Drug shortage is a persistent phenomenon that poses a public health risk worldwide and occurs due to a range of causes. The purpose of this study is to review key policies to prepare for and respond to drug shortages in selected countries, such as the United States, Canada, and some European countries in order to draw implications. This study reviewed the reports and articles derived from search engines and Google Scholar by using keywords such as drug shortage and stock-out. Over the last decade or so, the United States have strengthened requirements on advance notification for disruption and interruption of drug manufacturing, established the Inter-agency Drug Shortages Task Force to promote the communication and coordination of responses, and expedited drug regulatory processes. Similarly, Canada established the Multi-Stakeholder Steering Committee on drug shortages by involving representatives from central and local governments and private sectors. Canada also adopted a tiered approach to the communication of drug shortages based on the assessment of the severity of the shortage problem and released a detailed information guide on communication. In 2019, the joint task force between the European Medicines Agency and the Heads of Medicines Agencies issued guidelines on drug shortage communication in the European Economic Area. The countries reviewed in this paper focus on communication across different stakeholders for the monitoring of and timely response to drug shortages. The efforts to protect public health from the negative impact of the drug shortage crisis would require multi-sectorial and multi-governmental coordination and development of guidelines.

Analyzing research trends is essential for the sustainable development of a discipline and is important for understanding the value of prior research and laying the groundwork for subsequent research. This study aims to draw implications for the future direction of convergence research on the disclosure of information from various disciplines by comparing and analyzing the trends in disclosure of information research in Korea. For this purpose, we analyzed the publication frequency of information disclosure papers listed in the Korea Citation Index (KCI) from 2002 to 2023 and the publication trend by discipline as a time series. In addition, we compared the keyword relationships and specialized research topics of each discipline by applying network analysis and LDA topic modeling techniques to the names and keywords of papers in law, public administration, and library and information science. As a result of the analysis, the law focuses on legal regulations and policy improvement, public administration focuses on changing social needs and administrative operation methods, and LIS focuses on practical approaches to record management and disclosure of information. Based on this, future research directions include combining policy research in law with social change research in public administration and developing realistic policies and operational guidelines from the practical perspective of LIS. Such convergent research will enable the systematic and efficient implementation of disclosure of information systems, contributing to the guarantee of the public's right to know and the enhancement of state transparency.

