Following the idea of "what you measure is what you get," this paper discusses the necessity to improve the plan and management of Application Service Provider (ASP) service based on performance evaluation. The Balanced Scorecard (BSC) has been used as a tool for suggesting the measures that can evaluate performance of a company by considering both financial and non-financial perspectives. The current BSC does not provide techniques to formally define, verify, implement and analyze the performance measures of ASP. Therefore, we developed a methodology for strategy development of ASP service by analyzing the BSC performance measures. This methodology provides a strategy for improving ASP service. The methodology proposed in this paper provide executives with core parts for achieving vision as well as the corresponding interpretation model for developing strategy. The methodology consists of the following two phases: BSC and Importance-Performance Analysis (IPA) phase. The methodology is illustrated through a case study in each phase. The case study shows practical deployment of our methodology.

21세기에 접어들면서 기업의 경영환경은 급속한 속도로 변화하고 있다. 이러한 급격한 환경변화 속에서 기업이 핵심역량에 집중하고 기업의 경쟁력을 극대화하기 위해 기업의 정보관련 시스템 및 어플리케이션을 아웃소싱하기 위해 사용하는 개념이 ASP 서비스이다. ASP 서비스는 기업내부에 정보시스템 전담 조직을 갖추지 않고서도 각종 소프트웨어를 저렴한 값에 사용할 수 있고, 기업 자체의 전산시스템 및 운영 전담인력이 필요없으며, 하드웨어 및 소프트웨어를 구입할 필요성이 없는 등 여러 가지 이점을 가지고 있어 최근들어 기업들로 하여금 큰 논의와 함께 많은 투자가 이루어지고 있다. 하지만 ASP 서비스의 개념이 비교적 최근에 등장한 개념이기 때문에 관련 연구들이 개념정립이나 도입 의사결정 요인에 관한 연구에 머무르고 있는 실정이다. 이러한 배경하에서 본 연구는 첫째, ASP 서비스에 대한 체계적인 연구를 통해 ASP 서비스의 개념에 대한 명확한 이해를 제공하고, 기업의 정보화 추진 방법으로서 ASP 서비스가 가지는 가능성을 분석해 보고 둘째, 기업이 ASP 서비스를 도입하고 운영함에 있어서 성공적인 수행에 어떠한 요인들이 중요한 영향을 미치는지 살펴보기 위해 개념적인 모형을 도출해 보고자 한다.

e-Business는 최근 IT산업에서 가장 빈번히 등장하는 화두이다. 인터넷이 빠른 속도로 보급되고 시간과 공간의 한계를 극복할 수 있는 가능성을 제공함에 따라 기존의 오프라인 시스템들의 인터넷과 연동이 추구되고 있다. 인터넷과의 연동은 단순한 정보의 공유뿐만 아니라 지식, S/W, E/W 등의 거의 모든 IT자원들에 대한 공유를 촉발시키고 있다〔1〕. 1990년대 정보기술 아웃소싱은 괄목할 만한 성장을 가져왔다. 최근 새로운 종류의 아웃소싱 비즈니스 모델인 ASP(Application Service Providers)의 등장으로 정보기술 시장의 주요 이슈로 주목받고 있다. 하지만 아직 초기단계이기 때문에 수요층의 인식부족, 효과에 대한 확신 부족 등과 같은 여러 걸림돌이 있지만 e-Business의 핵심영역으로 발전할 것으로 전망된다. ASP는 e-Business관련 소프트웨어 및 어플리케이션을 배송하는 하나의 방식이다. 즉, ASP는 e-Business를 가능하게 하는 Enabler라고 볼 수 있다〔3〕. 본 연구는 ASP(Application Service Provider, 이하 ASP)의 서비스 품질의 차원을 분류하여 고객에게 보다 중요한 품질 요인을 찾기 위한 측정의 개념적 틀을 제시하고자 한다.

본 연구의 목적은 국내에서 축적한 ASP 경험과 노하우를 바탕으로 해외로 진출하는데 도움을 주기 위한 것이다. 이를 위해 아시아 국가의 정보통신 인프라 현황, 한국의 해외투자 현황, 그리고 일반적 시장 매력도를 종합평가하여 ASP 해외진출에 적절한 국가로 중국, 일본, 인도네시아, 말레이시아를 선정하였고, 각 국가별 ASP 시장 진출 전략을 제시하였다. 본 연구는 ASP 벤처 기업이나 창업자에게 도움을 줄 것으로 본다.

건설 산업에서도 정보시스템 도입비용 및 위험부담을 줄이고, 이를 통해 부족한 경영능력과 미비한 경영환경을 상당부분 극복할 수 있으며, 기업의 자원과 비용을 최소화하고 업무처리 시간을 단축할 수 있을 것으로 기대되는 ASP(Application Service Provider) 시장의 활성화가 예상된다. 본 연구는 건설산업 ASP 시장을 위한 초기 탐색적 연구로써 건설기업에서 ASP 선택 시 의사결정에 영향을 미치는 평가영역을 도출하였고, 건설 ASP 평가기준을 제시하였으며, 제시된 평가기준을 바탕으로 ASP 우선 적용 건설업무기능을 도출하였다. 본 연구의 결과는 건설 산업 ASP에 대한 연구 기를 제공은 물론, 향후 건설산업에 ASP를 적용할 경우 우선적으로 적용해야 할 건설업무기능의 선택과 의사결정 방법에 도움을 줄 것으로 기대한다.

