The purpose of this paper is to examine how the 'tradition' has been identified and used concretely on the protection system of cultural property. Firstly, this paper investigated the historical process and aspects that the 'cultural property' and the 'tradition' combined, each had different meaning at the beginning. And it investigated the linkage of them which effect to the protection system and to each other on the system operated. Then, it pointed out a rift within the discourse of tradition to which the system have held on, and the problems as its result. This paper applied the viewpoint of anti-essentialism that the tradition is presented with hegemonic act to raise the inevitable continuity with the past, instead of the common notion that the tradition is 'everything that is handed down from the past.' Because the cultural property is the product of the state system, to pursne the linkage of it and the tradition is identical to examine how the tradition have been officially defined in the national hegemony. Since the 1920s the tradition has defined as a fixed, essential, pure reality in the changing process of the protection system of cultural property. This essentialist viewpoint about the tradition have been continued as the institutional premise regardless of many critics, raised by studies focusing on the culture and cultural property. But we see now a rift on the discourse of tradition as the intellectual discourse has been supported to the system, that is caused by the fast-changing global economic environment and a rat race around the registration of intangible cultural heritage of UNESCO.

A dramatic development in the new technology of copying materials has presented us with massive problems on reconciling the conflicts between copyright owners and potential users of copyrighted materials. The adaptation to this changing condition led some countries to revise their copyright laws such as in the U. S. in 1976 and in Korea in 1984 for merging with the international or universal copyright conventions in the future. Copyright defined as exclusive rights given to copyright owners aims to secure a fair return for an author's creative labor and to stimulate artistic creativity for the general public good. The exclusive rights on copyrightable matters, generally for reproduction, preparation of derivative works, public distribution, public performance, and public display, are limited by fair use for scholarship and criticism and by library reproduction for its preservation and interlibrary loan. These limitations on the exclusive rights are concerned with all aspects of library services and cause a great burden on librarian's daily duty to provide balance between the rights of creators and the needs of library patrons. The fair use as one of the limitations on it has been coupled with enormous growth of a new technology and extended from xerography to online database systems. The implementation of the fair use and library reprography in Korean law to the local practices is examined on the basis of the new American copyright act of 1976. Under the draft revision of Korean law, librarians will face many potential problems as summarized below. 1. Because the new provision of 'life time plus 50 years' will tie up substantial bodies of material longer than the old law, until that date librarians would need permissions from the owners and should pay attention to the author's death date. 2. Because the copyright can be sold, distributed, given to the heirs, donated, as a whole or a part, librarians should chase down the heirs and other second owners. In case of a derivative work, this is a real problem. 3. Since a work has its protection from the moment of its creation, the coverage of copyrightable matter would be extended to the published or the unpublished works and librarian's work load would be heavier. Without copyright registration, no one can be certain that a work is in the public domain. Therefore, librarians will need to check with an authority. 4. For implementation of limitations on exclusive rights, fair use and library reproduction for interlibrary loan, there can be no substantial aggregate use and there can be no systematic distribution of multicopies. Therefore, librarians should not substitute reproductions for subscriptions or purchases. 5. For the interlibrary loan by photocopying, librarians should understand the procedure of royalty payment. 6. Compulsory licenses should be understood by librarians. 7. Because the draft revision of Korean law is a reciprocal treaty, librarians should take care of other countries' copyright law to protect foreign authors from Korean law. In order to solve the above problems, some suggestions are presented below. 1. That copyright clearinghouse or central agency as a centralized royalty payment mechanism be established. 2. That the Korean Library Association establish a committee on copyright. 3. That the Korean Library Association propose guidelines for each occasion, e.g. for interlibrary loan, books and periodicals and music, etc. 4. That the Korean government establish a copyright office or an official organization for copyright control other than the copyright committee already organized by the government. 5. That the Korean Library Association establish educational programs on copyright for librarians through seminars or articles written in its magazines. 6. That individual libraries provide librarian's copyright kits. 7. That school libraries distribute subject bibliographies on copyright law to teachers. However, librarians should keep in mind that limitations on exclusive rights are not for an exemption from library reprography but as a convenient access to library resources.
