The purpose of the paper is to research issues and implications on a large-scale enlargement of urban area in city management plan. This study investigated laws and regulations in force and carried out case study for three cities such as Yangju-si, Gimpo-si, Whaseong-si. As a result of analysis, three points at issue were abstracted and improvement ideas for each of them were suggested as follows. First, to set up adequate size of urban area, it is necessary to consider resonable planning for population, spatial structure, zone of life and land use in city comprehensive plan and city management plan. Second, to decrease arguments about scope and bounds of urban area, it is important to make general and specific guidelines to set up them. Third, to manage new urban area and its surroundings efficiently, it is necessary to subdivide zoning of non-urban area strictly, to restraint individual location of factories or cattle sheds, to make a proper infrastructure plan in advance, to administer strongly the permission of development behavior and to control strictly consecutive and joining development in non-urban area.

The research on red tide is generally in progress through field work, such as the naked eye and sampling. It was difficult to forecast exactly the course, from appearance of red tide to disappearance. with the established ways of investigation and analysis. Accordingly it is need to analyze environmental factors in time and space, the appearance of red tide and the path of its migration by more objective and scientific methods. In this study, GIS is applied to analyse the space character of red tide and the interpolation of IDW(Inverse Distance Weight) is applied to assume the density distribution of red tide after gather data by using Arc/Info. After IDW interpolation, the sea area occurred over 1,000 cells/ml of red tide density is extracted with CON and SUM Function of Grid Module, and the density of the sea area is accumulated daily. As a result of this study, the distribution condition of red tide is found timely and spacially by applying GIS to the sea area of red tide, the results indicated that the spatial density and the cumulative frequency about the origin of red tide using GIS, the sea area demonstrated that the maximum density and the maximum frequency varied significantly over the Nammyun of Namhae-Is. with the maximum frequency being 49 times. accordingly if data about the areas of red tide will occur from the present are accumulated, the shifting route of red tide occurrence and extinction can be predicted.

SOLAP system integrates and complements the functions of both OLAP and GIS systems. This enables users not only to easily access geospatial data but also to analyze and extract information for decision making. In this study a SOLAP system was designed and implemented to provide urban planners with GIS information when making urban planning decisions. Rapid urbanization in Korea has brought about ill-balanced urban structure as the result of development without detailed analysis of urban plans. Systematic urban planning procedures and automated systems are crucial for detail analysis of future development plans. Data regarding the development regulations and current status of land use need to be assessed precisely and instantly. Multi-dimensional aspects of a suggested plan must be formulated instantly and examined thoroughly using 'what if' scenarios to come up with a best possible plan. The SOLAP system presented in this study designed the dimension tables and the fact tables for supplying timely geospatial information to the planners when making decisions regarding urban planning. The database was implemented using open source DBMS and was populated with necessary attribute data which was freely available from the Statistics Korea bureau homepage. It is anticipated the SOLAP system presented in this study will contribute to better urban planning decisions in Korea through more timely and accurate provision of geospatial information.

