BSC Perspective of an Exploratory study of Developing CSF/KPI Pool in Korean Construction Industry (균형성과표(BSC)에 의한 건설산업의 주요성공요인과 성과지표개발에 관한 연구)

  • In recent years, academic scholars and practitioners have given increasing attention to the importance of strategic performance measurement systems including both financial and non-financial performance metrics. The Balanced Scorecard (BSC) is known as integrated performance management framework that helps an enterprise to translate strategic objectives into relevant performance within an organization. While the current literatures and management articles offer BSC design and implementation. there are few reports of detailed validation of using the rationalized sets of CSF (Critical Success Factors) and KPI (Key Performance Indicators) for the Korean construction industry. This paper first propose the perceived sets of CSF/KPI using current literatures and validate with a major construction company's executives and senior managers in Korea. The paper then examines whether the perceived sets of CSF/KPI have co-relationships with the firm performances. The results of the research contribute in heightening of competitiveness of the Korean construction companies in strategic and performance management.

Smart Tourism Development in Small and Medium Cities: The Case of Macao

  • As a popular concept, smart tourism is widely used as a strategic tool to improve the competitiveness of world tourism destinations. Taking Macao as a case study, this research explores the relationship between government, academic research, and smart destination applications, with a view toward investigating the utilization of smart technology to achieve service innovation, effective communication with tourists, and enhance the travel experience. The study summarizes the current situation of smart tourism in Macao, finding that most of the smart services in Macao rely on users to obtain information spontaneously and do not achieve real interaction and service demand. Suggestions and advice for smart development are provided.

A Study on the Effect of Technological Innovation Capability and Technology Commercialization Capability on Business Performance in SMEs of Korea (우리나라 중소기업의 기술혁신능력과 기술사업화능력이 경영성과에 미치는 영향연구)

  • With the advent of knowledge-based society, the revitalization of technological innovation type SMEs, termed "inno-biz" hereafter, has been globally recognized as a government policymakers' primary concern in strengthening national competitiveness, and much effort is being put into establishing polices of boosting the start-ups and innovation capability of SMEs. Especially, in that the inno-biz enables national economy to get vitalized by widening world markets with its superior technology, and thus, taking the initiative of extremely competitive world markets, its growth and development has greater significance. In the case of Korea, the government has been maintaining the policies since the late 1990s of stimulating the growth of SMEs as well as building various infrastructures to foster the start-ups of the SMEs such as venture businesses with high technology. In addition, since the enactment of "Innovation Promotion Law for SMEs" in 2001, the government has been accelerating the policies of prioritizing the growth and development of inno-biz. So, for the sound growth and development of Korean inno-biz, this paper intends to offer effective management strategies for SMEs and suggest proper policies for the government, by researching into the effect of technological innovation capability and technology commercialization capability as the primary business resources on business performance in Korean SMEs in the light of market information orientation. The research is carried out on Korean companies characterized as inno-biz. On the basis of OSLO manual and prior studies, the research categorizes their status. R&D capability, technology accumulation capability and technological innovation system are categorized into technological innovation capability; product development capability, manufacturing capability and marketing capability into technology commercialization capability; and increase in product competitiveness and merits for new technology and/or product development into business performance. Then the effect of each component on business performance is substantially analyzed. In addition, the mediation effect of technological innovation and technology commercialization capability on business performance is observed by the use of the market information orientation as a parameter. The following hypotheses are proposed. H1 : Technology innovation capability will positively influence business performance. H1-1 : R&D capability will positively influence product competitiveness. H1-2 : R&D capability will positively influence merits for new technology and/or product development into business performance. H1-3 : Technology accumulation capability will positively influence product competitiveness. H1-4 : Technology accumulation capability will positively influence merits for new technology and/or product development into business performance. H1-5 : Technological innovation system will positively influence product competitiveness. H1-6 : Technological innovation system will positively influence merits for new technology and/or product development into business performance. H2 : Technology commercializing capability will positively influence business performance. H2-1 : Product development capability will positively influence product competitiveness. H2-2 : Product development capability will positively influence merits for new technology and/or product development into business performance. H2-3 : Manufacturing capability will positively influence product competitiveness. H2-4 : Manufacturing capability will positively influence merits for new technology and/or product development into business performance. H2-5 : Marketing capability will positively influence product competitiveness. H2-6 : Marketing capability will positively influence merits for new technology and/or product development into business performance. The followings are the research results : First, as for the effect of technological innovation on business performance, the technology accumulation capability and technological innovating system have a positive effect on increase in product competitiveness and merits for new technology and/or product development, while R&D capability has little effect on business performance. Second, as for the effect of technology commercialization capability on business performance, the effect of manufacturing capability is relatively greater than that of merits for new technology and/or product development. Third, the mediation effect of market information orientation is identified to exist partially in information generation, information diffusion and information response. Judging from these results, the following analysis can be made : On Increase in product competitiveness, directly related to successful technology commercialization of technology, management capability including technological innovation system, manufacturing capability and marketing capability has a relatively strong effect. On merits for new technology and/or product development, on the other hand, capability in technological aspect including R&D capability, technology accumulation capability and product development capability has relatively strong effect. Besides, in the cast of market information orientation, the level of information diffusion within an organization plays and important role in new technology and/or product development. Also, for commercial success like increase in product competitiveness, the level of information response is primarily required. Accordingly, the following policies are suggested : First, as the effect of technological innovation capability and technology commercialization capability on business performance differs among SMEs; in order for SMEs to secure competitiveness, the government has to establish microscopic policies for SMEs which meet their needs and characteristics. Especially, the SMEs lacking in capital and labor are required to map out management strategies of focusing their resources primarily on their strengths. And the government needs to set up policies for SMEs, not from its macro-scaled standpoint, but from the selective and concentrative one that meets the needs and characteristics of respective SMEs. Second, systematic infrastructures are urgently required which lead technological success to commercial success. Namely, as technological merits at respective SME levels do not always guarantee commercial success, the government should make and effort to build systematic infrastructures including encouragement of M&A or technology trade, systematic support for protecting intellectual property, furtherance of business incubating and industrial clusters for strengthening academic-industrial network, and revitalization of technology financing, in order to make successful commercialization from technological success. Finally, the effort to innovate technology, R&D, for example, is essential to future national competitiveness, but its result is often prolonged. So the government needs continuous concern and funding for basic science, in order to maximize technological innovation capability. Indeed the government needs to examine continuously whether technological innovation capability or technological success leads satisfactorily to commercial success in market economic system. It is because, when the transition fails, it should be left to the government.

