중소규모 건설현장 화학물질로 인한 화재·폭발 재해예방 사례연구 (Case Study on Prevention of Fire/Explosion Accidents caused by Chemical Substances in Small/Medium Sized Construction Sites)

  • There has been an increase in fire/explosion accidents caused by chemical substances used in new small/medium sized construction, reconstruction, or extension sites. There is vast room for improvement, especially in safety training, safety inspection, and selection of countermeasures because training, technicality, and management systems regarding fire/explosion risks in small/medium sized construction sites are very immature in most cases. The purpose of this study is to propose a differentiated technical, educational, and management application plan for preventative management of fire/explosion accidents caused by chemical substances used in small/medium sized construction sites.

  • Using a sample of 180 managers in small and medium sized organizations in Chungcheong and Southern Gyeonggi Province, we proposed that official communication channel on safety issue will influence managers' safety climate, empathy (safety climate), and eventually occupational accidents. The results supported our hypotheses, showing managers concern about their employees' safety issue when the organization officially emphasize on safety issue. At the same time, it also tells that managers are emphatic on their employees regarding occupational accidents when it comes to safety climate.

Comparisons of Traffic Collisions between Expressways and Rural Roads in Truck Drivers

  • Background: Truck driving is known as one of the occupations with the highest accident rate. This study investigates the characteristics of traffic collisions according to road types (expressway and rural road). Methods: Classifying 267 accidents into expressway and rural road, we analyzed them based on driver characteristics (age, working experience, size of employment), time characteristics (day of accident, time, weather), and accident characteristics (accident causes, accident locations, accident types, driving conditions). Results: When we compared the accidents by road conditions, no differences were found between the driver characteristics. However, from the accident characteristics, the injured person distributions were different by the road conditions. In particular, driving while drowsy is shown to be highly related with the accident characteristics. Conclusion: This study can be used as a guideline and a base line to develop a plan of action to prevent traffic accidents. It can also help to prepare formal regulations about a truck driver's vehicle maintenance and driving attitude for a precaution on road accidents.

음식서비스업종의 작업환경 및 안전보건 특성에 관한 연구 (A Study on the Characteristics of Working Condition and Occupational Safety and Health in the Food Service industry)

  • The primary purpose of present study, to take appropriate measures to prevent occupational accidents in the food service industry, was to evaluate characteristics of working condition and occupational safety and health. In order to fulfill our objective, profession and working environment, safety recognition and education, safety activities, physical conditions and accident experience were surveyed. To collect information and opinion in the field, face-to-face interviews were, using a structured questionnaire, carried out. Also, food service industry's accidents reported by Korean Occupational Safety and Health Agency at 2014 were statistically analyzed. In the resulting of analyzing data from a questionnaire survey of food service industry employees, safety/health train and management were increased.

이동식 사다리 추락 재해 예방을 위한 안전 제도의 문제점과 개선 과제 (Tasks for Improving Safety Systems on Fall Accident Prevention of Portable Ladders)

  • Portable ladders are normally used both as an access tool for ascending and descending and as a platform for high place work. Though convenient, such usages make the portable ladders vulnerable to fall accidents. For this reason, many safety systems such as regulations and certifications are implemented to prevent fall accidents of portable ladders. However, nevertheless of those safety systems in Korea, annual death tolls of ladder fall accidents has remained high, and which suggests modification and improvement of the portable ladder related safety systems in Korea. The aim of this study is to propose directions for improving safety systems to effectively prevent fall accidents of portable ladders. To this end, comparative analysis on safety systems implemented in Korea and other countries including Japan, USA and UK are conducted to investigate the problems of Korean safety systems. Based on the analysis, limitations of Korean safety systems to prevent ladder fall accidents are discussed and tasks to overcome the limitations are proposed. Once implemented, the proposed tasks would contribute to prevent ladder fall accidents effectively.

In-house Contractors' Exposure to Risks and Determinants of Industrial Accidents; With Focus on Companies Handling Hazardous Chemicals

  • Background: The series of serious industrial accidents in recent years at contractors to large companies has highlighted risk outsourcing as a real and urgent problem. This study aims to review the difference in the degree of risk exposure and the occurrence of industrial accidents depending on the type of company relations. Among in-house contractors, the focus will be on those handling hazardous chemicals that include companies for which outsourcing requires approval. Methods: This study uses the 9th wave of the Industrial Safety and Health Survey (2018). For determining the degree of risk exposure, the occurrence of industrial accidents, and industrial accident rate, multivariate, logistic, and fractional logit, regression analyses were used, respectively. Results: First, In-house contractors' degree of risk exposure is higher than that of the client companies. In particular, this gap is even greater for companies dealing with chemicals. Second, among only those that handle hazardous chemicals, in-house contractors do show a significantly higher rate of industrial accident occurrence. Third, In-house contractors have a significantly higher rate of industrial accidents from diseases than client companies. Conclusion: The analysis supports the intent of the legal amendment that strengthens the protection of in-house contracted workers who handle hazardous chemicals. Second, the results of this study suggest that safety and health management must go beyond legal compliance and ensure that it has substance and effectiveness. Last, there should be policy consideration is necessary to reduce attempts to hide industrial accidents.

