Uncertified Facility (BSL 2 plus): Its Journey through Life for Preparations and Setting up, Compliance with Biosafety Regulations, Implementation, and Registration of the Facility with the Ministry of Health, Singapore

  • An uncertified facility is a facility not certified, as defined in the Biological Agents and Toxins Act (BATA) in Singapore, but has met the requirements of the Ministry of Health to possess First and Fifth Schedule biological agents and toxins. This type of facility is also known as a Biosafety Level 2 Plus (BSL 2+) facility. Registration as an uncertified facility or a BSL 2+ facility requires a certain process and procedure to be sought with the Biosafety Branch of the ministry. This review, shares first-hand knowledge on the journey to achieving registration of the authors' facility. The procedure involved considerable preparation, setting up facility requirements, biosafety precautions, procedures and practices, and training and competence of laboratory users. The ministry conducted a thorough onsite facility audit to ensure that the facility requirements and biosafety procedures and practices were in place. It then issued an approval letter of possession for the first-time use of biological agents and registered the laboratory as an uncertified facility. The expectation is that the comprehensive information shared may be of great benefit to other facilities with similar interests.

  • 우주개발진흥법은 동 법령의 목적, 및 그 주요 개념 규정에 있어서 항공우주산업개발 촉진법과의 구별야 확연하도록 도모하고 있으며, "우주개발"의 개념을 새로이 규정하면서 이를 꾀하고 있다. 규정된 개념의 특징은 우주공간을 탐사하고 이용하는 각종행위는 인공위성 및 발사체 등과 같이 우주 환경에서 사용되기 위한 기기와 장비의 기술 개발에 의해서만 가능한 것이기에 우주공간의 탐사와 이용은 그러한 기술개발을 포함하는 개념으로 보아야 한다는 데에 있다. 이에 동법이 추구하는 우주개발은 "우주산업"과는 구분되는 것이기에 법령 체계와의 조화 문제가 극복되고 있다고 볼 수 있다. 아울러 우주개발진흥볍은 국제협약상의 의무를 이행하면서, 아울러 최소한의 규제에 의해서 필요한 목적을 달성하기 위한 방식을 택하고 있다. 즉, 우주물체의 등록제도, 국내에서의 발사 허가제도 등을 통해서 우주활동에 대한 규제를 꾀하고 있다.

  • 2013년 2월 18일부터 정보통신망 이용촉진 및 정보보호 등에 관한 법률 제 23조의 2항에 의하여 정보통신서비스 제공자는 주민등록번호를 수집할 수 없게 되었다. 이러한 법령 개정에 따라 주민등록번호를 대신하여 휴대폰 인증, I-PIN인증, 공인인증서 인증, OTP 인증과 같은 대체수단을 사용하게 되었다. 본 논문에서는 주민등록번호를 대체한 온라인 본인인증 기법을 소개하고 IMEI와 OTP를 이용한 온라인 본인인증 기법을 제안하고자 한다.

기록물 기술을 위한 등록정보의 활용에 관한 연구 (A Study on the Application of Registration Data to the Description of the Records and Archives)

  • 본 연구는 현행 기록물관리법에서 규정하고 있는 기록물 등록항목의 분석을 통해 기록물 기술을 위한 등록정보의 활용가능성과 한계 등을 고찰한 것이다. 등록항목은 기술을 위한 각종 기술요소를 포함하고 있으며 나아가 아이템$\cdot$파일단위 기록물의 기술을 수행, 법에서 규정하고 있는 각종 관리용$\cdot$이용자용 목록의 작성에 활용될 수 있다. 그러나 기록물의 이용확대를 위해서는 이에 기초한 시리즈$\cdot$그룹 단위의 기술을 완성해야 한다. 이를 위해 전문요원은 등록정보를 기초로 기록물분류기준표에서 규정한 기관별 기능분류방식을 참조 기록물 생산내력과 기원, 연관관계 등의 파악을 통해 기록물에 대한 중층적 기술을 완성해 가야 한다. 이러한 의미에서 등록은 기록물을 관리대상물에 편입시키는 기록물관리업무이자 기록물에 대한 중층적 기술이 시작되는 최초의 기술정보 생산단계라 할 수 있다.

시장정비사업의 효율적 실시를 위한 제도개선방안 연구 (A Study on the System Improvement Plan for an Efficient Market Maintenance Project)

  • Purpose - This paper attempts to identify the problems and limitations of a market maintenance project conducted according to the 「Special Act for the Development of Traditional Markets and Shopping Street」 and to present a revised direction for the special law and lay the groundwork for market maintenance projects to be promoted smoothly. Research design, data, and methodology - The revised direction for the legislation and the proposal were written based on an investigation of the problems and the legal system, and proposed measures for market maintenance operation and system improvements to derive the improvements needed for market maintenance projects. Results - A market maintenance project has been conducted as a means to reinvigorate traditional markets that are economically depressed, and to revive the local economy. It was largely conducted in the form of reconstruction and redevelopment and represents the interests of landowners and merchants. Thus, it is most likely to contribute to the gradual disappearance of traditional markets. First, as part of a market maintenance project, many companies are building multipurpose buildings or high-rise residential buildings to increase profits. In these high-rise buildings, they can raise rents, which may not be affordable for some existing small businesses. To solve such problems, the large-scale store registration requirement needs to be relaxed or abolished once the market maintenance project is completed. If the large-scale store registration requirement is to be abolished, the term 'large retail store' should be changed in the 「Special Act for the Development of Traditional Markets and Shopping Street」. After registration, the Small and Medium Business Administration should train merchants, offer consultations, and support events, to the extent that the existing traditional market management modernization project permits, and further continue to manage and support its ongoing activities. However, unless large-scale store registration is abolished, adding an exception clause in the special law to relax large-scale store registration criteria, and permitting changes to building use is another option. At the end of a market maintenance project, empty stores should be purchased by the Small and Medium Business Administration, and local government, etc., at the actual construction cost, to utilize them as public rental shopping areas, which in turn may be re-utilized as a temporary market for another market maintenance project. The second problem in market maintenance projects is merchant-protection. Currently, the special law prescribes that a temporary market be created for merchants to conduct business during the rental period of a market maintenance project. Conclusions - In reality, a market maintenance project is conducted usually in big metropolitan cities with 500,000 residents or more. The main building type created under these projects is a multipurpose building. For this reason, it is very difficult to secure a location for a temporary market in the surrounding area of such a project. To solve this problem, this study suggests 'public rental shopping areas' as mentioned above.

