task regarding the fire service because of the relation between organizational structure and the local fire agency. With the enforcement of the federal and local fire system, professionality and autonomy for making policy, and dealing with changes of fire service positively, the national fire service on the policy performance can be established. Promotion of research and development and education training to strengthen innovation in technology and competition in fire industry will contribute to the firmly establishment of control system to prevent from fire, flood, terror and national disaster. This article proposed that (a) the established law and administration, agency are required efforts to effectively operate fire service system; (b) the national fire service agency, national college of fire, national institute of science fire, and national fire service hospital should be early established to make firmly policy to operate effectively and practically. These kinds of innovational acts are known the best ways of operating solid policy of national fire service system.

Comedy costumes worn on the comedians/gag men express the information of the performances such as character's era, place, social rank, present environment, age, sex, occupation, emotion, relationships between the characters, importance and mood in visual language. The comic is found when these informations are reversed, revealed, exaggerated or distorted. To analyse the TV comedy costumes, 5 subordinate concepts of the comic which are Body, Gender, Age, T.P.O.(Time, Place, Occasion) and Role could be identified, and the results from the analysis focused on (10 shows were selected from each of the first and second half of the years from 2003 to 2007) are as follows: Distorted and ugly body implies the resistance against the ideal body. Reversed or confused sex are usually expressed as men dressed in women, and these mean breaking the dichotomy between male and female, and coexistence of the masculinity and feminity, and satirizing the social custom restricting women by moral rules. It could be recognized that the way of men's dressing in women have been changing keeping pace with the times. The discord between age and costume was often expressed with children's wear and childish props. This implies the liberation from the age role. The comic expressed from the inadequate costume for T.P.O. usually appeared with the costumes 20-30years behind the times. When there were discordance with the acts and acts expected from the outfit(appearance) also made an ironical laugh. The comics acquired by vulgarization and exaggeration of the characteristics of role(figures/occupation) were from the imitation and deformation of the objects in stereotypes, and through this dissolving the custom was under way.

As performing arts including operas are getting popular these days, the importance of stage costumes is strengthened. Stage costume is one of the artistic requisites for opera performance, it plays an important role in describing the play's situation, the director's style and the person's character. Nevertheless the study regarding the opera's costumes is not active, especially the comparative study on the same opera's costumes performed by different opera companies have hardly been made. Therefore this study compared 5 Manon Lescaut opera performances: the Metropolitan Opera(1980), the Flemish Opera(1991), the Metropolitan Opera(2008), the Seoul Metropolitan Opera(2010) and the Vienna State Opera(2010) and made clear the difference between the four. From this study, we can get the following conclusions. First, the Metropolitan Opera's costumes in 1980 act and in 2008 act ascertained Rococo dressing. Because the costume designer for both acts was the same person, the general costume styles of the two acts are similar. Second, as for the Flemish Opera and Seoul Metropolitan Opera, there was a significant drop in fancy details and trimmings in the costumes. But the costumes made strong impressions dues to its color and luminosity contrast. Third, Vienna State Opera costumes had the boldest designs and it reflected modern designs as well. This study is meaningful in that it is based on the comparison study on the same opera stage costumes designed by different directors. Afterward this study is expected to contribute toward study on opera stage costumes and stage costume's development.

Objectives : The purpose of this study was to introduce the Chuna Manual Therapy (CMT) using Bong (a type of stick which is called 'bong') as a part of Oriental Medicine. Methods : We searched several traditional methods of CMT using Bong, either individual contact to specialist of CMT using Bong or referred to publications, and summarized briefly for introduction. Authors also made a comparative study between existing CMT and CMT using the bong. Results & Conclusions : The indications of Bong CMT are regarded as acute or chronic pain syndrome, whiplash associated disorders, facet syndrome, vertebral misalignment, chronic fatigue syndrome, obesity and also lower extremity length difference caused by malalignment of vertebrae and pelvic bone. The Meridian Muscle Therapy by pressing down using the Bong can be carried out on the imbalances of the muscle by shortening and lengthening contraction. CMT with Bong is considered more effective than other existing CMT in terms of effectiveness. In the case of pelvic correction which needs a tremendous amount of force, it can reduce the force required effectively. This fact can be inferred by the theory of composition and decomposition of force during the transmission of power. We can perform Bong CMT feeling less fatigued subsequently than general CMT. Pressing down with flexed fingers to grip bong acts on the contraction of flexor digiti and extensor digiti muscle, this protects the $doctor^{\circ}{\emptyset}s$ wrist joints from injury. The bong which acts as a tool between the doctor and the patient, while being given treatment, absorbs and spreads out the direct impact from the patient to the doctor. CMT with Bong is able to apply to both existing massage therapies with the hand. The bong appliance can be used in all applications, particularly, but not limited to; Orthopedic and Manual Correction Therapy, Meridian Muscle Pressing, Exercise Therapy, and Meridian Point Manual Pressing Therapy. CMT with Bong belongs to the category of oriental rehabilitation and Chuna manual medicine.