Present status on the pesticides production, supply, manufacture and pests control in Korea are summarized. The data in the past several years (1971-76) are analyzed to find out the problems and solutions for the further development of plant protection and pesticide industry in Korea. Since the acreages of crop plantation and the quantities of pesticides uses are already near to the stage of plateau, pesticide formulation with imported technical grade should be modified by local synthesis with imported quality. The government pesticides management act and regulations must be modernized urgently in connection with the synthesis. formulation, tests, registration, quality control. price and supply system as well as the safety use of pesticides. Recommendation concerning acceptable daily intakes(ADI) and residue limits must be established for the strengthning pesticide safety use and plant protection activities as soon as possible. The use of fungicide-insectide mixture in dust formulation must be authorized and practiced immediately for the labor saving and one-hit cooperative mass control of rice disease and insect pests, especially. At present, serious considerations on pesticide safety use and integrated pest control are strongly urged to help the farmers, to save the industries and to keep the nature as it is required.
The purpose of this study is to identify the problems and present the improvement measures by assessing the suitability of planning of provincial natural parks on a legal basis. We assessed the suitability of 29 provincial parks to examine the suitability of park planning (special-purpose district planning and facilities planning) according to the Natural Park Act, implementation of the park projects, and registration of Korea Real estate Administration intelligence System (KRAS) for park management and obtained the following results. In the case of the park nature conservation districts among the special-purpose districts, 24.1 % (7 parks) were not feasible or decided the park facility that was larger than the planned area. The amended law requires the park cultural heritage district as a new special-purpose district, but 41.2% did not designate the district or failed to comply with the standard. Moreover, there was a problem of establishing or announcing the plan that was unsuitable for the management of park village district (former collective facilities district). Although provincial parks are categorized as the restricted area, the park facility plans still focus on regional development and tourism development, and the titles (names) of the park facilities are wrong. The law requires digitalization and disclosure of park plans, but many parks fail to abide by the law. We judge that it is necessary to develop effective provincial park planning and establish the measures to protect and manage the provincial parks.

The 2032 South-North Joint Olympics is an agreement between the two Koreas. Through this, various efforts are needed to improve new inter-Korean relations and co-prosperity on the Korean Peninsula. The purpose of this study is to proceed with the 203 South-North Joint Olympics. This study was developed by literature reserch methods. The result of this study are as follows. First, Seoul-Pyongyang soccer exchange game will be promoted. Second, the International Peace Cup a relay race(Marathon) will be held. Third, Korea Peace Cup International Table Tennis Championships will be held. Fourth, I propose holding the Korea Sports Science Forum. Fifth, about 16-17 events are propose for North Korea to host the 2032 South-North Joint Olympics. Sixth, the decision to host the 2032 Summer Olympics is expected in 2022 or 2023. Seventh, it is necessary to promote the Inter-Korean Social Association cultural Exchange and Cooperation Committee or the Special Committee for the Promotion of the Inter-Korea Sports Exchange and Cooperation. Eighth, it is necessary to implement a five-year plan to promote Inter-Korea sports Exchange Cooperation or a five-year plan for Inter-Korea sports Exchange and Cooperation. Ninth, the North Korea player registration system will be promote to the South Korean K-1 League. Ten, suggest sports exchange and cooperation ahead of time. Eleventh, train experts on North Korean sports or exchange and cooperation. Finally, the South-North Korea sports exchange Agreement will be promoted. It also promotes the Inter-Korea sports Exchange and Cooperation Support Act.
Background: The objective of the study was to determine the knowledge, attitude and behaviors of the practicing dentists regarding tobacco cessation counseling (TCC) in Chhattisgarh state and also the barriers that prevent them from doing so. Materials and Methods: The study was conducted among dental practitioners of Raipur district, Chhattisgarh state (India). The sampling frame was registration with the State Dental Council and practicing in Raipur district. A questionnaire was personally administered and the practitioners were given explanations regarding how to complete it. Only descriptive statistics were calculated (SPSS version 16 for Windows). Results: Based on the responding dentists' self reports, 76% were not confident in TCC, 48% did not assume TCC to be their responsibility, 17% considered that it might have a negative impact on their clinical practice, whereas 24% considered it might take away precious time from their practice, 25% considered TCC by dentists to be effective to a considerable extent and 80% considered TCC activities are not effective due to lack of formal training, 69% considered dental clinics as an appropriate place for TCC but 82% thought there must be separate TCC centre and 100% of the dentists wanted TCC training to be a part of practice and that it should be included in dental curriculum. Some 95% of them were of the view that tobacco products should be banned in India and 86% responded that health professionals must refrain from tobacco habits so to act as role models for society. Conclusions: Dental professionals must expand their armamentarium to include TCC strategies in their clinical practice. The dental institutions should include TCC in the curriculum and the dental professionals at the primary and the community health care level should also be trained in TCC to treat tobacco dependence.
