Professional competencies serve to demonstrate and develop expertise. As such, the study summarized theories on the concept of competency and competency model development and utilization, proposing ways to utilize the competency system to strengthen domestic archivists' expertise through a case study of international archivist competency systems. Five competency frameworks for archivists developed by international archivist associations were analyzed. Results showed that the archival profession's competency frameworks were primarily utilized in two ways. First, they are used to verify professional definitions, which are used as verification standards for registering certified professionals at the archivist association level. Second, they are used to enhance expertise in conjunction with individual professional self-assessment and continuing professional development program design. These two applications can operate in a complementary relationship to utilize the competency framework in demonstrating and strengthening competencies.

Drones, which show strong growth in the fourth industry, are commonly used for disaster response. In the event of an actual disaster, local governments should carry out 13 cooperative functions to respond to the disaster, but there are difficulties in collecting on-site information in places where it is difficult for people to access or grasp the situation. Based on the 13 collaborative functions that are essential for operations in the event of a disaster, a utilization plan of highly utilized drones was derived. Through the analysis of overseas cases and drone utilization by each department, a total of 10 out of 13 collaborative functions of the Disaster and Safety Countermeasures Headquarters (disaster situation management, emergency life safety support, emergency recovery, disaster resource support, traffic measures, medical and quarantine services, disaster site environment maintenance, social order maintenance, search, rescue, and emergency) were derived. These results can enhance the efficiency of the disaster response by presenting a plan to utilize drone images for each function.

선박 운항안전 지원을 위한 실시간 해양환경정보 제공 방안을 연구하였다. 항행안전에 필요한 정보의 구성요소를 개발하기 위하여 현장 사용자 설문조사를 통한 수요를 조사 분석하였으며, 조사 분석에서 검토된 해양환경정보의 제공 가능성을 검토하기 위하여 제공 정보의 특성 및 활용방안을 검토하였다. 또한 선정된 항행안전 지원 해양환경정보제공의 구현성을 검증하기 위하여 선정된 정보의 구현방안을 검토하고, 실제 구현 사례를 제시하였다. 본 연구의 주요 결과로 항행안전 지원을 위한 해양환경정보의 구성요소를 개발하였으며, 필수 정보 요소들에 대한 구현방안을 제시하였다. 본 연구의 결과는 향후 운항 안전 시스템의 일부 개발에 활용될 예정이다.

본 논문은 HTTP protocol을 이용한 미디어 Streaming 서비스 표준인 MPEG-DASH(Dynamic Adaptive Streaming over HTTP)를 기반으로 한 N-Screen 서비스 동기화 방안을 제시한다. N-Screen 서비스란 다수의 미디어 Device를 이용하여 하나의 콘텐츠들을 공유 및 전송하는 서비스를 뜻한다. 이는 MPEG-DASH 표준 기술을 활용함으로써 보다 효율적인 서비스 이용이 가능하다. DASH는 다수의 품질의 같은 영상들을 시간별로 분할하여 Server에서 보유하여 한 Device에게 네트워크 환경에 맞춰 가장 적합한 Segment들을 전달 및 전환함으로써 끊기지않는 Streaming 서비스가 가능하다. 하지만 현재 MPEG-DASH 표준기술에서는 N-Screen 서비스에 대한 활용방안 시나리오가 재정되어 있지 않아 다수의 Device에서 Segment를 끊김없는 Media Streaming 서비스를 지원하기 위한 방안이 필요하다. 이를 위해 본 논문에서는 한 Device가 다른 Device에게 N-screen을 위한 동기화 정보를 전송함으로써 특정 콘텐츠가 끊기지 않고 연이어 볼 수 있는 동기화를 이룰 수 있는 방안을 대한 서비스 시나리오를 제시한다.

본 논문에서는 기존 광고대행 유저 추천 서비스의 광고대행 유저 선출 방업이 갖는 문제를 해결하기 위해, 영향력 최대화 (Influence maximization) 연구 분야의 기술을 활용하여 (1) 유저들 간 단계적으로 파급되는 광고효과를 고려한 광고효과 최대화 방안을 제안한다. 나아가 보다 정확한 광고효과 평가를 위해, (2) 유저 간 지지도 (support) 및 (3) 유저의 컨텐츠 공유 (share) 점수를 정의하고 광고효과 최대화 방안에 반영하였다. 실 세계 데이터를 이용한 실험을 통해 제안하는 광고 대행 유저 선출 방안이 전통적인 선출 방안들보다 광고 효과가 더 큰 유저들을 선출함을 입증하였다.

This study investigated the local humanities ecosystem and the application of local humanities. A plan(measures) was suggested to vitalize the humanities ecosystem for local residents through this stduy. First, We looked at the support measures for local humanities. Second, we tried to find a measure to utilize research manpower for the development of local humanities. Third, We study ways to train researchers for the development of the local humanities ecosystem. Fourth, In this study, we analyzed the contents of the job creation plan for the development of local humanities.This analysis aims to establish a support plan for vitalizing research on the regional humanities ecosystem that reflects the local culture and regional specificity.

Current socioeconomic condition in South Korea is characterized by growing country with highly unemployment rate. Enhancing service industry, therefore, is one of the important government policy issues. In addition to quantitative growth of service industries, OECD comparisons between countries as shown in the competitiveness of the domestic service industry, followed by a very low-level, enhancing the competitiveness of service industries are also important issues of national policy. In particular, finance, education, insurance industry, such as relatively large enterprises have entered the service industry to remain competitive and comparable, but the case of small service industries, has shown a very low level of competitiveness. Thus, the world's leading technology and IT infrastructure can be applied to small and medium-sized service industry in order to improve productivity, customer satisfaction, and service infrastructure, resulting in improving competitiveness. The purpose of this study is to develop government supporting policy issues by analyzing the current usage of IT, problems and requirement analysis, and critical success factors for applying IT to small and medium-sized service industries. For a survey 2,000 samples are collected from service companies. The results show that IT usage is very important to improve competitiveness in small and medium sized service industry. In addition, customized it solutions are needed to satisfy different characteristics of service industry depends on types of business. Finally, government supporting programs of IT has to be improved. The results would be able to provide directions and guide lines of IT utilization in service industries.
