공공기관 이전결정과 주민참여 (Policy Decision Making on Relocation of Public Institutions and Citizen Participation)

  • 정책과정에의 참여자로서 주민들의 역할은 매우 크며, 특히 민주주의의 구현을 위한 중요한 장치의 하나로써 인식되고 있다. 우리나라에서도 지방자치제도가 안정화 단계에 들어서면서 예전에 비해 여러 가지 지자체의 시책이나 중앙정부의 정책결정과정에 관심이 매우 높아졌다. 그렇다면 실제 정책결정과정에서 지역주민들의 참여가 활발할까? 하는 질문으로 본 연구는 출발하였다. 특히 본 연구에서는 지역불균형 문제와 관련하여 해소 방법의 하나로 인식되고 있는 공공기관 이전결정과 관련하여 해당지역주민들의 참여의사를 측정하고 의미 있는 결과를 도출하였으며, 이러한 연구결과를 바탕으로 지역주민의 정책결정에의 참여에 있어서의 시사점을 논의하였다.

국제기구의 환경보건 분야 동향 (Environment and Health: An Overview of Current Trends at WHO and OECD)

  • Background: Environmental hazards are responsible for as much as a quarter of the total world-wide burden of disease. Therefore, appropriate management of environmental hazards is a critical part of the effort to improve human health. This review aims to summarize current issues, topics, and programs at international institutions such as the World Health Organization (WHO) and the Organization for Economic Cooperation and Development (OECD) in the area of environmental health. Results: The WHO European Center for Environmental Health (ECEH) plays a significant role in implementing environmental health policies and also takes the lead in related issues in Europe. It has developed an Environmental Health Information System and environmental health inequality indicators. In the environmental health area, the OECD focuses most on chemical management programs. It foresees that air pollution and chemical risk management will become the leading environmental health issues if appropriate measures are not taken. Several topics were identified that require greater effort in Korea, including cancer as an environment-related disease, an environmental health information system, and environmental health inequality issues. Conclusions: More active roles are expected from Korea in international societies, in part because of the introduction of the Environmental Health Act of 2008, and active involvement in related activities in WHO WPRO/SEARO. Understanding recent developments and concerns at major international organizations like WHO and the OECD will assist in the implementation of effective international collaboration and the identification of a better strategies for improving environmental health performances in Korea.

동아시아 국가들의 태평양 쟁탈전 : 한국, 일본, 중국의 남태평양 도서국가 외교 (Competitive Efforts Regarding the South Pacific Islands by South Korea, Japan and China)

  • The Pacific Island Forum that consists of 14 island countries in the South Pacific has long been the focus of keen attention from East Asian countries such as South Korea, Japan and China. The South Pacific area was controlled by Japan right after the First World War. The League of Nations bestowed the right of trusteeship over the region to Japan, one of the victors in the war. However, the U.S. considered the area indispensible for its security interests in the Pacific after victory in the Second World War. With the end of Cold War period, the region again began to gain the competitive attention of Japan, China and Korea. Japan has made efforts to give economic assistance to this region by holding the Japan-Pacific Islands summit every three years. In addition, Japan is promoting a security engagement with this region by dispatching Self Defense Forces with the aim of initiating construction and development projects. In response to Japan's active involvement in the region, China also began to convene a summit meeting with these countries in 2006, making pledges of economic assistance. Furthermore, Chinese civilian companies struck deals of investment with municipal institutions in the region with a view to enhancing China's influence in the region. Japan's and China's active engagement in the region has galvanized South Korea to craft a more effective strategic approach to the region.

Effects of Curcumin, the Active Ingredient of Turmeric(Curcuma longa), on Regulation of Glutamate-induced Toxicity and Activation of the Mitogen-activated Protein Kinase Phosphatase-1 (MKP-1) in HT22 Neuronal Cell

