  • As an impactive factor on industries and national economy, The Social Overhead Capital(SOC) is major factor to determine the national competitiveness and the investment of SOC is essential for its economic growth. Accordingly, introduction of the preliminary feasibility study and establishment of legal institutionalization and evaluation system has been carried out and reviewed since 1999. Nevertheless of these efforts, basic problems such as lack of scientific method for investment evaluation and loss of effectiveness on feasibility studies are continuously being brought up. Moreover, as the preliminary study to improve the mentioned problems is mainly focused on the economic and estimated demand analysis, the study of policy analysis, the most important phase during a feasibility study, is still insufficient. Therefore, in this paper, a quantitative decision-making model, to which the performance assessment method of Value Engineering(VE) is applied, is developed and proposed to improve the policy analysis of (preliminary) feasibility study that requires combining with relative studies, to induce quantitative analysis method, and to contribute the improvement of value on the political aspect for SOC investment goals and use as a strategic decision-making method by systematic analysis.

  • Recent trends in urban policies show the increasing importance of urban parks. Moreover the park policy and planning are increasingly important for the good urban park system. Comparative studies in the operational system and planning contents of the parks and green space plans of the major cities would be timely and meaningful. This study aims to provide a comparative study in operational system and planning contents of the Parks and Green Space Master Plan at urban scale. Sites include London, New York, Berlin, Sydney and Seoul. Analyses are focused on the master plans and strategy reports of each city. Frameworks for analysis are divided into operational system and planning contents. The results are as follows. First, the Parks and Green Space Plans as an open space planning linked to related resources would contribute to both integrated resources management and practice of the fairness. Second, evolution from quantity to quality of the parks and green space plan enhances revitalization and regeneration. Third, shift from the 'supply oriented plan' to 'need based plan' model provides flexible planning model to meet the demographic change, trend change, preference and use. Fourth, planning agents, enlarged opportunities for participation within each phase, diversified of the participants lead the changes from the passive participation to active one. In order to improve the practicability of the parks and green space master plan, a flexible planning strategy including social awareness changes and park governance is required.

Study on Retardation Effect of a Heavy Metal in Sandy Soils

  • Retardation effect of heavy metals in soils caused by adsorption onto the surfaces of solids particles is well known phenomena. The adsorption of metal ions has been recognized more strong in clay mineral and organic matter contents rather than sands and gravels. In this study, we investigated the retardation effect in two sandy soils by conducting batch and column tests. The column tests were conducted to obtain the relationship between concentration and time known as breakthrough curve (BTC). We applied pulse type injection of ZnCl$_2$solution on the inlet boundary and monitored the effluent concentration at the exit boundary under steady state condition using EC-meter and ICP-AES. Batch test consisted of an equilibrium procedure for fine fractions collected from two sandy soils for various initial ZnCl$_2$concentrations, and analysis of Zn ions in equilibrated solution using ICP-AES. The results of column test showed that i) the peak concentration of Zn analyzed by ICP was far less than that detected by EC-meter for both soils and ii) travel times for peak concentration were more less identical for two different monitoring techniques. The first result can be explained by ion exchange between Zn and other cations initially present in the soil particles since ICP analysis showed a significant amount of Ca, Mg ions in the effluent. From the second result, we found that retardation effect was not present in these soils due to strong cation exchange capacity of Zn ion over other cations since we did not apply a solution containing more adsorptive cations such as Al. The result of batch test also showed high distribution coefficients (K$_{d}$) for two soils supporting the dominant ion exchange phenomena. Based on the retardation factor obtained from the Kd, we predicted the BTC using CDE model and compared with the BTC of Zn concentration obtained from ICP The predicted BTC, however, disagreed with the monitored in terms of travel time and magnitude of the peak concentrations. The only way to describe the prominent decrease of Zn ion was to introduce decay or sink coefficient in the CDE model to account for irreversible decrease of Zn ions in liquid phase.e.

  • Maintainability indicates the extent to which maintenance can be done easily and quickly. The consideration of maintainability is crucial to reduce the operation and support costs of weapon systems, but if the maintainability is evaluated after the prototype production is done and necessitates design changes, it may increase the cost and delay the schedule. The evaluation should verify whether maintenance work can be performed, and support the designers in developing a design to improve maintainability. In previous studies, the maintainability index was calculated using the graph theory at the early design phase, but evaluation accuracy appeared to be limited. Analyzing the methods of evaluating the maintainability using fuzzy logic and 3D modeling indicate that the design of a system with good maintainability should be done in an integrated manner during the whole system life cycle. This paper proposes a method to evaluate maintainability using SysML-based modeling and simulation technique and fuzzy logic. The physical design structure with maintainability attributes was modeled using SysML 'bdd' diagram, and the maintainability was represented by an AHP matrix for maintainability attributes. We then calculated the maintainability using AHP-based weighting calculation and fuzzy logic through the use of SysML 'par' diagram that incorporated MATLAB. The proposed maintainability model can be managed efficiently and consistently, and the state of system design and maintainability can be analyzed quantitatively, thereby improving design by early identifying the items with low maintainability.

