Site and Erection of the Government Complex Seoul in Capital Seoul (수도 서울에서 정부종합청사의 입지와 건립)

  • This study examines the site and erection of the Government Complex Seoul which was a project attempted to assemble dispersed government buildings in a certain place. The study focuses on the fact that the project is situated between the 1960s' making of capital Seoul and Seoul urban planning, and the way how the project achieved symbolism in capital Seoul. The project, one of the 1960s' Major Government Buildings, led both plan of capital Seoul and transforming city Seoul. The 1960s' Major Government Building Plan had identical drive with the 1950's Major Government Building Plan, however the 1960s' had additional layer: Seoul urban planning. After restoration of the Capital building, Sejongro the capital street was planned to the site arranging government offices. The Government Complex Seoul was set to be a modern building on a site with historical context according to the plan. Because of the site, the Government Complex Seoul was constructed in aware of other buildings that represented a competitive high-rise atmosphere in the late 1960s, including the Capital building nearby. PAE International's plan was completed through a series of design modification, and it boasted a vertical aspect, unlike the horizontal-looking plan that was already won after the design competition. The Government Complex Seoul tried to acquire the symbolism in the central space of the capital Seoul and high-rised city Seoul. "The new construction method" was a requirement to achieve the height.

  • The purpose of this study is to analyse the change of agricultural labor participation and decision-making involvement of rural women in Korea from 1960s to 1990s. For analysis of these changes, I used the data surveyed and collected by different researchers during those times. During last 40 years, rural society and the mode of agricultural production rapidly changed according to the development of Korean industry. Agricultural labor participation of rural women increased since the mid 1970s. Their agricultural labor expanded into full ranges of farming. Their decision-making involvement also expanded into all divisions of farming. However, they did not have decision making power as much as they contributed to farm labor The expansion of rural women's labor within the sphere of farm production has not substantially altered the decision-making power structure within the farm household.

The Reform of the National Records Management System and Change of Administrative System in Korean Government from 1948 to 1964 (한국정부 수립 이후 행정체제의 변동과 국가기록관리체제의 개편(1948년~64년))

  • The national records management system of the Korean Government has been developed in a close relationship with changes in the administrative system. The national records management system established immediately after the establishment of the Korean Government, began to be reformed as a system with a new feature during the quick transition of the administrative system during the early 1960s. Particularly this new system holds an important meaning in that it began to cope with the mass production system of records and was established on the government level for the first time since the establishment of the government. Also this was a basic framework that defined the records management pattern of the Korean Government for the later 40 years. Therefore, this study aims to identify the origin and the meaning of the national records management system established during the early 1960s. At the time of establishing the government, the administrative system of the Korean Government was not completely free from the framework of the administrative system of the Chosen General Government. This was mainly because the Korean Government had no capability to renovate the administrative system. This was not an exception also for the national records management system. In other words, the forms and preparation methods of official document, an official document management process, and the classification and appraisal system used the records management system of the Chosen General Government without any alteration. Main factors that brought about the reform of the national records management system as well as the change in the Korean administrative system during the early 1960s, were being created in Korean society, starting from the mid 1950s. This resulted from the growth of Korean Army, public officers, and students of administrative science as being the intrinsic elites of Korean society through their respective experience of the US administration. In particular, the reform of the creation, classification, filing, transfer, and preservation system shown during the introduction of a scientific management system of the US Army in the Korean Army was a meaningful change given the historic developing process of Korean records management system history. This change had a decisive effect on the reform of the national records management system during the early 1960s. As the Korean Army, public officers, and students of administrative science, who had posted growth beginning in the mid-1950s, emerged as administrative elites during the early 1960s, the administrative system of the Korean Government brought about a change, which was different from the past in terms of its quality, and the modernization work of documentary administration pursued during the period, became extended to the reform of the national records management system. Then, the direction of reform was 'the efficient and effective control' over records based on scientific management, which was advanced through the medium of the work that accommodate the US office management system and a decimal filing system to Korean administrative circumstances. Consequently, Various official document forms, standards, and the gist of process were improved and standardized, and the appraisal system based on the function-based classification were unified on the government level by introducing a decimal filing system.

A Measurement Study of the Modular Shifts in Korean Industrial Ceramic - On the Tablewares during Last 50 Years (한국 산업도자에 있어서 모듈변화의 실측 연구 : 최근 50년간 식기를 중심으로)

  • Industrial ceramic of Korean industrial design, especially tableware show different characteristics in their forms between 1940s-1960s, and 1970s-1990s. The shift of such changes can be verified objectively by module measurement. The validity of the results applying this method is supported by the investigation of the change of aesthetic modes in Korean society. The most obvious change in the figurative characteristics of tableware is in the outline of their external shapes. 'Module' is used to describe and analyze the changes of such an external shape more strictly as the objective method and measuring the module is employed. This method was developed by the combination of the method analyzing figurative art works by Re Corbuise who uses 'module' with Hambidge's method to describe and analyze the works by means of the golden section. The shift of flgurative changes of tableware could be examined objectively and elaborately by such a newly developed method. The industrialization of tableware production in Korea was begun in 1940s. Then its design was not activated, but as the society has been stabilized through the liberation and civil war, design was settled in 1960s. After that, the design has played the essential roles in 1970s. And as the importance of design in producing goods has been recognized according to the economic growth. The design of tableware shows a remarkable difference based on 1960s and 1970s in such an economic growth. It is resulted from the scientific data analysis of the design since 1940 without any preference. According to the results which analyze the external shapes of tableware for last 50 years, the tableware designs show much differences between 1940s-1960s, and 1970s-1990s. The figurative changes of Korean tableware show the similar trends to the transitional aspects of the society. Design is the manifestation of aesthetic modes which have been developed in a close relationship to society and especially economy. In Korea the development of design was initiated by the economic growth and the Korean aesthetic modes were also changed with the economic growth. The transitional shift of aesthetic modes shown in the figurative characteristics of tableware which are divided on the basis of 1960s and 1970s was peak in 1970s with the development of economy and design started in 1960s.