  • Glutamate causes neurotoxicity through formation of reactive oxygen species and activation of mitogen-activated protein kinase (MAPK) pathways. MAPK phosphatase-1 (MKP-1) is one of the phosphatases responsible for dephosphorylation/deactivation of three MAPK families: the extracellular signal-regulated kinase-1/2 (ERK-1/2), the c-Jun N-terminal kinase-1/2 (JNK-1/2), and the p38 MAPK. In this report, the potential involvement of MKP-1 in neuroprotective effects of curcumin, the active ingredient of turmeric (Curcuma longa), was examined using HT22 cells. Glutamate caused cell death and activation of ERK-1/2 but not p38 MAPK or JNK-1/2. Blockage of ERK-1/2 by its inhibitor protected HT22 cells against glutamate-induced toxicity. Curcumin attenuated glutamate-induced cell death and ERK-1/2 activation. Interestingly, curcumin induced MKP-1 activation. In HT22 cells transiently transfected with small interfering RNA against MKP-1, curcumin failed to inhibit glutamate-induced ERK-1/2 activation and to protect HT22 cells from glutamate-induced toxicity. These results suggest that curcumin can attenuate glutamate-induced neurotoxicity by activating MKP-1 which acts as the negative regulator of ERK-1/2. This novel pathway may contribute to and explain at least one of the neuroprotective actions of curcumin.

Involvement of Cortical Damage in the Ischemia/Reperfusion-Induced Memory Impairment of Wistar Rats

  • The effect of ischemia/reperfusion-induced neuronal damage on the memory impairment were investigated using active avoidance and Morris water maze tasks in Wistar rats. Focal ischemia was induced by 1 h occlusion of the right middle cerebral artery (MCA) of Wistar male rats. Reperfusion was induced by releasing the occlusion and restoring the blood circulation for 24 h. The acquisition and preservation memory tested by active avoidance showed a significant difference between the sham and ischemia/reperfusion group. The water maze acquisition performance was also significant difference between sham and ischemia/repefusion groups in both latency and moving distance. The infarction volume was increased by the ischemia/reperfusion. Furthermore, the cresyl violet staining of the ischemia/reperfusion brain showed severe neuronal damage (pyramidal cell loss) in the cortex in addition to the striatum lesion of brain. This study shows that pyramidal cell damage in the cortex lesion may be partially related to memorial disturbance in the ischemia/reperfusion brain injury.

코하우징 계획 시 주민참여 워크숍 프로세스 분석연구 (A Study on Workshop Process for Residents' Participation of the Cohousing Plan)

  • In order to build a successful cohousing, active residents' participation is necessarily needed. However, there is no evidence of participating in communal residents' facility in the step of design or planning in our country. In this study, the workshop process was analyzed to obtain the improvement of the residents' participation and its result was presented to help understand the concept of cohousing and its residents' participation. The workshop was conducted twice with six couples aged in their 30s and 40s. The design and planning of whole town was conducted in the first workshop. In the second workshop, the contents which was decided at the first was reviewed and revised. Through two workshop, participants became a positive mind for the cohousing and gave the active opinions of future's involvement. In the conclusion, the workshop guided by professionals is important to establish the effective cohousing village.

비복신경에 발생한 결핵종: 증례 보고 (Sural Nerve Tuberculoma: A Case Report)

  • Nearly one third of the world's population have active or latent tuberculosis, resulting in 1.5 million deaths annually. Tuberculosis involving the peripheral nerve is difficult to detect. Sural nerve tuberculoma is an extremely rare case of tuberculous involvement of the peripheral nerve that has attracted the attention of physicians. This paper reports a patient with sural nerve tuberculoma. A 58-year-old female patient presented with a palpable mass on the posterolateral calf with progressive tingling sensation on the distal area. The patient had no history of trauma and it was unclear whether the patient had any contact with individuals with active tuberculosis. The histopathologic findings revealed a granuloma-like lesion with caseous necrosis that was compatible with tuberculoma.

이슬람 부흥의 전개와 영향 : 인도네시아의 사례 (Islamic Resurgence and Its Influences in Indonesia)