A New Efficient Private Key Reissuing Model for Identity-based Encryption Schemes Including Dynamic Information (동적 ID 정보가 포함된 신원기반 암호시스템에서 효율적인 키 재발급 모델)

  • The main obstacle hindering the wide deployment of identity-based cryptosystem is that the entity responsible for creating the private key has too much power. As a result, private keys are no longer private. One obvious solution to this problem is to apply the threshold technique. However, this increases the authentication computation, and communication cost during the key issuing phase. In this paper, we propose a new effi ient model for issuing multiple private keys in identity-based encryption schemes based on the Weil pairing that also alleviates the key escrow problem. In our system, the private key of a user is divided into two components, KGK (Key Description Key) and KUD(Key Usage Desscriptor), which are issued separately by different parties. The KGK is issued in a threshold manner by KIC (Key Issuing Center), whereas the KW is issued by a single authority called KUM (Key Usage Manager). Changing KW results in a different private key. As a result, a user can efficiently obtain a new private key by interacting with KUM. We can also adapt Gentry's time-slot based private key revocation approach to our scheme more efficiently than others. We also show the security of the system and its efficiency by analyzing the existing systems.

  • Most offshore platforms utilize chain mooring systems for position keeping. However, information regarding related design modification processes is scarce in literature. This study focuses on the floating liquefied natural gas (LNG) bunkering terminal (FLBT) as the target of shore platform and analyzes the corresponding initial mooring design and model tests via numerical simulations. Subsequently, based on the modified design conditions, a new mooring system design is proposed. Adjusting the main direction of the mooring line bundle according to the dominant environmental direction is found to significantly reduce the mooring design load. Even turret-moored offshore platforms are exposed to beam sea conditions, leading to high mooring tension due to motions in beam sea conditions. Collinear environmental conditions cannot be considered as design conditions. Mooring design loads occur under complex conditions of wind, waves, and currents in different environmental directions. Therefore, it is essential appropriately assign the roll damping coefficients during mooring analysis because the roll has a significant effect on mooring tension.

  • By the middle of 2018 there are signs of China's entry into a new period of development, characterized by a change in the old model: "market reforms-inner-party democratization - moderate foreign policy" to another: "market reforms - Xi Jinping personality cult - offensive foreign policy." This model contains the risks of arising of the contradiction between economic freedom and political-ideological rigidity which can lead to destabilization of the political life. However, in the current positive economic dynamics, these risks may come out, rather, in the medium and long term. Today, the political situation in China remains stable - despite growing dissatisfaction in scientific expert and educational circles due to increased control over the intellectual sphere by the authorities. The need for a new redistribution of power between central and provincial authorities could potentially disrupt political stability in the medium term, but, at the moment, is not a critical negative factor. The economic situation is positive-stable. Forecasts indicate a possible increase in China's GDP in 2018 at 6.5%. At the same time, there are negative expectations in connection with the Sino-US and potentially Sino-European "trade war". In the Chinese foreign policy, as a response to Western pressure, China increasingly uses the Russian direction of its diplomacy in the expanded version of Russia + SCO. The nuance here is seen in China's adjusted approach to the SCO: first of all, not as a mechanism for cooperation with Russia, but as an organization that allows using Russia's potential for pressure on the US in the Sino-US strategic rivalry. In the second half of 2018, the Chinese economy will continue to develop steadily, albeit with unresolved traditional problems (debts of provinces and state-owned enterprises, ineffective state sector, risks on the financial and real estate market). In politics, discontent with the cult of Xi will accumulate, but without real threats to its power. Weakening in economic opposition between China and the United States is possible due to Beijing's search for compromises on tariffs, intellectual property, trade deficit. To find such trade-offs, Xi will use the so-called. "Personal diplomacy" of direct contacts with Trump.