  • For ages, Furniture, it has been improved for human aesthetic needs as well as human life as a tool. In the 1960s, it's the age of an ideological conflict. And its war made the hippie-culture come out. And, it was economically bountiful. The epoch-making development of the scientific technology made the result of space development, conquering the moon in the first of the mankind. Made the appearance of the Anti-design against the modern design which was the also, it traditional values and the mainstream. The plastic has merits, low-priced, light, being perfectly able to do mass production of the all kind of shapes' furniture with all-desired colors. It was the wonderful material for the expression of the short-life character, the irony, the kitsch, and an intentional decoration to being chased by anti-design. And the result, the plastic furniture in the people's daily-life has well represented with reflecting the mind of the people in that age.

Discussions on the Conservation of Urban Heritage Based on the 1960s' Projects for Changing the Deoksugung Palace Wall and the Daehanmun Gate (1960년대 덕수궁 담장과 대한문의 변경 계획에 따른 도시 유산 보존 논의)

  • The purpose of this study is to analyze the way historical heritage was dealt with during the massive urban development period of the 1960s through the case of Deoksugung Palace. The wall of Deoksugung Palace was rebuilt and relocated in 1961. Later, it was rebuilt and relocated again in 1968, and Daehanmun Gate was soon moved back too. I analyzed the opinions of the Seoul Metropolitan Government, the Cultural Heritage Committee, experts and citizens that occurred during this process and reached the following conclusion. First, in 1961, the existing stone walls of Deoksugung Palace were rebuilt rather than restored and conserved for the urbanscape at the time. Second, in the 1960s, the Cultural Heritage Committee focused on the conservation of the origin of Daehanmun Gate, while citizens valued the overall harmony and function of Deoksugung Palace. Third, unlike the 1970s project led by the president to renovate national security and national defense sites, there was a call from citizens to realize the preservation of Deoksugung Palace.

Art of Dislocation, Exile, and Diaspora: Korean Artists in New York in the 1960s and 1970s (1960-70년대 뉴욕의 한국작가: 이주, 망명, 디아스포라의 미술)

  • This paper examines a number of Korean artists-Whanki Kim, Po Kim, Byungki Kim, Lim Choong-Sup, Min Byung-Ok and etc-working in New York in the 1960s and 1970s, focusing on their motivations to head for the U.S. and their life and activity in the newly-emerged city of international art. The thesis was conceived based upon the fact that New York has been one of the major venues for Korean artists in which to live, study, travel and stay after the Korean War. Moreover, the United States, since 1945, has had a tremendous influence upon Korea politically, socially, economically, and, above all, culturally. This study is divided into three major sections. The first one attends to the reasons that these artists moved out of Korea while including in this discussion, the long-standing yearning of the Korean intelligentsia to experience more modernized cultures, and American postwar cultural policies that stimulated them to envision life beyond their national parameters, in a country heavily entrenched in Cold War ideology. The second part examines these artists' pursuit of abstraction in New York where it was already losing its avant-garde status as opposed to the style's cutting edge cache in Korea. While their turn to abstraction was outdated from New York's critical perspective, it was seen to be de rigueur for Koreans that had developed through phases from Art Informel in the 1960s to Dansaekhwa (monochromatic paintings) in the 1970s. The third part focuses on the artists' struggle while caught between a dualistic framework such as Korea/U.S, East/West, center/margin, traditional/modern, and abstraction/figuration. Despite such dichotomic frames, they identified abstract art as the epitome of pure, absolute art, which revealed their beliefs inherited from western modernism during the colonial period before 1910-1945. In fact, their reality as immigrants in America put them in a diasporic space where they oscillated between the fixed, essentialist Korean identity and the floating, transforming identity as international artists in New York or Korean-American artists. Thus their abstract and semi-abstract art reflect the in-between identity from the diasporic space while demonstrating their yearning for a land of political freedom, intellectual fulfillment and the continuity of modern art's legacy imposed upon them over the course of Korea's tumultuous history in the twentieth century and making the artists as precursor of transnational, transcultural art of the global age in the twenty-first century.

  • 1960년 이전 대기 중 PCBs(polychlorinated biphenyls)의 유입은 여러 나라에서 다량으로 사용한 PCBs에 의해 많이 좌우되었다. 대기 중 PCBs의 최대 배출은 1960년대 후반이었으며 그 이후로 점점 감소하는 추세이다. 오늘날 이 화합물은 사용이 금지되었으며 대부분의 국가에서 법적인 근거를 마련하였다. 그러므로 최근 대기 중 PCBs의 발생원은 이전에 배출된 화합물이 재휘발(revolatilization)한 결과라고 할 수 있다. 그러나 현재에도 PCBs가 포함된 설비를 사용하고 있으며, PCBs가 함유된 쓰레기가 여전히 환경중으로 배출되고 있는 실정이다.