건설현장 이동식 비계의 사망사고 분석을 통한 안전기준 개선 방안 (Revision of Safety Standards through Analysis of Fatal Accidents Related to Mobile Scaffold in Construction Sites)

  • Mobile scaffold is used as a work platform in construction sites. According to industrial accident data, 10 fatalities occur annually on average due to falling from mobile scaffold in construction sites. To prevent such fatal accidents, safety standards must be improved by analyzing the causes of fatal accidents related to mobile scaffold. Accordingly, we analyzed domestic and international safety standards for mobile scaffold and analyzed the fatalities (117 persons) caused by mobile scaffold accidents in domestic construction sites during 2011-2020 and found that fall, overturn, and collapse accounted for 88% (103 persons), 10.3% (12 persons), and 1.7% (2 persons) of fatalities, respectively. The main causes of fatal accidents were found to be non-installation or insufficient installation of safety rails and outriggers and incorrect sequence of work. Based on the analysis results, we proposed strategies for improving the safety standards, such as the use of advanced guard rails and wheel-attached outriggers, to enhance the safety and field applicability of the mobile scaffold. Technology development and improvements in the safety standards for the use of mobile scaffold will aid in the prevention of fatal accidents caused by mobile scaffold.

화학물질 피부접촉에 의한 피부독성 유해성 분류에 관한 고찰 (A Review on the Classification of Skin Toxicity Hazards Due to Skin Contact with Chemical Substances)

  • Objectives: In this study, we analyze statistics on industrial accidents caused by chemical skin contact and provide skin toxicity hazard information on the related domestic system and circulation volumes. Methods and Results: We analyzed occupational fatalities and skin diseases caused by chemical leaks and contact from 2007 to 2016(10 years) and surveyed data on occupational skin diseases using the 2014 work environment survey data. The NIOSH Skin Notation Profiles for 57 chemical substances, which are provided to prevent occupational skin diseases, were searched and hazard information on skin contact with chemical substances was classified. In order to identify skin toxicity information among domestically distributed and legally regulated substances and to investigate skin-toxic substances, MSDS basic data on 19,740 chemical substances provided on the homepage of Korea Occupational Safety & Health Agency were searched. Acute toxicity(dermal) category 1-4 substances totaled 1,020, and the number of chemical substances classified as category 1 and 2 substances were 135 and 137, respectively. In the chemical substances prescribed by the Ministry of Employment and Labor, 173 substances were classified into acute toxicity(dermal) categories 1-4, 58 of which correspond to category 1 or 2. Conclusions: Within the present range of industrial accidents, the proportion of skin diseases due to contact with chemicals is not high. However, there is always a risk of occupational skin diseases due to increasing chemicals and due to the use of new chemicals. It is hoped that this information will be used by workplace safety and health officials and health and safety experts to prevent acute toxity(dermal) due to chemical skin contact.

근로자참여와 소통이 산업재해 감소에 미치는 인과관계 구조모형 연구 (A Study of Causal Relationship between Worker's Participation & Communication in Industrial Accident Prevention Activities and Industrial Accident Reduction)

  • This study was designed to analyse the performance and the mechanisms of workers' participation and communications in industrial accident prevention activities leading to the reduction of industrial accidents. This study also aimed to find out the causal relationship influencing the promotion of prevention activities of industrial accidents. Of the manufacturing businesses with more than 5 workers as the population of the survey, a questionnaire was conducted with 2,500 workspaces chosen by stratified sampling. Out of 2500 workspaces, 971 workspaces equipped with industrial safety and health committee were analysed in this study. According to the results of this study, the primary influential factors on safety activities were the management of industrial accidents and the cooperations between supervisors and workers on site. The secondary influential factor was the establishment of industrial safety and health committee. Regarding the effectiveness of industrial accident reduction, -0.01 was shown by workplace safety activities by themselves and -0.09 was shown by participation and communications through indirect safety activities. This indicated workers' participation and communications play an important role in the reduction of industrial accidents. By discovering the clue to the mechanism of the workers' participation and communications, this study is expected to stimulate the reduction of industrial accidents by emphasizing the importance of workers' participation and communications in resolving the safety and health problem in the workplaces.
