A GIS-Based Public Health-Geographical Analysis of Oral Health Programs for Primary School Students (학교구강보건사업의 보건지리학적 분석을 위한 지리정보체계의 활용)

  • The objective of this research is to compare and analyze regional accessibility of Korean primary school students to oral health services from the perspective of public health geography by using geographic information system in which the choropleth map has been regarded as the most popular method. Statistical proximity on the basis of calculus of 205 regions-based school oral health data is optimized to set five class intervals for five maps. These choropleth maps of oral heal programs such as oral health education, tooth-brushing method education, preventive dental care and curative dental care, demonstrate that there exist wide regional discrepancies throughout the country in terms of primary school students' accessibility to oral health services within the programs. The paper not just contributes to overcoming the existing paradigm by actively considering an interdisciplinary research among public health dentistry, dental hygiene and geography of public health, but provides clear evidence for national oral health policy in South Korea.

  • Teaching computer and ICT skills in K-12 helps to bridge the digital divide of the students at the minimum cost, and provides them with a chance of getting a Quality of life as well as a Quality of work in the future. From examining the education policies of U.S., EU, Canada, and other countries, concerning computer education, several factors, including vision and national-level policy, Quality of manpower, needs for computer-related technology, structure of IT industry, overall demand for IT specialists, have been identified as those with major impacts on the curriculum of computer education. Based upon the analysis of domestic key factors, three levels of computer education program are suggested. At the most basic and least controversial level, basic ICT-skill program for effective learning needs to be provided for every student. Next level is concerned with improving the Quality of life and work. A program for introductory level of computer science can be provided as extra-curricular classes for bright and eager students, who might want to be computer expert or specialists.

  • South Korea faces a declining population and rural areas vanishing due to urbanization. Infrastructure, especially medical facilities, may not be sustainable for a long-term. This may impact vulnerable groups like children, teens, and the elderly, worsened by an aging population and low birth rates. Gangwon-do, notably Chuncheon-si, suffers from rural depopulation and poor healthcare self-sufficiency. In this paper, using 2SFCA(Two-Step Floating Catchment Area), we analyze healthcare access in Chuncheon-si, identifying gaps and vulnerable areas. LISA analysis helps map medical vulnerability, considering patient demand and supply. The Gini coefficient assesses spatial inequality. We propose distributing healthcare services and personnel based on age and region. The aim is to identify locations for additional hospitals catering to the elders, Infants, Children, and Adolescents,considering spatial accessibility.

Analysis on the Effect of Lessons with the GIS Application in Teaching and Learning of Geography of Elementary School (초등학교 지리학습에 있어서 GIS 활용수업의 효과분석)

  • This research analyzed the effect of lessons with the GIS application as an alternative scheme of teaching and learning of geography in elementary school. Two classes in the third grade at Y elementary school in Andong were selected to conduct lessons on 'The Landscape of My Hometown' from March 6 through June 30, 2006. In the experimental class, the lessons were conducted with the GIS application; while, in a comparative class, the lessons were carried with usual teaching and learning method. To find out the effect of lessons with the GIS application, differences of spatial cognition of students were figured out between groups, and before and after lessons. The difference between the spatial concept development stages and materials on the textbook discouraged students to pursue their learning as well as made them hard to achieve the goals of lessons. The GIS application had been suggested as an alternative teaching and learning method to overcome the difference; however, it has been hard to find any empirical research to verify the effect of the lessons with GIS application in elementary school. The ability of spatial cognition of the third graders at an elementary school was very low as the result of that curricula in the first and second grades dealt with sketch maps as teaching and learning media. The map learning of third grader on the transitional stage would play the critical role to develop the spatial cognition ability in the future. The field study contributing to developing spatial cognition ability would not be conducted at school. It was required to have the alternative learning schemes such as lessons with GIS application. The lessons with GIS application verified effect of GIS application as the alternative method. The GIS application helped students to recognize landmarks, directions and distance effectively as well as reduced the spatial cognition difference among individuals and/or groups.