The Impacts of Chinese Seaborne Trade Volume on The World Economy (중국 품목별 수출입이 세계 경제에 미치는 영향 실증분석)

  • According to the World Bank statistics, China's contribution to global economic growth during the year of 2013-2016 was estimated at 31.6 percent. This figure is even larger than 29.0 percent, the contribution by summing each contribution of the United States, EU and Japan. The Chinese commodity trade accounts for up to 11.5 percent of world trade volume. Thus, we can consider that the Chinese economy has a strong influence on the global economy. The primary purpose of this study is to analyze the contribution level of Chinese seaborne trade volume on world economy. First, this study conducted a time-lag analysis using Moran test, so we can find that China's level of contribution to global economic growth varies from time to time. The contribution of the first phase (1999-2007) was nearly three times higher than the contributions from the second phase (2008-2016), suggesting that the overall contraction of the global trade volume starting from the subprime mortgage crisis in 2008 has continued until recently and recovery has not even occurred. Second, using the econometrics model, this study conducted an regression analysis of the impact of Chinese imports and exports in chemicals, grain, steel, crude oil, and container on global economic growth. Fixed effects model with time series data has been applied to examine the effect of Chinese seaborne trade volume on global economic growth. According to the empirical analysis of this study, China's exports of steel products, exports of container, imports of containers, imports of crude oil and imports of grain have significant contributions to global economic growth. Estimates of China's exports of steel products, exports of container, imports of containers, imports of crude oil and imports of grain are 1.023, 1.020, 1.019, 1.007 and 1.006, respectively. For example, the estimated value 1.023 of China's exports of steel products means that the growth rate can be 1.023 times higher than the current world GDP growth rate if Chinese seaborne trade volume of exports of steel products increased by one unit (one million tons). This study concludes that the expansion of China's imports and exports should be realized first to increase the global GDP growth rate. The expansion of Chinese trade can lead to a simultaneous stimulus of production and consumption in China, which can even lead to global economic growth ultimately. Thus, depending on how much China's trade will be broaden in the future, the width of global economic growth can be determined.

Effects of Air-flow Rate on Bio-drying of Food waste (송풍량이 음식물쓰레기 발효건조에 미치는 영향)

  • This study was carried out for 20 days in a bio-drying batch reactor under the blowing conditions of 0.75, 1.00, 1.25, and $1.50L/min{\cdot}kg$ in order to optimize the operating conditions for the bio-drying of food wastes. The decomposition rate of organic matter during the bio-drying operation period was analyzed using modified Gompertz model. The maximum organic degradation (P) was 2.31, 2.52, 2.27 and 1.88 kg at air flow rates of 0.75, 1.00, 1.25 and $1.50L/min{\cdot}kg$, and the maximum organic degradation rate was 0.33, 0.45, 0.28, and 0.18 kg/day at 1.00, 1.25 and $1.50L/min{\cdot}kg$, respectively, showing excellent organic decomposition efficiency at a air flow rate of $1.00L/min{\cdot}kg$. The lag growth phase time (${\lambda}$) of the bio-drying reactor was 2.10, 1.48, 1.15, and 1.06 days at 0.75, 1.00, 1.25 and $1.50L/min{\cdot}kg$, respectively. The water removal rate in the operation of bio-drying reactor of food waste increased with the increase of air flow rate from the early stage of bio-drying to the middle stage, and the highest water removal rate was observed at the air flow rate of $1.00L/min{\cdot}kg$ at the end of bio-drying. The optimum air flow rate condition of bio-drying reactor was $1.00L/min{\cdot}kg$.

THREE DIMENSIONAL FINITE ELEMENT ANALYSIS FOR REACTION TO MOLAR UPRIGHTING SPRING (대구치 직립 스프링 적용시 반작용에 관한 삼차원 유한요소법적 연구)

  • The Purpose of this study was to investigate the stress distribution and tooth displacement at the initial phase produced by 5 types of molar uprighting springs using finite element method. The three dimensional finite element model of lower dentition, bone and springs was composed of 5083 elements and 2071 nodes. The results were as follows: 1. In case of helical spring and root spring, intrusion of lower canine and first premolar were observed md distal tipping, translation and extrusion of lower second molar were observed. 2. In case of T-loop, modified T-loop and box loop, intrusion and distal translation of lower second premolar were observed, and the largest crown distal tipping and translation of lower second molar were observed in T-loop and the smallest were observed in box loop. 3. In case of T-loop with cinch-bact crown distal tipping and translation of lower second molar were decreased, but extrusion was also decreased. 4. With increase of activation in T-loop, mesial translation and won distal tipping of lower second molar were increased and edentulous space was closing, but distal translation of second premolar was also increased. 5. With increase of tip-back bend in T--loop, distal tipping and translation of lower second molar were increased, but extrusion was also increased more largely.