In this study was classified the cadastral control points and parcel boundary points into 40m, 100m by flight altitude of UAV (Unmanned Aerial Vehicle) which compared the coordinates extracted from the orthophoto with the parcel boundary point coordinates by GNSS (Global Navigation Satellite System) ground survey. As a results of this study, first, in the spatial resolution analysis that the average error of the orthoimage by flight altitude were 0.024m at 40m, and 0.034m at 100m which were higher 40m than 100m for spatial resolution of orthophotos and position accuracy. Second, in order to analyze the accuracy of image recognition by airmark of flight altitude that was divided into three cases of nothing, green, and red of RMSE (Root Mean Square Error) were X=0.039m, Y=0.019m and Z=0.055m, the highest accuracy. Third, the result of the comparison between orthophotos and field survey results that showed the total RMSE error of the cadastral control points were X=0.029m, Y=0.028m, H=0.051m, and the parcel boundary points were X=0.041m, Y=0.030m. In conclusion, based on the results of this study, it is expected that if the average error of flight altitude is limited to less than 0.05m in the legal regulations related to orthophotos for cadastral surveying, it will be an economical and efficient method for cadastral survey as well as spatial information acquisition.
The weed flora in the mulberry fields were investigated in Suwon, Jeonju, and Buan in May, July, and September of 2014. The objectives of this study were to use the survey data for establishing weed control methods and to bring awareness of possible problematic weeds in the Korean mulberry fields. The survey was conducted in 53 regions, covering approximately $145,925m^2$. Altogether 153 weed species of 37 families were identified, of which 68 were annual, 39 species were biennial and 46 were perennial. The dominance was the highest with Digitaria ciliaris followed by Erigeron annuus, Chenopodium album, Echinochloa crus-galli var.crus-galli, Acalypha australis, Commelina communis etc. Exotic weeds presented 44 species with 28.8% of a total presence, of which Erigeron annuus was the highest, followed by Chenopodium album, Phytolacca americana, Conyza canadensis, Oxalis corymbosa etc. Especially, we should aware Senecio vulgaris, not controlled with glufosinate ammonium SL in the Korean mulberry fields because it was known as atrazine resistance in US, Canada, Germany etc. In the PCA plot, weeds presented in the mulberry fields were divided into two groups, Eclipta prostrata community and Stellaria aquatic community and weed flora of Suwon and Buan were different due to those only presented in Suwon.
Many firms are utilizing the Internet and various information technologies to effectively manage their business operations with a goal of gaining a competitive advantage in the rapidly changing business environments. Today, the business is characterized as digital economy where information freely flows and business processes are improved with the use of information technologies. Internet technology is playing a key role in transforming the organization and creating new business models. It has become the infrastructure of choice for electronic commerce because it provides process efficiency, cost reduction, and open standards that can easily be adopted by different organizations. Here, the vast amount of data and information slow among the related parties and security issues are very critical matter of research interests by academicians and practitioners. In this research, we address the importance of security framework in managing the data shared among the related parties in the e-business and suggest the security architecture for effectively supporting the needs of e-business in an organization. National Records Designation System is designed to protect valuable civilian records from loss or damage. It also intends that government administrates important civilian records to raise public concerns civilian records and to foster archival culture in Korea. This study investigates the current states of service fo the designated record through the web page of National Archive of Korea. Major findings are as follows. First, the information of designated records is dispersed in two web pages by the National Archive of Korea, an introductive web page of every collection in the National Archive of Korea and a web page of designated record service. Second, the web page of designated record service provides information of designated records only at collection level, so it is not easy for users to understand the contents of the records. In order to improve the service for the designated record service of the National Archive of Korea, this study proposed the unification of dispersed web pages to provide information of the designated records consistently. It also suggested a facet based directory service and word cloud service to give access to the contents of each designated record collection. The facet based directory and word cloud service will help users to understand the designated records in more detail.

Road construction projects are parcelled into sub-sections which are then tendered to individual contractors for construction. The type of work and equipments used are similar for each sub-section. However, such equipment are not shared on a regular basis among the contractors and only partially performed in an informal and ad hoc manner. Consequently, road construction equipment suffer from low utilization and increased leasing costs. Lean construction and Program Management approaches stress the importance of collaboration among individual participants in a way that increases the collective cost savings of the entire project. This research attempts to apply such theories with the notion that under utilization of expensive equipment can be improved by formalizing a way to enable the sharing of equipment in large, public sponsored, multi-sectioned road construction projects. A system was developed consisting of a set of criteria and processes that enables automatic allocation of equipment to multiple sites on daily basis, in a way that minimizes equipment costs and improves their individual utility. The system was then applied in allocating three different types of equipment to an actual road construction project with four sub-sections for three months. A new metric, nDPR showed that utilization improved for all equipment and also equipment related costs were decreased by 4.45%. Results also showed that increased shared opportunities of equipment correspond to an increase in utilization and cost savings.
This study is to analyze the present situation of Incheon design and to research Incheon industrial design with the special character of the city. Next, the final purpose is to apply this study for the Incheon International Design Competition event that will be held first time sponsored by Incheon Metropolitan. Incheon is Metropolitan which has 2.6 million people and the entrance of seoul Metropolitan which is the center of export industry and one of the greatest industrial city. It is growing the hub of International trade city of the twenty-first centry due to the opening of Incheon International Airport and the new development of Song-do city. The industrial structure of Incheon is mostly consist of small industry centered which has a lack of design development capacity, and it has a little insufficient design-related institutes which can educate the design personnel. It has only two universities and six junior colleges. Especially, design-related academics and exhibitions are rare nearby Seoul area. I will contribute the study which makes the industrial character and the necessity of design that can be possible through the Incheon International Design Exhibition, and it will promote the backward design industry and economy of Incheon that compared to other regions of Korea. And, I am going to utilize as basic data bases for exercising advanced Incheon Industrial Design Competition. Furthermore, I would like to contribute the image improvement of new International Incheon Metropolitan through the training of excellent design experts and finding design-related personnels which can be accomplished the cooperation among local autonomy, industries and schools.
