본 해설은 1993년 1월 28일 부처 1월 30일까지 일본의 전자총신정보학회 산하 정보 시큐리티연구회가 연례적으로 개최하는 SCIS'93(Symposium on Cryptography and Information Security)에서 우수 논문상을 수상한 미쓰비시 전기(주)의 마쯔이가 발표한 DES에 관한 선형 해독법에 이러 1993년 3월 ISEC연구회 자료에 발표한 DES의암호문 단독공격에 대한 결과를 번역하여 소개한다.

Surface heat balance of the northern sea of Cheju Island for summer in 1993 and 1994 is analyzed using the observation data obtained by Marine Research Institute, Cheju National University. Each flux elements at the sea surface is derived from the marine meteorological reports with application of an aerodynamical bulk method for the turbulent heat fluxes, and empirical formulae for the long-wave radiation heat fluxes. The flux divergence of oceanic heat transport and the rate of heat storage in the ocean are estimated as residual. The features of the surface heat balance are mainly decided by the solar radiation flux and the latent heat flux for 199B. But the Bowen Ratios were large for 1993. This means that the sensible heat fluxes were nearly equal to the latent heat fluxes for 1993. In this period, mean flux divergence of oceanic heat transport is about 130 W/$m^2$.

Incidence of blast caused by Pyricularia grisea Sacc. on 21 leading cultivars and elite lines of rice was investigated in different locations such as Icheon, Chuncheon, Jecheon, and Naju during three years from 1991 to 1993. Disease index of leaf blast of Dongjinbyeo was high in the blast nursery with range 4 to 9 at Naju, but low at other locations with range 1 to 4. Percentages of diseased leaf area of Joryungbyeo and Daelipbyeo 1 were 4.3 and 12%, respectively in the fields at Jecheon in 1993, but were much lower in the other locations during three years. The incidences of leaf blast of Daelipbyeo 1 were 0.3 and 12.0% at Chuncheon and Jecheon, respectively in 1993, but no disease occurred at Naju during three years. Percentage of diseased panicles of Joryungbyeo was 100% at Icheon and Jecheon in 1993, 92.4% in Suweon 390 at Icheon on 1991 and 100% in Jinbu 15 at Jecheon on 1993. Race distribution of rice blast fungus at Icheon and Jecheon was more varied than that of the other locations.

어선 안전에 관한 최초의 국제 협약인 1977 어선안전을 위한 토레몰리노스 국제협약(77 협약)을 대체한 1993 토레몰리노스 의정서(93 의정서)는 현재 그 발효요건이 충족되지 못하여 전 세계적으로 발효되지 못하고 있는 실정이다. 이에 국제해사기구(IMO)는 93 의정서의 요건을 완화하여 각 국의 비준을 촉진시킬 목적으로 "1993 토레몰리노스 의정서 시행에 관한 협정"의개발을 해당 전문위원회인 복원성, 만재흘수선, 어선안전 전문위원회의 우선과제로 추진하고 있고, 제53차 회의(SLF 53, 2011. 1월)까지 동 협정 또는 총회결의의 초안 작업을 완료하여, 최종적으로 제27차 IMO 총회(2011. 11월)에서 이를 채택할 계획으로 논의를 진행하고 있다. 따라서 이러한 국제적인 움직임에 대응하고 동 의정서의 발효에 대비하여 우리나라에 미치는 파급효과를 최소화하기 위한 활동의 일환으로 공단이 수행한 "농림수산식품부의 2010년 수산기술개발사업"인 "1993 토레몰리노스 의정서 시행에 관한 협정 개발 대응연구"의 일부로써, 본 연구는 "선박안전" 제29호 및 제30호에 게재된 "1993 토레몰리노스 의정서의 시행에 관한 IMO의 활동"에 이어 최근 IMO의 회의 결과를 담고 있다.