  • 최근 정부가 저탄소 녹색성장을 새로운 국정비전으로 제시하고 혁신적 그린에너지 기술개발을 위해 연평균 20%이상의 R&D 예산을 증액하고 있는 상황에서 연구개발결과의 상용화율 제고를 위한 연구기획, 평가, 관리시스템의 개선이 시급한 실정이다. 특히 선진국의 경우 최근 3년간 에너지분야 R&D의 상용화율이 미국 35.9%, 유럽 46.8%로서 24.2%인 한국에 비해 매우 높다고 할 수 있다. 이와같은 격차가 존재하는 것에 대해서 다양한 요인을 생각해볼 수 있겠지만, 크게 시장적인 또는 산업적인 측면에서의 중요도를 기준으로 연구과제를 선정하지 못하고 있다는 점과 연구개발결과를 효율적으로 사업화하고 있지 못하고 있다는 점을 생각해볼 수 있다. 특히 에너지 분야는 대규모 자금의 초기소요 및 개발기술 상용화기간의 장기화등으로 인해 사업화 실적이 타산업대비 매우 저조한 편이다. 이와같은 연구결과의 사업화와 관련된 문제점을 극복하기 위한 노력으로 국내에서 다양한 형태의 기술사업화 지원프로그램이 운영괴고 있으나, 에너지 분야에 특화된 프로그램은 부족한 상황이다. 반면에 미국의 경우, 재생에너지 R&D분야 전문투자자 그룹인 클린테크그룹 등을 중심으로 2002년부터 현재까지 다수의 녹색기술분야에 특화된 기술사업화 지원 프로그램을 운영하고 있다. 그 결과 현재까지 약 9년간 총 16억$의 투자유치에 성공함으로써 민간투자 활성화 역할을 담당하고 있다. 따라서 국내의 경우에도 이와같은 에너지 R&D 결과를 효과적으로 사업화로 연계시킬 수 있는 관련 프로그램 등이 시급히 도입되어야 할 것이다. 본 논문에서는 국내의 사업화 부진문제를 해결하기 위한 하나의 방안으로서 올해부터 정부주관으로 시행되고 있는 녹색인증사업을 활용하여 사업화가 유망한 기술 및 기업을 선별하고, 이에 대해 사업화 지원을 위한 후속프로그램을 적극 지원함으로써 연구개발결과의 경제적 활용도를 획기적으로 개선하는 방안을 제시하고자 한다. 또한 사업화 지원프로그램의 효율성을 높이기 위해 수도권, 영남권, 호남권 등 지역별 TP 등을 중심으로 기술사업화 협력 네트워크를 구축하고, 이를 기반으로 한 수요기술조사, 기술마케팅, 투자자유치 등의 관련프로그램을 개발하여 전단의 시스템과 융합시킴으로써 향후의 정부주도 R&D결과의 상용화율을 제고할 수 있는 시스템을 제안하고자 한다. 이에는 에너지 R&D분야별 기술적 시장적 특징분석, 지역별 산업특성과 기술공급 서플라이 체인분석을 토대로 한 기술이전 잠재수요기업 투자자를 대상으로 한 맞춤형 기술사업화 프로그램 등이 포함된다. 마지막으로 제안된 시스템에 대한 타당성 검증을 위해 올해년도에 시행한 녹색인증 기술사업화 연계프로그램 및 기술사업화 협력네트워크 활용사례 등을 분석하고, 향후 발전방향으로서 기술사업화 유관기관간간 기술사업화 정보교환 및 사업화 유망기술 기업 마케팅 등을 기본내용으로 한 시장지향적 녹색에너지 R&D 관리 시스템 구축방안을 제시하고자 한다.

Designing and Developing ICT Contents of Mathematics and Science in Agricultural, Mountain and Fishing Villages (농산어촌 수학·과학 ICT 콘텐츠 설계 및 개발)

  • For this, 410 development topics and contents were selected based on the analysis of contents related to mathematics and science, the pre-investigation and analysis of mathematics and science teachers in agricultural, mountain and fishing villages and the analysis of the 2009 revised curriculum. The validity verification of the selected subject list and implementation plan was implemented through the reviews by experts in each subject and the storyboard was designed by reflecting the examination opinion after the final revision. Development directions of the contents were set after analyzing the application result of contents from classroom for creativity and science and selected schools in agricultural, mountain and fishing villages for demonstration, and opened the platform after the revision and supplement of the expert. It is expected to elevate students' self-directed learning abilities in agricultural, mountain and fishing villages by developing and extending smart learning contents to use ICT in Mathematics and science education, which are high in urbanrural academic disparity.