  • The purpose of this paper is to examine the process of Islamic change in Indonesia since the 1970s, which is commonly called 'Islamic resurgence' or 'Islamization.' A brief analysis of the reasons for Islamic resurgence is followed by discussions on its long-term effects on the life of Indonesian Muslims. Shift in the ways Islamic matters have been treated in public, gradual realization of what Islamic groups have demanded in non-religious areas, stipulation of local regulation based on shariah and spread of radicalism are to be investigated one by one. With these examinations, it will be argued that the most significant change throughout the last four decades has been the surge of Islam as a reference point to interpret everyday life of Muslims. The dichotomy of 'Islamic' and 'non-Islamic' is instated as a key in Islamic discourse and the Quran and Hadith, as a criterion to judge whether certain views and behavior are Islamic or not. These have strengthened the position of scripturalism in Indonesian Islam. Islamic resurgence has also resulted in the acceleration of the diversification of Indonesian Muslims. Muslims with radical, fundamental, reformist, traditional and liberal views coexist, competing for stronger social and religious influences. As radical and fundamental groups have been more active in dealing with socio-political affairs recently, whether their active involvement will result in wider influences over the ordinary Muslims is the key to understand the future dynamics of Indonesian Islam.

국내 민간 방재조직의 특성에 관한 고찰 -지역자율방재단을 중심으로- (Characteristics of civil anti-disaster organization in Korean Disaster Management Systems : focusing on CAIND (citizen corps active in disaster))

  • Purpose: This study aimed to evaluate the Citizen-Corps-Active-In-Disaster (CAIND) according to a new viewpoint based on changes in basic theoretical concepts and establish a development plan. Methods: A documentary survey was administered, and the study followed the technical approach method. Detailed information on CAIND was taken from scholarly monographs, specialty publications, and previous studies, including master and doctorate dissertations. Results: CAIND may be defined as legal auxiliary organizations composed of local residents who volunteer to prepare for "all kinds of disasters as well as prevention activities" and instill the ideology of "leading service organizations of safety as a form of community involvement," "resident-friendly organizational activities based on autonomous operation," and "performing activities which supplement their demands according to the realization of social welfare and regional conditions." Conclusion: The newly established basic theoretical concept included the concepts of "professionalism and possibilities," "social expandability," "voluntary participation," and "the realization and complementation of social welfare"

저출산 사회에서 지역사회연계와 정책참여를 통한 가정과교육의 역할 (Role of Home Economics Education in a Low Fertility Society by Community Involvement, Public Policy Participation, and Advocacy)

  • 본 연구의 목적은 저출산 사회에서 가정교과내용, 지역사회와 연계활동, 정책참여와 지지활동의 측면에서 가정과교육의 역할과 나아갈 방향을 모색하는 데 있었다. 2007 개정 교육과정에 반영된 저출산 관련 내용을 살펴본 결과, 가정교과에서는 8학년, 9학년, 10학년에서 학년별 연계성을 가지고 체계적으로 내용을 구성하여 미래에 가정을 꾸릴 학생들에게 긍정적인 가족관과 자녀관을 가질 수 있도록 하였다. 반면 사회교과에서는 저출산 고령화 현상의 원인과 해결방안을 살펴보는 것으로 한정되어 있고, 과학교과에서는 임신과 출산의 과정을 과학적 지식으로 다루고, 도덕교과에서는 저출산과 직접적으로 관련되는 내용을 거의 다루고 있지 않았다. 즉, 가정교과가 저출산을 다루는 주 교과로서의 역할과 책임이 있다. 중등학교와 지역사회, 대학과 지역사회를 연계한 교육과정의 개발, 동아리 활동, 구체적인 수업 방법을 개발하여 청소년들이 지역사회의 맥락에서 다양한 방법으로 인구문제와 관련한 활동을 할 수 있도록 하는 것이 중요하다. 또한 가정학 전문가의 적극적인 정책참여와 지지활동은 개인, 가족, 사회, 국가정책에 기여하며, 교과의 역랑을 발휘하여 저출산과 관련한 인구문제를 해결하는 교과로 거듭날 수 있다. 가정과교육의 나아갈 방향으로 저출산 극복을 위해 창의적 체험활동의 동아리 활동, 지역사회 봉사활동, 범교과 활동을 지원할 수 있는 다양한 프로그램의 개발에 가정과 교사가 적극적으로 참여하고, 지역사회에서 가족 아동 육아 저출산 고령화와 관련한 인구문제에 전문적인 지식을 갖춘 가정과 교사로서 평생교육의 강사요원으로 활동하며, 저출산 극복을 위한 적극적인 정책참여와 지지활동에 참여할 것이 제안되었다. 이를 통하여 자신의 삶과 지역사회, 국가의 안녕을 위한 변화의 주체를 육성하는 교과로 위상을 높일 수 있다.