  • The growth of virtual reality(VR), which is regarded as a part of the 4th industrial revolution, is being delayed differently from the prediction. In this study, we briefly analyze these reasons from the point of view of CPND ecosystem. Virtual reality is a technology in which a user wears a device and accesses a platform through a network to use various contents. Therefore, balanced development of C-P-N-D ecosystem fields is important for successful popularization of virtual reality. In Korea, content, platforms, and devices, except for the network, are evaluated as having low competitiveness. While efforts to secure competitiveness in individual fields are important, it is also necessary to nurture network-based platforms that can utilize killer content. It should be kept in mind that simple breeding of killer content alone can not build an entire virtual reality C-P-N-D ecosystem, and the broadcast / media sector also needs to take this approach.

  • Previous research on university life of Chinese students studying in Korea has been conducted on students in Korea, but Chinese students have a sense of belonging and university prejudice against Korean universities, so the objectivity of research is not clear. This paper conducted a survey of the Chinese people in China and conducted a media search for attracting foreign students. Not all foreign students are proficient in Korean language. Even students who have completed more than one year of education in the Korean language institutes or passed advanced level of Test of Proficiency in Korean(TOPIK) have difficulties in everyday life and acquiring a degree. According to the results of this study, until foreign students who lack sufficient Korean language skills are able to adapt to culture and acquire information in Korea, it is desirable to prepare multilingual content services so that they can obtain academic information or daily information necessary for studying in their native language.

A study on the spot location strategy for entry overseas of korea company (한국기업의 해외진출을 위한 현지화 전략에 관한 연구)

  • Between different organization, they creat competitiveness from the result of their own manufacturing and sales activity especially the manufacturing companies. This paper will focus on the spot location strategy of korea company which have oversea business and find out the relationship between the spot location strategy and the resources or competitive ability of this kind of companies. Each company has their own way to realize their overseas business expansion and creat their competitiveness in their international business. At the same time, they also have their own way to share their resources and their competitive ability. All this 3 kinds of strategies are important and the combination of them is more important for companies that have overseas business. To examine the relationship between the spot location, the resources and the competitive ability strategies, this paper developed two hypotheses and tested them. To test the hypotheses, this paper conducted a mail survey to operations managers of overseas companies in Korea and collected 102 usable responses. To simplify the responses, this paper used cluster analysis and found 3groups of spot location strategy, 2 groups of resources strategy and 2 groups of competitive abilities strategy. This paper also investigated interdependence and performance differences between these groups. From the analyses, this paper found the following results: It is important for a overseas company to make their spot location strategy to be fit for their resources strategy and competitive abilities strategy and a perfect spot location strategy can make the company gain a advantage of high level in most of time.