The health and medical service attracts more public attention as the economy of Korea is rapidly growing up and the standard of living is elevated. Especially, the interest and demand on the prehospital emergency medical service that consists of the important part of primary medical service that is directly related to the life of patients are gradually increased. However, as compared with other advanced countries such as America in this area, Korea actually fell behind in the utilization of IT (Information Technology) to maximize the efficiency of emergency service system as well as has a problem in the general service system. This study suggested the necessity to introduce EMD (Emergency Medical Dispatch) system that takes a great role as the core part in the prehospital emergency medical service that is not systemized in Korea yet. In addition, this study proposed the implementation model of EMD ASP system using ASP (Application Service Provider) in EMD system to flexibly deal with the change of IT and efficient implementation and integration of information system as well as to significantly reduce cost through wire/wireless high speed Internet network that is politically promoted in Korea on the basis of EMD. The system analysis and design was executed by HIPO (Hierarchy Plus Input Process Output) analysis that was the conceptual design technology for EMD information system modeling based on ASP and DFD (Data Flow Diagram). This study proposed DB table configuration and data schema to implement the application of web browser interface in EMD system through ERD(ER-Diagram) of EMD ASP system. Finally, this study described how to implement and utilize EMD information system. This study aims to facilitate the qualitative development of emergency medical service in the future as suggesting the concrete models for the implementation of high value-added prehospital emergency medical information system as applying ASP concept to EMD system of prehospital emergency medical service area.

The purpose of this study is to provide a conceptual understanding of ASP service for ERP implementation in small-to-medium enterprises under the current market situation in which the significance of information systems was standing out to respond to the rapid changes of managerial environment caused by the spread of Internet. In addition, it was to extract practical causes of introduction of ERP through ASP services by analyzing the causes and benefits considered by small-to-medium enterprises which use it. This study confirms that using ASP is better, faster and cheaper. Therefore, it is inevitable. The enterprises can reduce many risks of in-House ERP system such as excessive initial investment and operational expenses, lengthened constructional time, and the possibility of failure while achieving the benefit of ERP solution. However, there are many considerations which the enterprise carefully take into in order to implement the systems successfully such as selecting the system which is right for the enterprise's environment by setting the goal of implementing the system clearly, reducing the construction time by minimizing the customizing of the system, including the core people who knows the business process well, enough education before and after the implementation, and considering many aspect of ASP service provider. Also, the service provider should develop new way to provide customized service with cheap price while guaranteeing the reliability and supporting the customer's needs actively.

The primary purpose of this study is to examine the interaction effects of organizational characteristics as contextual variables on the relationship between relational exchange characteristics and ASP service performance. The effect of relational exchange characteristics on ASP service performance has been also investigated. For this purposes, we developed a research model based on the literature reviews of ASP services, relational exchange theory, and contingency theory. A total of 106 usable survey responses from companies using ASP services has been analyzed in the study. The findings indicate that (1) flexibility and partnership had a positive influence upon noneconomic profit, (2) information sharing had a positive influence upon economic profit, (3) organizational size and IS maturity had a partial moderating effect on the relationship between relational exchange characteristics and ASP service performance, and (4) the subgroup analysis, conducted to determine the exact nature of interaction effect, reveals that the relationship between relational exchange characteristics and noneconomic profit is significantly stronger with a high level of organizational size than with a low level, and that the relationship between relational exchange characteristics and economic profit is significantly stronger with a low level of IS maturity than with a high level.

Under rapidly changing business surrounding, companies need information systems to keep their competitive powers and forecast business surroundings beforehand. In these trends, interests of ASP (Application Service Provider) service is increasing because of the advantage for efficiency to maintain a system and an inexpensive investment to build a system, and this service is rapidly spreading to many parts from simple functions to ERP system. In this research, we argue about these problems and about administrative framework technology for efficient ASP service of ERP system.

본 연구에서는 ASP 도입에 미치는 영향 요인을 조직 요인, 시스템 요인, 환경 요인 등을 독립 변수로 설정하고, 공급사와 고객사 간의 적합성을 조절 변수로 설정하였으며 종속 변수는 ASP 도입 성과로 설정하였다. 검증 결과 독립 변수들 가운데 유일하게 비용 절감의 기대 요인만이 ASP 도입 성과에 긍정적인 영향을 미치지 않는 것으로 분석되었다. 또한, 조절변수로 설정된 공급사와 고객사 간의 적합성 요인은 독립 변수 중 유일하게 비용 절감의 기대요인과 ASP 도입 성과 간에 조절적인 영향을 미치지 않는 것으로 분석되었다.
