  • 본 논문에서는 교통사고 데이터베이스 구축을 통해 교통사교 현황과 사고 당시의 여러 정황들을 파악할 수 있는 정보를 제공한다. 이 정보들에는 사고 당시의 기상상태, 도로형태, 차종, 연령, 성별 등의 데이터들이 포함되고 이러한 정보들을 바탕으로 데이터베이스 사용자들은 각 사고 별 종합적인 정보를 얻을 수 있다. 이를 통해 정부 당국 외에 보험사 등에 교통사고 관련 정책을 위한 유용한 정보들을 제공할 수 있다. 또한 운전자 개인들에게도 정보들을 제공해 교통사고를 보다 효율적으로 예방할 수 있다.

A Study on the Occurrences and Policy Development for Accident Prevention (한국의 사고발생 실태와 사고예방을 위한 정책 연구)

  • There is no national system to manage, evaluate, and analyse the information about accidents, even though it is necessary for accident prevention policies and health promotion of the general public. The existing studies are, also limited as they focus only on particular group(for example : inpatients, emergency room patients) or on particular geographic areas. Thus the results of the studies cannot be ap-plied to the general public. In order to overcome these limitations, this research focuses on data collection and analysis from accident information for the general population. By providing the analysis on types and causes af accidents, this research aims to produce the basic data necessary for accident prevention policy development. The specific aims of this research are to : 1. Analyse the actual occurrences and characteristics of accidents. 2. Suggest for the accident prevention policies and safety education. Accident report form three major newspaper printed in Korea between January 1, 1989 and December 31, 1993 were collected, and the cause, place, time, and personal injury related to the accidents were classified and then analyzed by de-scriptive statistics. The results of this research conclude : 1. The number of accidents reported by the three newspapers were 2155. 2. The highest proportion of accidents were as follows ; occurred during the June-August(31.2%), Sunday(24.8%), and 5 p.m. (7.6%) of the day. 3. The highest proportion of the accident occurred in Seoul(33. l%), Kyunggi province(14.5%), Kangwon province (7.8%), and Kyungnam prov-ince(6.7%) were next highest. 4. The main causes include car accidents(32.4%), drowning(10.9%), falls(8.8%), explosion(7.1%), and poisoning(5.8%). 5. Slightly more than half of injuries(50.5%) and about two fifths of deaths(40.3%) were caused by car accidents. Therefore, the most serious type of accidents were car accidents. 6. The number of males in accidents were almost three times higher than that of females(males 72.3%, females : 27.7%). 7. The age group from 10 to 19 years old represents the highest proportion(21%) of accidents. 8. The number of the accidents in Korea, based on the information collected from the newspapers, is estimated to be 14, 367 per year. The number of in-juries is estimated to be 88, 480 persons, and the number of deaths 29, 007 respectively. It is said that ninety percent of accidents can be prevented. Several accidents prevention policies are suggested here. 1. Safety education should be done more actively throughtout life, with special emphasis on safety education for children. 2. Safety measures for children(halmets for cycling, children car seats, seats belts, and so on) should be emphasized. 3. An injury surveillance system should be initiated. The initiation of injury reporting system in each factory and school could contribute considerably to the reduction of accidents.

A Study on Theory of Nurse Liability (간호사고의 원인과 그 예방)

  • Medical services aren't done by doctors only but by different medical personnels. If any medical accident takes place, to what extent doctors, nurses and other personnels should respectively be liable for that should be determined. And when an employed doctor does any illegal medical act, his or her employer also should be responsible for that as a user. If a medical accident occurs, the victim or patient usually claims against the employer of the doctor sho causes the accident for compensation. And those who assist medical treatment, including nurses, should be liable for their own acts, but in case their doctor doesn't give any appropriate directions, the doctor should shoulder the liability. This indicates that nurses are also professional medical personnels, and that they should share the liability as well. There are lots of different medical personnels, but doctors and nurses are the pivot of team treatment, and nurses should also take responsibility for their services. Doctors and nurses are equal, as they are in pursuit of the same, namely, helping patients recover their health. Only their roles are different. If they respect each other and see each other as being responsible for their own roles, they will be able to consult together. Medical information on patients and nursing information should be shared by both of them, and patients should be provided accurate treatment and nursing services. If those who offer nursing services are unaware of required information due to conflicts with doctors, it might result in threatening the safety of patients. And in case any important information isn't properly conveyed between them, it might trigger a medical accident. Sophisticated and complex medical science requires medical personnels to be professional, and nurses as well as doctors need to be an expert. The fact treatment-related accidents take place often indicates that treatment is basically attended with danger. Furthermore, patients respond to all sorts of investigation and medicine in a different manner. They should be professional and knowledgeable to predict how they might respond and prevent any possible hazardous situations, and they are expected to have more knowledge in the future. Nonetheless, there aren't yet enough studies on the legal liability of nurses, and this study is expected to pave the way for future research on nurse liability against medical accidents.

  • Nowadays, the gas utilities have been increasing constantly due to the expansion of the urban areas. Using computerized information database, the gas companies have developed a gas management system in order to maintain the current status. However, this system can only give basic functions of the maintenance and management of the gas facilities and it has no proper utilities to provide information against accidents from gas leaks. Therefore, a gas accident management system has been developed in this study. Through primary and secondary pipe searching algorithm realtime based management system was devised against gas leaks to propose proper actions. In addition, supporting decision making has been enabled providing estimated maximum amount of gas leaks. Furthermore, all the residential units could be identified thereby minimizing damages through early warning. This system can be expected to contribute to enhance the efficiency of the gas management not to mention of protecting human lives and properties of the nation.

