A Study on the Effect of SMEs' ESG Management on Organizational Productivity Improvement (중소기업의 ESG 경영이 조직 생산성 향상에 미치는 영향에 관한 연구)

  • Summary This study summarizes the results of analyzing 410 questionnaires from October 15 to October 26, 2022 on the impact of ESG management of SMEs on organizational productivity improvement. First, all areas except for clarity of promotion, validity of content, efficiency of method, sub-areas of employee friendliness and productivity improvement, which are sub-areas of ESG management, labor welfare, job satisfaction, and employee "favorability, retention attitude" among organizational management. Since there is a correlation in , work efficiency can be maximized by appropriately adjusting sub-variables of ESG management. Second, it can help an organization prioritize for productivity improvement through the zodiac correlation. The causal analysis showed that clarity of promotion (β=.342) and validity of content (β=.276) had the most influence. Third, from ESG management. The correlation between clarity of promotion, validity of content, efficiency of method, friendliness of employees and organizational management showed a high correlation at .719, and causal analysis showed that efficiency of method (β=.455) and friendliness of employees (β= .217) was found to have an influence on organizational management, which indicates that personnel organization management is necessary to increase the efficiency of the method (β=.455). This study is meaningful in revealing the causal relationship between ESG management performance and productivity improvement in the middle.

  • XML 문서의 관계형 데이터베이스로의 맵핑과. 데이터베이스의 성능을 향상시키기 위한 방안으로 내용질의와 함께 XML 문서의 특성을 활용한 구조 검색 질의를 하기 위한 효율적인 색인 모델을 제안한다. 내용 색인과 구조 색인, 애트리뷰트 색인을 각각 구성하여 내용과 구조가 혼합된 효율적인 검색이 가능하도록 하였다. 검색의 효율성을 위해 노드 간의 위치 정보와 함께 독립적인 ID를 부여하여 경로테이블을 생성하여 질의의 효율을 높인다.

  • This study makes an attempt to understand the changes in the National R&D policy by the comparative analysis in terms of R&D policy regime. We characterize the related issues on the National R&D policy, and analyze the direction of science and technology(S&T) policy using the method of scientometrics. The result shows that the policy regime can be categorized into three groups with respect to the R&D efficiency and the keywords; Regime 1: National S&T Innovation 5-year Plan(1999-2002) and National S&T Master plan of the previous adminstration(2003-2007), Regime 2: National S&T Master Plan(2002-2006) and National S&T Master Plan of the previous administration(2003-2007), Regime 3: National S&T Master Plan of the current administration (2008-present).

민영화정책(民營化政策)의 핵심논쟁(核心論爭)에 관한 소고(小考)

  • 현행 민영화정책이 공기업의 효율성제고를 최우선 목표로 설정한 것은 타당한 선택이었음에도 불구하고, 경제력집중 심화에 대한 우려와 주식시장의 제약 등을 이유로 민영화정책은 그 추진실적이 부진하고 향후 지속 여부가 불투명한 것이 현실이다. 본(本) 논문(論文)은 우리나라 공기업민영화를 둘러싼 논쟁의 핵심인 경제력집중(經齊力集中), 경쟁도입(競爭導入), 주식시장여건(株式市場與件) 등이 공기업민영화와 관련하여 어떻게 이해되어야 할 것이며, 바람직한 정책대응(政策對應)은 무엇인지를 논의하고 있다. 재산권이론(財産權理論)을 동원하여 주인(主人) 있는 경영(經營)의 의미를 재해석할 때, 기업지배(企業支配) 통제구조(統制構造)의 정착이 요원한 우리 현실에서 민영화가 기업효율을 제고하려면 민간대주주(民間大株主)의 지배(支配)를 인정하는 방식이 최선책(最善策)이며, 소유가 분산되고 전문경영체제(專門經營體制)를 도입하는 민영화방식은 지배구조(支配構造)의 실패가능성(失敗可能性) 때문에 차선책(次善策)이라고 평가된다. 그러나 효율성 차원의 최선책은 경제력집중이라는 국민경제적 비용을 초래하므로, 정부로서는 경제력 집중이라는 비용(費用)과 효율성이라는 편익(便益)을 조화시키는 방안을 모색할 수밖에 없다. 이 경우 정부가 고려할 보완책(補完策)으로는 감자후(減資後) 민영화(民營化)와 분할민영화(分割民營化)가 있다. 한편 자연독점의 특성이 뚜렷한 일부 네트워크사업분야를 제외하면, 민영화시 경쟁도입(競爭導入)은 기업효율성과 국민경제의 배분효율성을 제고하므로 정부로서는 당연한 선택일 것이다. 경쟁은 공기업의 인수자격규제에 있어서도 새로운 기준을 제시하는데, 민영화를 정부(政府)와 민간(民間)사이의 M&A로 이해하고 경쟁제한적(競爭制限的) 기업결합(企業結合)을 규제하는 공정거래법(公正去來法)의 정신(精神)이 인수자격규제기준이 되어야 하며, 업종전문화(業種專門化) 발상(發想)에 근거한 인수자격규제는 득보(得)다 실(失)이 클 것이다. 아직도 자생적 성장기반이 취약한 주식시장의 제약에 따라 민영화일정의 탄력적인 조정은 불가피하지만, 정부는 상장(上場)의 필요성(必要性)을 재검토하고, 매각(賣却)의 우선순위(優先順位)를 조정하며, 무엇보다도 양질(良質)의 주식(柱式) 공급(供給)이 수요(需要)를 창출하는 메커니즘을 개발해야한다. 이와 함께 본(本) 논문(論文)은 현행 추진체계(推進體系)에 내재된 민영화의 지연가능성이 심각한 문제임을 지적하였고, 대규모 공기업의 민영화가 대기업(大企業)의 새로운 전형(典型)을 창출하여 한국자본주의(韓國資本主義)의 건전한 발전을 앞당기는 역사적 기회라는 점을 강조하고 있다. 마지막으로 재벌인수가 가능한 경우와 규제되어야 할 각각의 경우에 대하여 민영화정책(民營化政策)의 '체크리스트'를 제시하고 있다.

