FACTOR ANALYSIS ON CONTRACTOR COMPETITION STRATEGY: A HONG KONG STUDY

  • The development of construction industry has led to the increase in the number of criteria imposed by project clients for selecting contractors. For example, clients often request tenderers to satisfy various conditions such as tight programme, financial strength, managerial ability, relevant work experiences, technical strength, high workmanship standard, safety requirement, quality specification, and yet others. This trend has attracted research interests of devising various methods for helping project clients to assess contractors' bids. For example, in recent development, the Works Bureau of the Hong Kong Government has introduced two mechanisms in tender evaluation for various public work contracts, namely, the Marking Scheme effective from June 2002 and the Formula Approach effective from November 2002 [1], [2]. These approaches evaluate a contractor's tender by considering collectively its tender price and performance attributes, the latter including contractor experience, past performance, technical resources and technical content of his proposal. The tender with the highest combined price and performance score (CPPS) will be normally recommended for acceptance. It appears, however, that there is little existing research in helping contractors to identify a competition strategy that enables the contractor to offer his most competitive bid collectively taking into account his resource capacities and project client's multiple performance criteria. This paper examines the factors affecting contractor's competition strategy to compete for works in Hong Kong. The understanding about the factors will contribute to identifying effective competition strategy. The data used for the analysis were collected from Hong Kong construction industry. The research findings may provide valuable references for investigating effective competition strategies in other construction industries outside the region.

On the Population Dynamics and Interspecific Competition of Disporum smilacinum and D. viridescens (Liliaceae) in Mt. Nam Park (남산공원 내 애기나리와 큰애기나리 군락의 동태 및 종간 경쟁의 추정)

  • The clarify the ecological properties, and to predict change of understory vegetation of mt. Nam Park, population dynamics and interspecific competition of D. smilacinum and D. viridescens, which grow in understory of deciduous broad-leaved forest and pseudo-annuals, were studied from May 20 to May 30 1998. The depth of litter layer, soil moisture content, soil organic matter and soil texture were surveyed in 18 populations (15 D. smilacinum populations and 3 D. viridescens populations). Mean litter layer of d. smilacimum population was thinner than that of D. viridescens populations). Mean litter layer of D. smilacnum population was thinner than that of D. viridescens population. The contents of soil moisture and organic matter of D. smilacinum population were lower than that of D. viridescens population. The D. smilacinum growed in broad range of soil texture but D. viridescens in loamy soil. Because D. smilacinum could tolerate more broad range of soil moisture and soil texture than D. viridescens, the former covered the herb layer in earlier stage and the latter introduced in later stage when rhizome could grow easily. The numbers of individual in two marginal parts were smaller than that in center in same D. smilacinum patch. And the total numbers of individuals grown in (10 ${\times}$ 10)cm were from 0 to 12. The rhizome (subterranean runner) weight, rhizome length, root weight, shoot weight, lea weight and leaf number per subquadrat (cell) increased along the number of individual, that is, increased from marginal part to center. But rhizome weight and rhizome length per individual were vice versa. Therefore, the individuals in marginal part reproduced longer and stronger asexual propagules than that in center. The distribution pattern of D. smilacinum was contageous and that of D. viridescens was random or regular. Therefore, population growth of former was independent on density and that of latter was dependent on density. The distributions of size-class showed normal curves in two population, but the curves based on data of total dry weight showed positive skewness and those of leaf number showed negative skewness The correlation coefficient (CC) values between the properties of each organ were high in two population and significant at 0.1% level. The CC values of D. viridescens were higher of the two. Therefore, the former allocated the energy to each organ stable. The rhizome depth of d. viridescens was 2 times deeper than that of D. smilacinum. And rhizome length and weight of D. viridescens were longer (2 times) or heavier (4 times) than those of D. smilacinum. The patch size of D. viridescens increased 60 cm per year and that of D. smilacinum 30 cm. On this results, the intrinsic increase velocity of d. viridescens patch was 2 times faster than that of d. smilacinum, therefore, on the competition, the former had an advantage over D. smilacinum. The reason why d. viridescens defeated D. smilacinum resulted from that the leaf area of former was 4 times broader than that of latter. in Mt. Nam Park, it was thought that two disporum Population would change with the 3 thpes of environmental change as followings. First, no human impact and increase of soil moisture content resulted in increase of D. viridescens population. Second, mild human impact and similar condition of soil moisture content resulted in slow increase or no changes of D. smilacinum and d. viridescens population. Third, severe human impact and dry condition resulted in decrease or vanishment of two disporum populations.

