Forest Degradation and Spatial Distribution of Forest Land Development (산지개발의 공간분포와 산림훼손)

  • Development activities in forest areas are analysed based on degree of slope, altitude, land cover, and prefectures in order to improve the capacity of existing regulations of 'feasibility of forest land conversion' and 'assessment of forest land characteristics' in this research. 959 land based developments between year 2007 and 2013 have been analysed. A development site includes over 50% of forest is categorized as a forest type, degree of slope is steeper than $8.5^{\circ}$ as mountain type, and a development included in the both categories as combined type. Distribution characteristics of the above three types are analysed by development categories and regions adopting Relative Mountain Development Index(RMDI). In results, 44.94% of total development activities have been carried out in Gyeongsang Do in order of urban development, industrial complex, sports facilities, and soil and stone collection quarrying. Developments less than $0.3km^2$ which are exempt from the feasibility of forest land conversion regulation consist 86 cases of forest type, 78 cases in mountain type, and 78 cases in combined type. SAI by slope range showed the highest value of 1.55 in less than $5^{\circ}$ and the lowest value of 0.69 between $20^{\circ}-25^{\circ}$. RMDI value in Gyeongsang Do where mountain ratio is 67.05% appeared 1.17, which is 5 times more than Gangwon Do where mountain area ratio is 81.30%, and 2 times more than Chungchung Do where mountain area ratio is 51.24%. Development activities in forestland in Korea showed unequal distributions and 26% of those developments were not subjected to the feasibility of forest land conversion regulation.

The Calculation of Geographic Practice Cost Index and the Feasibility of Using It in Korean Payment System (진료비용 지역보정지수의 산출 및 국내 적용의 타당성)

  • The fee-for-service system is used as the main payment system for health care providers in Korea. It has been argued that it can't reflect differences in the medical practice costs across regions because the fee schedule is calculated based on the average cost. So, some researchers and providers have disputed that there is need for adopting geographic practice cost index (GPCI) used in the United States for the Medicare program for the elderly to the fee-for-service payment system. This study performed to identify whether the difference in the practice costs among regions exists or not and to examine the feasibility of applying GPCI to Korea payment system. For this purpose, we calculated modified-GPCI and examined considerations to introduce GPCI in Korea. First we identified available data to calculate GPCI. Second, we made applicable GPCI equations to Korea payment system and computed it based on four types of regions (metropolitan, urban, suburban, and rural). We also categorize the regions based on the availability of the medical resources and the capability of utilizing them. As a result, we found that there wasn't any significant difference in the GPCI by regional types in general, but the indices of rural areas (0.91-0.98) was relatively low compared to the indices of other regions (0.96-1.07). Considering the need to use GPCI floor, the pros and cons of using GPCI, and the concern of the regional imbalance of resources, the introduction of GPCI needs to be carefully considered.

A Study on the Appropriateness of Regulatory Impact Analysis(RIA) on Technological Regulation: With the Focus on the Technological Regulation Impact Assessment (기술규제 규제영향분석의 적절성에 대한 연구: 기술규제영향평가 차원에서)

  • The purpose of this study is to examine the appropriateness of Regulatory Impact Analysis(RIA) in terms of the technological regulation impact assessment in order to confirm whether the current RIA process reflects the important characteristics of technological regulation. This paper develops a logical framework for analysis of technological regulation and evaluates the appropriateness of the RIA statements submitted by the government departments. From the viewpoint of [technological feasibility of regulation], [synthesis of domestic technological norms], [synthesis of international technological norms], as a result of evaluating the contents of the actual RIA statement on the basis of objective facts, feasibility of alternative analysis, and expert judgment, only 23.4% of the RIA statements were judged "appropriate", and there were no particular differences among the government. As a result of reviewing the appropriateness of RIA statements according to regulatory attributes, the appropriateness of RIA statements on technological regulation with social regulatory and indirect regulatory attributes was rather high. In sum, the level of Korean RIA statements is insufficient to carry out the practical meaning of technological regulation impact assessment. That is, as each government department adopts technological regulation, the understanding of the technological properties of the regulation may not be complete. The RIA statement that does not adequately reflect the technological rationale, hinders the careful review of other regulatory alternatives by exaggerating the feasibility of the technology regulation, at the same time leads to the serious problems that impede the acquisition of competitiveness of companies and the public in the global competition system.

  • A lot of organizations have been recognized innovative activities as the required process for organizational effectiveness and efficiency in those. Especially, the perceptual scope of innovation indisputability has been extended to the central and local government, and the public organization, which ultimately have the goal of public benefits. This study is to investigate the feasibility of the assessment elements consisting of framework for making a diagnosis of the level of administration innovation of local government. The elements of framework are such seven elements as innovative leadership, innovation vision and strategies, systematic infrastructure, innovative problems, innovation management, education and learning of innovation, and the perceptual level of members. The research results can provide the implications to not only local governments but also the public policy organizations who wish to extract the innovative problems and diagnose the innovation level of themselves.