This article aims at the study on Improvement of legal System which is related to automated vehicles in the era of the 4th industrial revolution. Legal aspects of driving automation have two view points. One is to permit a automated vehicle, the other is to regulate the behavior of driver on the road. Signifying elements of the 4th industrial revolution are IoT, AI, big data, cloud computing etc. Automated vehicles are the imbodiment of those new ICT technologies. The vehicle management act(VMA) rules about vehicle registration and approval of vehicle types. VMA defines a automated vehicle as a vehicle which can be self driven without handling of driver or passenger. Vehicle makers can take temporary driving permission for testing and research the driving automation. Current definition of automated vehicle of VMA is not enough for including all levels of SAE driving automation. In the VMA must be made also a new vehicle safty standard for automated vehicle. In the national assembly is curruntly pending three draft bills about legislation of artificial intelligence. Driving automation and AI technologies must be parallel developed. It is highly expected that more proceeding research of driving automation can be realized as soon as possible.

This study analysed the legal concept of personal information(PI), which was not differentiated from behavioral information, and established it clearly for invigorating online targeted advertising(OTA), which draw attention in big data era; by selecting Guidelines of Assessment of Data Breach Incident Factors and Guidelines of Measures for No-Identifying Personal Information based on Personal Information Protection Act(PIPA) and Enforcement Decree of the PIPA. As a result, PI was defined as any kind of information relating to (1)a living individual(not group, corporate body or things etc.); (2)makes possibly identify the individual by his or her identifiers such as name, resident registration number, image, etc. (not included if not identify the individual); and (3)including information like attribute values which makes possibly identify any specific individual, if not by itself, but combined with other information which can be actually collected and combined). Specifically, PI includes basic, proper distinguishable, sensitive and other PI. It is suggested that PI concept should be researched continually with digital technology development; the effectiveness of the Guidelines of PI Protection in OTA, the legal principles of PI protection from not only users' but business operators' perspectives and the differentiation between PI and behavioral information in OTA should be researched.
Government publications at public institutions are data that are intended to convey the purpose of an institution or the performance of its business to the public or inside the institution. The management of government publications has become increasingly important under the framework of laws and systems, but matters concerning the nature and value of government publications have not been carried out at records management sites. The Act focused on the archives of the six metropolitan government, and presented issues and improvement measures for efficient management of government publications. To that end, the government should maintain a consistent payment system for publications. As payment method and payment book data in government publications are presented differently by law, a system for integrated management should be established to provide brief information and original information. Second, it is necessary to establish an administrative system that meets the storage environment. The publication registration and payment book system presented by the government's publication guidelines is the central system of the National Archives and Records Service, so it is not an efficient system in the agency archives. Third, support should be provided to recognize the value of government publications and to preserve and manage them in the long term. To dispose of the government publications, a realistic classification method, integrated and controlled program should be presented, and criteria for users using the service should be provided. Fourth, it is the establishment of an integrated management system for government publications. The National Archives Service, the National Central Library, and the National Assembly Library should simultaneously build an abstract of information and original information so that they can be managed systematically and efficiently.
There is a continuous rise in the commercialization of living modified (LM) organisms worldwide. While LM plants have not yet been cultivated in South Korea, research, development, import of products, and registration of related research facilities are progressing. LM plants should be tested in greenhouses and fields during development. Furthermore, environmental risk assessment and safety management should be performed before their release into the environment. Research on LM plant development is conducted in laboratories as well as confined greenhouses and fields. Safety management regulations are provided as combination standards for the LMO Act in each research district. The accidental release of the LM petunia in Japan was a significant incident related to LM plant research. It implies that normal plants within the distance of crossing should be regarded as LM plants. In the United States, LM creeping bentgrass was released into the environment, thus necessitating the establishment of stringent measures to prevent the scattering of LM plant seeds by wind or other mediums. In South Korea, LM Zoysia and LM cotton were released through rainwater. Therefore, safety measures that prevent LM seed mixing and plant vegetative propagules escaping into the environment via rainwater must be established. Preventing the dispersal of unapproved LM plants requires significant time, expenditure, and effort. Researchers should first identify the impact of LM plants on the ecosystem, and steps to avert their environmental release must be implemented.
