This paper is to discover selection indicator for academia-industrial cooperation R&D project. Existing Project lacks careful consideration for participant enterprise. But, This project must be focused on enterprise for the goal of project is to improve business competition. Therefore, we analyze the survey result of enterprise satisfaction and deduct the factor of satisfaction by statistical analysis like One-way ANOVA and Regression. The study says that collaboration time, the time of planning of commercialization, technology transfer and the level of goal achievement improve enterprise satisfaction. And it implies needs for plan of manpower input and commercialization at the selecting phase. This paper is significant that it can improve project system by satisfaction. We expect that this result is utilized by planning and management.

The policy objective of leading industries for an economic region is to increase industrial competitiveness by regional cooperation and linkage and so the economic impact analysis of R&D by region is required. This research utilizes regional input-output tables of the Bank of Korea to analyze the economic impact of 'next-generation wireless communication devices' project in 'New IT' sector of Chungcheong economic region.

As R&D cooperation activities with various partners are becoming huge in scale and scope, to achieve successful R&D performance, we need to systematically divide by its characteristics and to stratagemically carry out R&D cooperation activities. In this paper we propose R&D cooperation system between the university and the R&D institute in the geoscience field. The cooperation system can include activities of joint R&D program execution, R&D researcher exchange, R&D infrastructure use, technology commercialization and business exchange. Its system seems to positively affect on R&D performance and when considering the level of innovation as a moderating variable, in the situation of high innovation environment its system is able to positively affect on the R&D performance. For different effects of R&D cooperation activities on individual cooperation performance we can choose proper cooperation activities for R&D cooperation purposes.

R&D institutes, supporting development in industry, are required to provide an economic basis of their R&D investments. In this paper, we apply prospective cost-benefit analysis to evaluate the economic impact of R&D investments. We compute main metrics with cost and benefit estimated via counter-factual evaluation model. Among many projects of KRISS to improve measurement reliability, three projects are evaluated by applying prospective cost-benefit analysis.

The Government R&D budget for 2019 exceeded 20 trillion won in order to develop future growth market such as basic research investment and creation of growth engine. As such, the importance of R&D investment is increasing, and various schemes for enforcing efficient and transparent business expenses are being expanded. However, research expenses (Charge ratio) such as fraudulent execution of funds are continuously being generated, and a system of imposition of sanctions is being introduced. In this paper, the legal grounds of sanctions, comparative review of laws and regulations between the ministries, and the criteria of imposition (imputation) were analyzed. In addition, since the amendment of the standard for imposing the intergovernmental surcharges, a single standard has been applied, and the transition process of the surcharging system has been reviewed. As a result of the data analysis, it was found that they focused on micro - utility activities and suggested new policy measures corresponding to them. We aim to confirm empirically that a corporate's R&D expenditure effect positively on its value. As a result of the regression analysis on financial statements of KSE and KOSDAQ enterprises, the sum of R&D expenditure effects positively on corporate value. Moreover, we have the result that R&D expenditure appropriated as cost has more effect on corporate value than the expenditure appropriated as asset.

This study analyses the relative importance of R&D business model of the small and medium manufacturing firm. We also compare samples by classifying by its properties, technology and market circumstance. The most important factor of the R&D business model is marketing factor and infrastructure factor is relatively less important. Also the relative importance of the R&D business model is different according to firm's properties and technology. So when government establishes the R&D policy, he focuses on designing the R&D business model.

Innovative capacities and performance are essential for the growth of the IT industry and the development of the Korean economy. Global R&D centers are important sources of innovation in the IT industry. In order to identify the structure of the innovation environment of global R&D centers in IT industry, we conducted a field survey of 50 global R&D centers and 50 global R&D policy experts in IT industry. According to the empirical results obtained using the Linear Structure Model, it is suggested that, first, with regard to a short-term IT global policy, the direction of the Korean government's policy should act as a trigger to connect the research domain and the market domain; second, the government policy should act as a facilitator to connect the development domain and the research domain in the mid-term period; and, finally, the government's R&D policy should serve as a disseminator to connect technological capability and the market space domain in the long-term perspective. For an effective way of internationalizing innovation, IT policy planners should regard global IT R&D centers as the important components of national innovation system and encourage the effective involvements by them in the process of IT industrial innovation.