Assessing the potential invasiveness of transgenic plants in South Korea: a three-year case study on sunflowers

  • Background: The introduction of new living modified (LM) crops may pose a latent threat to the biodiversity of each country. Here, we used sunflowers (Helianthus annuus L.) as a study system to investigate the potential for invasiveness of LM crops under different environmental conditions when released into a natural ecosystem in South Korea. We examined the seed germination, survival, and flowering of sunflowers under competition with wild plants at different sowing dates (March-December) and plot sizes (1 m × 1 m and 2 m × 2 m). Results: The germination rate showed a significant difference according to the sowing date. In addition, several sunflowers survived in plots with a high germination rate, which also led to a higher flowering rate. We found that the smaller the plot, the smaller the area available for inter-species competition, and the higher the number of surviving sunflower plants. The relative dominance and importance value of the species varied significantly between the sowing dates; in particular, sunflowers sown in March could compete with wild plants for longer than those sown on other sowing dates. Conclusions: These observations indicate that the potential for invasiveness of sunflowers differs depending on the environmental conditions and seed density at the time of release.

Competition Responses between Two Different Growth Type Varieties of Barley (생육형이 다른 대맥 품종간의 경합에 관한 연구)

  • The experiment about the mixed sowing of two different growth type varieties of barley-Buheung and Suwon#18-has been conducted to determine the competition effect between two varieties, and its results are as follows: 1. Buheung-long stem variety-showed higher survived ratio than Suwon#18-short stem variety- and that tendency was significant under the high fertilized condition. 2. When tow varieties-Buheung and Suwon#18-were sowed together, the culm length of Buheung was shorter than the single planted Buheung and that of Suwon#18 was onger than the single planted Suwon#18, however, the panicle length showed the opposite tendency to the culm length variation. 3. The number of panicles and the number of grains did not show any differences among the treatments. 4. In case of the single sowing, Suwon#18 showed higher grain yield under the common fertilized condition but Buheung showed significantly increased grain yield under the heavy fertilized condition, however, in case of the mixed towing of two varieties, the grain yield was significantly increased in heavy fertilized plots than standard fertilization. 5. The competition power was significantly superior in Buheung to Suwon#18 and this tendency was rather definite according to the fertilizer application.

Growth Response, Ecological Niche and Overlap between Quercus variabilis and Quercus dentata under Soil Moisture Gradient (토양수분구배에서 굴참나무와 떡갈나무의 생육반응, 생태 지위 및 중복역)

  • The Quercus variabilis and Quercus dentata, which are said to be relatively drought tolerant among the important genus Quercus that represent deciduous broad-leaved forests in Korea. These two species are widely distributed worldwide in Korea, Japan and China (northern, central, western and eastern subtropical regions). This study compared the ecological niche breadth and overlap according to growth response in 4 soil moisture gradients for the two species and tried to reveal degree of competition and ecological niche characteristics. The ecological niche breadth was 0.977±0.020 for Q. variabilis and 0.979±0.014 for Q. dentata, the latter being slightly wider. And they were similar in 5 traits (stem length, leaf lamina length, leaf width length, stem weight, leaf petiole weight), Q. variabilis was more dominant in 4 traits (leaves number, stem diameter, leaf area, leaf petiole length), and Q. dentata was more dominant in 7 traits (root length, shoot length, plant weight, root weight, shoot weight, leaf weight, leaf petiole weight). The ecological niche overlap for soil moisture between the two species overlapped most in plant structure-related traits and least in photosynthetic organ-related traits such as petiole length. As a result of principal component analysis, degree of competition between the two species for soil moisture was more severe when the soil moisture condition was low than high. Among the measured traits that affect the two-dimensional distribution, 8 traits (Leaves number, Shoot length, Stem length, Plant weight, Root weight, Shoot weight, Stem weight, Leaves weight) were correlated with the factor 1, and 2 traits (Leaf width length, Leaf petiole weight) were correlated with the factor 2 (r>0.5). These results show that the ecological response of the two species to soil moisture is not a few traits involved, but several traits are involved simultaneously.

