Purpose: The fields manuals which is managed by the each disaster types are the integrated guideline. When the disaster occurred, all kinds of SOPs which are described in the manual does not need. Therefore, the person in charge is confused which SOP is executed. In this study, we propose the disaster response process model based on the specific disaster situation case. Method: Firstly, we define the disaster situation cases which is mentioned in the field manual, and then, we develop the disaster response process model including indispensible SOPs for the specific disaster situation case. As a verification and feedback process, we apply the model to Safety Korea Exercise scenario. Result: We developed SOP model and disaster response process model reflecting the concept of the disaster situation case. Conclusion: Safety Kore Exercise scenario reflecting the developed model may continuously upgrade the field manual.

Purpose: The purpose of this paper is to present a method for effectively conducting discussion-based training in disaster response safety training. Method: To this end, we analyzed the disaster response training of developed countries and suggested the training scenarios by applying the war-game process that is currently applied in the operation planning of our military. Result: In one disaster situation, several contingencies could be identified, and supplementary requirements for the manual could be derived. Conclusion: Therefore, in conclusion, if the military war-game process is applied to the discussion-based training in disaster response safety training, effective training can be carried out.

본 연구는 증강현실 기반의 항공기 정비훈련 장치의 어플에 관한 것으로, 이는 모바일 디바이스에 설치 및 실행되는 항공기 정비훈련 장치는 훈련 대상 항공기의 정비 매뉴얼에 기반하여 저장부, 식별부, 입력부, 제공부로 구성하였다. 저장부는 작성된 훈련 시나리오를 저장 및 관리하는 훈련 시나리오를 저장한다. 식별부는 모바일 단말의 카메라를 통해 획득된 카메라 영상을 수신 및 분석하여, 카메라 영상 내에 존재하는 부품 각각을 식별할 수 있도록 하였다. 입력부는 모바일 단말의 터치스크린과 버튼을 통해 입력된 사용자 제어값을 획득 및 출력하는 사용자 제어값을 입력하며, 객체 식별 결과 및 사용자 터치 값을 기 저장된 훈련 시나리오에 따라 훈련 대상 부품을 확인하고 훈련 컨텐츠를 증강현실 방식으로 제공하는 훈련 서비스 제공부를 포함하는 어플이다. 본 어플의 평가항목으로는 저장, 식별, 입력, 제공부 항목에 대하여 신뢰성을 평가하였으며, 인식 및 출력에 대한 신뢰성에 문제가 없는 것으로 확인되었다.

재난에 대비하여 각 기관에서는 자체의 위기관리 매뉴얼을 보유하고 있고, 이를 기반으로 재난대응 훈련 등을 실시하고 있다. 그러나 이러한 매뉴얼은 개념적이어서 재난 발생 시 현장에서 즉각적으로 수행하기에는 구체성이 부족하다. 본 연구는 이러한 관점에서 위기관리 매뉴얼을 SOP 기반의 시스템으로 변환하여 운영할 수 있는 플랫폼 기술을 개발하는데 있다. 플랫폼은 단위 행동 모임인 SOP 관리 모듈, 위기관리 매뉴얼 기반 재난 대응 절차를 수행을 위한 시나리오 관리 모듈, 그리고 기관의 담당자가 직접 해당 SOP를 수행하기 위한 정보인 조직도 관리 모듈로 구성되어 있으며, 실제 재난 대응을 통하여 수행한 활동에 대한 정보를 기록하여 빅 데이터를 분석하여 보완할 수 있는 기반을 마련하였다.

이 매뉴얼에는 놀라운 기술적 비밀 또는 특허가 될 만한 정보가 있는 것은 아니다. 대부분의 정보는 골판지 산업계 내에서 수십 년 동안 존재해왔던 것들이다. 이 매뉴얼은 단지 현재 존재하고 있는 이런 정보들을 군에서 사용되는 유지관리 시스템에 맞추어 하나의 논리적인 형식으로 압축한 것에 지나지 않는다. 하지만 이 매뉴얼이 나오기 까지 물신양면으로 도움을 주신 몇몇 분들에게 감사를 전하고자 한다. 첫 번째로 미육군에 감사하고 싶다. 유지관리 초년장교로서 나는 심지어 가장 오래된 골동품인 1959년형 2.5톤 트럭조차도 수 십년간 최적의 수준으로 달리게 만드는 미육군의 매우 조직적이고 단순한 유지관리 시스템을 보고 매우 놀랐었다. 이 매뉴얼 안에 있는 조직적인 틀은 그러한 경험의 산물이다. 나에게 많은 훈련을 시켜 주었고 정보를 준 웨스트베코사(Westvaco Corporation)의 짐버트(Jim Burt)에게 감사하지 않을 수 없다. 이 책에 소개되어 있고 현재 골판지 산업계에서 사용되는 조정에 관한 대부분의 정보는 스톤 컨테이너사(Stone container corporation)의 던드래쥐(Don Drage)의 공이 크다. 이외의 정보는 종이판지 포장잡지(Paperboard packaging magazine)의 에드릴레이(Ed Riley)와 같은 지도자에 의해 쓰여진 기사들에서 얻어진 것이다. L.A. 사우어사(L.A. Saur Corporation)와 같은 장비와 부품회사들 또한 그들 전문분야에서의 가장 최신의 정보를 제공해 주었음을 밝히는 바이다.

According to the recent "Status of Industrial Accidents at the End of December 2020" released by the Ministry of Employment and Labor, each industry is subject to industrial accidents. The number of accident deaths by construction industry, accident deaths by accident type fell, and accident deaths by workplace size were 5 to 49, indicating that most accident deaths occurred due to falling accidents at small construction sites. Therefore, urban living houses are small construction sites, and the probability of falling accidents is very high. Fall simulation training for disaster occurrence is conducted mainly by large construction ordering organizations in the public sector, and it is the first case in Korea that a housing construction company has conducted at a small construction site. This study analyzed and presented the definition, construction characteristics, and safety management status of urban living houses, and developed and spread an emergency relief procedure manual in the event of a fall accident to minimize deaths.

This study focused on the emergency evacuation guidelines considering the behaviors of people with disabilities in Korea. For these purposes, this study reviewed the movement behaviors of people with disability and the treatment characteristics of emergency and hazards in United States. The results are as follows. First, it is necessary to suggest establishment requirements and building design guidelines considering the behaviors of inhabitants and the occupant load in social welfare facility for people with disabilities. Second, it is important to establish disaster preparedness and evacuation planning in emergency and hazards reflecting the movement behaviors of people with disabilities in national organizations and institutions on disability. Third, periodical emergency and fire drills are necessary for people with disabilities and should be managed considering the impaired prototypes, evacuation aids and service animals.

This paper deals with the improving issues and methods for 119 dispatcher's work and training manual in order to improve their emergency response ability in Korea. Firstly, it was investigated and compared on manuals and training methods for the reception of emergency calls between South Korea and the USA. And then, specific improvement methods were considered by questionnaire for 95 dispatchers who work at 119 communication center in Gyeonggi-do in the basis of surveys. As a result, people and equipment related to 119 have been continuously upgraded, however, their work depend on their personal experiences and capabilities but because of the insufficient pretraining for the dispatchers. Also, the manpower is still insufficient overall compared to the work. Therefore, it is necessary to secure the expertise of the dispatchers through the systematic training program and proper training and test standards for 119 dispatchers, and to prevent errors in the logic of the situation and systematize their work by standardizing the response work and arranging appropriate manpower.
