Affiliated Coordination of Rescue and Salvage in ASEAN+3

  • On May 12th, 2007 a merchant vessel of Golden Rose (South Korea) sank into near 38 mile from Yentai in China after the vessel collided with a container vessel of Jinsung (China), leaving all 16 sailors, including seven South Koreans, missing. According to the official report. The Chinese vessel, authorities, and South Korean government did not coordination q rescue and salvage for the sailors and vessel properly as follows: 1) The Chinese vessel left the scene without rescue and salvage of the sailors, 2) Chinese authorities failed to comply with law of the sea that required them to report the collision to South Korea immediately after confirming the accident, and 3) The South Korean government is also being criticized for its slow response to the incident since the government did not set up a response team until 21 hours after the incident. In order to reduce this number of sailor missing in future incidents, this research is studied regarding assembling conferences, assigning SRR in ASEAN+3, simplicity to enter other territory waters and cooperative training and education for the SAR.

Obstacle Negotiation for the Rescue Robot with Variable Single-Tracked Mechanism (가변트랙형 메커니즘의 재난구조 로봇(VSTR)을 위한 장애물 극복)

  • In this paper, we propose a new obstacle negotiation method for the rescue robot. The rescue robot has a variable geometry single-tracked mechanism, so it can maximize a contact length with ground for the adaptability to off-road and pursue a stable system due to the lower center of gravity. In this research, we add the basis of autonomous navigation, driving mode control based on obstacle detection, to the robot to realize automation of mode transformation. Obstacle detection using PSD(Position Sensitive Device) infrared sensors gives active transformation of the track shape. Finally, experimental results about mentioned are presented.

  • It is critical to estimate the location using only Long-Term Evolution (LTE) and Wi-Fi information gathered by the user's smartphone and deployable for emergency rescue, regardless of whether the Global Positioning System is received. In this research, we used a vehicle to gather LTE and Wi-Fi wireless signals over a large area for an extended period of time. After that, we used the learning technique to create a positioning database that included both collection and noncollection points. We presented a two-step positioning algorithm that utilizes coarse localization to discover a rough location in a wide area rapidly and fine localization to estimate a particular location based on the coarse position. We confirmed our technology utilizing different sorts of devices in four regional types that are generally encountered: dense urban, urban, suburban, and rural. Results presented that our algorithm can satisfactorily achieve the target accuracy necessary in emergency rescue circumstances.

  • This is a case report of a northern goshawk (Accipiter gentilis), admitted to the wildlife rescue center with right coracoid and scapular fracture which received conservative treatment and was soft-released successfully. At the admission, the goshawk had callus formed on the fractured bones, scars on eyebrows and severely damaged tail feathers with inability to fly. Cage rest was indicated to prevent further occurrence of fracture and to promote reunion of the fracture surface. The bird went through a rehabilitation process with appropriate physical training in flying cage to recover its fitness and flying ability. Complete molting of flight feathers with damaged rectrices was achieved during the rehabilitation period and its flight ability was recovered favorably. It was released into a proper habitat for northern goshawks, but the bird was found near the aviary where its last phase of rehabilitation was performed. A soft-release program was applied and finally the bird returned to near the first rescue location 235 km away from the release site.

  • The study is designed to develop an educational CD-Title for Basic Life Support. The study is conducted from July to December, 2002, Based on the course of program development suggested by Dick and Cray. the study followed the planning, development, education and evaluation of a program. The developed CD-Title consists of 8 parts. 1. Intro include Introduction, Adult CPR, Child CPR, Infant CPR, Adult Foreign-Body Airway Obstruction, Infant Foreign-Body Airway Obstruction, and Exercise in Menu at Right of screen. 2. Introduction consist of death process at cardiac arresst, chain of survival, introduction of CPR, respiratory & ciculatory anatomy and physiology. 3. Child & Infant CPR consist of, causes, assessment responsiveness, position victim, opening the airway, checking for breathing, rescue breathing, checking for sign of circulation, chest compression, activating EMS system, child & infant CPR video. 5. Adult Foreign-Body Airway Obstruction include assessment responsiveness, activating EMS system, position victim, opening a airway, checking for breathing, 2 rescue breathing, reopening the airway, 2 rescue breathing, finger sweep, 5 abdominal thrusts, unresponsiveness adult Foreign-Body Airway Obstruction video. 6. Impact of Job-stress on Fatigue Among 119 Rescue Workers (일부 119 구급대원의 직무스트레스가 피로도에 미치는 영향)

  • The purpose of this study was to investigate the current status of job-stress factors associated with fatigue among emergency rescue workers. A self-reported questionnaire was completed by 264 rescue workers in J province from January 5 to March 14, 2015. The questionnaire consisted of general characteristics about the subjects, health-related characteristics, a job stress instrument, and a subjective fatigue instrument. The results were analyzed using a t-test, ANOVA, Pearson correlation, and multiple regression analysis to determine the factors related to fatigue. Fatigue was influenced by the personal characteristics of the rescue workers and job stress. To reduce fatigue, effort to manage and relieve stress is required after a job is done in the field. In addition, it is expected that fatigue can be reduced by providing methods that can improve the healthcare capacity of the rescue workers.