A Study on the design of hospital budget variance analysis model reflecting efficiency and an attainable target cost (효율성과 목표원가를 반영한 병원예산 원가차이 분석 모형 설계)

  • This study aims to develop DEA model which can look into budget cost variance analysis tool based on standard cost using 68 hospital's input and output data. For accomplishing this purpose, by introducing new DEA model which can get an attainable target cost, we can decompose an actual cost difference into several meaningful sub variances. Also based on the 2008 general hospital data, this model can make variance analysis between actual cost and target cost. Total variance can be divided into technical inefficiency variance, price inefficiency variance, allocation inefficiency variance. This study introduces that by using target budget cost concept, traditional actual cost variance can be divided into a technical variance, price variance, budget variance. Finally, we can get result which confirms there does not exist favorable size effects on efficiency and cost management in running a general hospital.

The Changes of Technical Efficiency and Malmquist Productivity of Land Transportation by Region (지역에 따른 육상운송의 효율성과 생산성 분석)

  • Inland transportation system has been improving inefficiencies and structural problems due to excess of supply. Therefore, inland transportation market needs to reform its regional logistics structure in order to increase its competitiveness. To improve the solution, the research studied efficiencies and productivity of inland transportation systems in regions. In order to obtain specific facts, each cities' five years of (2005-2009) balanced panel data on inland transportation system has been studied. According to CCR and BCC analysis, Ul-San has been evaluated as the most efficient DMU during 2005-2008. In addition, in 2009, Seoul was the most efficient DMU. Also, according to Window analysis, Gwan-Ju and Gwangwon-do scored 0.062. Therefore, they were estimated as stable DMUs. According to Malmquist productivity analysis, average productivity indexes of four terms of Chungcheongnam-do and Chungcheongbuk-do haves been increased to 6.6% and 7.3%. I hope this study contributes to the improvement of regional inland transportation system.

  • Recent development in wireless communication and mobile positioning technologies make geosensor networks widely used in the various fields of real world. As a result, much research has been done on the middleware that uses limited energy resources efficiently. However, because traditional middleware does not consider the characteristics of sensor node, such as computing power and specification, the existing middleware call not support the sensor nodes with only the restricted system resource. Therefore, in this paper, we design and implement a new Bytecode based Data Service Middleware supporting energy efficiency in geosensor networks. At first, the proposed middleware provides the optimized functions for sensor nodes by using minimum by tee ode instruction set and data manager supporting hardware abstraction. Secondly, the proposed middleware increases the energy efficiency of sensor node through both data aggregation query processing and data filtering that minimize data transmission by eliminating unnecessary data. Finally, we show from our performance analysis that the proposed middleware is more energy efficient than the existing SwissQM.

Characterization of Commercial Membranes for Non-aqueous Vanadium Redox Flow Battery (비수계 바나듐 레독스 흐름 전지를 위한 상용 멤브레인의 특성분석)

  • Membrane characterization methods for aqueous redox flow batteries aqueous RFBs were modified for non-aqueous RFBs. The modified characterization methods, such as ion exchange capacity, transport number, permeability and single cell test, were carried out to evaluate commercial membranes in non-aqueous electrolyte. It was found that columbic efficiency and energy efficiency in a single cell test were dependent on the ion selectivity of commercial anion exchange membranes. Neosepta AHA anion exchange membrane showed the anion transport number of 0.81, which is a relatively low ion selectivity in non-aqueous electrolyte, however, exhibited 92% of coulombic efficiency and 86% of energy efficiency in a single cell test. It was also found that a porous membrane without ion selectivity is suitable for a non-aqueous redox flow battery at a high current density.

  • The discharges of time, technology and finance was increased and it was difficult to use water resources effectively by serious water pollutions. Thus the main aim of this work was focused on effectiveness of water treatment process using non-controlled indicators such as UV absorbance($E_{260}$) and particle counts that provided analytical results with simple and rapid. The soluble aluminum was increased by the increase of aluminum doses for turbidity removals It means that the water quality was not controlled by only turbidity monitoring cause maximum turbidity removal did not guarantee minimum residual aluminum in an aluminum-based coagulation. E removal efficiency appeared to be the promising indicator for monitoring the effectiveness of the water quality process such as coagulation and nanofiltration membranes for arsenic(V). On the basis of the particle monitoring, it was also found that the particle counts could be used very useful for changing the coagulants in real water treatments.
