This study aims to prepare countermeasures to prevent and minimize drowning accident in inland waters by examining the current status of inland water safety management in Korea and diagnosing the defects. The defects in current inland water safety management is analyzed in four aspects. First is the legal defect that includes the absence of legislation that directs the inland water safety management. Second is the instructional defect such as the absence of educational program for prevention of inland water accidents and lack of professional water rescue experts. Third is cooperation defect such as dispersed reporting system and lack of private-public partnership in accident response. Fourth is the defect of emergency response ability, professionalism and accident response skills due to the dispersion and overlaps of safety management systems. In order to improve these defects, this study finds the countermeasures based on the survey of water sports professions and users and its analysis as follows: legislation of '(tentatively named) special act for water safety management in inland waters' is suggested in the legal aspects. A development of inland waters safety education program and training of water accident experts are suggested in the instructional aspects. Integrated operational system for water accident management, activation of safety network and re-establishment of private-public partnership are suggested in the cooperation aspects. Systematic and efficient inland water safety management plans such as enhancement of accident response skills and expertise and integrated inland water safety management with fire department-centered system were suggested in the aspects of emergency response ability.
PURPOSES : The purpose of this study is to develop a crash prediction model at signalized intersections, which can capture the randomness and uncertainty of traffic accident forecasting in order to provide more precise results. METHODS : The authors propose a random parameter (RP) approach to overcome the limitation of the Count model that cannot consider the heterogeneity of the assigned locations or road sections. For the model's development, 55 intersections located in the Daejeon metropolitan area were selected as the scope of the study, and panel data such as the number of crashes, traffic volume, and intersection geometry at each intersection were collected for the analysis. RESULTS : Based on the results of the RP negative binomial crash prediction model developed in this study, it was found that the independent variables such as the log form of average annual traffic volume, presence or absence of left-turn lanes on major roads, presence or absence of right-turn lanes on minor roads, and the number of crosswalks were statistically significant random parameters, and this showed that the variables have a heterogeneous influence on individual intersections. CONCLUSIONS : It was found that the RP model had a better fit to the data than the fixed parameters (FP) model since the RP model reflects the heterogeneity of the individual observations and captures the inconsistent and biased effects.
Objective: This study was designed to evaluate the etiological factors of the PTSD(post traumatic stress disorder) by examining the relationship between severity of physical trauma and subsequent the severity of PTSD symptom in traffic accident related PTSD patients. Method: Subjects were 21 psychiatric inpatients with history of traffic accident related PTSD(DSM-IV criteria), the purpose of evaluation of mental disability and no evidence of organic brain leisons. The severity of physical trauma was assessed by McBride number of nonpsychiatric department and the presence / absence of loss of conciousness. The severity of PTSD symptom was assessed by Hovens' self rating inventory for PTSD. And then we evaluated the correlation between these two factors. And we also evaluated relationship between severity of PTSD symtom and clinical variables. Results : There were no significant relationship between McBride number of nonpsychiatric department severity and symptomatic severity(r= 0.17, p<0.05), the presence / absence of loss of conciousness and symptomatic severity(p>0.05). And significant relationship between symptomatic severity and clinical varibles such as sex, education level, marital status(p<0.05). Conclusions : These data did not support data of previous studies that traumatic severity was correlated with symptom severity but, suggested that other variables affecting the severity of PTSD symptom is more important indirectly. And that the 'trauma' in PTSD is psychological meaning rather than physical meaning is also suggested.

An efficient operational strategy using expert system for metro water supply systems in case of emergency situations is developed in this study. The emergency situations of the water supply systems are classified into three categories : pipeline system accident, machinery and electric facility accident and water quality accident. A PC-based expert system is developed using CLIPS for Seoul metro water supply system, Phase 1 & 2 system and Phase 3 & 4 system. Broad professional knowledges and experiences from the experts in the water supply systems have been collected systematically to construct the knowledge base. Decision-making in case of an emergency is based upon the professional knowledge so that a rational and efficient operational management can be available even in the absence of experienced expert. Especially the expert model developed in this study also provides a guide for pumping operation in case of pipeline accident to confirm that the proper pressure to all nodes in the system is supplied. The pipe network simulator KYPIPE has been consecutively executed by trial and error fashion for each pipeline in the system. The results from KYPIPE were included in the knowledge base to supplement the knowledge of the field engineers.

Objectives: The purpose of this study is to understand the experience of traffic accident patients with serious injury treated with Traditional Korean Medicine (TKM). Methods: This study was conducted on the basis of grounded theory. We recruited 10 participants who had been hospitalized in Dongguk University Bundang Oriental Hospital after traffic accident. Raw data was collected by in-depth interview, and analyzed by using constant comparison. The coding(open-axial-selective) was performed in order to create paradigm and theoretical model, which can explain main theme of this study. Results: Core phenomenon of this study was 'Experiencing TKM treatment as an alternative' and core category was 'Searching for the answer to the management of traffic accident sequela through TKM treatment' Conclusions: For patients with serious injury, 'Experiencing TKM treatment as an alternative' has meaning as the following: First, The absence of accurate radiography and surgical management makes it hard for patients to choose Korean medicine hospital immediately after traffic accident. Second, Effectiveness of TKM treatment should be evaluated in the long term. Third, TKM treatment is superior to Western medicine treatment in managing long-term patients who suffered from serious injury involved in traffic accident. Finally, Cooperative service of the Western medicine and TKM will provide more satisfactory medical care for traffic accident patients.