  • This paper introduces an experimental rescue robot, HUBO T-100 and presents the optimal motion control method. The objective of the rescue robot is to extract patients or wounded soldiers in the battlefield and hazardous environments. Another mission is to dispose and transport an explosive ordnance to safe places. To execute these missions, the upper body of the rescue robot is humanoid in form to execute various kinds of tasks. The lower body features a hybrid tracked/legged design, which allows for a variety of mode of locomotion, depending on terrain conditions in order to increase traversability. The weight lifting motion is one of the most important task for performing rescue related missions because the robot must lift an object or impaired person lying on the ground for transferring. Here, dynamics based motion optimization is employed to minimize joint torques while maintaining stability simultaneously. Physical experiments with a real humanoid robot, HUBO T-100, are presented to verify the proposed method.

Surgical Treatment for Occlusion of Graft Arteriovenous Fistula in Patients Undergoing Hemodialysis

  • Background: Maintenance of adequate vascular access for hemodialysis is important in patients with end-stage renal disease. Once arteriovenous fistula (AVF) occlusion occurs, the patient should be treated with rescue therapy. This study was performed to evaluate the results of a rescue therapy for AVF occlusion. Methods: From January 2008 to December 2012, 47 patients who underwent surgical rescue therapy for AVF occlusion after graft AVF formation, were enrolled in this study. The patients were divided into two groups, namely the graft repair group (group A, n=19) and the thrombectomy group (group B, n=28). Postoperative results of both groups were analyzed retrospectively. Results: There were no statistically significant differences in the clinical characteristics between the two groups. In terms of the duration of AVF patency after the first rescue therapy, group A showed a longer AVF patency duration than group B ($24.5{\pm}21.9$ months versus $17.7{\pm}13.6$ months), but there was no statistically significant difference (p=0.310). In terms of the annual frequency of AVF occlusion after the rescue therapy of group A was lower than that of group B (0.59 versus 0.71), but there was no statistically significant difference (p=0.540). The AVF patency rates at 1, 2, 3, and 5 years after the first rescue therapy in group A were 52.6%, 31.5%, 21.0%, and 15.7%, respectively, and those in group B, they were 32.1%, 25.0%, 17.8%, and 7.14%, respectively. There was no statistically significant difference (p=0.402). Conclusion: Graft repair revealed comparable results. Although there was no statistically significant difference, the patent duration and annual frequency of AVF occlusion of group A were better than those of group B. Therefore, graft repair is considered as a safe and useful procedure for maintaining graft AVF.

Norms about Alcohol Use among US Firefighters

  • Background: Problem drinking is a perennial concern in the US fire service. A large literature has documented the importance of addressing alcohol norms in intervention research. The purpose of this study was to explore alcohol norms in a national cohort of firefighters (FFs) to inform intervention development in this occupational group. Methods: Data were from a national online survey of career and volunteer FFs (N = 674). Participants were recruited through national fire service listservs and a database of FFs who had agreed to be contacted for research. Results: When asked about "acceptable" levels of alcohol consumption, FFs on average suggested levels which exceeded public health guidelines. Further, approximately half of career and volunteer FFs believed that, at least under some circumstances, drinking until intoxicated was normative. When asked how long should elapse between a FFs last drink and reporting for duty, the average suggested lag was 11.2 hours (sd = 4.6). However, among male volunteer FFs who reported heavy drinking, the average was 6.68 hours (sd = 4.77). Conclusions: Given the high prevalence of heavy and binge drinking in the fire service, it is not surprising that the alcohol norms found in this study were consistent with a culture of drinking. Participants' reports of alcohol use among their peers were consistent with the actual prevalence of problem drinking. Thus, education and prevention efforts in this occupation should focus on changing norms about alcohol use, including linking heavy drinking to other health and safety issues they face.

Effect of sudden rise in underwater rescue activity on increase in reactive oxygen species (수난 구조 활동에서의 급상승이 활성산소 증가에 미치는영향)

  • This study is to analyze the effect of rapid rise in the rescue activity of suffering on the increase of reactive oxygen species. There is no study that tested the change rate of reactive oxygen species according to the rapid rise in 119 rescue workers, so we want to check the symptoms that appear in rescue workers' bodies. There were 5 subjects, and B, C, and E showed similar values before and after diving: 0.41µmol/L, 0.11µmol/L, and 0.87µmol/L, respectively. However, in subject D, the level of active oxygen rise before and after diving was significantly higher at 1.41µmol/L, which is believed to be due to increased anxiety caused by poor underwater visibility and increased fatigue during rapid ascent after underwater rescue activities. Subject A showed a significantly low increase in active oxygen before and after diving at 0.07µmol/L. The reason seems to be that A is 54 years old and has the most diving experience among the test subjects, and it seems that it is the result of receiving less stress from the poor watch due to the abundant experience of rescue activities as a 119 rescue worker and the skillful underwater activities. Fatigue and anxiety were both high at 4. It is thought that the psychological tension during underwater activities increased fatigue, and the turbidity of the underwater vision raised anxiet.