  • Today, the railway is very important in modern society means of public transport. Many people use the railway each day. On the other hand, with regard to railway accidents every year due to damage caused many casualties. In this paper, we propose railroad crossing accident prevention system for monitoring the situation based on OSGi for safe railway operations, about the same railroad crossing a dangerous place. This system, communication between the train and railroad crossing. So the information from the train crossing while a train driver was monitored in real time with more information than can help prevent accidents on the crossing. Using the OSGi framework, can be used widely in many hardware.

  • A number of maritime accidents, and accident response activities, including the command and control procedures that were implemented at accident scenes, are analyzed to derive useful information about responding to maritime accidents, and to understand how the chain of events developed after the initial accident. In this research, a new concept of a 'risk based accident response support system' is proposed. In order to identify the event chains and associated hazards related to the accident response activities, this study proposes a 'Brainstorming technique for scenario identification', based on the concept of the HAZID technique. A modified version of Event Tree Analysis was used for quantitative risk analysis of maritime accident response activities. PERT/CPM was used to analyze accident response activities and for calculating overall (expected) response activity completion time. Also, the risk based accident response support system proposed in this paper is explained using a simple case study of risk analysis for oil tanker grounding accident response.

Identification of Age Threshold for Driving Performance (운전능력에 연관된 인적특성의 연령 임계점 연구)

  • This study aims to identity the age group where driving performance significantly decreases based on the data collected from the Korea Transportation Safety Authority's driver aptitude tests in 2006. The test includes following six driving simulator-based tests: estimation of moving objects' speed, estimation of stopping distance, three tests for drivers' multi-task ability, and kinetic depth perception. These six test results were utilized for the identification of the age threshold applying the CART technique, suggesting driving ability significantly be decreased over 50s. This finding was confirmed by two analyses using the accident history data containing the information of accident and non-accident drivers and the degree of accident severity. The results of this study imply that accident prevention efforts should be enhanced over a wider range of age group than the current practice where the age of 65 is generally applied for the threshold dividing senior and non-senior driver groups.

Collision Analysis of Longitudinal Bulkhead of Container/RO-RO Ship with Trailer (컨테이너/로로 선 종격벽의 트레일러 충돌해석)

  • In this paper, a collision accident of a container/Ro-Ro ship was numerically analyzed. A container trailer collided with a longitudinal bulkhead of the ship in the accident, which constituted a longitudinal wall of a heavy fuel oil tank. Due to the accident, the bulkhead plate was ruptured and the heavy fuel oil spilled out of the tank. The detailed information regarding the collision velocity and the mass of the trailer was not provided. Therefore, several collision accident scenarios were constructed based upon the arrangement of the ramp way. Each collision accident scenario was analyzed to predict the extents of damage using a commercial numerical package, ABAQUS. Based on the analysis results it is proposed how to minimize the extents of damage. Through the investigations performed in this study it was found that the understandings of various damages due to collision accidents and the developments of structural design guidance against collision are necessary for the betterment of Container/RO-RO ships' performance.

Nuclear reactor vessel water level prediction during severe accidents using deep neural networks

  • Acquiring instrumentation signals generated from nuclear power plants (NPPs) is essential to maintain nuclear reactor integrity or to mitigate an abnormal state under normal operating conditions or severe accident circumstances. However, various safety-critical instrumentation signals from NPPs cannot be accurately measured on account of instrument degradation or failure under severe accident circumstances. Reactor vessel (RV) water level, which is an accident monitoring variable directly related to reactor cooling and prevention of core exposure, was predicted by applying a few signals to deep neural networks (DNNs) during severe accidents in NPPs. Signal data were obtained by simulating the postulated loss-of-coolant accidents at hot- and cold-legs, and steam generator tube rupture using modular accident analysis program code as actual NPP accidents rarely happen. To optimize the DNN model for RV water level prediction, a genetic algorithm was used to select the numbers of hidden layers and nodes. The proposed DNN model had a small root mean square error for RV water level prediction, and performed better than the cascaded fuzzy neural network model of the previous study. Consequently, the DNN model is considered to perform well enough to provide supporting information on the RV water level to operators.

Radiation Distribution Around Fukushima Daiichi Nuclear Power Station Decade After the Accident

  • During the decades after the Fukushima Daiichi Nuclear Power Station (FDNPS) accident, ambient dose rates have markedly decreased when compared to those at the early state of the accident. Government projects have been continuously conducted by surveying the ambient dose rate and radiocesium distributions. Airborne surveys using crewed helicopters and unmanned aerial vehicles (UAVs) are the best methods for obtaining an overall picture of the distribution. However, ground-based surveys are required for accurate measurements near the population. The differences between these methods include the knowledge of the post depositional behavior of radionuclides in land use. The survey results form the basis for policy decisions such as lifting evacuation zones, decontamination, and other countermeasures. These surveys contain crucial findings regarding post-accident responses. This paper reviews the survey methods of government projects and current situation around the FDNPS. The visualization methods and databases of ambient dose rates are also reviewed to provide information to the population.