The purpose of this study was to examine the influence of school safety accident on teacher's normal educational activities and to seek some desirable ways to cope with it. The subjects in this study were 351 class teachers randomly selected from Seoul and Kyonggi Province and surveyed from April through July, 2000. The conclusions were as follows; 1. Actual Condition of School Safety Accident 1) Approximately many teachers investigated had had an experience to suffer safety accident. Safety accident occurred most during break or class, but there was a significant difference according to service area. 2) Safety accident took place most in playground, and the most common cause was student's own carelessness, and the most widely occurred accident type was an injury. But there was no significant difference caused by the general characteristics of the teachers. 2. Influence of Safety Accident On Teacher's Educational Activities. 1) The largest reason they offered safety education was to ensure student safety. The greatest number of them had an opinion they would consider changing or giving up a planned normal educational activity if they recognized any possibilities of safety accident. There was a significant difference in this point according to gender and career. 2) They worried about possible safety accident most during field study, but there was a significant difference according to gender or presence or absence of safety accident experience. 3) The general characteristics of teacher produced a significant difference to an experience of avoiding educational activity due to psychological withdrawal, but safety accident experience didn't make any difference. 3. Minimization of Teacher Damage or Loss from Safety Accident. 1) The dominant opinion about teacher's small mistake for any occurrence of safety accident was that the responsibility should be escaped to maintain teacher's authority. For severe mistake, however, there were two different opinions at the same percentage: one was being exempted and the other was taking civil liability. 2) Establishing teacher insurance was preferred as a way to minimize teacher's economic loss from safety accident, but there was a significant difference according to gender. 3) The dominant opinion about the payment of insurance premium for safety accident was that it should be paid from school operating expenses.

To effectively and safely manage the radiation exposure to nuclear power plant (NPP) workers in accidents, major overseas NPP operators such as the United States, Germany, and France have developed and applied realistic 3D model radiation dose assessment software for workers. Continuous research and development have recently been conducted, such as performing NPP accident management using 3D-VR based on As Low As Reasonably Achievable (ALARA) planning tool. In line with this global trend, it is also required to secure technology to manage radiation exposure of workers in Korea efficiently. Therefore, in this paper, it is described the application method and assessment results of radiation exposure scenarios for workers in response to accidents assessment technology, which is one of the fundamental technologies for constructing a realistic platform to be utilized for radiation exposure prediction, diagnosis, management, and training simulations following accidents. First, the post-accident sampling after the Loss of Coolant Accident(LOCA) was selected as the accident and response scenario, and the assessment area related to this work was established. Subsequently, the structures within the assessment area were modeled using MCNP, and the radiation source of the equipment was inputted. Based on this, the radiation dose distribution in the assessment area was assessed. Afterward, considering the three principles of external radiation protection (time, distance, and shielding) detailed work scenarios were developed by varying the number of workers, the presence or absence of a shield, and the location of the shield. The radiation exposure doses received by workers were compared and analyzed for each scenario, and based on the results, the optimal accident response scenario was derived. The results of this study plan to be utilized as a fundamental technology to ensure the safety of workers through simulations targeting various reactor types and accident response scenarios in the future. Furthermore, it is expected to secure the possibility of developing a data-based ALARA decision support system for predicting radiation exposure dose at NPP sites.
The production activity by human is accompanied by various accidents which resulted in human and property loss. If information on these industrial accidents can be collected and analyzed for the purpose of preventing industrial accidents, we sill be able to get ride of inductrial accidents. The accidents which involved absence from work at least 4 days in small manufacturing factories were considered in this study. 84 accidents which occurred in 1996 were investigated. These accidents were analyzed in terms of employment sector, work period, cause of accident and form of acciednt. The accidents of small manufacturing factories are numerous and are often serious and worthy of greater attention than they have received. Successful strategies for accident prevention depend on effective analysis.
The objectives of this paper are twofold to summarize the new findings and confirmed results from the Phebus FPT-1 experimental data and to report useful information to MELCOR users regarding the better use of MELCOR. For the core damage behavior, the early stage of a melt progression was predicted well; however, the late phase models, concerned with fuel dissolution, oxide cladding failure, fuel slumping, rubble debris heat up, effects of burn-up fuel, and so on, still showed limitations in MELCOR. For the fission product behavior, the comparison showed unexpected phenomena, various limitations, unresolved issues, and even absence of models. The issues summarized in this study have revealed the main areas where our endeavors need to be intensified in order to improve our understanding of severe accident phenomena. From the analysis of the Phebus FPT-1 test results, not only new core damage features, such as foaming or core expansion, but also possible new fission product release patterns due to effects from a high burn-up fuel have raised alternative challenging phenomena that should be solved in the next severe accident research phase.
A two-dimensional numerical model is developed and applied to the LAVA-EXV tests performed at the Korea Atomic Energy Research Institute (KAERI) to investigate the external cooling effect on the thermal margin to failure of a reactor pressure vessel (RPV) during a severe accident. The computational program was written to predict the temperature profile of a two-dimensional spherical vessel segment accounting for the conjugate heat transfer mechanisms of conduction through the debris and the vessel, natural convection within the molten debris pool, and the possible ablation of the vessel wall in contact with the high temperature melt. Results of the sensitivity analysis and comparison with the LAVA-EXV test data indicated that the developed computational tool carries a high potential for simulating the thermal behavior of the RPV during a core melt relocation accident. It is concluded that the main factors affecting the RPV failure are the natural convection within the debris pool and the ablation of the metal vessel, The simplistic natural convection model adopted in the computational program partly made up for the absence of the mechanistic momentum consideration in this study. Uncertainties in the prediction will be reduced when the natural convection and ablation phenomena are more rigorously dealt with in the code, and if more accurate initial and time-dependent conditions are supplied from the test in terms of material composition and its associated thermophysical properties.