How Can We Develop and Make Use of the Quality Assessment Tool of Web-Based Instruction(WBI) for Nutrition Education\ulcorner (웹기반 영양교육 프로그램의 질 평가도구 개발 및 활용가능성 탐색)

  • The purposes of this study were to: a) develop the quality assessment tool of Web-based Instruction (WBI) for nutrition education, b) evaluate the operated WBI (NutriZone) by this tool, and c) do the feasibility study about quality assessment tool for WBI by establishing the instruction and operating strategies. The developed quality assessment tool of WBI for nutrition education was divided into three categories of instruction design, contents and support & operation. And a total of forty items were measured by Likert 5 point scale, computed as one point per item, and amounted to forty points in all. As a result of evaluation, NutriZone got 21.79 out of 40 points and fulfillment rate of 54.5%. The IPA (Importance-Performance Analysis) was applied to establish the instruction and operating strategies, and nine items characterized as attractiveness, multimedia, and learner-initiative were in 'Doing Great, Keep It Up', and so it was regar-ded as program designed with concern in WBI's characteristics unlike the conventional face-to-face education. But twelve items such as 'Errors on switch to other screens are few.', 'Ready correction leads to be out of systemic error.', 'Highlight marks and moving pictures were used in sign of importance.' and etc. that got high importance and low performance needed to be focused in instructional strategy.

Roles of Health Technology Assessment for Better Health and Universal Health Coverage in Korea (우리나라 보건의료 발전을 위한 의료기술평가의 역할)

  • Health technology assessment (HTA) is defined as multidisciplinary policy analysis to look into the medical, economic, social, and ethical implications of the development, distribution, and use of health technology. Following the recent changes in the social environment, there are increasing needs to improve Korea's healthcare environment by, inter alia, assessing health technologies in an organized, timely manner in accordance with the government's strategies to ensure that citizens' medical expenses are kept at a stable level. Dedicated to HTA and research, the National Evidence-based Healthcare Collaborating Agency (NECA) analyzes and provides grounds on the clinical safety, efficacy, and economic feasibility of health technologies. HTA offers the most suitable grounds for decision making not only by healthcare professionals but also by policy makers and citizens as seen in a case in 2009 where research revealed that glucosamine lacked preventive and treatment effects for osteoarthritis and glucosamine was subsequently excluded from the National Health Insurance's benefit list to stop the insurance scheme from suffering financial losses and citizens from paying unnecessary medical expenses. For the development of HTA in Korea, the NECA will continue exerting itself to accomplish its mission of providing policy support by health technology reassessment, promoting the establishment and use of big data and HTA platforms for public interest, and developing a new value-based HTA system.

Feasibility of Serum Pentosidine Level as a Potential Risk Factor for Osteoporotic Vertebral Compression Fracture

  • Study Design: Feasibility study. Purpose: To evaluate the feasibility of using serum pentosidine level as a potential marker for osteoporotic vertebral compression fracture (OVCF). Overview of Literature: A review of previous studies suggests a negative correlation between serum pentosidine concentration and bone strength. However, it is unclear whether serum pentosidine level might be a potential marker of OVCF in Koreans. Methods: Forty patients who underwent bone mineral density examination were included in this study, and their serum pentosidine levels were prospectively analyzed. Serum pentosidine level was evaluated using enzyme-linked immunosorbent assay. Among all the patients, 11 with OVCF were assigned to the vertebral fracture group and 29 who did not have vertebral fracture were included in the non-fracture group. In addition, we used the Fracture Risk Assessment (FRAX) tool Korean version for assessing the 10-year probability of fracture. Results: There was a statistically significant difference in the mean serum pentosidine level (p=0.04) of the vertebral fracture group (110.8 ng/mL) and the non-fracture group (64.3 ng/mL). Logistic regression analyses showed that serum pentosidine was significantly associated with OVCF. The vertebral fracture group had significantly higher 10-year probability of major osteoporotic fracture as per FRAX than the non-fracture group. There was a positive correlation between pentosidine level and FRAX results (r=0.35, p=0.02). Conclusions: These results suggest that increased serum pentosidine level could be a potential marker for OVCF.

Performance Criteria to Assess the Remodeling Feasibility of Office Buildings (업무용 건축물 리모델링 사업성 평가 성능기준)

  • Despite the changes to demands and perceptions according to building deterioration, most of the previous studies on remodeling have focused on apartment buildings, which are residential buildings. Few studies have been conducted on buildings for general commercial use, or office buildings. Accordingly, this study set out to prepare a set of performance criteria to assess the remodeling feasibility of office buildings. For that purpose, 23 assessment items were devised, their importance was tested, 13 were extracted, and a set of scoring criteria for each item was prepared. Case analysis was conducted to check the reliability of the assessment items and scoring criteria. Through this analysis, it was found that the criteria were reliable.

  • This paper examines the design feasibility of cage aquaculture coexistent with an offshore wind farm in the southwestern sea of South Korea. Among the many types of fish farms, 2 × 3 cage aquaculture was selected for the investigation and the initial design including mooring lines, bridles, etc. was drawn with iterative numerical simulations using Orcaflex. Experimental campaigns were conducted to validate the numerical results, and they were found to be in good agreement with the experiments. Using a validated numerical model, the tension of mooring lines and the deformed volumes of the facility were examined under given operating and survival conditions. The validated model will be further used to investigate various aspects of the cage farm design for design optimization.

  • This study is objected by suggesting rationalization method of management and maintenance cost for railway investment assessment. The estimate of rational benefit and cost are a work of vital importance to decide railway investment as preliminary feasibility investigation is institutionally reinforced since January 2007. In particular, railway management and maintenance cost have to be applied to realistic and detail cost as railway investment assessment guide. For example, types of railway, construction of new line, improvement of conventional line, double tracking, railway electrification. However, railway investment assessment is inconsistency because of estimating the railway management and maintenance cost using existing unrealistic management and maintenance cost. Therefore, this study is performed parametric analysis effecting on the railway management and maintenance cost considered new technique, enhanced facilities and improved standard. Also, it suggests the itemized standard management and maintenance cost. Finally, it will be helped to establish the base of railway investment through the rationalization method of management and maintenance cost.