섬유강화 고분자 복합재료는 섬유 형태의 강화제와 고분자 형태의 기지재료가 결합된 형태로 이는 무게 대비 고강도 및 고강성의 구조물 제작에 용이하다. 본 연구에서는 형상기억합금 와이어가 삽입된 섬유 강화 지능형 연성 복합재 구동기를 제작, 이의 재료 구성에 따른 거동 특성을 평가 하고자 한다. 구동기는 형상기억합금이 포함된 구동층과 일반 구조층으로 구성되어 한 층씩 적층되는 방식으로 제작되며 재료 구성에 따른 거동 특성을 살펴보기 위하여 일반 구조층으로 사용된 유리섬유 직물의 적층 수, 기지재료의 종류를 달리한 뒤 구동 특성을 살펴보았다. 또한, 구동 시에 요구되는 인가 전류의 양을 달리하여 최대 구동각과 최대 구동각에 도달하는 구동 시간을 측정하였다.

최근에 선진국에서 아주 빠른 시간(마이크로 초)에 작동이 되고, 크기가 소형이면서, 많은 케이블과 커넥터를 사용하지 않는 Smart Bus Controller(SCB) 기법을 이용한 초소형/초고속(스마트) 점화기술에 집중적인 연구를 진행하고 있는 실정이다. 이와 같은 점화기술은 기존의 점화장치에서 사용하던 케이블과 커넥터 공간을 최소화 할 수 있게 MEMS 기법을 이용하여 케이블과 커넥터 장치를 설계 제작하였고, 저 용량/저 전류에서 작동할 수 있는 플라즈마를 이용한 케이블과 커넥터 장치를 설계 제작하였고, 저 용량/저 전류에서 작동할 수 있는 플라즈마를 이용한 초고속 착화장치를 사용하여 전류와 전압(배터리) 크기와 용량도 많이 감소시킬 수 있다. 스마트 파이로테크닉스 점화장치 개발에는 간결한 회로 점화통제장치 설계 및 제작, 빠른 점화작동시간을 가능하게 하는 플라즈마형 초고속 착화장치 설계 및 특성연구가 필요하다. 본 연구에서는 플라즈마형 초고속 착화장치의 특성연구에 대해 기술하였다.

우리나라는 2011년 3월에 「공익신고자 보호법」을 제정하여 민간부문에서 발생하는 공익침해 행위로부터 공익신고자를 보호하고 있다. 대부분의 공익침해행위는 조직 내부에서 은밀하게 이루어지고 있어 조직 내부의 문제점을 잘 알고 있는 조직 구성원들의 신고로 인하여 외부에 알려지게 된다. 그러나 공익신고자는 신고로 인하여 불이익을 받게 되므로 신고를 주저하게 된다. 또한 실질적인 보호조치가 미흡하여 신고자를 효과적으로 보호하기 위한 비밀보장, 신변보호, 책임감면, 불이익조치 금지 등 제도적 장치를 강화하는 방안이 필요하다. 따라서 공익신고자 보호의 취지에 맞게 공익신고자에 대한 실질적인 보호조치가 필요하며 그에 상응하는 보상체계를 확대하는 방안도 필요할 것이다. 이에 본 연구에서는 현행 우리나라 공익신고자 보호제도에 대한 주요 내용을 검토하고, 공익신고자의 보호 등을 위한 합리적인 개선방안을 제시하고자 한다.

고속으로 이동하는 차량에 대한 정보수집 및 제공 등의 서비스를 구현해야 하는 지능형 교통시스템(WS : Intelligent Transponation System)은 단거리전용 무선통신(RF-DSRC : Radio Frequency Dedicated Short Range Communication)과 같은 특수목적의 통신시스템이 필수적이다. RF-DSRC를 사용하기 위해서는 먼저 차량 탑재장치(OBE : On-Board Equipment)는 슬롯화된 알로하방식에 의해 할당된 접속요구슬롯(ACTS$\cdot$Activation Slot)내의 접속요구채널(ACTC$\cdot$Activation Channel)을 이용하여 링크초기접속 요구를 한다. 링크초기접속은 통신 시스템의 성능을 결정하는 중요한 요소임에도 불구하고, 링크 초기접속에 대한 수학적 모델링 연구는 미흡한 상태이다. 본 논문에서는 RF-DSRC에 대한 링크초기접속에 관한 수학적 모델링을 제시하고, 모델링의 성능을 분석하기 위한 제시된 부하(G)를 RF-DSRC의 특성에 맞게 정의하여 링크초기접속 확률을 계산하였다.

Metal oxide varistors (MOVs) protect circuits and devices from transient overvoltages in electric power systems. However, a MOV continuously deteriorates owing to manufacturing defects or repetitive protective operations from transient overvoltages. A deteriorated MOV may result in a short circuit or a line-ground accident. Previous studies focused on the analysis of deterioration mechanisms and condition diagnosis techniques for MOVs owing to their recent growth of use. An accelerated deterioration experiment under the same conditions in which a MOV operates is essential. In this study, we designed and fabricated a surge generator that can apply a surge current to a MOV connected to AC mains. The coupling network operates at a low impedance against the surge current from the surge generator and transfers the surge current to the MOV under test. It also acts as a high impedance against AC mains for the AC voltage not to be applied to the surge generator. The decoupling network operates at a high impedance against the surge current and blocks the surge current from AC mains. It also acts as a low impedance against AC mains for the AC voltage to be applied to the MOV under test. The prototype surge generator can apply the 8/20 us up to 15 kA on AC voltages in the approximate range of 110~450 V, and it fully operates on a LabVIEW-based program.