Spatial Location Modeling for the Efficient Placements of the Super WiFi Facilities Utilizing White Spaces (화이트 스페이스를 활용한 슈퍼 와이파이 시설의 효율적 배치를 위한 공간 입지 모델링)

  • This paper addresses the efficient facility placements to adopt a super WiFi network, taking significant considerations as the next generation 'information highway'. Since the super WiFi has a wider geographic coverage by utilizing the white spaces of TV broadcasting which are empty and available frequencies for the wireless communications, it would play an important role in releasing digital divide of the internet access for low populated or mountainous areas. The purpose of this paper is to explore systematic and efficient spatial plans for the super WiFi. For doing this, we applied optimal location covering models to Gurye-gun, Jeonlanamdo. From the application, we presented optimal locations for super WiFi facilities and significant analytical results, such as the tradeoff between the number of facilities and coverage and marginal coverage for establishing super WiFi network. The results of this research would be usefully utilized for decision makers who wish to adopt a super WiFi, to extend wireless networks in a city or build a regional infrastructure of wireless facilities.

  • As one of the new areas of 'omics' technology, there is increasing interest in metabolomics, which involves the analysis of low-molecular-weight compounds in cells, tissues, and biofluids, and considers interactions within various organisms and reactions of external chemicals with those organisms. However, metabolomics research is still at a fundamental stage in Korea. Therefore, the purpose of this study was to establish a strategic long-term plan to revitalize the national metabolomics approach and obtain the elementary data necessary to determine a policy for effectively supporting metabolomics research. These investigations clarified the state of metabolomics study both in Korea and internationally, from which we attempted to find the potentiality and fields where a metabolomics approach would be applicable, such as in medical science. We also discuss strategies for developing metabolomics research. This study revealed that promoting metabolomics in Korea requires cooperation with metabolomics researchers, acquisition of advanced technology, capital investment in metabolomics approach, establishment of metabolome database, and education of metabolome analysis experts. This would reduce the gap between the national and international levels of metabolomics research, with the resulting developments in metabolomics having the potential to greatly contribute to promoting biotechnology in Korea.

A Study on the Promotion of Regional Innovation and Industrial-Academic Cooperation Using Living Labs (리빙랩을 활용한 지역혁신과 산학협력 촉진방안)

  • Innovation in local industries and the development of public services require, among other things, shared growth with the concept of regional co-prosperity. Regional co-prosperity is essentially aimed at bridging regional balance or regional gaps, which means a relationship that can achieve shared growth through complementary cooperation. In this study, cases using living labs were drawn based on the current status of industry-academic cooperation at the level of regional innovation and its policy implications were sought. Local governments are making various attempts to solve regional problems and enhance the linkage effect of securing mutual competitiveness through co-prosperity cooperation autonomously. In particular, an effective approach has been continued by activating the Living Lab Network, a problem-solving mechanism, focusing on pending regional issues. Above all, one of the strategies for regional development should be linked to the establishment of a cooperative system for win-win cooperation and policy means to support it. The activation of cooperative programs with local universities, companies and local governments and the case of problem-solving using living labs. Therefore, it suggested that active participation by various stakeholders and a cooperative governance model were needed to enable Living Lab.

A Study on the Evaluation Indicators for the Establishment of Marine Fisheries Safety Education Facilities (해양수산안전 교육시설 설립을 위한 입지평가요인 도출에 관한 연구)

  • In this study, an expert survey was conducted using the Delphi technique to select items and indicators for evaluation before installing educational facilities in the marine fisheries safety field, in which the educational infrastructure gap between regions is wide. Seven indicators were selected as geographic, social, and administrative factors. In order to objectively evaluate each indicator, evaluation indicators that could be evaluated using public data such as the "Comprehensive National Balanced Development Information System" and "National Statistical Portal" were developed. The Analytic Hierarchy Process (AHP) method was applied to select the weight for each indicator, resulting in 10 most important influencing factors on the selection of the location of educational facilities of the Marine Fisheries Safety Education Facilities: the distribution of marine officers, access to high-speed railways, the number of small ships less than 5 tons, access to highways interchange, the distribution of fishing boats, the close relationship of related industries, the planned new port, the distribution of commercial ports, the number of marine leisure riders, and the availability of long-term land leases in local government councils. The location evaluation index of marine and fishery safety education facilities developed in this study can be used to evaluate each region using national public data, and has the advantage of enabling objective evaluation. Therefore, it is judged that this evaluation index can be used to verify the feasibility of installing marine fisheries safety education facilities as well as other marine-related facilities.