  • The purpose of this study was to extract and evaluate the factors to improve the quality of shipping logistics platform suggested as an alternative to the stagnant shipping logistics industry. For this, we selected factors through previous research and expert interviews, and conducted surveys on carriers, forwarders, shippers, and platform operators with experience using shipping logistics platforms. As a method of analysis, quality evaluation of the shipping logistics platform was conducted using IPA (Importance-Performance Analysis). The results of this study are as follows "Competitiveness of services provided", "Connectivity with other transportation mode", "Competitiveness of freight", "Transparency of freight", and "Stability of booking space". For the shipping logistics platform to be activated in the future, priority should be given to focusing on these factors. This study has academic significance for establishing configuration function of shipping logistics platform and deriving evaluation factor. Additionally it is an industrial significance for suggesting strategies to improve users' participation in the shipping logistics platform.

Remodeling Strategies for Governance of Trade in Services in Korea (서비스무역 거버넌스 분석과 리모델링 전략)

  • As a result of overemphasizing the goods sector in trade structure, Korea does not meet properly the global trend which has the key role of 'trade in services' as the service economy have been expanded. Hereafter, it is easily forecasted that trade in services will be one of the main factors for Korea's competitiveness and engine of growth. Nevertheless, because Korea does not equip the concreteness of governance for trade in services, it is possible that the efficiency deterioration of trade volume, confusion of Korea's trade policy, conflict among trading countries, and discordance between the interested parties may be occurred. This paper analyzes the governance system of Korea for trade in services in order to enhance the competitiveness reflecting the importance of trade in services and to draw some strategies for remodeling the service governance system. It is expected to raise the efficiency of Korea's trade policy by constructing the systematic governance for trade in services, and to remove lots of latent risks during global transactions by improving the imbalance between manufacturing and service part for the development of trade in services in Korea. Analysis revealed itself the result that Korea is weak enough to can not identify the governance system about trade in services. Except 'Extent of Services' article of the Foreign Trade Act, Korea has not prepared the governance system for trade in services so that governance system have been scattered overly or decentralized. Problems about trade in services are not limited to enterprise's side, but extended to all the players including government agency whole, academic world and research institute. Therefore, the governance of trade in services should be strengthened and systematized by making the model law for trade in services(provisional name : Master Law for Trade in Services or Promotion Law for Trade in Services) by formatting type of fundamental law or separate legislation. If the bill legislation does not meet the conditions, the Foreign Trade Act should be totally reformed to Omnibus Trade Act concept including trade in services.

Analysis of the Relative Efficiency and Competitiveness of Production Structure for the Industrial Clusters in Korea (국내 주요 산영클러스더별 상대적 효율성 분석 및 생산구조 비교)

  • This paper analyses the relative efficiency and competitiveness of production structure for the industrial clusters(Ulsan, Changwon, Kumi, Wonjoo, Banwol & Siwha, Kwangwju, Gunsan) which had allocated in 2004 in Korea by the DEA approaches. The results show that except U1san, Wonjoo, the 5 industrial clusters have improved the relative efficiency in terms of input and output since they were allocated. And, the reason of the inefficiency for the 5 industrial clusters were not for the technical relationship but for the production scaling size. That is, by clustering for the industrial production firms, the economic effect came true throughout the production scaling size effects. Also, by the positioning approach for the production factors such as labor, capital, and R&D investment via production growth, the results show that Banwol & Siwha, Goomi clusters have effectively been managed, but Wonjoo, U1san and Gunsan are not.

  • Since 2012, the government has attempted to stimulate the human resources businesses need and substantial R&D technology by promoting "Leaders in INdustry-university Cooperation" (LINC). They use the natural the relationship between industry and university develop and spread a variety of industry-university cooperation for mutual growth model leading universities and industries of the region. More than recent cooperation education, at the level of practical use, field oriented talent needed in the industry demand Internationalized talent which can become members of a global community cultivated with International perspective and insight. Furthermore, while currently each university's circumstances and the position is different, and while this strategy, each unique, individual, specific international level's Cooperation Education Plan is Established and operating actively, Governments and businesses will be able to train desired international academic centers' advanced talent. We have come to hope that this will act as an important factor in furthering national competitiveness.