지리적 표시를 통한 강원지역 농림수산물의 수출활성화 방안 (A Study on the Export Promotion Strategies of Agro-Fishery Products in Gangwondo through Geographical Indications)

  • Geographical indications are place names (in some countries also words associated with a place) used to identify the origin and quality, reputation or other characteristics of products. Protection required under the TRIPS Agreement is defined in two articles. The purpose of this study is to select the representative geographical indication item of Korea, discuss of the new intellectual property rights, and promote the trade of that product. It is also discussed of a geographical indication registration system and the recognition with international point of view. The international geographical indication protection is strengthening in recent. There are many multilateral and bilateral discussions and talks for geographical indication system. In order to protect excellent Korean products locally and internationally, the 'Quality Management of Agricultural Products Act' has been introduced form July 1, 1999. The geographical indication registration of Korea currently is 31 cases. The geographical indication is limited the regional promotion in Korea. Therefore, it is studied the registered items on the list and analyzed the result of the registration. Consequently, this paper suggests that more effective ways have to be prepared for the systematic management of geographical indications, campaigns for the recognition as a property.

국내 화학물질 관리에 대한 현행 법률 분석과 발전방향 (Analysis and Suggestions on Current Chemical Management in Korea)

  • 화학물질의 취급량 증가에 따라 화학물질 관리 제도를 전면적으로 개편하는 움직임이 국제적으로 일어나고 있다. 한국 역시 화학물질 관리 제도를 전면 개편하여 화학물질관리법과 화학물질 등록 및 평가에 관한 법률이 제정되었다. 하지만 화학물질관리법의 경우, 법 시행 4년째를 앞두고 여러 개선사항이 드러나고 있다. 따라서 본고에서는 화학물질관리법의 제언한 개선사항에 대한 보완점을 연구하고 그에 맞는 발전방향을 제시하여 화학물질관리법이 오랫동안 안전한 화학물질 관리제도로서 대내외에 널리 도입되고 연구되었으면 하는 바람이다.

전자주권제도의 도입에 관한 연구 (A Study on the Introduction of Electronic Stock System)

  • Electronic methods are already used in money transfer and credit cards transactions and electronic money and checks, which can substitute cash and coins, are being discussed. Recently, the Acts of Electronic Draft have been enacted, in order to make the money in the market flow efficiently. Also electronic bill of lading has been adopted for the practical use of international shipments. However, despite of the effort from the academia and practice, investments to stocks, especially in the stock exchange, is not quite perfectly electronic. Japan enacted a relevant act in 2004 which make its stock market totally dematerialized. This writing summarizes some issues in interpretation that arise in the course of operation of the Stock Electronic Registration System at the present time of 6 months after it came into effect and its purpose, by doing so, is to prevent in advance the kind of problems in introducing the similar system to Korea.

  • 지적과 건축은 서로 밀접한 관계가 있음에도 불구하고 국가 사무로서 업무영역이 다르고 소관부처가 달라 그동안 등록사항이 별도로 관리되어왔다. 대지 내 건축물의 정확한 위치를 기록하고 관리하기 위해서는 현황측량성과도의 제출을 의무화하고 이를 지적도상에 등록하는 등 이제라도 정보의 공동 구축과 이용으로 업무 협조체계를 만들어 나가야 할 것이다. 본 연구에서는 지적도 상에 건축물을 정위치 등록하기 위한 법제도적 개선방안 제시하는데 목적을 두고 현행 건축행정업무의 분석을 통해 국민의 불편을 줄이고 건축정보의 신뢰를 높이기 위한 방법을 찾고자 한다.

  • The purpose of this study is to suggest public roles and responsibilities about Architecture Heritage under Act on Value Enhancement of Hanok and Other Architecture Asset by analyzing the Architecture Heritage System of Spain. The case study on Spain, Catalonia, Barcelona's Act of architectural heritage was conducted to analyze the laws and guidelines related to Architectural Heritage and to confirm the perspective on Architectural Heritage and roles by subjects through interviews with the department in charge. The role of the central governments is to the responsibility of preservation that can be offset by create incentives and expand programs to create consensus among citizens. The architecture asset survey, which is the responsibility of the municipal governments, should increase confidence by the detailed survey to define the authority and role of the basic local government. And the municipal governments must increase the architectural heritage more support and incentive. Excellence architectural assets must diversify the range of incentive and preservation, and ask for registration that various subjects can apply it by expanding category of application to public sector, non-governmental organization, citizens rather than an owner.
