The objective of this study was to analyze the awareness, necessity, and challenges of the Serious Disaster Punishment Act within the domestic construction industry, which is subject to the legislation implemented by the government. The research aimed to propose future improvement measures. According to the findings, safety officials consider securing more young and competent domestic skilled workers, as well as improving safety management standards and workers' safety awareness, to be the most crucial factors in preventing and reducing safety accidents. Furthermore, the primary improvement plan for the Serious Disaster Punishment Act involves clarifying ambiguous provisions in the current law. Government policy support is necessary to enhance the effectiveness of the Serious Disaster Punishment Act, and revisions should focus on preventive measures that contribute to the establishment of a safe working environment.

Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)'. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system in other fields to improve the efficiency. In ICAO (International Civil Aviation Organization) Safety Management Manual, a state's safety programme embraces those regulations and directives for the conduct of safe operations from the perspective of aircraft operators and those providing air traffic services(ATS), aerodromes and aircraft maintenance. The safety programme may include provisions for such diverse activities as incident reporting, safety investigations, safety audits and safety promotion. To implement such safety activities in an integrated manner requires a coherent SMS(Safety Management System). In this paper, to improve the efficiency of IRSA, we investigated the ICAO's the State's Aviation Safety Audit Systems and ICAO Safety Management Manual. And through the result of investigation, we proposed the improvement concept of IRSA.

This paper defines the Safety Management System(SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the investigation of establishment and implementation status of domestic rail operators' SMS, the improvement directions of the current rail SMS are developed. First, to establish the continual improvement system for SMS, the guide which describe detailed continual improvement method for each steps of SMS including management review by CEO shall be established and implemented. Second, to settle the SMS based on the risk management, it is necessary to endeavor for converting the rail operators mind and to establish the supply system of operating model and basic data and to define the requirement precisely and to include in the related guide for the risk management.

Purpose: This study provides an overview of the Product Liability Act which was revised in 2017 and took effect in 2018. It analyzes the effects of the revised Act on corporate management from internal and external perspectives to present coping strategies so that companies can synthetically respond to such effects. Methods: In order to achieve the purpose of this study, experts like companies, academia, governmental institutions, and consultants were invited, and Delphi techniques were applied to derive means, standard deviations, and Content Validity Ratio. Results: In this study, based on two expert questionnaire surveys, strengths and weaknesses of the internal environment of companies and opportunities and threats of the external environment were derived, followed by provision of S/O, W/O, S/T, and W/T strategies. Conclusion: To fundamentally remove the causes of accidents on their products, the relevant companies should strengthen the activities to increase product safety. They shall cooperate with suppliers to arrange the measures to speedily secure safety of consumers.

Job characteristics have influence on the organizational effectiveness. The job characteristics are the core job dimension and organizational effectiveness. Aptitude and personality also act on job characteristics. In this study, we investigate chinese characters by province and city. The purpose of this study is to develop the job characteristics and organizational effectiveness model for chinese by province and city. Consequently, we suggest to be applied the model to korean finns strategically, which push into China, by view of improvement of organizational effectiveness and adaptation in China.

The railway safety in Koreaisthreatenedduetotherestructuring of the railway industries, introduction of the Korea Train eXpress (KTX) and electrification of the conventional lines. Many technical backgrounds are required to control railway accidents as low as reasonably practicable, such as a railway safety act, safety standards, and safety assessment infrastructures. Korean government and the Korea Railroad Research Institute (KRRI) are conducting an integrated R&D program for improvement of the railway safety, where the target is to reduce the accident fatalities by half. The program is composed of three parts; the safety system engineering and the program management, the establishment of a safety management system, and the development of techniques for assessing and preventing major railway accidents. Details of the research programs are explained in this paper, where risk is used as the major control measure.

The policies is always changes according to the changing times, and changes take place in educational facilities welfare policy. Early childhood facilities, is no exception. Recent, increase in the number of kindergarten and kindergarten children according to policy changes of government's active welfare. This change in pattern, policy changes and increased support to know the impact on the community, and this is not just a simply agenda that they need to be recognized social change. In addition, it can be seen changes in relevant laws and educational process according to childhood policy change flow and depending on social change. And Standards and facilities that are required to change the direction of the revision is for the purpose of research through changes in kindergarten curriculum to respond the policies flow. Research methods are literature on the various laws and research analysts, leading comparison of different child care and child care policy changes in laws and regulations to review materials are analyzed.

The Special Act on Safety Control for Infrastructure was enacted in 1995 to contribute to ensuring the public safety and welfare improvement of Korean people. In addition, the FMS has been developed and operated to manage facilities effectively. However, several problems of the FMS have also occurred. Thus, this study aimed to analyze the FMS and related systems scrutinizingly to suggest improvement directions such as (1) extension of the FMS into the national facility information management system including small-size facilities other than Types 1 and 2 facilities, (2) development and promote standardized inspection and diagnosis systems as per facility type, (3) development of the database utilization system including decision making support function for management body, and (4) providing the FMS performance improvements and stable operating environment utilizing latest information technologies. If the improvement directions suggested in this study are adopted, they can improve services for Korean people by providing facility safety and maintenance work parties with optimum information services.

Recently, industrial accidents have occurred in various patterns due to the diversity of industries and the integration of facilities. Especially, the major accidents affect broad area and result in huge loss of lives and properties. Domestic researches on techniques for keeping away from such hazardous danger have been actively performed but their activities are limited in some institutes and universities. In advanced countries, integrated management systems like Seveso Directive of EU and OSHA(Occupational Safety and Health Act) of U.S.A. have been legislated along with the systematic research activities. In Korea, the integrated safety management systems called SMS(Safety Management System) and PSM(Process Safety Management) have been applied to major industries. These systems made chemical industries manage the process safety information by collecting and arranging safety data by themselves. In order to implement the system successfully, it is urgently required to prepare a tool for searching and accumulating process safety data systematically. In this study, a computerized prototype of Risk Assessment System which is essential to SMS and PSM was developed as a main system and data base as subsystem to handle safety information.