  • Up to the present, ISO 9000 series have contributed which construction of quality management system and improvement of quality competition. Therefore many enterprises have taken an increasing interest in ISO 9000 series and the number certification of it is on the increase every year. In these processes, the side effect has come out. It is of no use to competitive power of enterprise. Because they made an effort for certification without preparation for a short period or there was no continuous system control. In this paper, We review the weakness of existing ISO 9000 series, which have soon ahead of revision. In addition, We propose the considering items or contents in revision for enterprise competition power.

Cryptanalysis of the Authentication in ACORN

  • ACORN is an authenticated encryption algorithm proposed as a candidate in the currently ongoing CAESAR competition. ACORN has a good performance on security and efficiency which has been a third-round candidate. This paper mainly concentrates on the security of ACORN under the forgery attack and the non-repudiation of ACORN. Firstly, we analyze the differential properties of the feedback function in ACRON are analyzed. By taking advantage of these properties, the forgery attacks on round-reduced ACORN are proposed with a success probability higher than $2^{-128}$ when the number of finalization rounds is less than 87. Moreover, the non-repudiation of ACRON in the nonce-reuse setting is analyzed. The known collision can be used to deny the authenticated message with probability $2^{-120}$. This paper demonstrates that ACORN cannot generate the non-repudiation completely. We believe it is an undesirable property indeed.

Interspecific Competition Between Echinochloa colona and Rice (Echinochloa colona와 직파(直播)벼 간의 종간경합(種間競合)에 관한 연구(硏究))

  • Interspecific competition between E. colona and rice was determined over four growth stages in replacement series. No competition between the two species as measured by plant height, leaf area and dry weight occurred by 30 days after seeding (DAS) at all the density combinations studied. At 45 DAS reductions in leaf area and dry weight of E. colons due to the competition occurred at the density combinations where number of competing E. colons plant was less than that of rice. However, there was a great increase in leaf area and dry weight of E. colons at the density combination of one E. colons competing with four rice plants at 60 DAS. As the number of E. colons plants increased, the leaf area and dry weight of E. colona decreased resulting from intraspecific competition between E. colons plants. Although rice absorbed more nitrogen than E. colons up to 30 DAS, the reverse was observed from 45 DAS. A relatively small amount of phosphorous was absorbed by both rice and E. colons, but the amount of phosphorous taken up by E. colons was greater than that taken up by rice. E. colons absorbed extremely high amount of potassium when compared to rice.

  • In the characteristics of intra-specific competition according to bulrush density, the intra-specific competition in plant height began at 5 and 15% per pot in mixed culture and bulrush monoculture, respectively. The intra-specific competition in the shoot began at 5 plants per pot in both mixed culture and bulrush monoculture. The competition in dry matter weight began at 15 plants per pot in monoculture, and at 10 plants in mixed culture. On the rice density, the plant height, and numbers of shoot and dry matter weight in rice were rapidly increased up to 2.6, and 2.5 plants per pot, respectively, And then the increments were slow, The critical intra-specific competition of bulrush with rice was 2.5 to 3 plants per pot in their traits of rice, and especially the number of shoots and dry matter weights per pot showed significant decrements. In the different transplanting time in rice, the plant heights in both rice and bulrush elongated longer in mixed culture than in monoculture. The plant height of bulrush became shorter but the height of rice longer with late transplanting. The ratio of shoot number in rice to the number in bulrush was about 1 : 3 in all plots, and shoot numbers became less by late transplanting. The dry matter weight in both species were decreased by late transplanting, and the decrements were more prominent in bulrush than in rice.

A Study on the Technology Options for Number Portability in Korea (국내 번호이동성 도입을 위한 기술방식 연구)

  • Number portability is a policy for the increase of user benefits and promotion of telecommunications market competition. In June Un, local number portability (LNP) will be implemented in Korea. The technical solution of LNP will migrate via initial non-intelligent option (RCF) to intelligent option (QoR) from 2007 and number portability standard for 2G mobile uses QoR. The introduction of number portability needs to change operators' network and to implement the solution of LNP suitable to their network property. Therefore the purpose of this paper is to propose a suggestion for the technical options of number portability by the comparative study of merits and demerits of several solutions and the case study of several countries.