Objectives: The purpose of this study was to investigate the knowledge, attitude and practice toward sanitary administration of the new restaurateurs, to carry out the sanitary management of business for improvement of sanitary level, and to provide basic data which were necessary for sanitary education of the restaurateurs. Methods: The self-recording survey on the attitude and the knowledge toward the sanitation, the sanitary administration, and its education was conducted against new 393 restaurateurs by the administrative division of Gwangju city in charge of the food industry which put in the regular sanitary education annually for the new restaurateurs. Results: In regard to food sanitation, some 87.9% to 94.4% got the right knowledge about the reason and precaution of food poisoning, storage methods of frozen or cold food, and the disposal of product after expiration of validity term. But it was about 56.0% to 63.0% who knew right about the cause and the major precaution of food poisoning, storage temperature in the refrigerator. 30.6% of the subject placed an emphasis on personal sanitation of the workers as the most important thing in the sanitary management. 83.6% replied that it was necessary to improve the sanitary level. Concerning the health examination, 78.3% replied it was needed. 76.4% pointed the need for education, but respondents with higher educational level less emphasized its needs. It was most frequently pointed out by 71.6% restaurateur's poor awareness about it. 36.7% indicated the environmental sanitation like facilities in the restaurants as the first thing to be improved. The rate of personal sanitation was 43.7%. Conclusions: To improve the poor sanitary conditions of the food service business, it was recommended to offer institutional backing and financial aid from administrative office, to encourage restaurateurs to take pride in their job, and to conduct the sanitary education effectively by the technical education institution.
This study was conducted to identify the problems in the medical aid program by reviewing the medical care utilization pattern of the beneficiaries. The data were abstracted from the monthly bills and vouchers for medical care of the whole benefi챠aries(17,527) in Gyeongsan Gun submitted by the physicians to county government for the period of 1 calendar year from October 1981 to September 1982. The number of medical aid beneficiary accounted for 12.7% of the total county population, a higher proportion than the national average-9.5%. Monthly primary care utilization rate per 100 beneficiaries was 9.3 persons with 14.0 visits and 42.9 medication days. for the 2nd and 3rd care, there were 1.7 admissions and 9.3 OPD visits per 100 beneficiaries per year. The beneficiaries of the first class medical aid program had a higher utilization rate of both the primary and secondary/tertiary care facilities. Females utilized more the primary care facilities than males while males utilized more the secondary/tertiary care facilities than females. A significantly lower utilization rate was observed in January than in the other months and this was seemed due to the renewal process of the medical aid certificate. Among 1,931 patients utilized the 2nd/3rd care facilities 84.4% was out-patients and the lowest ratios were in the minor specialties including ENT, ophthalmology, dermatology and urology. The average hospital days per in-patient were 21.2 days and OPD days per out patient were 4.7 days. The average hospital days for a psychiatry in-patient was 74.4 days which was the longest average hospital days among all the specialties. Average medical care cost per beneficiary in a year was W9,821:W24,240 for the 1st class and W7,464 for the 2nd class. The medical care cost for the primary care per patient was W3.901 and W840 per day compared with W49,875 per patient and W5,822 per day for the secondary/tertiary care. From the findings of this study following recommendations were made to improve the medical care program: 1) The renewal process of the medical care certificate should be expedited. 2) Minor specialty clinics should be designated as the primary medical care facility for the medical aid program to reduce the expenses by absorbing more patients referred to the secondary/tertiary care facilities directly. 3) The medical care cost for the primary care facility should be escalated to reduce the differential between the primary and secondary/tertiary care facilities.
Local governments have absolute authority for the policy and budget. So the backgrounds of local cultural foundation managers vary depending on whether the priorities are close relationship with upper institutions and organizational stability or whether the managers are asked to conduct autonomous management based on professionalism to boost the development of local culture. There are conflicting opinions about managers of local cultural foundations; some argue that administrators are desirable as they can not only maintain close relationship with the local government but also establish and maintain organizational stability. Others argue that cultural art experts are desirable for professional and effective management. However, the conflict and debate kept going on without clarifying objective facts how those completely different backgrounds, such as administrators and cultural art experts, make the characteristics of managers different. In this regard, this study divides the managers of The National Local Cultural Foundations Association into administrator group and cultural art expert group. By comparing and analyzing their characteristics, This study will enhance the professionalism and efficiency of each group.
In this study, strengths related with fire investigation of fire stations are analyzed and methods for the capacity building of their fire cause investigation are suggested. The methods for capacity building of fire cause investigation suggested are focused on using potential and strengths of current fire fighting and enhancing internal capacity rather than reinforcing investigation personnel, organization, and equipment and ensuring investigation power. The methods suggested in this study are as follows. 1) Because fire investigation results are the basis of fire administration, fire marshals should change their awareness of the need of fire investigation; 2) A fire investigation system should be established to ensure statements of people concerned systematically; 3) A substantial system of fire cause investigation should be established to investigate fire scenes more than twice; 4) A substantial system of fire cause investigation should be established to use such materials as CCTV; 5) Extinguishing should be made in consideration of fire cause investigation and a scene preservation system after extinguishing should be established; 6) A fire investigation system should be established in connection with 119 first-aid and rescue teams and 7) Steps to raise the morale of fire investigation staff should be taken.

In this research the issues of record management of national archives in Korea are classified into four categories: 1) improving the status of the Central Archives of Korea, 2) constructing a new national archives, 3) revising the law on the record management, 4) creating qualifications for a professional administrator for Archivist. 1) In order to strengthen the function of the Central Archives of Korea, it is very urgent to create a systematic mechanism in which the Central Archives oversees and administers public archives(documents) collected from all the public institutions not only under the Administration but also the legislature and the judicial authorities. 2) This paper suggests that a new National Archives should be a symbolic building representing Korea as archives. Considering the fact that Presidents archives will be a part of this new National Archives, it also suggests that artistic and decorative pieces which embody Korea's representative archives or people should be included in the building. The budget for these should be supplied by the government. 3) This paper looks at the matter of revising the law on Record Management in two respects: (1)strengthening the function of the Central Archives of Korea, (2)making it obligatory to produce archives not open to the public, or making a protection clause for secret archives. This paper proposes that the Central Archives of Korea will be able to collect all the public archives from all the public institutions, and to oversee and administer them by revising the 5th and 6th clauses of the current law on the record management. It also proposes that some laws which make it obligatory to produce archives for documents not open to the public, and which protect those secrecy. 4) Regarding the qualifications for a professional administrator for the record management, this paper suggests lowering the qualification a little to the bachelor's degree of the record management. Also it suggests taking into consideration the persons in charge of the record management in public institutions and acknowledging their qualifications after a certain period of training at the Central Archives of Korea or something like that. In addition, it classifies the ranks of the professional administrators according to their qualifications.
This is to review all empirical research articles on knowledge management activities in Korean government agencies. Analyzed were forty six articles published in some major journals for the last decade. The results of analysis show that they mainly focused on such topics as what factors have statistically significant influences upon the knowledge-based activities and whether knowledge activities have achieved the intended performance. More research attentions have been paid upon both knowledge sharing and knowledge creation activities. Most of the empirical studies are dependent upon hypotheses testing, data collection in questionnaire, and the use of multivariate statistical methods. Some suggestions for future research are to do research on more diverse topics, to utilize various research methods, and to make an integrated approach to the knowledge management.

The processes for management of historical data in construction have many problems according to construction firm$^{\circ}{\phi}$s participating in some of the processes. This study analyzed about current process and provided improved processes with IDEF method and simulation. The proposed $\lceil$To-Be$\rfloor$ model is more effective than $\lceil$As-Is$\rfloor$ model according to the result of simulation performance. It is revealed that the productivity in the construction company is more improved than that of the owner from the results of the system simulation.

This study was conducted to investigate 106 grassland farms in six provinces including Chungcheongbuk-do, Gangwon-do, Gyeonggi-do, Gyeongsangbuk-do, Gyeongsangnam-do, Jeju-do, and Jeollanam-do to present their problems and causes by surveying the actual state of grassland farms during three years(2014~2016). The grassland survey was divided into three categories; used as the perennial grasses and annual forage crops (Complied with Grassland Act), not used as the perennial grasses and annual forage crops (Not complied with Grassland Act) and failed to meet the farmer and some items are missing or inaccurate (Insufficient contents). Among the surveyed grassland farm, 68 farms (64.2 %) were complied with Grassland Act but 30 farms (28.3 %) were not complied with Grassland Act. Especially, the 8 farms (26.7 %) not complied with Grassland Act used the grassland as other purposes such as tree growing, golf club and swine farm etc.. Therefore, strict on-site investigation by local governments is required to prevent the grassland from being used by illegal purposes. And there's a strong likelihood that 5 farms (62.5 %) avoided the survey violate the positive law. Grassland grades used by the local administrative agencies were not influenced by the factors affecting the yield (existence and non-existence of overseeding and fertilization by grassland grade, soil pH and organic matter content). This results suggest that there is a fundamental problem on the current grassland grade system based on the yield and the irregular time of investigation and lack of on-site investigation are another causes for inaccurate grassland grade. Therefore, the new method evaluating grassland grades which is not based on yield and the thorough on-site investigation by local administrative agencies are necessary when the grassland grade is evaluated.
